On the same day, I will begin taking the following 7 actions to protect American workers: * FIRST, I will announce my intention to renegotiate NAFTA or withdraw from the deal under Article 2205 * SECOND, I will announce our withdrawal from the Trans-Pacific Partnership * THIRD, I will direct my Secretary of the Treasury to label China a currency manipulator * FOURTH, I will direct the Secretary of Commerce and U.S. Trade Representative to identify all foreign trading abuses that unfairly impact American workers and direct them to use every tool under American and international law to end those abuses immediately * FIFTH, I will lift the restrictions on the production of $50 trillion dollars' worth of job-producing American energy reserves, including shale, oil, natural gas and clean coal. * SIXTH, lift the Obama-Clinton roadblocks and allow vital energy infrastructure projects, like the Keystone Pipeline, to move forward * SEVENTH, cancel billions in payments to U.N. climate change programs and use the money to fix America's water and environmental infrastructure Additionally, on the first day, I will take the following five actions to restore security and the constitutional rule of law: * FIRST, cancel every unconstitutional executive action, memorandum and order issued by President Obama * SECOND, begin the process of selecting a replacement for Justice Scalia from one of the 20 judges on my list, who will uphold and defend the Constitution of the United States * THIRD, cancel all federal funding to Sanctuary Cities * FOURTH, begin removing the more than 2 million criminal illegal immigrants from the country and cancel visas to foreign countries that won't take them back* FIFTH, suspend immigration from terror- prone regions where vetting cannot safely occur. Few days ago, Nigeria Senate issued a threat that if INEC fails to fix date for the Rivers re-run election, the house will go on strike.Nigerians, what is your opinion on this? In your own understanding: how can you describe such threat, and the calibre of people who pronounced it? The threat has however convinced Nigerians to pass vote of no confidence on our senate. Nigerians are not waiting for just a strike in the senate but a total abolition of the body. A poor country like Nigeria does not need two bodies, Senate and House of Representatives to perform the same function of law making. While Democrat Hillary Clinton remains in the lead, a Trump victory is still a very real possibility. Here are five ways Trump could win Tuesday. 1. He could get the most votes overall. In the final week before Election Day, national and battleground-state showed Trump closing in on Clinton. An ABC/Washington Post had Clinton ahead nationally by just 1 point, down from a 12-point lead the week before. The survey saw Clinton at 46 percent and Trump at 45 percent. He had been at 33 percent in October. 2. He could win important swing states that decide elections. Trump is also holding on in the important battleground state of Florida. Clinton beats him there by just 1 point, according to polls. She had a 3 points advantage in October when you include third-party candidates Jill Stein and Gary Johnson. In a head-to- head matchup, Clinton and Trump both stand at 46 percent. In fact, one poll from the New York Times/ Siena found Trump ahead by 4 points in Florida, 46 percent to 42 percent. That same poll a month ago had Trump behind Clinton in Florida by 1 point. The NYT/Siena poll questioned 814 likely Florida voters in the final week of October. 3. Voters who aren't loyal to any particular party could ultimately decide to pick Trump. Voters appear alarmed by the latest update from the FBI into Clinton's use of a private email server as secretary of state. Investigators said last week they were looking into newly discovered emails that may be tied to Clinton. Democrats have slammed the FBI for revealing such vague details of the case without more information about whether the emails do in fact have anything to do with Clinton. Even in the Democratic stronghold state of California, a statewide poll released Tuesday by Southern California News Group and KABC/7 found Clinton was down 5 points across the state as her support from independents dropped from 25 percent to 9 percent. She is ahead of Trump in California by 21 points, down from 25 points in early October. 4. Republicans could show out in force for Trump. Republicans and independents across the nation appear to be rallying around Trump in the final days of the election. In Michigan, where Clinton is ahead, Trump's support grew by four points from two weeks ago to 38 percent. Clinton’s support remained at 42 percent. "Much of the movement is a result of increased enthusiasm among Republicans," Politico wrote. 5. Trump could show voters he can be serious and traditional. Trump has been criticized for not having a presidential temperament, but he appears to be trying to embracing a more presidential image in the final days of the campaign. He hasn't called a woman ugly during a public speech in days, for example, and his campaign is fighting to win over voters, with $25 million in TV ads in the final week of the campaign in Colorado, Florida, Iowa, Wisconsin, Virginia, Nevada, New Hampshire and other states.

