Education › UNIJOS Blows N50m On Vcs Confab, But Owes Staff School Salaries by emamos(op): 7:15pm On Jun 03, 2016
The University of Jos (UNIJOS) blew up about N50 million in just three days to host a lavish Association of Vice Chancellors of Nigerian Universities (AVCNU) conference, but the institution is struggling to raise revenues to clear a backlog of salaries it owes teachers of the university staff school, investigations have shown.
The sum of about N50 million was expended on feeding, accommodation, and other logistics, according to sources.
The university management said the institution had a budgetary allocation of N20 million approved by its Governing Council, while other undisclosed funds came as contributions from other stakeholders including the Plateau State government.
The university Bursar, Mr. Ibrahim Alhassan, denied, in a telephone interview, that UNIJOS expended N50 million on the 143 VCs, but declined to state the amount spent. He confirmed the sum of N20 million allocated for the event from the institution, and other funds contributions from other stakeholders.
“The conference was not entirely sponsored by the university. Stakeholders; we had sponsors from the Institute of Chartered Accountants of Nigeria (ICAN), and other organisations (took part in the sponsorship). The Plateau State government sponsored too. It is totally wrong to say the university squandered N50 million. I cannot tell you now how much was spent...but we have the budget provision of N20 million as the university contribution which was approved by council,” Alhassan said.
The proposed expenditure had compelled angry lecturers operating as Academic Staff Union of Universities (ASUU), and other critical stakeholders including members of three other associations: Non-Academic Staff Union (NASU), the Senior Staff Association of Nigeria Universities (SSANU), and the National Association of Academic Technicians to boycott the lavish conference which commenced Monday, and rounded off on Wednesday.
Sources within the four associations told Daily Trust off the record that in protest against the huge expenditure at a time teachers of their wards were owed salary arrears, their members resolved to boycott the three-day event which attracted 143 chief executives of the federal, states, and private universities to Jos.
“We had to boycott the event. We were given formal invitation, but we decided to boycott in protest against the non-payment of the teachers in the staff school,” a member of one of the unions said. “About N50 million was expended on the conference of VCs, but our children’s teachers are owed salaries for two months.”
The 53 teachers of the UNIJOS Staff School with an enrolment of about 500 pupils have not been paid for two months now: April and May, amounting to about N14 million. The management of the university confirmed the backlog of two months, but told Daily Trust that it is still struggling to raise revenues to clear the backlog after the federal government stopped universities from expending federally generated subventions on the payment of staffs of their respective staff schools.
Both the Vice Chancellor, Professor Hayward Babale Mafuyai, and the Bursar, Mr. Ibrahim Alhassan, told our reporter on phone that the university is facing the challenges of raising revenues, to pay salaries and may be considering the option of scrapping the staff school.
“From our own Internally Generated Revenue (IGR), we have been able to pay their (staff school staffs) salaries from January to March. The one for April is being processed. But then, beyond that, we have problem because there is no budget provision for us to be paying from our IGR the consolidated salaries they are being paid,” the Bursar said.
The VC said: “we are doing our best to find alternative means of sustaining the school,” but added: “If we cannot finance it, we will have to shut it down eventually.”
Professor Mafuyai challenged those who boycotted the VCs’ annual conference to join the administration of UNIJOS to find this alternative to fund the school. “It not by strike (protest); they should join the administration to find ways and means of sustaining the school, and not be threatening.”

Crime › EFCC Docks AVM Oguntoyinbo For N166m Bribe by emamos(op): 5:22pm On Jun 02, 2016
In continuation of its relentless efforts in bringing corrupt public officers to justice, the Economic and Financial Crimes Commission, EFCC, on Thursday, June 2, 2016 arraigned Air Vice Marshall Olutayo Tade Oguntoyinbo before Justice Olukayode A. Adeniyi of the Federal Capital Territory High Court sitting in Apo, Abuja on one count charge of bribery to the tune of N166million (one hundred and sixty-six million naira).
Allegedly, AVM Oguntoyinbo while being the Chief of Training and Operations of the Nigerian Air force collected the sum of N166m (one hundred and sixty-six million naira) as gratification from a contractor with the Nigerian Air force, Societe D’ Equipments Internationaux Nigeria Limited.
The act contravenes Section 17(a) of the Independent Corrupt Practices and Other Related Offences Act, 2000 and punishable under Section 17(c) of the same Act.
