it is the pump if tour stering fluid level is ok. Never buy used pump. Talking from experience.

New pump will givd you peace of mind for at least 2 years. Go and return the pump.

how did you measure the full tank? did you filled to the brim? Or the guage. You have only covered 9 miles. It depends too on location like hold up. Go and fill the tank and check how many litre will complete it.

10 miles should be around 2 litres. But it looks like it has used almost 8 litres from that guage.

Go scan the car first

The piping should also be charged. If that tank can accumulate those stuff I would change the all piping network as well
