Despite being unable to pay civil servants in some of their states, the 21 governors of the Peoples Democratic Party, PDP, on Saturday night donated N1.05 billion to their party ahead of the 2015 elections. The governor’s donation was part of the N21.2 billion raised by the party at its fund raising dinner held at the Presidential Villa, Abuja. Punch Newspapers quotes Isa Yuguda, the Bauchi State governor, as saying each of the PDP governors donated N50 million to arrive at N1.05 billion. In several states, including PDP-controlled states like Benue and Akwa Ibom, thousands of civil servants have not been paid salaries; sometimes for up to four months. Mr. Yuguda did not comment on why the governors felt more obliged to donate funds to the party when workers were yet to be paid. Apart from the governors, other major donors at the dinner include Tunde Ayeni, the chairman of Skye Bank, who PREMIUM TIMES had reported recently as leading a consortium to purchase the former national carrier, NITEL , and its mobile subsidiary, MTEL. Mr. Ayeni, who was chairman of the occasion, donated N2 billion. He announced that he was donating N1 billion on behalf of himself and his partner and another billion on behalf of his friends. Also at the event, a former Information Minister, Jerry Gana, announced a donation of N5 billion on behalf of his friends and associates in the power sector. Other major donors as reported by Punch Newspapers include players in the Oil and Gas sector – N5 billion; players in Real Estate and Building – N4 billion; Transport and Aviation – N 1billion; Food and Agriculture – N500 million; Power – N500 million; Construction – N310 million; Road Construction – N250 million; National Automative Association – N450 million; Shelter Development Limited – N250 million; and SIFAX group – N100 million. However, the chief fund raiser, Aliko Dangote, did not make any donation as his representative at the event, Joseph Makoju, announced he had no mandate to make one. He said Mr. Dangote would contact the PDP leadership about his donation once he arrives in the country. At the event, the PDP National Chairman, Adamu Mu’azu, announced that the money would be used to complete the party’s headquarters in Abuja and also run its affairs. A military court in Nigeria has sentenced 54 soldiers to death after they were found guilty of mutiny. The soldiers were convicted Wednesday in Abuja on a two- count charge of criminal conspiracy to commit mutiny and mutiny. Four other soldiers were acquitted. The convicted soldiers, mostly officers involved in the fight against the Boko Haram terrorists in Northeast Nigeria, are to die on stakes, by firing squad, after a military court sitting in Abuja found them guilty of “mutiny” Wednesday night. The soldiers, attached to the 7 Division, Nigerian Army in Maiduguri include two Corporals, Cpl, nine Lance Corporals, LCpl and 49 Private soldiers. The charge sheet said the soldiers conspired to commit mutiny against the authorities of the 7 Division on August 4, at the Mulai Primary School camp, opposite AIT Maiduguri, Borno State. The soldiers are the second batch of Nigerian soldiers condemned to death by Nigerian Military courts for mutiny. The trial of the soldiers began on October 15 on allegations they disobeyed orders to join operations against the extremist group, Boko Haram. All the accused soldiers pleaded not guilty to the charges. The prosecutor, J.E. Nwosu, an army Captain, alleged that the accused soldiers had on August 4, in Maiduguri, refused to join the 111 Special Forces Battalion troops, commanded by Timothy Opurum, a Lieutenant Colonel for an operation. Mr. Nwosu said the operation was meant to recapture Delwa, Bulabulin and Damboa in Borno State from the Boko Haram terrorists. According to him, the offence is punishable under Section 52(1) (a) of the Armed Forces Act Cap A20 Laws of the Federation of Nigeria, 2004. The prosecution called the commander of the 111 Special Forces, Lt.-Col. Opurum, as one of the witnesses. The statement of the commander was admitted by the court and marked Exhibit P1. Mr. Opurum, in his testimony in October, said the Special Forces were tasked with advancing to recapture Delwa to clear the way for other battalions to pass through to recapture Babulin and Damboa from the insurgents. He said he took off for the operation with only four officers and 29 soldiers as “tasked” after majority of the 174 soldiers in the unit refused to join the operation. The witness said after he took charge of the Special Forces, he addressed and assured them that they could achieve the task given to them. He, however, said the soldiers were “hesitant to partake in the operation” in spite of the assurances. Under cross examination by Femi Falana, who represented the accused soldiers, Mr. Opurum said 47 of the soldiers who initially refused, later re-joined the forces for another operation. Mr. Opurum said the 47 soldiers joined, after he called for reinforcement, as they came under attack from terrorists, who out-numbered them and had superior weapons. Asked if the soldiers refused to fight or refused to join the operation because of lack of superior weapons, he said all units in the North-East had requested for weapons. On the disciplinary measure taken against the 47 soldiers, who initially refused, he said the process for that was to begin when they were court-martialled. Mr. Falana in an oral application asked to the court for the record of weapons recovered from the 47 soldiers, when they initially refused to join the operations. The President of the Court, Brig.