The charge reads:
“That you, AVM Olutayo Tade Oguntoyinbo whilst serving as Chief of Training and Operations, Nigerian Air force and the CEO/Managing Director as well as the sole signatory to the account of Spaceweb Integrated Services Limited with Wema Bank, on or about the 11th July, 2014 at Abuja within the jurisdiction of this Honourable Court did accept a gift in the sum of One hundred and Sixty Six Million Naira (N166,000,000) from Societe D’ Equipments Internationaux Nigeria Limited, a contractor with the Nigerian Air force in performance of your official act and you thereby committed an offence contrary to Section17(a) of the Independent Corrupt Practices and Other Related Offences Act, 2000 and punishable under Section 17(c) of the same Act”.
The defendant pleaded not guilty when the charge was read to him
In view of his plea, counsel to EFCC, Francis Jirbo asked the court for a date for hearing.
But, Oguntoyinbo’s counsel, Henry Michael Ihun prayed the court to grant bail to the accused on liberal terms.
Jirbo kicked saying that, he was served with the bail application shortly before the court started sitting and needed time to respond to it.
Justice Adeniyi ordered that the accused person be remanded in Kuje Prison pending hearing on the bail application and adjourned to June 6, 2016.

Politics › World Most Polluted, Dirtiest City Found In Nigeria… Onitsha, Kaduna, Aba Nam by emamos(op): 8:06am On Jun 01, 2016
The word “Africa” often evokes romantic images of elephants crossing the
Kalahari, thundering water at Victoria Falls, or panoramic views from
Table Mountain.
But an increasingly common sight for Africans — especially those in
Nigeria — is that of smog, rubbish and polluted water, according to a new
report.
Four of the worst polluted cities in the world are in Nigeria, according
to data released by the World Health Organization (WHO).
Onitsha — a city few outside Nigeria will have heard of — has the
undignified honor of being labeled the world’s most polluted city by air
quality.
A booming port city in southern Nigeria, Onitsha recorded 30 times more
than the WHO’s recommended levels of particulate matter concentration.
Named and shamed
The other three cities named and shamed in the WHO report are the
transport hub of Kaduna, in the north, which came fifth, followed by the
cities of Aba — in sixth place — and Umuahia, in 16th position, which
are both trade centers in southern Nigeria.
Last year, the World Bank reported that 94% of the population in Nigeria
is exposed to air pollution levels that exceed WHO guidelines (compared to
72% on average in Sub-Saharan Africa in general) and air pollution damage
costs about 1% post of Gross National Income.
Why is Nigeria so polluted?
The cause of Nigeria’s pollution problem is a complex story.
“The contributing factors to pollution are a reliance on using solid fuels
for cooking, burning waste and traffic pollution from very old cars,” Dr
Maria Neira, WHO Director, Department of Public Health, Environmental and
Social Determinants of Health, tells CNN.
At home, due to unreliable electricity supplies, many Nigerians rely on
generators, which spew out noxious fumes often in unventilated areas.
On the street, car emissions go unregulated.
Neira adds: “In Africa, unfortunately, the levels of pollution are
increasing because of rapid economic development and industry without the
right technology.”
Indeed, Nigeria’s economy has raced forward in the past decade, overtaking
South Africa as the continent’s largest economy in 2014, following a
recalculation of its GDP.
Agriculture, telecoms and oil are all driving this growth — at a certain
environmental cost.
Steps towards a solution
The latest WHO report may highlight Nigeria, but the true story in other
parts of the African continent remains unknown.
The report only included pollution levels from cities with a population of
over 100,000 residents that monitor their pollution levels — something
many African cities don’t do.
“We need to do an assessment of the sources of pollution at city level,
also work on better planning of urban collective transport systems, and
take very old cars out of service,” says Neira.
“Regarding the four cities in Nigeria, we would actually like to praise
them. They are at least monitoring the pollution levels, others are not
even monitoring the air, we know that some are very polluted.
“These four cities are moving towards taking action to reduce pollution.”
With more than 50% of the world’s population predicted to live in African
cities by 2030, according to global accounting firm KPMG, the health of
the continent’s urban areas is a key concern.

The newly appointed Comptroller General of Nigeria Immigration Service (NIS), Mohammad Babandede, has ordered the arrest of former political office holders and retired public servants who are still in possession of Official/Diplomatic passports.
