On Wednesday, July 1, foreign exchange turnover at the Investor and Exporters (I&E) window continued with its downward slide  as it dropped by 28% day on day. This is according to data from the FMDQOTC, an exchange where forex is traded by foreign investors and exporters. 

According to data tracked by Nairametrics, forex turnover  fell  from $14.37 million on Tuesday, June 30, 2020, to as low as $10.37 million on Wednesday, July 1, 2020, representing a 28% drop on a day-to-day basis. This is a second consecutive day of decline this week and also the lowest turnover recorded in the I&E window since last week. 

This further reinforces the volatile and uncertain nature of the foreign exchange market with trading volumes apparently irregular and piling pressure on the exchange rate at the NAFEX market and by extension the parallel market.  


Forex Liquidity Issues.
The volatility and uncertainty of the forex market seem to persist due to liquidity shortages across markets.  Liquidity remains quite tight in the foreign exchange market, with the average turnover in the I&E market significantly down to about $45.5 million in the month of May compared to $297.5 million that was recorded in January. 

As we have so often reported, accumulated demand for forex in the market is thought to range between $1.5 and $5 billion depending on which analyst you are speaking to. Forex shortages have persisted since the crash in oil prices coincided with the global lockdown due to COVID-19. The rise in demand and contrasting drop in supply has called for another round of devaluation, which the CBN has insisted it has plans to implement. A devaluation last occurred in March. The activities of the speculators seem to have continued unabated.

The dynamics of the Instagram big boy’s arrest seems to get more interesting as the suspected Nigerian fraudsters, Ramon Igbalode Abbas a.k.a Hushpuppi and Olalekan Jacon Ponle a.k.a Mr Woodberry have been extradited to the United States.

This was confirmed in a post shared on the official page of the Dubai Police.

FBI’s Director, Christopher Wray thanked the Dubai Police for their cooperation in extraditing the Nigerian suspects who were accused of committing multiple money-laundering and cybercrimes.

The Street Journal has learnt from reliable sources close to the NNPC that the Chief Operations Officer (Joint Ventures and Business Development), Dr. Roland Onoriode Ewubare has resigned from the company.

News circulating say he resigned abruptly on health grounds on Wednesday morning, July 1 2020, and has since concluded plans to return back to the United States, from where he was recruited to join the NNPC a few years ago.

Prior to becoming Chief Operating Officer (Upstream) Dr. Ewubare who is from the South-south part of Nigeria was a very close adviser to the recently deceased General Manager of the NNPC, Maikanti Baru, under whom he served as Group General Manager (NAPIMS).

Before his NAPIMS’ appointment, he was the Managing Director of the Integrated Data Services Limited (IDSL), a seismic data acquisition company of NNPC based in Benin City in Edo State.

On Wednesday, President Muhammadu Buhari requested the Senate to screen and confirm 41 non-career and one career ambassadors for appointment.

The president’s letter of request was read on the floor at the plenary by the Senate President Ahmad Lawan.

Among the nominees included Debo Adesina (Oyo), Exco-Minister of State for Defence, Ademola Seriki (Lagos) and Mr. Dare Sunday Awoniyi (Kogi).

In line with agreements reached between Ekiti state government and leaders of religious organisations in the state, Gov. Kayode Fayemi, has said worship centres in the state may resume for services from Friday, July 17th,

Governor Fayemi who disclosed this on Tuesday in a state-wide broadcast on the next stage in the State’s COVID-19 Response said arrangements are in top gear to ensure that pupils and students return to school from July 20 as recommended by stakeholders in the education sector.

He also noted that the two largest markets in Ado Ekiti – Oja Oba and Bisi Market, will now be open to lock-up shops only, subject to compliance with protocols, stressing that street trading, makeshift stalls kiosks and open display of wares in the said markets remain banned.

However, he expressed dismay with the increasing refusal of residents to wear face masks in public which he said could spike community transmission of the disease.

Fayemi said security agencies and Ministry of Justice have been directed to arrest and prosecute any person caught in public places without wearing the face mask appropriately covering the nose, mouth and chin.

On Thursday, the Government of Oyo State announced the revocation of some mansions and plots of land within the Agodi Government Reservation Areas (GRA) and Jericho area of Ibadan, the State capital.