-Gen. Mohammed Yusuf, said the application had been noted “for action’’. The Peoples Democratic Party, PDP, has described the delayed choice of Yemi Osinbajo as running mate to the All Progressives Congress, APC’s presidential candidate, Muhammadu Buhari, as the height of incompetence. The PDP also declared that the eventual choice of Mr. Osinbajo is a confirmation of its stand that the APC is the personal project of a cabal commanded by former Lagos state governor, Bola Tinubu, to expand its political and economic frontiers. The ruling party, in a statement signed by its National Publicity Secretary, Olisa Metuh, on Wednesday said, “should power get to this cabal, who is desperate to control the political and economic power centre of the nation, then Nigeria is finished.” “By the choice of Osinbajo, a well-known acolyte of Tinubu, who served under him as Attorney-General and Commissioner for Justice, the APC, General Buhari and Tinubu have boldly recreated their well-known notoriety for sectional and personal interests, the PDP said. “It is particularly worrisome that General Buhari has surrendered his first official responsibility of choosing a running mate, invariably his powers, to Tinubu even before he goes to the field to ask for votes. “This is not surprising of Buhari, who has consistently exhibited a track record of incompetence. This is the same man who as military head of state surrendered all his powers to his second in command. The story of his headship of the Petroleum Trust Fund (PTF) is not different, as he also got lost before the flurry of portfolios of paid consultants. “In 2011, as the leader of the CPC, Buhari failed woefully. His whimsical interference in the choice of candidates for his party not only muddled up the process but ended up creating an electoral malfeasance and confusion that eased out federal lawmakers elected on the platform of the CPC from his native Katsina state. “Our citizens should indeed be concerned about this: that it took the APC six days to produce its vice presidential candidate and that the founder and funder of the party, Tinubu, as always, had his way. No doubt, this is how Tinubu is going to impose his mercantilist interest on major decisions affecting the entire country. “This is the problem with the APC, a political party built on the narrow interests of very few individuals. A national leader of the All Progressives Congress [APC], Bola Tinubu, has accused President Goodluck Jonathan of mounting a campaign to block him from picking the vice presidential ticket of the party. He said the president and his party, the Peoples Democratic Party [PDP], were afraid that the combination of a former Head of State, Muhammadu Buhari, and himself as the APC presidential and vice presidential candidates, could wreck them in the February 14 election. He was responding to an article published in a popular online medium, Sahara Reporters titled, “How Jonathan Blackmailed Bola Tinubu before 2011 Presidential Election: Season of Wrong knives.” The former Lagos governor is accusing the President of being behind the report even though Sahara Reporters is not known to be a fan or mouth piece of Mr. Jonathan. Mr. Tinubu, is angling to run on the same ticket in the presidential election with Mr. Buhari, who was elected the APC candidate last Thursday. However, it is believed that some of the party’s leaders are not comfortable with the combination because both are Muslims. The statement by the Tinubu Media Office, on Tuesday, said the unfolding “smear campaign” against the former governor did not come as a surprise. It said the campaign against Mr. Tinubu had been in the works for years since the Jonathan-led government realized that the APC leader commanded a powerful political followership. “The successful merger and birth of the APC posed the most potent threat to the PDP and Tinubu, an architect of the merger, has become a marked man,” the statement said. “The thought of a Buhari-Tinubu ticket confounds the PDP hierarchy and their crisis-battered president. That Tinubu might be nominated as General Buhari’s running mate also incenses the small element within the APC who joined the party not for its progressive vision but to exploit its platform to press forward their vision of themselves. “Having failed at halting General Buhari’s bid, the PDP disinformation machine has thrown itself into overdrive trying to stymie the selection of Tinubu. Sadly, some elements within the APC – elevating their personal ambition over party and national interests — have lent themselves to this endeavour.” The statement recalled that during the Nazi takeover of Germany, “madman” Adolf Hitler became jealous