Babandede, who was appointed last week, gave the order while addressing senior officers of the Service on Tuesday at the Service headquarters in Abuja.
He directed officers on duty at the various airports in the country to arrest such persons which include former ministers, state governors and deputies, diplomats, National Assembly members and senators and hand them over for prosecution.
He r ecalled that President Muhammadu Buhari had on September 7, 2015, directed the NIS to retrieve the documents from all illegal holders noting that, most of them were yet to comply with the directive.
He said "charges will be pressed against unauthorised holders of such documents because such persons are no longer in the eligibility list and are, therefore, in contravention of Sec. 10 of the Extant Immigration Act, 2015.
"I am hereby directing that unauthorised holders of such passports be arrested at the airports and other points of entry/departure. Efforts will be made to trace such unauthorized holders in their given addresses."
Babandede disclosed that 158 diplomatic passports and 310 official passports have been retrieved since the directive was given last year

Politics › Senate: 12 Controversies In 12 Months by emamos(op): 11:00am On May 29, 2016
1 Emergence of Saraki
The emergence of Senator Abubakar Bukola Saraki (APC, Kwara Central), as the Senate President on June 9, 2015, in what was described as an “apparent disregard” to the directive of the All Progressives Congress (APC), laid the foundation of the controversies that has enveloped the upper chamber.
Saraki, a former governor of Kwara State, edged out Senator Ahmad Lawan (APC, Yobe North), the preferred candidate of the APC to clinch the Senate’s plum job, after allegedly resting on the strength of senators of the Peoples Democratic Party, (PDP).
The alliance apparently paved the way for the emergence of Senator Ike Ekweremadu, (PDP, Enugu West), as the Deputy Senate President, a development that dealt a serious blow to the APC’s control of the upper chamber.
2. Wardrobe allowance
A week after the inauguration of the Senate came the controversy of fat wardrobe allowance for the senators. In both traditional and social media, the story of the half million naira wardrobe allowance went viral, thus dominating public discourse in the country.
Each of the 109 senators was given N506, 000 to fill their wardrobe with ‘senatorial attires’. The money was released at a time when many states were finding it difficult to pay workers’ salaries.
3.Rejection of APC nominees
Another issue that created a storm in the Senate was Saraki’s rejection of the party’s preferred candidates for the position of principal officers. In a letter, signed by the party’s national chairman, Chief John Odigie-Oyegun, the party recommended Saraki’s rival, Ahmad Lawan as Majority Leader; Professor Olusola Adeyeye as Chief Whip, Senator George Akume as Deputy Majority leader and Senator Abu Ibrahim as Deputy Chief Whip.
However, the refusal of Saraki to read the letter on the floor of the Senate, which would have clear the way for implementing the recommendation, compounded his problem. Instead, the Senate President went ahead to announce his preferred candidates for the positions. Saraki turned down the party’s request, saying ‘my hands are tied.’
Pundits believe that his refusal to implement the APC recommendation deepened his sour relationship with the party.
4.‘Forging’ of Senate Standing Order
In July, the Senate was enmeshed in “forgery” scandal. It was alleged that its standing orders used for the conduct of the election that brought in Saraki and Ekweremadu as presiding officers was forged.
To this effect, the outgoing Clerk to the National Assembly, Salisu Maikasuwa and others were grilled by the police. The police high authorities have since concluded their investigation and confirmed that the document was truly forged.
Only recently, the Minister of Justice, Abubakar Malami, gave an order that the case be looked into.
5.Probe of Lamorde
The probe of Ibrahim Lamorde, the erstwhile chairman of the Economic and Financial Crimes Commission, (EFCC), also added to the gale of controversies that the Senate recorded within the last 12 months of the present administration.
The Senate commenced the probe weeks after the wife of the Senate President, Mrs. Toyin Saraki, was grilled by the EFCC, then headed by Lamorde. One George Uboh had petitioned the Senate over alleged diversion of recovered stolen funds amounting to over a trillion naira by the EFCC leadership.
The Senate received knocks over the probe of Lamorde. The probe was seen in many quarters as an attempt to hit back at Lamorde for grilling Mrs. Saraki.
6.Saraki at CCT
None of the controversies exposed the Senate to ridicule like the docking of the Senate President at the Code of Conduct Tribunal, (CCT).