The revocation order read in part: “Notice is hereby given to members of the public that by virtue of powers conferred on the Executive Governor of Oyo State under the provisions of Section 28, of the Land Use Act, Cap LS,No.18 of the Law of Federation of Nigeria, 2004, the underlisted plots of land located within the Agodi Government Reservation Area in Ibadan are hereby revoked by the Oyo State Government for overriding public interest absolutely and in particular for the use of the State Government.”


Shortly after that order was made public, a former Governor of the state, Senator Abiola Ajimobi headed for the courts seeking to stop the said order.


More details have, however, emerged as to the reasons behind the revocation order.


According to Newsbreak, four of the nine revoked plots of land were personally owned by Senator Ajimobi, one is owned by a company said to be linked to him, while other individuals are credited with ownership of the four others.


True to records, the plots credited to Ajimobi as contained in the State’s Land Registry indicates that besides the original plots of land acquired by the former Governor, he was said to have strangely added two more plots, one Housing the Protocol Officers of the State and another chalet that served the Governors of the state since the pre-independence days.

On Monday, June 29, the secretary to the Government of the Federation, Boss Mustapha, announced that the Federal Government is expected to announce the next phase of the eased lockdown in the country on Tuesday, June 30.


He disclosed this after the meeting the task force members had with the President, Major General Muhammadu Buhari (retd.), at the Presidential Villa.

Bashir Ahmad, Personal Assistant on New Media to Buhari, tweeted, “Today is the last day of Nigeria’s phase II of the eased lockdown, members of the Presidential Task Force on COVID-19 briefed and submitted their recommendations to the President for approval, the next lines of action will be announced tomorrow.

Iy was earlier announced that members of the Presidential Task Force on COVID-19 were meeting the President, Muhammadu Buhari (retd.), at the presidential villa, Abuja.

The Presidency made this known in a tweet on Monday.

The meeting is coming amid threats from Lagos and Ogun states that they may be a renewed lockdown.

Also, it was expected that a decision would be taken on reopening of airports and schools in the country.

Meanwhile, the Academic Staff Union of Universities (ASUU) has kicked against the proposed reopening of schools by the federal government amid the coronavirus pandemic ravaging the country.


In an interview with NAN on Monday, Biodun Ogunyemi, ASUU president, said the federal government should address challenges facing the education sector before it can talk of reopening schools.

After a video in which the former First Lady, Mrs. Florence Ajimobi alleged the failure of the governor of Oyo State, Engineer Makinde to reach out to her since the sickness and eventual demise of her husband, Senator Abiola Ajimobi went viral, heads turned and tongues wagged.

In the video, Mrs Ajimobi accused Governor Makinde and his deputy, Engineer Rauf Olaniyan of failing to reach out to her.

However, impeccable sources who are familiar with the recent happenings in the state have reached out to the media. They say that the Governor was actually frustrated out of his bid to take good care of late Ajimobi.

“Governor Makinde, on hearing about the sickness of his predecessor asked one of his Special Advisers to make contact and establish the true situation. The said Adviser got in contact with the Deputy Governor of Lagos State, Obafemi Hamzat, after attempts to reach the former First Lady failed.”

The people of Sasa community with the help of a local security outfit popularly called (SOLUDERO) this morning, arrested a suspect in Sasa area of Akinyele Local Government in Oyo State while he was trying to murder a woman.

While he was being interrogated, the suspect confessed that he had been involved in 8 killings recently in Akinyele local government and his last operation was carried out at Sasa area where he murdered a lady.
He has so far being handed to the Nigeria police for further investigation while work is still ongoing to fish out other perpetrators.

1) When former Governor Ladoja was in power, he bought it from Oyo State government.
2) Ladoja was impeached and Akala seized the land and give it to Aare Arisekola.
3) One night , when Ajimobi became governor, he came to Arisekola and said Jokingly, Aare ile yin ti Bayo Akala fun yin yen, e bun mi .He got the information from the ministry of land about that land and his hatred for Governor Rasheed Ladoja was unimaginable. He wanted the land badly in order to spite Former Governor Ladoja.
And trust Aare Arisekola, he asked one of his sons to bring the documents of the said land and handed it over to him. Which included survey and plan. Aare had not yet perfected the documents then.
So Ajimobi collected the documents and started building a multi-billion retirement home there. How he became a multi billionaire within his 8 years in power is still a mystery till now. When he wanted to contest against Akala in 2007 and Rasheed Ladoja was the governor then, he came to see Governor Ladoja at Agodi government house with his confidant, Wole Arisekola .

