Too many people don't consider petrol carries vapour and the slightest spark will ignite the vapour. I don't know the procedure... but I'm sure you don't drain the last drop of petrol from a tank then begin to weld.

You have to purge it first by introducing an inert gas like Carbon dioxide before welding.