Saraki was docked on a 13-count charge bordering on false assets declaration while he was the governor of Kwara State. His pictures, in court, went viral in the social media and also adorned front pages of many newspapers the following day.
7.Anti-Social media bill
The frivolous petition bill undoubtedly set senators against the peoples, especially the social media public. They were criticised when the bill scaled through the second reading in December, last year.
Sponsored by Senator Bala Ibn Na’Allah (APC, Kebbi South), the bill, which was popularly known as “Anti-social media bill” created serious uproar in the polity. The climax of the opposition against the bill was a protest at the entrance of the National Assembly.
However, senators bowed to pressure and rejected the bill as Nigerians, during a public hearing on the bill, vehemently opposed to it.
8.CCB, CCT amendment bill
At the peak of Saraki’s trial at the CCT came a bill to amend the law establishing the Code of Conduct Bureau, (CCB) and Code of Conduct Tribunal, (CCT).
The bill sponsored by Senator Peter Nwaoboshi, (PDP Delta North), passed through first and second reading in 48 hours, hence the suspicion that trailed it.
Although, the debate on the bill was suspended on April 20, it went as the second most controversial bill recorded in the first year of the 8th Senate.
9. Exotic cars for Senators
The move by the Senate leadership to acquire exotic SUVs for senators drew the fury of Nigerians when former President Olusegun Obasanjo wrote a letter to the federal lawmakers in December. In the same month, President Buhari also faulted the move in his maiden presidential media chat. However, the lawmakers ignored the advice and went ahead to acquire the cars in April at twice the market price atthe whooping cost of N36.5m each.
10..Missing of budget
The 2016 budget was like no other as it had generated a protracted controversy between the Senate and the Presidency.
Processing the document was hectic as it lingered from January to May, before it was finally signed by President Muhammadu Buhari.
The budget proposal was first “infected” with controversy at the Senate on January 12, when it emerged at end of a 90-minute closed door session that the fiscal document had gone missing. Two days later, the Senate announced that two versions of the document were at the Red Chamber.
On February 8, the issue of padding of the document emerged during a budget defence of the Ministry of Health. Its minister, Professor Isaac Adewole, disowned the budget of his ministry, saying it was doctored.
Afterwards, the issue of passage of the budget by the National Assembly became a serious problem as it was postponed thrice. It was first fixed for February 25, then March 17. It was finally done March 23.
However, the controversy did not end, as days after, the issue of the budget details became another problem. The National Assembly transmitted the budget summary without its details.
It took two weeks for, the summary to be made available to the Presidency.
11..SarakiVS. Fika
In April, the Senate President, Bukola Saraki, slugged it out with the Chairman of the National Assembly Service Commission, Dr. Adamu Fika, over the appointment of Mr. Mohammed Sani-Omolori, as the acting Clerk to the National.
It all started on April 20 when Fika, in a letter to Sani-Omolori, announced the acting appointment. But Saraki challenged the appointment, saying Mr. Ben Efeturi should be considered for the appointment.
In a letter signed by his Chief of Staff, Senator Isa Galaudu, Saraki said the appointment of Sani-Omolori violated due process but Fika stood his ground. After various machinations, he ‘’defeated’ Saraki as Sani-Omolori assumed duty as the acting Clerk to the National Assembly on May 13.
12..Protests for and against Saraki
For days in April, protesters held vigil at the entrance of the National Assembly, demanding for Saraki’s resignation while another group insisted he must remain in office.
The protesters demanding for his resignation spent 72 hours and three nights at the entrance of the National Assembly. The protesters hinged their request on the CCT trial and the purchase of exotic cars.
Beside these controversies, our correspondent reports that some other controversies recorded in the first legislative year include the hiring of 282 aides, increase in the number of standing committees from 57 to 65 without amending Standing Orders and the attempt to suspend Senator Kabiru Marafa (APC, Zamfara Central) over his utterances.

Politics › Politicians, Civil Servants, Generals Steal N38tn In 17 Years by emamos(op): 6:08am On May 29, 2016
Nigeria has lost over N38tn through mismanagement, embezzlement and money laundering under successive administrations since democracy returned in 1999,estimates made bySUNDAY PUNCHhave shown.
The figures were drawn from findings by anti-graft agencies and investigative panel reports on major economic scandals and financial crimes in the country in the last 17 years
.
