I ordered for the global ROM not the global version but the seller mistakenly send Chinese ROM.

You will need a computer to unlock plus flash the fastboot ROM.

tried the ebay option, its even more expensive.
cheapest oneplus 7 i saw 12/256 is 460 usd on ebay and 462 on aliexpress, the ebay however has a $40 tax attached to it and 5k delivery fee to lagos , plus maybe another 3k delivery fee to my location. doing the maths, it comes up to be about the same price with aliexpress, only advantage being that the ebay item may likely arrive faster, say 2wks or so