The late Ex- Governor of Oyo State, Senator Abiola Isiaka Ajimobi, was buried at his Oluyole country home in Ibadan, the state capital, at 10am on Sunday.

The burial ceremony was done by Islamic clerics and close family members.

The trial of chloroquine and hydroxychloroquine as prophylaxis for COVID-19 in Nigeria has proved to be significantly effective.

A study, carried out by LiveWell Initiative in collaboration with frontline healthcare workers in the country, has undergone hypothesis testing among physicians, researchers, pharmacists and clinicians.

Preliminary data gathered from physicians were analyzed in this research, using the drugs for compassionate preventive treatment and for moderate to advance the treatment of COVID-19. It also recognised some self-medicating individuals who took advantage of the non-prescription remedy.

The chief executive officer of LWI, Bisi Bright, said in a statement that 123 volunteers were involved in the study of which 110 were on prophylaxis and 23 on treatment.

“The preliminary data also included a few self-medicating members of the public who did so under guidance. Out of the 110 on Prophylaxis, there were 76 men and 34 women to corroborate the fact.

“Our LWI Study Protocol recommends quinine for all COVID-19 Inpatients (oral for regular inpatients and intravenous for ICU Patients)” she said.

Quinine according to her, crosses the blood-brain barrier into the alveoli which gives it an added advantage over chloroquine and hydroxychloroquine in COVID-19 and picks up where CQ/ HCQ stop.

“That, of course, is in advanced COVID-19 treatment, especially during Cytokine Storm. The side effects are self- limiting. Reversible ototoxicity is the commonest but the benefit of administering it outweighs the risk of losing a life to COVID-19.

Shocking details on the murder of ALEXANDER KAREEM, the 20-year-old Nigerian brother of controversial Met police officer who appeared on Big Brother Naija, Kaffy Kareem are gradually emerging.

The deceased screamed ‘help me’ as he lay on the ground before a passer-by attempted to perform CPR.

According to post-mortem conclusion, Alexander Kareem was killed by gunshots to his chest and abdomen while he was walking home after visiting a shop around 12.40 am.

According to reports, a white Range Rover was seen in the area before the shooting.

This White Range Rover was later found burnt out, however, it is being traced by police as ‘a key line of inquiry’

An Eye Witness gave an account saying:

“I heard shots and somebody calling help me, help me. I called the police and watched the nearby scene from a window. I saw a man lay in the street, sort of in the gutter in front of the bus stop, and several cars had stopped and the people were trying to help and one of them was trying to give CPR. I was laying in bed at about 12:30 am when I heard two or three gunshots before Mr Alexander Kareem was found.”
Paramedics who arrived to treat the victim pronounced him dead shortly after.

Another 69-year-old resident in Shepherds Bush, who did not want to be named, claimed she witnessed three gunshots pumped into Alexander Kareem, a bubbling Nigerian born British teenager, that sniffed life out of him on the streets of London.

Ibrahim Magu, Chairman of the Economic and Financial Crimes Commission, EFCC, has mentioned that no amount of blackmail can deter him from fighting corruption in Nigeria.

Nigeria’s Attorney-General of the Federation (AGF) and Minister of Justice, Abubakar Malami (SAN), had earlier written to President Muhammadu Buhari, recommending the sack of Mr. Ibrahim Magu, the Acting Chairman of the Economic and Financial Crimes Commission (EFCC).

The Street Journal learnt that in the memo to the President, Malami recommended that Ibrahim Magu should be sacked on grounds of “diversion of recovered loot, insubordination and misconduct.”

Magu, an award-winning anti-corruption Czar, on Thursday, disclosed that those stealing Nigeria’s money must be stopped. Addressing a delegation of the Nigerian Union of Journalists in Abuja, Magu said;

“Those stealing, embezzling, hiding and carrying our wealth away are not our friends. We must stop them. We must stop looters. We must stop the industry of corruption by all means and we shall surely stop them.”