The new ISIS threats, reported by terrorist monitoring group SITE, were made in an essay published by the terror group's Al Hayat media centre. The essay said that militants "have come to slaughter you and smash your ballot boxes". The terror group also wrote there is no difference between the Republican and Democratic parties in the US in their “policies against Islam and Muslims”. The threat comes as polls prepare to open for the closely-fought race between Hillary Clinton and Donald Trump. Speaking about the reported al-Qaeda threats, a spokesman told CBS News: "The counterterrorism and homeland security communities remain vigilant and well-postured to defend against attacks here in the United States. "The FBI, working with our federal, state and local counterparts, shares and assesses intelligence on a daily basis and will continue to work closely with law enforcement and intelligence community partners to identify and disrupt any potential threat to public safety." The US is beefing up its cyber defences amid fears hackers could target electronic voting systems on polling day. The Department of Homeland Security is probing and scanning election systems for vulnerabilities in the run-up to the vote. Cyber security experts and US officials say chances that a hack could alter election outcomes are remote, in part because voting machines are typically not connected to the internet.

Speaking at the second Presidential economic communication workshop in Abuja, the Vice President’s aide said those employed will earn N30,000 monthly. Disclosing that the new employees would work in their states of residence, the VP’s media aide said their local governments would be in charge of their supervision. Akande said the selection process was completed “a couple of weeks back,” but BVN screening for the candidates delayed the exercise. According to Akande, “We have selected 200,000 graduates out of 500,000. This is the first batch. “One hundred and fifty thousand will work as teachers while 50, 000 will work as extension workers. “Their pay which is 30, 000 per month, will go directly into their account.” This is coming at a time when a cross section of Nigerians berated the Federal Government for not living

GRATIFICATION NOW A CORRUPTION Civil Servants take note 04-11-2016 By Dr Saint In a recent case involving a company, a due diligence assessment warranted evaluation of files of certain decision-making employees to ensure that the processes were being followed. It was found that one of these employees had been 'gifted' an iPad from a vendor. Subsequent reviews indicated that this vendor was able to maintain the lowest bid on most of the contracts for the company, and thereby being awarded a significant work. Investigations revealed that the employee had been leaking pricing quoted by the vendor's competitors and thereby received gift later as gratification. This norm, a systematic form of corruption has being a common practice, a subtlety among civil servants in all government parastatals in Nigeria. The present administration under the leadership of President Buhari has however, reiterated that "Give and Accept" gifts under whichever pretence shall be construed as a bribe punishable under criminal law. Once convicted, such offences could attract imprisonment up to seven years if the bribe-taker is a public servant. A person who gives bribes to a public servant could be charged as an abettor and attract imprisonment up to six years. Hence, Legal experts point out that ICPC gives a wide definition of bribes, irrespective of any amount. "Any gift with intent to obtain business favours transacted, or to be transacted, should be seen as a violation of the Act," says Lalit Kumar, partner, J Sagar Associates. The Prevention of Corruption Act, ICPC Act 2007, is the primary anti-bribery legislation in Nigeria. It criminalises acts of receiving bribes or indulging in corrupt activities by public servants while discharging their official duties. THERE ARE THREE MAIN TYPES OF OFFENCES UNDER ICPC OFFENCES BY PUBLIC SERVANTS a. Accepting gratification other than legal remuneration in connection with an official act b. Accepting anything of value for inadequate or no consideration from any person connected with any transaction or official function to be undertaken by a public servant These offences are punishable with imprisonment of up to 5 years (minimum of 6 months) and a fine On September 29th, 2000, President Olusegun Obasanjo inaugurated an anti-graft body christened The Independent Corrupt Practices and Other Related Offences Commission (ICPC) to spearhead its declared war against corruption. The sources told PREMIUM TIMES that Mr. Abati told interrogators that he had no immediate means of sourcing the amount for which he is being detained. The EFCC accuses Mr. Abati of receiving N50 million from the former National Security Adviser, Sambo Dasuki. The money was part of $2.1 billion allocated for purchase of arms for the fight against Boko Haram, the EFCC says. The latest development came days after Mr. Abati reportedly promised to refund N5 million. The former presidential spokesperson has been in EFCC detention since turning himself in last week Monday. Apart from being unable to refund the money, Mr. Abati also allegedly told investigators that he could not provide documentary evidence showing how he spent the N50 million. Mr. Abati reportedly said he disbursed the money as cash and material gifts to journalists during the 2015 campaign. Asked to name names of media practitioners who benefited from the largess, Mr. Abati said he did not keep such records. “We thought he would be able to pay N5 million yesterday, but it turned out that he doesn’t have any money,” a source told PREMIUM TIMES Monday. Our source also clarified that Mr. Abati had met his bail conditions since Friday, but the EFCC had refused to release him. The EFCC had on October 26 granted Mr. Abati an administrative bail, and required as one of the conditions for his release, a surety of the level of director in the federal civil service. Those conditions were met on Friday, our source said, but the EFCC failed to release him because of the stalemate over the N50 million. The EFCC spokesman, Wilson Uwujaren, did not respond to requests for comment

