Thanks for the response Blackfinegirl. It’s someone that connected me to this agent and he said she’s the one that did his schengen. This woman is saying there’s e-visa too and that’s what she has the opportunity of doing for me.
I have no clue about Mexico at all because I would not a situation whereby she will do it and later have issues at the port of entry after all money has been spent on visa procurement and ticket

Yes USCIS still has the sole jurisdiction to determine where it will be posted for processing.

Note that what you mailed out to USCIS will land in the Nebraska lockbox not Nebraska service centre.

I do understand that if we file using the online method, the uscis would be the one to direct it to whatever service centre they wish.
What if we file and send it to nebraska using the old method, would they still redirect it to whichever service centre they wish?

Only USCIS has the jurisdiction to decide which service centre will process your petition. Only USCIS can decide when and where to transfer your case if need be.

All u can do as a petitioner is to send your petition to the lockerbox (old method), or file online (new method). After u file, USCIS will den assign Ur petition to any centre of their choice.
