NCDMB Not Relocating from Yenagoa A rebuttal has come from the the Executive Secretary, Engr. Simbi Wabote of the Nigerian Content Development and Monitoring Board (NCDMB) who has said has no plans to relocate its headquarters from Yenagoa, Bayelsa State to Abuja or Lagos this was at coming against backdrop of the actions of the Members of the Ijaw Youth Council (Central Zone) when it staged a demonstration on Thursday at the Board’s headquarters over allegations that the Board had opened offices in Lagos and Abuja and was working to leave the state. But the Executive Secretary who received a delegation of the IYC World Wide, led by its President, Mr. Eric Omare at the Board’s Headquarters on Tuesday dismissed the insinuation, describing it as “wild rumours and figments of some persons’ imaginations.” During the meeting Mr. Wabote challenged the IYC national leadership to manage their zonal organs and curtail their overbearing tendencies. On request by the youth group for the Board to convert drivers, security guards and janitorial personnel to permanent staff, Wabote explained that the standard practice was for organisations to source such personnel from manpower providers, adding that the Board’s was complaint with Federal Government’s policies. http://ncdmb.gov.ng/2017/09/ncdmb-is-not-relocating/

For over two hours, the youths locked down Yenagoa, the state capital, claiming that the NCDMB opened new offices in Lagos and Abuja contrary to the provisions of the Local Content Act. Members of the Ijaw Youth Council (IYC), Central Zone, shut down the activities of the Nigerian Content Development and Monitoring Board (NCDMB), in Yenagoa, Bayelsa State on Thursday. The youths, who stormed the office complex located along Isaac Boro Expressway at about 9:45 a.m., forced their way into the building by pulling down a section of the fence after security guards had denied them access through the main gate. Grievance as stated by the Protest Leader The IYC chairman of the Central Zone, Tari Porri, who led the protest, said the group learned that the NCDMB opened new offices in Lagos and Abuja, which violated section 71, sub-section 3 of the NCDMB laws. He stated that the NCDMB Act empowered the Board to open offices only in oil and gas producing areas. The IYC therefore questioned the Board's rationale for opening offices in Lagos and Abuja. “This place has been left redundant and the Executive Secretary now operates from Lagos and Abuja and comes here only once in three months,” Mr. Porri said. “This is unacceptable! The Executive Secretary should stay here with us. “The NCDMB laws stipulate that offices should be opened only in oil and gas areas, but the board has gone ahead to open offices in areas such as Lagos and Abuja which, are not oil and gas producing areas. “Some of the staff of the Board, like the security guards and drivers, are working on a contract basis, and this is unacceptable to us. We we want all the staff to be regularized.” Response by The State Commissioner of Police, Asuquo Amba The State Commissioner of Police, Asuquo Amba, commended the youths for their peaceful disposition. He urged them to remain calm because Governor Seriake Dickson was aware of their grievances and promised to address the matter. “I have to appreciate you for making this protest a very peaceful one, and I implore you to remain peaceful. We should respect the sanctity of this place as the headquarters. “I have listened to all your grievances. I am in touch with the state governor and I have spoken to him and if there is anybody to lead this protest, it is the state governor himself. The Nigerian Army has deployed soldiers to take over security of the premises housing 17,000 live bombs in Owerri, the Imo State capital. The soldiers from the 34 Artillery Brigade, Obinze, were said to have taken over the premises few days ago. Similarly, a team of bomb experts from the 34 Artillery Brigade have been dispatched to the site where the explosives are being stockpiled at No. 109, Achike Udenka Avenue in new Owerri, a densely populated area, to get a first hand information of the situation on the explosives, with a view to reporting to the authorities on the next line of action. This is even as Professor Yakubu, has raised fresh alarm over the presence of another 44,000, bombs in some uncleared locations across the southeastern part of the country, saying some of these explosives are located in schools, churches, markets and other public places. Biafran Secret Service Fear The explosive expert who expressed delight over the concern of the army authorities, especially with the security challenges in the country and the establishment of a Biafran Secret Service recently, said “the soldiers would guard the place until we are ready to destroy the bombs.” Beside the military authorities, Yakubu, said he had also been contacted by officials from the Department of State Security Services(DSS), who he said have been providing security for the premises after he contacted them over the issue during the 2015 general elections. Security on the premises When contacted over the security of the premises by soldiers, the Public Relations Officer in charge of 34 Artillery Brigade, Captain Haruna Tagwai, said “the army has already provided security on the premises, but the property belongs to the Ministry of Defence.” He said “if you want to get more fact about it, you can contact the press’s secretary in the Ministry of Defence.”
