Soft rock artiste cum columist Pascal Uche Ejikeme, better known as Etcetera takes on the Nigerian Police in new article....

The police is your friend – words of the past, it seems. Today, the police are more about terrorising, bullying and killing for no reason. That Nigerian policemen are out of control is like saying ‘Ijebu garri’ is sour. Some believe that there are still good policemen out there, and I used to admit that quite often, but never again. Well, maybe there are still good policemen out there, doing their job of protecting and serving their pockets every day. The biggest problem is, no one is doing anything about it, even the government.

Hardly a day passes by without stories of a police officer shooting a ‘danfo’ driver because of N50, police terrorising people on the street and asking for receipts for everything, even for the Agege bread in your bag, pulling off people’s vehicle plate numbers for whatever accusations they could conjure up. The crazy thing is that they always try to justify their senseless actions. A prime example of how the police are out of control is how they quickly jump into your car even before you disobey traffic regulations. They don’t even wait for you to beat the traffic light; they are already inside your car, seated with the seatbelt on, like you guys are going on a planned vacation.

There was a particular case when I asked the police officer why he was inside my car and he replied, “Am I inside your car?” For once I thought the policeman had gone bunkers. The lying scum didn’t even know what he was saying. All he was thinking about was the money he was demanding from me. How many innocent Nigerians have been injured or killed for no reason at the hands of the police?

If you are living in Lagos and you haven’t had issues with a police officer, then there must be something wrong with you. And if you don’t think we have a problem with the police in this great nation of ours, you need to check yourself properly. The police have seemingly abandoned the ideal of protecting and serving for beating the shit out of you, killing, lying and so on. Maybe their new motto ought to be, “protecting and serving the shit out of you.”

Solving the police misconduct problem is simple. Many of these people are power-hungry individuals who get off on having too much power, which leads into them abusing the powers they get when they become police officers. Simply weed out these people in the recruiting process. Don’t just tell us you do it, do it actually.

And if the Police Force is already doing it, step it up a bit – it’s obviously not working very well. Oh, and if they get past all of that, when they do something completely out of line, don’t let them come back to the job.

Second, there should be real accountability. In a lot of these lawsuits against the police, guess who ends up paying the price for them? The taxpayers. I guarantee there would be a lot less police misconduct if police officers have to face real consequences and have to pay large fines.

Someone needs to police the police. Chances are you may think having another government organisation watch over them is a wonderful idea. WRONG! Having government watch over government has obvious issues. The people need to keep an eye on the police, and let their superiors know about misconduct. Got video of police misconduct? Post it. Share it with the world.

Do whatever possible to get the word out about your experience with police misconduct. Video evidence is key to exposing police misconduct. Let the government know, because we still have some power in government, but we have to utilise it! Yes, I know this already occurs, but it needs to happen on a much larger scale. Most of us don’t have the time to do it, but we need to make the time to do it. The police work for the people in the end, so maybe it’s time the people kept a closer eye on them, instead of brushing off stories of police misconduct. Hey, but before you bring out your camera phone to take a picture or make a video, make sure the police isn’t aware because if you are taking a selfie around Nigerian police officers, they become apprehensive and demand to see what you are doing with your phone or camera as the case may be.

Third, STOP GIVING THEM MORE POWER! Giving an out-of-control system more power has so much potential to be a disaster. Yes, in rare cases it could help, but most of these weapons don’t belong in the hands of the police, especially when they are on the street and not on any official duty. You see a police officer walk into a beer parlor to booze with his gun cocked and ready to shoot. Most of the police weapons we see these days are made for war, they don’t belong on the streets. A visitor coming into the country would think we are at war because there are too many drunk police officers carrying guns about.

Here’s a statistic that should get you thinking: Hundreds of soldiers have been killed in the war against Boko Haram. The number of innocent Nigerians killed by policemen yearly is in the thousands. Oh, the terrorists that the government is always telling us are so dangerous have killed fewer people than the police? Let’s get this straight. You are more likely to be killed by a police officer than terrorists in Nigeria. The number of people killed in the Biafra war is lower than the number killed by the police in the last decade. Sounds like something might be wrong yet?