“Fighting corruption is not a tea party. More than ever before, fraudsters are devising new techniques and strategies every day to beat established rules and systems. Besides, several fight-back ploys are also being fashioned to distract and discourage genuine fighters of corrupt practices. For us, all these strategies are all too-known. The people of Oyo State mourn today as the lifeless body of the immediate past governor of Oyo State, Senator Abiola Isiaka Ajimobi will be buried today in Ibadan.

The corpse of Late Ajimobi was deposited last night at Toks funeral Home, Alausa same place family members and close political associates will gather in the morning for onward movement to Ibadan where he will be buried according to Islamic rites.

Although he was reported to have tested negative to COVID-19 before the lung surgery that he did not recover from, it has not yet been confirmed if he will be honoured with a state burial ceremony by Oyo State government due to COVID-19 procedures.

A stampede of Party loyalists and supporters have been trooping in and out of his Ibadan residence since the news of his death became known.

On Thursday, the Minister of Foreign Affairs, Geoffrey Onyeama, announced that Ghana has promised to rebuild the demolished building in the Nigeria High Commission in Accra.

Onyeama expressed satisfaction with the steps taken by Ghana on the issue, noting that the country had accepted responsibility and agreed to take responsibility and rebuild the structure.

The minister sanctioned Nigerian officials in Ghana for not obtaining the necessary documents for the land despite making payment since 2000 stating that the High Commission did not have the title deeds or obtain approval for the demolished building.

The Street Journal had earlier reported that some armed men invaded the Nigerian high commission in Accra, Ghana, on Friday, destroying some apartments under construction.

The affected buildings were reportedly being constructed to house staff and visitors.

A Ghanaian businessman had accused the commission of encroaching on his land.

He was said to have visited the place last week, presenting evidence that he is the real owner of the land.

Edo State Governor, Mr Godwin Obaseki has emerged as PDP governorship candidate.

News has it that all aspirants stepped down few minutes to commencement of the party Governorship Primaries.

A total of 2,229 delegates were expected to decide who emerges as the standard bearer of the Peoples Democratic Party for the Edo State governorship election, slated to hold on September 19, 2020.

This was disclosed in Abuja on Wednesday by Mr Kola Ologbondiyan, PDP National Publicity Secretary.

He said the party followed due process in line with its time-tested procedures of electing eligible delegates, who had the responsibility of electing the most suitable candidate among the array of eligible aspirants seeking to fly the party’s flag in the governorship election.

The D'banj rape scandal seems to have taken a new turn as Ms. Seyitan Babatayo has again made more revelations about the rape allegation.

She alleged that she was arrested by the police and locked up in the cell with criminals who had violated laws of the land.

Recall that the music crooner, Oladapo Oyebanjo, better known as D’banj, has been in the news after Seyitan's friend, Benjamin Ese, alleged that Dbanj raped his friend (Seyitan) on December 31, 2018, at the popular Glee hotel in Victoria Island, Lagos.

According to Benjamin, Seyitan was forced to share her story after the Kokomaster joined in preaching against rape on his Instagram page.

D'banj wrote, “#NoMeansNo. We Need to Raise Our Sons right and Teach them to love and Respect Women. We Need Justice for Our GIRLS…Say NO to Rape, Racism, tribalism. Let us stop living in FEAR and HATE, and start living in LOVE."

The musician debunked the rape allegation, claiming that he is innocent of the rape allegation levelled against him.

D'banj went on to petition the Inspector-General of Police, Mohammed Adamu to call Ms. Seyitan to order and desist from spreading wrong information about him. The IGP then ordered a probe of the allegation.

Many of D'banj's colleagues in the entertainment industry kicked against the police after reports emerged that Seyitan was arrested for speaking up that the musician violated her.

The 40-year-old singer on Monday shared a video of himself dancing on Instagram with a caption:

“Innocent until proven guilty, Stop social media trial. #SAY no to rape and human rights violation”.

However, in a statement on Tuesday, Seyitan insisted that she was violated and also alleged that she was threatened by Dbanj’s team for going public with her story.

Her statement read in part:

"My story is one that I have carried around for almost two (2) years, but in the words of Timi Dakolo, 'When you finally decide, it will amaze you where the needed strength will come from.'

