Yes they are illegal. The concept of armed vigilante is alien to our constitution. Any vigilante that bears arm is illegal. I have given you instance that the Benue livestock guards were disarmed by the army. The Benue issue is already heavily publicised. The herdsmen are bent on open grazing in the Benue Valley. You are just trying hard to exonerate Buhari. No governor or state house of assembly can promulgate a law empowering a vigilante to carry arms. The courts will throw it out. The constitution is very clear. Section 214 (1) of the Constitution says: "There shall be a police force for Nigeria, which shall be known as the Nigeria Police Force, and subject to the provisions of this section no other police force shall be established for the Federation or any part thereof. The livestock guards earlier equipped by Gov Ortom was also backed by sections of the anti open grazing bill of enacted by the Benue HOA. But the military arrested and disarmed them in January 2018 when these attacks heightened. Any bill passed by a state HOA contravening the constitution stands illegal. The president has not demonstrated capability to secure the lives of ordinary Nigerians that voted for him. It is a shame the IGP and other service chiefs are still in office.
