Acting President, Yemi Osinbajo, through the Nigerian Electricity Regulatory Commission, NERC, has reminded electricity consumers not provided with prepaid meters, to stop paying electric bills presented by Distribution Companies, DISCOs, on the basis of estimated billing methodology.
The Commission also ordered the DISCOs not to disconnect any of such customers that refuse to pay the bills, and further advised such customers to report to the Commission, if disconnected.
NERC gave the directive on Wednesday, in a statement on its website, and said it was part of its sanctioning of defaulting DISCOs, who failed to provide meters for its customers, before the March 1 deadline.
In line with its mandate of protecting the rights of customers, NERC had in June 2016, after consultation with the operators, directed DISCOs to conclude metering of all customers before November 30, 2016.
According to NERC, the Commission at the expiration of that notice, granted three months moratorium, which expired on March 1, to enable the DISCOs effectively execute the metering deployment plan for MD customers.
According to the statement, the sanction was sequel to the expiration of the initial directives by NERC, and the moratorium period given to DISCOs to meter consumers.
The statement reads in part:
A directive was issued to distribution companies by the Commission in June 2016 for all MD customers to be metered by 30 November 2016.
The Commission received appeals on compliance deadline from distribution companies prior to the expiration of the 30 November 2016 deadline. The deadline was extended to 1 March 2017 after consideration of appeals received from distribution companies.
Upon due consideration of facts above and the expiration of the compliance deadline granted to distribution companies on the metering of MD customers; the Commission hereby directs as follows –
1. Any MD customer that was not metered by 1 March 2017 shall not pay any electricity bill presented by a distribution company on the basis of estimated billing methodology and these customers are advised to report this to the Commission.
2. No distribution company shall disconnect any MD customer that was not metered by 1 March 2017 on the basis of the customer’s refusal to pay a bill issued after the compliance deadline on the basis of estimated billing methodology.
3. Any MD customer that was not metered by 1 March 2017 should notify the Commission directly.

Some Igbos resident in the north have already begun relocating to other parts of Nigeria, following the quit notice issued by the Coalition of Northern Youths.

Though the directive has now been rescinded, barely a week ago, the Coalition of Northern Youths had given all Igbos resident in the north a three month directive to vacate the region, and also asked Hausas in the east to return back to their places of origin.
According to a report by Daily Post, during a visit to the God is Good Motor Park in Mando, Kaduna State on Thursday, June 8, the park was brimming with Igbos returning back to the east.

One of the fleeing Igbos identified himself as Ifeanyi Odozie, an electric appliance dealer.
According to Odozie, he was leaving because he didn’t want to put his family at risk.

He further disclosed that he did not trust the government to protect him and his family.

Odozie stated: “I have been in this place for thirty years but I think I have overstayed my welcome here. I will take my family to the village and return by next week to sell off some of my belongings here.

“The federal government won’t be there to save us when problem starts.

“Since they (the northern youths) gave their order, who has been arrested?

“I also have my village, it is high time I returned home.”

Another Igbo who was interviewed identified herself as Chioma Okoye, a trader of second hand clothes at the Kaduna Central market in Kaduna.

The Indigenous People of Biafra, on Sunday, said it was not losing sleep over reports that the Federal Government may ask an Abuja Federal High Court to revoke the bail granted to its leader, Mazi Nnamdi Kanu, on grounds of alleged breach of the bail conditions.

Part of the major conditions of the bail which Justice Binta Nyako had granted Kanu on April 25, 2017, included prohibition from granting press interview.
he judge also barred Kanu from participating in any rally and warned that he should never be found in any crowd of more than 10 persons.

Saturday PUNCH reported that sources in the Federal Ministry of Justice in Abuja have revealed that alleged breaches of the bail conditions by Kanu were being observed, and may be relied on by the Federal Government to ask the court to revoke the bail.

However, reacting to the development, IPOB said it does not care if the Federal Government decides to revoke Kanu’s bail.

IPOB spokesman, Comrade Emma Powerful, who made the declaration while responding to our correspondent’s enquiries, said the revocation of Kanu’s bail would not affect the agitation for Biafra.

In an email, which he sent to our correspondent, the IPOB spokesman added that arresting Kanu again would be a major mistake on the part of the Federal Government.

“We don’t give a damn – whether they arrest him (Kanu) or not we don’t bother.

“Whether keep Nnamdi Kanu in or out of Nigerian prisons, the restoration effort continues unabated,” Powerful said, adding that “Having Mazi Nnamdi Kanu in prison is always good for the struggle to restore Biafra.”