The investigation, which covered the Olusegun Obasanjo, Umaru Yar’Adua and Goodluck Jonathan-led administrations, showed that most of the stolen funds have not been accounted for.
Of the over N39tn lost in the country’s economy, crude oil theft, official corruption and electoral campaign funding were responsible for a larger percentage of the loss.
The exchange rate of N130 to a dollar was used in the conversion of funds under the Obasanjo-led administration while N150 was adopted for those under the Jonathan-led administration, being the average official rates during the tenures.
N3tn – NNPC, NPDC unremitted funds
Former Governor of the Central Bank of Nigeria, Mr. Lamido Sanusi, now the Emir of Kano, Alhaji Muhammadu Sanusi II, had written former President Goodluck Jonathan, accusing the Nigeria National Petroleum Corporation of failing to account for $49bn revenue, which should have been remitted to the Federation Account.
He recently said the corporation could only account for $29bn of the ‘missing’ fund. He said some oil companies paid taxes and royalties in oil, and the NNPC sold this oil on behalf of FIRS.
“No reasonable explanation for $20bn (NNPC); $6bn was with Nigerian Petroleum Development Company ( a subsidiary of NNPC) that had not got to the Federation Account to date,” Sanusi said.
These amounted to $20bn (N3tn) unremitted funds.
N2.3tn – Diverted arms procurement fund
In the course of investigating the alleged diversion of $2.1bn arms cash placed under the Office of the National Security Adviser, then headed by the immediate past NSA, Col. Sambo Dasuki (retd.), the Economic and Financial Crimes Commission had discovered that the total anti-Boko Baram insurgency money diverted by various personalities and agencies was over $15bn (N2.3tn).
Dasuki and several ex-military chiefs, including a former Chief of Defence Staff, Air Marshal Alex Badeh (retd.); and a former Chief of Air Staff, Air Marshal Adesola Amosu (retd.), had been quizzed and are currently standing trial on charges relating to the alleged fraud.
N30tn – Oil theft, waivers, others
A former Governor of the Central Bank of Nigeria, Prof. Chukwuma Soludo had in 2015 challenged the then Minister of Finance, Dr. Ngozi Okonjo-Iweala, to give account of the N30tn allegedly stolen under her watch.
The former apex bank boss had alleged that the nation was in for a chaotic time as the economy had been grossly mismanaged by the minister. He added that if the prices of crude oil in the international market failed to rebound, Nigeria would face an unprecedented level of economic crisis, with horrible attendant hardships for the citizenry.
“Our public finance is haemorrhaging to the point that estimated over N30tn is missing or stolen or unaccounted for or simply mismanaged,” Soludo said.
The ex-CBN chief in a piece entitled, ‘Ngozi Okonjo-Iweala and the missing trillions,’ explained how N30tn was allegedly stolen under Okonjo-Iweala’s watch.
He said, “My estimate, madam, is that probably more than N30tn has either been stolen or lost or unaccounted for or simply mismanaged under your watchful eyes in the past four years. Since you claimed to be in charge, Nigerians are right to ask you to account. Think about what this amount could mean for the 112 million poor Nigerians or for our schools, hospitals, roads, etc.
“Soon, you will start asking the citizens to pay this or that tax, while some faceless ‘thieves’ are pocketing over $40m per day from oil alone.”
A Federal High Court in Lagos had last week ordered Okonjo-Iweala to account for the N30tn which Soludo claimed went missing under her watch.
Okonjo-Iweala has repeatedly denied the allegations, claiming they are politically motivated.
N8.5bn, N2.6bn – NIMASA frauds
The EFCC is investigating the current Chief of Logistics, Defence Headquarters, Maj.-Gen. Emmanuel Atewe, for his alleged role in an N8.5bn scam involving the Nigerian Maritime Administration and Safety Agency.
Atewe was, until last year, the Commander of the Joint Task Force, Operation Pulo Shield, in Yenagoa, Bayelsa State.
The EFCC is also set to re-arraign a former Director-General of the NIMASA, Patrick Akpobolokemi; Kime Engozu and Josephine Otuga, alleged to be Atewe’s co-conspirators.
Akpobolokemi is currently standing a separate trial before a Federal High Court in Lagos for an alleged fraud of N2.6bn.
