No. 10 Downing street is a tourist attraction alongside Buckingham palace, St. Paul's Cathedral, Big Ben etc. So tourists are allowed to take photos in front of that door just like they do in Buckingham palace and all other tourists attractions. And in case you don't know, the UK is not Nigeria where you have a whole military battalion guarding an ordinary local government chairman so I will let your ignorance on that slide. You see that door right on that street; it is safer than Aso rock with its 30ft high fence, snipers and armored tanks. In case of any doubts, try breaking in then you will get the full message.
