The federal govt earns dollars from oil sales and ought to pay the 13% in same dollars to the oil producing states. A situation whereby the buhari govt sets artificially low rates for dollars in disbursing oil revenue is a big scam.
The current disparity between the CBN and parallel market rates at 306 to 470 is seeing the FG short change the Niger Delta oil producing states by as much as 50% !