N17.3bn, N23bn – Diezani’s bribes
The EFCC is currently investigating and prosecuting some bank chiefs for allegedly helping a former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, to launder $115m (N17.3bn) and another $153m (N23bn) during the build-up to the presidential election.
Some of the beneficiaries of the funds have been indentified, including politicians and officials of the Independent National Electoral Commission.
N3bn– SURE-P scams
The Independent Corrupt Practices and Other Related Offences Commission has begun a probe into the activities of directors and senior officials of the Subsidy Reinvestment and Empowerment Programme.
The probe was in connection with N3bn fraud allegedly involving the Federal Ministry of Finance and the SURE-P Graduate Internship Scheme. The SURE-P GIS is a component of the SURE-P domiciled in the Federal Ministry of Finance.
The money, it was learnt, was meant to pay the allowances of 17,500 participants for eight months, which never got to them.
SURE-P was set up by the government of former President Goodluck Jonathan in February 2012 after nationwide protests followed the hike in the prices of petroleum products.
President Muhammadu Buhari scrapped the programme in November last year.
N56bn – Amount spent on COJA
Former President Olusegun Obasanjo was alleged to have spent N56bn on the 8th All Africa Games held in 2003, according to a petition written against him to the EFCC by an anti-corruption group, Coalition Against Corrupt Leaders.
In the petition, CACOL alleged that, “When the 8th All Africa Games was held in Abuja in 2003, it was discovered that most of the disbursements made did not deliberately follow the established due process. COJA did not have a ready book of accounts that could be reviewed. Throughout the games, COJA had no way of tracking its costs and encumbrances.
“Most of the contracts were found to be inflated, at an average of 500%. For example, boxing gloves cost US$20 in open market for a pair but COJA bought a pair for US$272. The wrestling mat (12 x 12) costs $8,000 but COJA bought it for $34,761, etc. At the end of the day, more than N56bn could not be accounted for by Obasanjo; his son, Gbenga; and Amos Adamu, the Executive Director of COJA.”
N2tn – Power sector revamp fund
The Obasanjo-led administration was alleged to have wasted the sum of $16bn (N2tn) on revamping the power sector. The Ndudi Elumelu-led House of Representatives’ Committee on Power, which investigated the government’s spending on the sector, noted that the amount spent did not yield “commensurate result.” The committee recommended that Obasanjo should be called to account for the money.
N300bn – ‘Missing’ fund from works ministry
One of Obasanjo’s close allies before they eventually fell out and ex-Minister of Works and Housing, Chief Tony Anenih, was indicted by the National Assembly for the sum of N300bn missing from his ministry. The missing money was widely believed to have been used to pay off 2003 election “expenses.”
In October 2009, a Senate committee issued a report on its investigation into the use of more than N300bn in the transport sector during Obasanjo’s administration. The committee recommended the prosecution of 13 former ministers, including Anenih, saying he allegedly awarded contracts without budgetary provision.
N56bn – Corruption in the NPA
There is also the Nigeria Ports Authority board scandal, which the EFCC investigated and unearthed a N56bn fraud by the former members of the board of directors. Obasanjo was accused of failing to institute any process towards recovering the alleged stolen money.
N33bn – Botched Lagos-Kano rail project
There was an alleged mismanagement of $250m (N33bn) initial payment in the rail system contract worth $8.3bn, which was awarded to a Chinese company, China Civil Engineering Construction Company, but has yet to take off. The project, which was expected to kick off in 2006 under a 25-year programme, was awarded by the government, while it had already paid for the first phase of the standard gauge line spanning over 1,315km from Lagos to Kano.
Stolen funds recovery
The Buhari-led administration has embarked on a mission to recover loot and assets kept in foreign lands. The government has also begun mass investigation of financial crimes and prosecution of suspects.
Indications had also emerged that the Central Bank of Nigeria was awaiting directive from the AGF before publishing the names of those that have looted the treasury.
A top official of the bank had hinted that the publication of the names of treasury looters was one matter the apex bank was approaching with caution owing to the litigation process involved.
The source said since the issue involved had litigation implications, there was no way the apex bank would publish the list of treasury looters without first securing a clearance from the Office of the Attorney General of the Federation.
When asked if the CBN had formally written to the AGF for clearance, the official said “that is being handled at the highest level.”
But Buhari, in an interview he granted some journalists before he departed London where he attended an Anti-Corruption Summit organised by the British Prime Minister, David Cameron, recently, promised to disclose to Nigerians the amount his government has so far recovered from those who looted the nation’s treasury on May 29 (today).