"On 16th June 2020, almost two weeks after going public with my story, I was arrested by four (4) armed police officers, who, in pretence as delivery agent, gained entry into my home." Former President Goodluck Jonathan’s aide, Mr Umar Tahir, on Tuesday, told the Federal High Court, Abuja, that an ex-Minister, Taminu Turaki, released N200 million out of the N359 million for a security sensitisation programme in parts of the country in 2014.
 
Tahir, who was a Senior Special Assistant (SSA) on Islamic Affairs, made the allegation before Justice Inyang Ekwo while testifying as the first prosecution witness (PW1) in Turaki’s trial on money laundering charges involving about N854 million. The Imo State Government has announced that 13 more lawmakers of the State's House of Assembly have tested positive for coronavirus (COVID-19).

The spokesman for the State Task Force on COVID-19, Chinedu Iwuala, confirmed this to the media on Tuesday.

This brings to 14, the total number of lawmakers in the state who have tested positive to COVID-19.

Iwuala added that the infected lawmakers have gone into self-isolation and the State Assembly Complex in Owerri has remained shut since the first lawmaker was diagnosed with the virus. The following UN Security Council press statement was issued today by Council President Nicolas de Rivière (France):

The members of the Security Council condemned in the strongest possible terms the multiple terrorist attacks on 9 and 10 June in Felo, on 13 June in Monguno against a UN humanitarian facility and on 13 June in Nganzai in Borno State, Nigeria, which together resulted in at least 120 killed and others injured.

The members of the UN Security Council expressed their deepest sympathy and condolences to the families of the victims, as well as to the people and Government of Nigeria.  The members of the Security Council wished a speedy recovery to those injured.

The members of the Security Council commended the efforts of countries in the region, including through the Multinational Joint Task Force, to effectively combat terrorism, and encouraged further progress in this regard.

The members of the Security Council reaffirmed that acts of terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security.

The members of the Security Council underlined the need to bring perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism to justice, and urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with the Government of Nigeria and all other relevant authorities in this regard.

The members of the Security Council reiterated that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed.

The members of the Security Council reaffirmed the need for all States to combat by all means, in accordance with the Charter of the United Nations and other obligations under international law, including international human rights law, international refugee law and international humanitarian law, threats to international peace and security caused by terrorist attacks.

The source said:

” Removing Magu at this time when he has given muscle to Buhari’s anti-corruption fight would be a mistake.

“It is painful that the EFCC boss is facing certain powerful forces who have decided to remove him in spite of his remarkable achievements.”

Reports reaching The Street Journal say that the Peoples Democratic Party (PDP) in Edo State has moved its Governorship primaries to Tuesday, June 23, 2020.

The primary election which was scheduled to take place this weekend, June 19 and 20, has been shifted to allow for more preparation.

A top leader of the party confirmed that Gov. Godwin Obaseki who has already been registered at ward 4 in Oredo L.G.A. will be picking up the party's governorship nomination from today, June 18, 2020.

Dubai public prosecution is set to prosecute embattled Instagram celebrity, Hushpuppi for multiple fraud, UAE’s newspaper, The National, reported on Wednesday.

Hushpuppi, real name Raymond Abbas, who was arrested by Dubai Police on June 10, has been charged with obtaining money from others through fraudulent means and is currently being questioned by prosecutors at the Bur Dubai section.

According to the report, security officers in the emirate arrested Hushpuppi and 12 others for online fraud that targets companies and individuals.

“They would send out letters from email addresses almost identical to those of legitimate companies, targeting customers of these companies, with the purpose of diverting payments to themselves,” a senior prosecutor said.

Pregnant Singer Juliet Ita aka Mhiz Amber has been found dead inside the house she shared with her Caucasian lover in Calabar, Cross River State.

Her White Live-in Lover has been accused of Her Murder. The singer’s dead body was found hanging inside the house which lead to the suspicion from friends that she must have been killed, as they alleged the duo had already been experiencing troubles in their relationship.

Mhiz Amber's white lover, Jim Roach whom she was 5 months pregnant for had reported to the police that they were involved in an argument before she hanged herself.

The singer who died on Saturday, June 13, 2020, had been in a  relationship with Jim Roach for 10 years.

According to one of her friends, Mhiz Amber had already made up her mind to leave the relationship before she found out she was pregnant so she asked Roach to pay her off with N5million but he allegedly agreed to pay her N2.2 million and was yet to fulfil the promise before her death.

