There are already enough tertiary institutions of learning churning out graduates with low prospects for employment on account of lack of industrialisation in Nigeria.

What he should focus on is either strengthening existing universities with this fund, or better still, establishing industries where graduates can apply acquired knowledge and skills, and earn a decent living, rather than stay idle.