The way I see things, we have a huge problem. The Police are out of control, they do what they want and get away with too much. A uniform and a gun seem to give them way too much power. Things must “CHANGE!” Some may disagree with me, criticise me for my views, but what I discussed above is the way I see things. My solutions may not completely solve the problem, but I believe they could create a huge dent in the problem. It would be a huge step in the right direction. What has happened to “ the police is your friend?”

It's like that in most forms by banks, companies etc.

Have you not come across forms that indicates just "first name last name". Infact some job interviews i have come across comes in that name order. Based on research, the secretary was right abt your last name being the surname bt most countries dont adopt diz style.

Education / HELP! Is Surname The First Name Or Last Name? by fako1(m): 12:59pm On Jul 04, 2015
I grew up with the mentality that the usual order of names is "First name Middle name Last name". The understanding then was that the First name is usually the surname, the middle is usually one's personal name which known to people and also on the birth certificate while the last name is the "other" name one bear. The order later changed to "last, first middle" with the
last and first names separated by a comma, and items are alphabetized by the last name.

Fast forward to present days! Lately, Most official forms i come across are with the order of "First name Last name".

Few weeks back, i went to a company i formally worked with (4years back) as an I.T student at ikeja, Lagos. i had an appointment with my former boss. On entering the reception room, met "sister" yemi the company secretary on her desk and exchanged pleasantries. I told her my reasons for the visit and she gave me visitor's note to fill. She wanted to put me through for some people's ignorance leads to mistake. She said "Please, your first name first and your last name follows". I then wrote down my surname as the first name and my personal name as the last name. With a smile on her face; she said "Take note from now, Gbenga is your name, it should be your first name and your surname is your last name". Wasnt even ready for that argument coz na make my former boss reason me well dey my mind. Got home later to start pondering and wondering over the "name" issue.

Infact! I had to go google but information there states different countries with their style.
In some Western countries, the surname or family name ("last name"wink is placed after the personal or given name ("first name"wink.

My people! Abeg which one Nigeria adopt? First name as surname or Last name as surname
Politics / Bribery Allegation Rocks Rivers Elections Tribunal. by fako1(m): 8:18pm On Jul 03, 2015
Strong allegations of planned bribery by the Rivers State Government has begun to swirl around the state’s Governorship Elections Petitions Tribunal ahead of its Monday meeting.
Apart from reportedly frustrating ‎effort to inspect the ballots allegedly used in the election in the state amongst other antics, the Peoples Democratic Party and its candidate, Nyesome Wike, are also said to have moved in a lot of money into Abuja on Friday.
Believed to be worried that it might have a very bad case, Wike is said to have‎ resorted to inducing some of the justices on the tribunal with a view to slanting their positions in his favour.
The governor, who is believed to be relying on his wife, a judge, and the wife of a former governor of the state is said to have undertaken intense lobbying in the last few weeks, reaching out to everyone he thinks could be of value to his case.
Besides, it is generally believed in the political circle that the reason Wike has been seeking and receiving approvals for loans is to enable him fund the tribunal.
The opposition All Progressives Congress in Rivers State alleged during the week that Wike had disbursed about N60 billion since coming into office.
The state Chairman of the APC, Davies Ikanya made the allegation.
The governor has also approached the state House of Assembly with a request for N10 billion loan.
However, the tribunal members are said to have maintained an uncompromising stance as far as the Rivers State election is concerned.
They are said to be determined to serve justice.
Their disposition is believed to be giving Wike and the PDP some discomfort since their reckoning that everyone has a price seems to be falling apart.
Wike’s fear is believed to have stemmed from a recent document of the Independent National Electoral Commission, signed by the duo of the acting Director in charge of the Legal Unit, Ibrahim Bawa, and Head of Data Management Unit, Information Communication Technology Department, Abimbola Oladunjoye, which puts the total number of accredited voters for the April 11 governorship election in Rivers State at 292,878, establishing the authenticity in the allegedly overbloated figure credited to Wike’s victory.
This, it was learnt, has become instructive for Wike, who might have to defend the fact that he legally garnered votes that were nearly triple the total number of accredited voters, going by the INEC record.
Wike’s case is made worse by the fact that the immediate past INEC Chairman, Prof. Attahiru Jega, had categorically stated that there was no directive to the effect that the Permanent Voter Cards be jettisoned during the election.
The revelation came recently when Jega maintained that INEC did not change its directive on the use of card readers for the governorship and state Houses of Assembly elections.
Jega spoke during a post-2015 general election assessment retreat for Resident Electoral Commissioners in Uyo, the Akwa Ibom State capital, with the theme: “2015 General Elections: Lessons and Way forward.”
He said it was only during the presidential election that the Commission instructed all the states that wherever there was evidence of card readers’ failure, they should revert to manual accreditation.

