Update your proprietary Windows antivirus. It's probably the best antivirus on the market.

Hibernate the system.
Even "shutting down" the system doesn't really shut down all processes (the "System (Windows) Kernel" state is saved to disk, like the hibernation mode). Only when you Restart your PC do you really "shut down" and get a clean start when the computer boots up again.
So, the short answer to your question is: - Hibernate.

If they're still acting ignorantly....call the police on them. But be careful not to spend more on the police case than necessary....you know how Nigerian police can be.
NB: calling the police on your neighbour, in this case, is okay. But remember that this will turn him to a bitter neighbour....whether you're in the right or not.

@LadyBeee .....many persons here have said a lot of things I would've said/poked/pointed at. The one thing I'll add is :

If he's trying to toy/scam you, the probable angle will be in that Canada movement. It usually goes as; you bringing "little money" to add to the "big money" he've already put in to facilitate the preparation/processing of your document(s). And if you are reluctant, he'll make you feel guilty for wanting to let the money he've already put in "waste". Once/If that stage comes, talk to an authority immediately(not necessarily an official authority).

This is a not-so-popular scam I've dealt with(resolving).

Another technical advice I'll give you is to introduce(courtesy) him to a big brother/cousin/uncle of yours that makes good first impression as someone not to be toyed with and street smart. This only creates a big difference you might not understand.

Again, he might just have sincere intension...but this I doubt greatly due to events in the timeline.