A successful sit-at-home order in the South-East to mark the 50th anniversary of the secessionist Biafra Republic grabbed banner headlines last week, as it once more elevated public discourse on the nature of Nigeria’s federalism. Commercial and social activities were effectively frozen on Tuesday. Asaba, in Delta State, and a few areas in Port Harcourt and Yenegoa, capitals of Rivers and Bayelsa states respectively, with heavy Igbo presence, were not spared the spasm. Curiously, reports indicate that Igbo in the Diaspora joined their brethren at home, thus internationalising the agitation.

Its resonance and orderliness, no doubt, represent a new chord in the activities of the Independent People of Biafra, which masterminded it. Its leader, Nnamdi Kanu, was released on bail in his ongoing trial for his role in the struggle. Many peaceful protests for self-determination in the South-East and for his freedom from Federal Government incarceration since last year morphed into sadistic massacre of countless IPOB youths by trigger-happy soldiers and policemen.

There is a useful lesson to learn from the latest development: an urgent need for Nigeria to evolve an institutional framework to cope with its cultural and ethnic divisiveness. The Biafra script was first sketched on May 30, 1967 when Emeka Odumegwu-Ojukwu, the then military governor of the defunct Eastern Nigeria, declared it an independent country. The upshots of the January 15, 1966 military coup and the counter-coup six months later foisted on the country a 30-month Civil War.

However, more than the ethno-centric hue of the agenda, the bigger picture it presents should not be lost sight of: that Nigeria as a political project is a farce. From the beginning, the foundation was deceptive. As an amalgam of over 400 tribes, clobbered together in 1914 by an imperial power, no effort has been made to find the basis for harmonious co-existence. Prior to the 1914 amalgamation too, there was no country called Nigeria just as there was no Yugoslavia until 1918. Instead, a hotchpotch of diverse kingdoms, emirates, chiefdoms and states as well as over 250 languages, many of which had never had mutual contact, were grouped together, irrespective of their widely divergent cultures, faiths and socio-political systems. This is why Nigeria is steadily being convulsed by centrifugal tendencies. It cradled the civil war just seven years after the British colonialists left in 1960. The Oodua Peoples Congress agitation for self-determination, militancy in the Niger Delta and the Boko Haram crisis are other malignant tumours.

We acknowledge that self-determination for peoples is central to international law and charters of many international organisations, including that of the United Nations, but the issue of who can exercise it, or even what constitutes a legitimate agitation, is fraught. The Scottish referendum on September 18th, 2014 and the Catalan plebiscitary election on September 27th, 2015 exemplify the exercise of the right to self-determination of peoples – a fundamental collective right.The people of Hong Kong continue to hold lawful rallies to press home their demand for self-determination.

Nigeria can no longer cope with these toxic stressors in its political life. Consequently, the easily denied imperative for restructuring of the country by political leaders should be seen and embraced as the only survival strategy. Those who argue that the unity of Nigeria is not negotiable are either hypocritical or ignorant of history. Discerning minds such as Emeka Anyaoku, a former Secretary-General of the Commonwealth, Muhammadu Sanusi II, the Emir of Kano, among others, have been drumming into the ears of political leaders that the present 36-state structure has become a huge burden the country lacks the capacity to shoulder. Specifically, Anyaoku, a regional government irredentist, says a return to the First Republic governance model is the only way the country could tackle, more effectively, the challenges facing it. Absolutely! Indeed, the system in the past guaranteed service-delivery, efficiency, promoted fiscal federalism, competition among the regions and devolution of power.

In our earlier editorials, we had argued very strongly for a return to true federalism. There can be no end to this cycle unless Nigeria is run as a proper federation.Federalism is designed primarily to protect the minorities, take care of diversity, distribute power vertically and give priority to the aspirations of the people at the grass roots since the federating units are closer to the people than the government at the centre. Therefore, Abuja should stop the intimidation or persecution of self-determination agitators. Such demand is still legitimate here, given that Nigeria is yet to cease as a signatory to the charter of the United Nations, which in Article 1 enshrines the right of self-determination to all peoples, by virtue of which they are free to determine their political status, pursue their economic, social and cultural development.

Outbursts against Nigeria’s present discredited structure are getting louder by the day, and coming from unexpected quarters. The fury from Sanusi, Ango Abdullahi, a former vice-chancellor, and Balarabe Musa’s consistent radical views – all from the North – and the Southern consensual stance that the country is on the cliff, require action on how this emerging broad consensus could be leveraged to actualise a true federation.