Rapper, M.I has been named the new boss of one of Nigeria’s leading music labels, Chocolate City. The confirmation was made by the label minutes ago after an initial announcement at the 2015 edition of the Nigerian Entertainment Conference. At #NECLive3, M.I and Audu Maikori appeared on stage, announcing the reorganisation of the label for the future and announcing that Audu will transit into President of Chocolate City Group in June this year. In keeping with those words, Audu Maikori announced his stepping down on Twitter today, June 30, 2015 and the appointment of M.I who likes to refer to himself as the short, black boy from Jos as new CEO. Also taking over M.I’s former position is rapper, Ice Prince who has been announced as Vice President Music. NET gathered that Audu Maikori who founded the label back in 2005, along with two associates, Yahaya Maikori and Paul Okeugo, will now concentrate on other ventures the group is focusing on while MI and Ice Prince along with other label mates will deal with the music part of things.

Politics / CGPI Names El-rufai Governor Of The Month. by fako1(m): 8:51pm On Jun 29, 2015
PATRICK ATUANYA

Kaduna State governor, Nasir Ahmad El-Rufai has been judged to be ‘Nigerian Governor of the month’ based on a comparative analysis of governors’ performance in the country.
The study tagged CIAPS Governors Performance Index (CGPI) is a monthly performance review of what governors across the country are doing in their offices and it is conducted by the Lagos-based Centre for International Advanced and Professional Studies (CIAPS).
In a statement released by the Centre, Olumuyiwa Ayoola, the CGPI coordinator, explained that the variables used as indexes for performance were mathematically calculated and this month’s variables included “Readiness for Office, Innovation in Office, Ability to be in tune with the mood of the nation, Security and Leadership by example”.
According to Ayoola, the action of each state governor was monitored and studied from their first day in office and the findings were graded and compared to those of fellow governors across the country.
In this first month of the new administration, the CGPI results show that governor Nasir Ahmad El-Rufai of Kaduna State scored a total of 82 percent to win the CGPI Governor of the month award, whilst governors Abdullahi Ganduje and Aminu Tambuwal of Kano and Sokoto both scored a total of 62 percent for joint second place. All in third place with a total of score of 60 percent, are the governors of Edo, Lagos and Oyo States.
Commenting on the CGPI report, Anthony Kila, CIAPS Centre director and CGPI chair, stated that the “CGPI is a useful tool for democracy and good governance, as it allows government to be objectively measured against their peers and compels all in power to be mindful of accountability”.
The variables used for measuring governors’ performance this month take into account that most governors are new to office, whilst some have been there for a longer period.
Kila further explained that he hopes the CGPI monthly reports will spur governors to sit up, improve their performance during their tenure and even enter into healthy competition among themselves for the benefit of their states and the country as a whole.
The CGPI committee will continue to meet monthly at CIAPS to review performance of state governors in the country.
CIAPS is the first paperless institution in Africa and it is running career-oriented programmes aimed at getting graduates and professional into jobs in their chosen professions.
The main areas of studies are: Journalism, Business Administration, Banking and Finance, Office management, Education and Project Management.

Sports / Why I ‘snubbed’ NFF – Enyeama by fako1(m): 7:38am On Jun 25, 2015
Vincent Enyeama has explained that he was not officially asked to attend a Nigeria Football Federation Disciplinary Committee sitting on Tuesday.