He said, “So far, what has come out; what has been recovered in whatever currency from each ministry, department and individual; I intend, on the 29th, to speak on this. This is because of all Nigerians are getting from the mass media; because of the number of people arrested either by the EFCC or DSS. But we want to make a comprehensive report on the 29th.”
The Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami, had said the government of the United Kingdom had shown its commitment towards repatriating funds stolen from Nigeria.
Malami said the UK expressed commitment towards repatriating Nigeria’s looted funds during a bilateral meeting between the two nations.
He said though there was no estimate of how much of the Nigeria’s funds stashed in the UK, but “it has been compiled for certainty.”

Politics › Ganduje Sacks Kano SSG, Others by emamos(op): 12:21pm On May 28, 2016
Kano state governor, Dr Abdullahi Umar Ganduje, has approved the removal of the Secretary to the State Government, Engineer Rabiu Sulaiman Bichi, and replaced him with Usman Alhaji Usman as the new SSG.
Ganduje also approved the appointment of Alhaji Ibrahim Mohammed Kankarofi as the new principal private Secretary to the governor.
In a radio announcement on Saturday morning by head of civil service, Alhaji Auwalu Mohammed Naiya, revealed that Director General media and communication to the governor, Alhaji Halilu Dantiye, was posted as Permanent Secretary and replaced by Salihu Tanko Yakasai as new DG media.
There were reports that the Secretary to the Kano State Government, Engineer Rabiu Sulaiman Bichi, had resigned his appointment and left the Government of Abdullahi Umar Ganduje.
Indications that emerged on Friday afternoon, were that the SSG was seen, along with his Personal Assistant, packing all his personal belongings.
The former SSG is a close confidant and ally of Senator Rabiu Kwankwaso and was very influential during the administration of his former boss.
He was instrumental to the numerous successes recorded by former Governor Rabiu Kwankwaso.
Since taking over last year, the current Governor had retained the SSG and the Accountant-General, Dr. Danjuma Mahmoud, whom he inherited from Kwankwaso’s administration.
He has been under pressure from his camp to replace them since the beginning of the cold war between him and his former boss.
Some staff at the SSG’s Office were however taken unawares of the removal of Engineer Rabiu Bichi.

Crime › Herdsmen Take Over Gov. Ortom’s Home; Kill 50, Destroy Rice Farm by emamos(op): 11:07am On May 27, 2016
Governor Samuel Ortom of Benue state, yesterday disclosed that his country home has been sacked by Fulani mercenaries who also killed over 50 of his kinsmen after which they razed over 200 hectares of his rice farm.
He lamented that the incessant killings and destruction of lives and property in the Benue had created a 25 year retrogression of development in the state.
The Governor made this known when he received the All Progressives Congress, APC Governors’ Forum led by Governor Rochas Okorocha of Imo state, who paid him condolence visit over the invasion of Agatu and other parts of Benue by the herdsmen.
According to him, “the mercenaries invaded my village, killed over 50 persons and destroying over 200 hectares of my rice farm. As I am sitting here, I have no ancestral home, they killed children, old men and women in my community.”
“The mercenaries come to Benue not just to graze but to steal, kill and destroy the livelihood of the agrarian people after which they take possession of the land knowing fully well that all we have here are our farms.”
“The truth is that these attacks have brought a major setback to the people especially with our declining revenue from the federal allocation which was about N7 billion before i assumed office but this month stood at N1.3billion while our monthly wage bill stands at close to N4billion.
The Governor lamented that even after President Buhari had directed that soldiers and mobile police men should be deployed to the state, there had not been any reports of the arrest of people behind the heinous crime.
Ortom who advocated the ranching of cows in the country, recalled that Benue people had lived peacefully with Fulani herdsmen until four years ago when the crisis started stressing that the state had not known peace since then.
Responding on behalf of his colleagues, Governor Okorocha said the documentary shown to the Governors on the invasion of Benue by herdsmen was quite revealing and the killings condemnable.
He said “we are here to show solidarity and our dislike to what happened here, a criminal is a criminal whether they are Boko Haram, herdsmen or whichever group; Benue state is central and key in Nigerian politics and these killings have to stop in the interest of peaceful coexistence of our people.”
