Let us get them literate first, if possible, improve their self esteem, at the very least, they need to understand their rights under this new type of government, quality can come later. Rome wasnt built in a day.

We will get there, but lets get them enrolled first. At this stage, better to have a lot of half-baked graduates than to have very few well educated elite. Education, no matter how substandard, makes a people easy to lead, but difficult to drive; easy to govern, but impossible to enslave