The NFF feels that Enyeama was in breach of its code of conduct.

The goalkeeper made “uncomplimentary remarks” about security in Kaduna ahead of June’s 2017 Africa Cup of Nations qualifier against Chad.

“I respect my country and those in charge of our football, which is why I find the whole thing strange,” Enyeama said.

“As the captain I only raised our concerns about the venue before our game which didn’t go down well with the football authority.

“I was told to apologise for my comments, which I did immediately and they told me that’s fine.”

But the 32-year-old, who is the Super Eagles most capped player with 101 appearances, denies he failed to reply to messages from the NFF seeking an explanation for his comments.

“I only received a letter to caution me about it [my comments] and to avoid a repeat of such,” he told BBC Sport.

“Personally, as it was resolved in-house I thought that was the end of the matter.

“But I only found out about a disciplinary hearing in the media but I didn’t get any letter to that effect.”

The Lille player could face a lengthy ban for his comments which the NFF feels broke its recent code of conduct signed by the players as well as his failure to attend Tuesday’s hearing.

The NFF executive board will have the final say on any punishment on a date yet to be decided.

It has also been confirmed that the Super Eagles will play their next home 2017 Nations Cup qualifier against Egypt in Kaduna next March.

Politics / Re: Gov. Wike’s Wild Allegations: My Response, By Rotimi Amaechi by fako1(m): 7:17am On Jun 24, 2015
The only mistake i think amaechi made was not properly handling over to wike.

In btw: the above article, wondering why the writer never regard Nyesom wike as "His Excellency" or "Governor".
Politics / Gov. Wike’s Wild Allegations: My Response, By Rotimi Amaechi by fako1(m): 6:58am On Jun 24, 2015
On Monday, June 22, Mr. Nyesom Wike, briefed the media and made numerous allegations. These allegations are the same ones that Mr. Wike set up a commission of inquiry to investigate. However in keeping with Rt. Hon Chibuike Amaechi’s commitment to good governance and to transparent and accountable stewardship to Rivers people, we will reiterate the facts.

1. N150 billion owed Ministry of Works contractors: Rt.Hon. Chibuike Rotimi Amaechi inherited a state that was comatose and in dire need of infrastructure. Years of militancy and criminality had forced government and business in Rivers State to a standstill. He therefore embarked on land reclamation in our riverine communities and the massive construction of roads, bridges and interchanges all over Rivers State. Realizing that there is a direct link between state of infrastructure and the growth rate of any economy, It is to the credit of the Amaechi administration that by the time he was leaving office, he had completed 90 per cent of the Phase 1A of the Rivers State Monorail, completed two major interchanges, two flyovers, 25 bridges, and five shore protection projects. He also completed 890 kilometres of the on-going 1,424 kilometres of road projects across the state. There are over six land reclamation/shore protection projects at Andoni, Opobo, Buguma, Abalama, Olumbie/Owukiri Island, and Oba-Ama-Okrika with over 1,140,000km completed. Out of the roads completed, some of these were federal roads for which the Rivers state Government was owed N108billion, Mr. Wike as Minister of State for Education was among those who prevented former President Goodluck Jonathan from paying the Rivers State Government back these funds. It is on record that other states like Akwa Ibom and Abia received repayment for the federal roads they constructed. As at when Governor Amaechi was leaving office, the debts owed the contractors in the Ministry of Works, which were for ongoing road projects totaled N44, 942,354,44.10.

2. N15bn owed to Zenith bank: Governor Amaechi in his valedictory address to Rivers people told announced the loans owed to various banks. I will herein reproduce the excerpts of that speech “Today, Rivers state is the least indebted state with a loan portfolio of N17.7 billion to banks owed as follows: Agriculture loan from the Central Bank of Nigeria – N2 billion; Zenith bank plc – N15.7 billion.” This was the status as at May 27th. The repayment for the loans is via an irrevocable standing order and so will have reduced as at today

