To me, its eden hazard, this is because he is always a threat to defenders, when he dribbles, he does so forward pass defenders unlike neymar who dribble sideways towards midfield only to pass to iniesta or rakitic.
Secondly you can count on hazard when it comes to big matches, although they are both selfish but hazard utilizes more chances than neymar, for e.g the last 2 el-classico