of those within his own party who showed independent thought and who would not allow themselves to be bent just so he could satisfy his megalomania. Outraged by the situation, Mr. Hitler engineered a purge executing the lot of them., a bloody scheme that became known as the “night of the long knives.” It said Nigerians had entered the “season of the wrong knives.” Reeling out some of the allegations made in the campaign against Mr. Tinubu, the statement said the one on the academic qualification of the APC leader was not new. “What is new is how desperate they have become to stir up a new controversy using an old lie,” it said. “In the past these allegations were successfully rebutted. Recent attempt to present them as fresh allegations will not go unchallenged.” It said the online report also claimed that Mr. Tinubu withdrew his support for the ACN in the 2011 election due to blackmail by the president. It however noted that it was rather odd that the report coloured the former governor as the villain. The statement argued, “If the report were true, he would be a victim. President Jonathan and his administration would be guilty of the high crime of extortion. “This tiny consideration seemed not to dawn on the authors of this scurrilous piece; so fixated on stabbing Tinubu, they implicate their own boss in wrongdoing. So eager to please their master, Jonathan’s mindless men further ensnare him. “If Tinubu had been scared off in 2011, it would make no sense for him to spearhead the formation of the APC against the same president. “If the president had such control over TInubu why didn’t the president use that leverage earlier to scuttle the APC before it gained a strong position in the political space? The story makes no logical sense.” The statement said while the authors of the article claimed the former governor did not attend Chicago State University, they cited as their evidence, a letter from the US Consulate. It however said a closer look at the letter suggested that Mr. Tinubu’s name was misspelt. It said the authors likely misspelt the last name so that the name search would reveal nothing. “This is clever but immoral; it is a wrong knife,” it said. “Meanwhile, Tinubu has genuine documents and pictures showing him as an award-winning student at the school. Nigeria should be proud that one of its own graduated an honor student from an American university over thirty years ago when that was more of a rarity than it is today. “Instead, his detractors want to pretend he never set foot on campus.” The statement recounted that as late as August 2012, Mr. Tinubu visited the university and was given a special reception and a tour by the school’s president. It argued that this would not have been done for a stranger but for a distinguished alumnus. It said after graduation, the former governor landed jobs with two well established international companies, one the accounting firm Deloitte and Touche and the other, ExxonMobil. It also stated that such companies investigate applicants’ academic backgrounds and that if he had not attended the school, these companies would not have hired him. On the allegation of drug running levelled against Mr. Tinubu, the statement said it was the lowest form of calumny. “He has never been arrested, charged or indicted for any drug-related crime,” the statement said. “Had any such suspicion existed, the American government would not have granted him political asylum during the Abacha era. Under American law, asylum cannot attach to anyone who has broken or offended that same law. “Moreover, Tinubu travels frequently to the states. This means he has a visa. American law prohibits visa issuance to anyone reasonably suspected of drug dealing, let along being convicted of the same.” “If I were Tinubu, I would place a wager with the PDP. He should offer to fly to America if the PDP would also send Mr. Kashamu. Both can fly to Chicago. Then he should bet the PDP who would return to Nigeria first. We all know the answer.” The statement said the vicious campaign against the APC leader was being run from the PDP’s basement. It said, “They fear him. They cannot assail his competence and experience. He has been an able senator and governor. They cannot assail his commitment to democracy. He has personally sacrificed more for democracy than all the PDP hierarchy combined. “They fear his ability to campaign, to get out the vote and to protect that vote, especially in the southwest because they know that is the pivotal region where the election will likely be won or lost.” The statement said the authors, who it described as “assailants” were desperately trying to scuttle Mr. Tinubu’s potential candidacy. “In that the truth offers them no solace, they resort to lies. They seek to ambush the man under cover of innuendo and untruth. But their aim is off and their knives are wrong. In the end, what they use to injure him will turn to point against them. Such is the outcome when one engages in malice. “Thus, they seek to prevent a person who may be controversial yet he is perhaps Nigeria’s most able and versatile politician, strategist and policy