The convict was arraigned by the EFCC on the September 30, 2014, for allegedly stealing over N21, 000,000 (Twenty one Million Naira only) from Albasu Microfinance Bank. Upon his arraignment, the convict pleaded not guilty to all the count charge brought against him by the EFCC. In her judgment on Wednesday, November 2, 2016, Justice Aboki sentenced the convict to serve two years on each of count one to forty four and fine of N300, 000 on each. Where the convict defaults the fine, he is to serve additional six months imprisonment on each count. From count 45 to 74, the convict was sentenced to fine of N500, 000 or twelve months imprisonment on each count while on count 75 to 105, he is to pay fine of N200, 000 or twelve months imprisonment on each count with the exception of count 97 which appeared to be duplication. The sentences were to run concurrently. The convict was also ordered to restitute the sum of N14, 815,000 (Fourteen Million, Eight Hundred and Fifteen Thousand Naira Only) to the Albasu Community or spend five more years in prison. The convict was a former staff of Oceanic Bank who was engaged and entrusted by the Albasu Community to take charge of their Microfinance Bank. While in charge, the convict violated that trust and siphoned over N21, 000,000 (Twenty Million Naira) by forging signatures of the other signatories to the funds.

Mimiko who spoke with State House correspondents afterwards said that he decided to visit the Presidential Villa, Abuja to intimate the President of the imminent danger in the decision which he described as injustice to the people of the state. The governor admitted that he was shocked because the development had no basis in law or politics. “I am shocked. In logic, in law, in politics, there is no basis for this decision whatsoever,” the governor said. He explained that the court order upon which the INEC based its decision was about zonal and state executives of the PDP and was not about the 2016 election. While saying that Ibrahim and Eyitayo Jegede were not parties to the suit, the governor said the INEC initially took the right decision by making it clear that it was not state or zonal executive that was empowered by the Electoral Act to conduct election. He said while the INEC and security agencies monitored the party’s primary elections that produced Jegede in Akure, Ibrahim decided to hold his primary in Ibadan, the Oyo State capital when there was no threat to peace in Akure. Mimiko said his camp would have disregarded the Justice Okon Abang’s judgement that ordered INEC to recognise Ibrahim but for an information given to him that the commission would only act on the last order on the matter. Based on this, he said his camp appealed the judgement, saying the notice of appeal should naturally have served as a stay of execution. He said they therefore approached the court and got two orders mandating INEC not to replace Jegede’s name. According to him, while one of the judgements was served on the commission at about 10am on Thursday, the other was served at about 3pm. He added, “Only around 7 or 8 pm (on Thursday), we got to know that INEC for no justifiable reason had substituted the name of Jegede and replaced it with that of Ibrahim. “The question to ask is on whose order has INEC done that?” asked Mimiko. Continuing, he said, “Apart from the fact that we have two restraining orders on INEC, the commission knows full well that Jimoh Ibrahim’s primaries was in Ibadan. “There was no report by security agencies that the security situation in Ondo State warranted the movement of the primaries to Ibadan or anywhere outside the state for that matter. “Under INEC’s guidelines, the time for substitution of candidates has even elapsed.” Mimiko said he decided to meet Buhari to inform him that the INEC’s decision had the potential of setting the state on fire. He said, “This action potentially can cause a breach of peace. In Ondo State in the last seven and half years, we have done everything possible to put good governance on the table and promote peace. “We see this action as potentially dangerous. It can cause conflagration in the state and that is why as the Chief Security Officer of the state, I have come to alert Mr. President of the potential danger of this injustice so that we can nip it in the bud.” |