Nigeria has an obligation to serve all Nigerians. Achieving freedom for a people, however, is a matter of conviction and perseverance. Abdullahi was, therefore, spot-on when he said recently, “If Lord Lugard made a mistake in 1914, let’s correct it now.” This has been our long-standing message. It is impossible to perpetually subdue the stirrings of ethnic nationalism. That is the lesson the Slobodan Milosevic experience of the defunct Yugoslavia or the September 2014 narrow victory of the United Kingdom in the Scottish independence referendum and its present resurgence should teach President Muhammadu Buhari. Sudan and Ethiopia are the African examples.

A former National Publicity Secretary of the Peoples Democratic Party, Chief Olisa Metuh, has criticised the House of Representatives for throwing out the South-East Development Commission bill.

Metuh said this in a statement on Sunday.
The ex-PDP spokesman said the rejection of the bill was a wrong signal for the people of the South-East who are protesting marginalisation.
He said, “The rejection of the bill for the establishment of the South East Development Commission by the House of Representatives does not demonstrate the desired spirit of national accommodation and sensitivity towards the people and problems of the South East Zone.”

Metuh, however, commended the South-East caucus of the House as well as other members from other geo-political zones that supported the bill.

He said they should not be discouraged as the rejection was a temporary setback which would be overcome in the future.

Metuh added, “The South-East caucus of the National Assembly must, however, be commended for bringing the issues of the needs of the region to the front burner. It is also heart-warming to note that a good number of lawmakers from other geo-political zones supported the bill.

“This is a laudable act, showing that other regions are beginning to appreciate the issues related to the developmental predicaments of the South-East.

“The current momentary hitch in the bid to establish a South-East Development Commission therefore must not be seen as the end of the road, or a badge of defeat. It should become a rallying stimulus for all men of good conscience across our nation to strive towards re-strategising appropriately in order to redress the shameful neglect of the zone.”

The former PDP spokesman said the effect of the neglect of the South-East was the resultant massive infrastructural decay under successive administrations since 1970 which he described as a national embarrassment that has lasted long enough.

Metuh said the bill, when properly reintroduced, must get the National Assembly and indeed the entire nation to pause and reconsider the terrible situation Nigerians in South-East region have faced for nearly 40 years.

He added, “Every impartial observer would without hesitation, agree that the establishment of the South East Development Commission is the least the region deserves at this time in our national life. It will serve as the beginning of a responsive accommodation to help assuage the sensibilities of a people who believe they are completely deprived of government presence and patronage.”

he Presidency on Sunday faulted an allegation of nepotism recently leveled against the Acting President, Yemi Osinbajo, by one Ismailia Farouk.

Farouk, in a message, that went viral on the social media, accused Osinbajo of appointing his aides majorly from his church, the Redeemed Christian Church of God, or from the South West where he hails from.
But a statement from the Presidency on Sunday quoted Osinbajo’s Senior Special Assistant on Legal Matters, Dr. Bilkisu Saidu, has dismissing the allegation while speaking on “Shirin Safe,” an interview programme on BBC Hausa Radio on Sunday.

The statement quoted Saidu as describing the nepotism allegation as “laughable, untrue, unfair and should not be taken seriously.”

The presidential aide was reported to have claimed that most senior positions Osinbajo’s office are held by Muslims including individuals who are from the North.

“If you are talking about religion, the most senior official or position in the Office of the Vice President apart from the Vice President himself, is the office of the Deputy Chief of Staff to the President and the name of the person occupying that office is Abdulrahman Ipaye and he is a Muslim.

“The positions following the Chief of Staff’s in the order of hierarchy are the Special Advisers in the office of the Vice President. Here there are three Special Advisers and two out of the three Special Advisers are Muslims, Senator Babafemi Ojudu and Barrister Mariam Uwais from Kano State.

“If you look at the remaining senior positions in that office, most of them are in the hands of Muslims from the North.

“For instance, the person in charge of Protocol (i.e. the Director of Protocol) is Ambassador Abdullahi Gwary from Yobe State; those in charge of welfare and health in the office of the Vice President are mostly Muslims and from the north.

“Worthy of note are the stewards, those who serve the Vice President’s meals, they are mostly Muslims, so what do the critics mean when they talk about religion?” she was further quoted as saying.

Saidu was also quoted as saying that when those she called “non-progressive minded people” fail to win public support on their personal agenda, they often resort to the use of religion given its sensitivity among Nigerians.

“When people lack what to use or have exhausted all avenues to speak evil against perceived opponents or ridicule the good works that they are doing, they resort to use of religion or other means possible to damage the image and reputation of that opponent,” she added.