3. Sale of Power projects: For the records, the Government of Rivers State under Dr. Peter Odili made substantial investment in Electric Power related Projects with the aim of mitigating the malaise of inadequate power supply. The Projects included generation (Omoku and Trans-Amadi 1), transmission and distribution interventions. Rt. Hon. Chibuike Rotimi Amaechi on assumption of office recognized the importance of improved electric power supply in the socio-economy regeneration of the State. At the time Rt. Hon. Chibuike Rotimi Amaechi assumed office, of the 350 Megawatts (MW) total capacity generation assets invested by the State, only 70MW (equivalent to about 20 per cent) was available. With enthusiasm, Rt. Hon. Chibuike Rotimi Amaechi ramped up the efficiency to 77 per cent availability including injecting another 360MW Green Field Generation Project at Afam, of which 180MW have been commissioned and is in commercial operation. To mitigate the swing in efficiency and its debilitating impact on the economy, the State Government sought private sector operators and sold 70 per cent equity stake in the power generating assets’ company to NG Power HPS. For the transaction, the State Government adopted the same model as the Federal Government in the sale Egbin Power Plant. The sale was at a price per MW higher than all the privatization MW rate done by the Federal Government. The proceeds from sale of the equity in the power generating assets’ company was captured as income in the 2014 Appropriation Law and deployed into funding capital projects as appropriated.

4. SALARIES OF CIVIL SERVANTS: All civil servants received their March salaries while payment for April salaries had commenced by the time the adminsteration was winding down. Again I reproduce for the avoidance of doubt, excerpts of Governor Amaechi’s valedictory speech in this regard. “As at today, we have commenced the payment of April salaries and parastatal pensions. We have made the requisite provisions and expect all salary payments to be concluded as funds are received”

5. Refuse contractors: Waste management contractors were being owed N1.6bn amounting to four months of arrears as at when Governor Amaechi left office. Instruction for the payment of N488 million was with Zenith bank as at the 27th of May.

6. Sharks/Dolphin: The three clubs: Sharks, Dolphins and Rivers Angels were in arrears of 7 months by the time governor Amaechi left government. Before leaving office Amaechi approved the payment of 7 months arrears to the team but this was held back along with approved payments that the banks did not pay. (Recall that there were funds available for this payment but Mr. Wike had directed all banks doing business with the Rivers State government not to honour its payment instructions.) Until revenue receipts began to thin down from the federation account, the Rivers state government was paying N50million every month as welfare package for the teams.

7. Pension: With regards to our pension arrears, the Amaechi adminsteration inherited pension arrears of over N4.5Bn. By the time he was leaving office, he was owing three months of pension arrears to the main stream and two months of parastal pensions

8. No Handover notes: There is no truth in this as all commissioners and heads of MDA’s submitted their handover notes to the Secretary to State Government who forwarded same to the Head of the State Civil Service as is appropriate. Governor Amaechi also directed the Deputy Governor of Rivers State Engr. Tele Ikuru to be the liaison between the outgoing adminsteration and the incoming one. Engr. Ikuru as Deputy Chairman of the state Executive Governor and second man in government had all facts necessary to brief the incoming administration. He also had unfettered access to government house and to every commissioner and head of Ministry Department or Agency

9. COMMISSION OF ENQUIRY INTO THE AMAECHI YEARS: We would like to believe Mr. Wike that this is not a witch hunt but his actions and body language speak differently.

10. FORCEFUL REPOSSESSION OF LEXUS JEEP FROM MRS. IBIM SEMENITARI: I find it strange that Mr. Wike says that I was contacted by security agencies. It might have been necessary that he provides proof of such contact. I am also shocked that he conveniently failed to acknowledge that it was an 8 year old car and that it was not factory proofed. He also failed to state that it was given to me after several threats to my life because of my job description and that this isn’t strange as he himself as chief of staff was aware that there are political office holders who are allotted official vehicles from government house as the need or circumstances may dictate. Over and beyond all this can Mr. Wike please confirm if as commissioner I am entitled to leave with the official cars used during my tenure and if indeed he as chief of staff and later minister of state did so.