An analysis of the Economic and Financial Crimes Commission (EFCC) cases compilation shows that corruption has been a persistent phenomenon in Nigeria for years culminating into decades. The nation which was once the giant of Africa is now wallowing in poverty, underdevelopment, unemployment and other vices which can be attributed to corrupt practices of some citizens of the country.

Some of these citizens have been arrested by the anti-graft body (EFCC) and a manhunt has been launched to find their accomplices.

Names of the suspects on the ‘Wanted’ list of this security agency include but not limited to:

Dr. Mrs Ngozi Olejeme is on the run for diverting N69bn public fund, and money laundering. The Former Chairman of Nigeria Social Insurance Trust Fund has been living in the shadows since she fled the country to evade arrest for allegedly diverting N69bn alongside a former Managing Director of the NSITF, Mr Umar Abubakar. They were said to have stolen the money by awarding bogus contracts and through other financial malpractices. They allegedly committed the crime with Mrs Theresa Ittu

Affiong, a principal suspect in two cases of fraud, Adjunct Prof. Olufunmilade Adeyemi, Haruna Adamu Gazau, Jennifer Turnah, two Chinese, Liang Zhang, Junyuang Jiang, and Christopher Achebe.

Olejeme, hails from Asaba, Oshimili South Local Government Areas of Delta State and speaks English and Igbo languages fluently, while her last known address was given as No 14 J.F. Kennedy Street, Asokoro, Abuja. Following her escape, the EFCC detained her sureties, a former president of the Nigerian Bar Association, Ikeja, Lagos State branch; Monday Ubani and Christopher Enai, an ex-senator representing Bayelsa State. They were subsequently granted bail by Justice Silvanus Orji of FCT High Court, Apo, in the sum of N50m, with two sureties who must be civil servants on Grade Level 15, after their lawyer, Mike Ozekhome, challenged their detention in court.

Ake Oluseun: The Economic and Financial Crimes Commission, EFCC , Lagos zonal office, has arrested a suspected Internet fraudster, Ake Oluseun, for tax fraud, Ake otherwise known asijoba in local parlance.
The 30-year-old suspect, a graduate of Computer and Information Science, was arrested in Lagos, following an intelligence report received by the Commission.
Sometime in January this year, the suspect, who owns Canbit Music, Canbit Resources (Nig.) Limited, Istartup Enterprise and Volta Company, allegedly sent an email to an employee of an American company requesting for the W-2s of the staff.

Boris Johnson, while he was an Editor with The Spectator Magazine, said colonialism in Africa should never have ended. He went further to downplay the role of Britain in the slave trade.

Currently, critics are on Bors Johnson's neck, urging him to come forth and explain if he still believes his views which he shared in the 2002 article are still valid.

In that publication, he argued that Africans would not have grown the right crops for export without direction from the British.

He wrote, "The continent may be a blot, but it is not a blot upon our conscience.

"The problem is not that we were once in charge, but we are not in charge any more"

This week, the Prime Minister argued for the retention of controversial statues of slavers and British colonialists in UK cities, which he said should stay up because they "teach us about our past with all its faults"

Many have argued with reference to the article that the Prime Minister, in fact, has held an active admiration for Britain's colonial activities on the continent.

The fatal shooting of a black man by a white police officer, this time in Atlanta, Georgia, poured more fuel Sunday on a raging US debate over racism after another round of street protests and the resignation of the city’s police chief.

At Wendy’s restaurant where 27-year-old Rayshard Brooks was killed was set on fire Saturday and hundreds of people marched to protest the killing.

Recorded on video and surveillance cameras, Brooks’s fatal encounter with police was the latest in a string of incidents that has sparked a wave of nationwide protests over police brutality.

Atlanta Mayor Keisha Lance Bottoms announced at a news conference Saturday that Police Chief Erika Shields had decided to step down.

“I do not believe this was a justified use of deadly force,” Bottoms said. The officer who shot Brooks — identified as Garrett Rolfe — was dismissed.

The death drew expressions of outrage, shock and dismay in a country deeply shaken by civil unrest since the May 25 police killing in Minneapolis, Minnesota of George Floyd, an unarmed black man.

James Clyburn, an African American member of Congress from South Carolina, said he was incensed.

“This did not call for lethal force. And I don’t know what’s in the culture that would make this guy do that. It has got to be the culture.