maker. For perhaps the most gifted politician of his time not to seek national office is a luxury a nation in this dire circumstance can ill afford. “In the end, governance has little to do with religion, region or rumour. It has to do with vision and competence. Governor Olusegun Mimiko of Ondo State said on Tuesday that the South West zone would cast their votes massively for the Jonathan/Sambo ticket in the 2015 Presidential election. Mr. Mimiko, who was fielding questions from newsmen in Abuja on Tuesday assured that the electorate in the South West would vote for the Peoples’ Democratic Party, PDP, even if the All Progressive Congress, APC, picked its vice- president from the South West zone. “Well, we are waiting for APC to pick their (Vice-President) candidate. But there is no question about the fact that in terms of enlightenment, especially in terms of appreciation of issue of politics, in terms of a long history of progressive political engagement, you give it to South West, that they know their onions,” the governor said. “Don’t forget, even in 2011 when Mr. President did not have any governor in the South West, he won in all the South West states apart from one; and I tell you in the South West we can see issue from propaganda. “We know the difference between propaganda and the real stuff. “I’m telling you that in the South West this election will be about the real stuff, about issues not about propaganda. “I have no doubt in my mind that the South West will vote massively for President Jonathan to continue along this path of very useful engagement and productive governance.” Mr. Mimiko congratulated the President for inaugurating the Youth Employment in Agriculture Programme (YEAP) and Fund for Agricultural Finance in Nigeria (FAFIN). He expressed the hope that the two programmes would boost agricultural activities in the country. “Let me congratulate Mr. President and his teams in the Ministry of Agriculture and Ministry of Finance. “You should have seen that this is a very innovative and impactful way of addressing the problem of youth unemployment in Nigeria. “Again, it is moving our economy away from this mono- cultural dependence on oil. At a time of intense tension between Nigeria’s executive and legislative arms of government, President Goodluck Jonathan confirmed Tuesday he will not be presenting the 2015 budget proposal personally to the National Assembly, in a move that appears aimed at avoiding a possible backlash from lawmakers. Mr. Jonathan has mandated finance minister, Ngozi Okonjo-Iweala, to do the presentation on his behalf. Mrs. Okonjo-Iweala will present the budget Wednesday, separately to the Senate and the House of Representatives, both houses of parliament announced Tuesday. Lawmakers have been furious at Mr. Jonathan after police launched a humiliating raid on the National Assembly in November, firing tear gas as they attempted to stop speaker of the House of Representatives, Aminu Tambuwal, for entering the building. The government and the ruling Peoples Democratic Party, PDP, have been angry with Mr. Tambuwal after he defected to the opposition All Progressives Congress, APC. Mr. Jonathan has not categorically denied knowledge of the police siege, although his office claimed the police acted right to check an alleged assault on the National Assembly by hoodlums. Lawmakers have been more infuriated after nearly half of them lost out at the primaries of the two major parties in the last two weeks. The lawmakers blame the president for failing to help them return in 2015. Aggrieved senators blame the Senate president, David Mark, amid reports some legislators planned to move against Mr. Mark. A letter written by President Jonathan to the Senate and the House of Representatives Tuesday said the presentation of the budget will be done by Mrs. Okonjo-Iweala. Mrs. Okonjo-Iweala did the presentation on behalf of the president in 2013. At the time, there were concerns over oil price benchmark and the venue of the joint sitting. Mr. Jonathan said his new request is based on the provisions of Section 81 (1) of the constitution of the Federal Republic of Nigeria, 1999 as amended. The president requested that the Senate grant entry to Mrs. Okonjo-Iweala during its plenary meeting. Mr. Jonathan submitted a revised version of the 2015-2017 Medium Term Expenditure Framework, MTEF, which had earlier been sent in twice and withdrawn each time. The president noted that after the last submission, oil prices fell immensely. He said the decision of Oil Producing and Exporting Countries, OPEC, at their meeting in Vienna, November 27, not to cut production to support the price, led to the fall in the oil price to below $70 per barrel. President Jonathan stated that these developments in the international oil market had called for further revisions and amendments to the MTEF. “I hereby forward copies of the revised 2015-2017 MTEF for kind consideration of distinguished members of the Senate and hope it would be considered and approved expeditiously in order to bring the 2015 federal government of Nigeria budget preparation process to quick closure,” he wrote.