However I shall for purposes of clarity rehash the main thrust of my earlier statement:

▪ At no time was I contacted by the Rivers state government or any of its agents or anyone purporting to be working for it with regards to any car in my possession

▪ The Vehicle was allocated to me duly and I would definitely have responded to any queries were any raised

▪ The vehicle, which I clearly stated belonged to my husband, was a Range Rover jeep. At no time did I claim that the Lexus jeep belonged to my husband.

▪ My property was damaged and my home forceful entered into by persons who claimed to be Government house Police without any legal authorization. It therefore would not be wrong for Mr. Wike in good faith and for reasons of justice and fairness to apologise for the vandalisation of my property by agents purporting to act on his behalf. As a citizen of Rivers State I do have a right to protection from a person sitting as Governor of Rivers State regardless of my political affiliation or my voting pattern.

The Rt. Hon Chibuike Rotimi Administration was one committed to the service of Rivers people. Governor Amaechi and all officials who served with him will always be grateful for any opportunity given to them to set the records straight as their pledge then and now remains to “render transparent and accountable stewardship.” It would be helpful if Mr. Wike while he seats as governor keeps his eye on the ball by striving to protect the lives and property of Rivers people and enhance their quality of life. This is the least he can do to assuage the pains Rivers people were forced to bear in one of the most violent elections the state had ever witnessed.

This position paper was signed on behalf of former Governor Rotimi Amaechi of Rivers State by his former Commissioner for Information, Ibim Semenitari.

Nairaland / General / Workers Shut Down Obaigbena’s Thisday Over Eight Months Salary by fako1(m): 4:00pm On Jun 23, 2015
Workers of ThisDay newspaper, owned by Nduka Obaigbena, on Thursday shut down the headquarters of the newspaper in Apapa, Lagos State.

Their grievance is their unpaid salaries and allowances.

While some put the outstanding salary at eight months, others said they are being owed nine months salary.

The ThisDay head office was shut down as early as 5am by members of the National Union of Printing and Paper Product Workers, ThisDay chapter.

The workers prevented any form of activity from taking place in the company.

As at the time of filing this report, the company was still shut, with the staff waiting for a senior management staff to address them.

Obaigbena had about five months ago promised to pay all the outstanding salary and bonus to the staff.

However, that promise had remained unfulfilled.

The members of NUPPROW had also last year shut down the activities of the company owing to unpaid salaries.

However, a senior staff of the company told The Eagle Online that the effort of the members of NUPPROW might amount to nothing as Obaigbena had found a way out of the numerous strikes that had in the past crippled the activities of the company.

It is now a company policy in ThisDay that no management staff can go on strike.

Hence, in every department in the organisation, activities can never be totally paralysed as there are management staff who are barred from proceeding on strike.

The staff said: “In the Editorial Department for instance, all the Line Editors are senior staff and as such cannot go on strike.

“Same pattern you have in all the departments, including planners and printers.

“So, whichever way it goes, the newspaper must be on the newsstand and once it is there, the Publisher (Obaigbena) is satisfied.

“The worse that will happen is for us to print the newspaper elsewhere.”

Another senior staff however said with the method adopted by NUPPROW in shutting down operations quite early, it might be impossible to produce the newspaper against tomorrow.

This is because no one has been allowed in and out and the required materials for the production might be in the office.

Politics / I Inherited A Shameful Nigeria - Buhari by fako1(m): 6:39pm On Jun 22, 2015
President Muhammadu Buhari has said he inherited a shameful Nigeria from the immediate past administration.

Buhari spoke on Monday when he met with the State House Press Corps.

Buhari took over on May 29 from former President Goodluck Jonathan who he defeated in the presidential election held on March 28, 2015.

Buhari, the first president to meet with the State House Press Corps since the country returned to civil rule 16 years ago, said he met an empty treasury.

He said it was distasteful that workers at the state and federal levels cannot be paid.

He, however, promised to put in his best to salvage the country from the brink of collapse.

He solicited the cooperation of the media in the march towards building a new Nigeria.

He said this tasks rest more with the State House Press Corps that will be covering his day-to-day activities.

At the meeting with Buhari were his media advisors, Femi Adesina and Garba Shehu.
