I don't think any right thinking person would even think, to more of saying that the federal govt should wholly sponsor state of emergency. What then will the governor use the money for during state of emergency. Its a good consequence that allocations of state under emergency rule is used, orderwise, the governors will even want state of emergency to be proclaimed on their state.
