Majority of Nigerians are good, upright and talented people contributing positively to society. Nobody said you cannot travel overseas for medical treatment; what is being proposed is that if you want to occupy any political position in the country, then the condition is that you won't be allowed to travel overseas for treatment because that is the condition attached to the position. The choice as to whether you are still interested in the position or not, with the attached conditions fully spealt out, is yours to decide.

The public and private sectors have rules and regulations governing employment and positions, some of which we might not be comfortable with personally when seeking employment or when we are being redeployed. My question is do we normally ask them to change the conditions just because we feel it affects our rights when seeking employment? The answer is capital NO. What then makes political positions in Nigeria different, especially when we have irrational fellows as leaders?

It is obvious. In a very corrupt Nation, operating foreign accounts can be used to abet corruption. The considerations are similar to asking politicians to declare their assets. Those issues directly relate to tackling corruption.

Health is a matter of personal choice. You cannot tell people not to seek treament anywhere they want merely because they are politicians. If they are spending their own money, they should have freedom of choice pertaining to private things unrelated to their work.

Why , for example, should a Minister who is doing his job well and has nothing to do with the Health sector be barred from seeking treatment abroad? Meanwhile, telling him to declare his assets and not to operate foreign accounts are not things that infringe on his fundamental human rights.

Intrigues behind PHCN bidding process

MORE revelations have emerged on the bidding process of the distribution companies of the Power Holding Company of Nigeria (PHCN).

According to documents that contained the summary Outcome of Technical Evaluation which revealed that ENL Consortium, West Power and Gas Ltd. and Interstate Electrics Ltd, winner of Abuja distribution company (DISCO), had failed at the evaluation stage and did not qualify for the commercial stage which determined the preferred winners of assets belonging to PHCN successor companies.

According to the documents, copies of which were made available to Nigerian Tribune on Monday by a source within the Bureau of Private Enterprise (BPE), among the companies that bid for Ikeja Distribution Company (DISCO), Integrated Energy Distribution and Marketing Ltd, scored highest points with 952.4 out of 1000 points; Oando Consortium scored 938.2; Amperion Power Distribution Company Ltd scored 875.2; Honeywell Energy Resources International Ltd scored 903.8; Vigeo Holdings scored 878.6, while West Power and Gas Ltd, which was number 14th on the list, scored zero due to insufficient net worth.

Besides, among the companies that bid for Eko Distribution Companies (DISCO), Oando Power Consortium scored the highest points of 953.4 out of 1000 points; Integrated Energy Distribution and Marketing Ltd scored 918.8; SEPCO-Pacific Energy Consortium scored 755.1, while ENL Consortium and West Power and Gas Ltd scored zero due to insufficient net worth.

For Ibadan DISCO, KEPCO/NEDC Consortium scored highest points of 964, Western Consortium scored 908.8 while Integrated Energy Distribution and Marketing Ltd scored 898.4. ENL Consortium Ltd scored zero due to insufficient net worth.

Interstate Electric Ltd also failed because it scored 695.7 of which 750 points or 75 per cent is the cut-off point. Interstate Electrics was declared preferred winner for Abuja Distribution Company.

The governors of Edo, Ekiti and Delta states, Adams Oshiomhole, Kayode Fayemi and Emmanuel Uduaghan, had last week described the entire bidding process as a fraud. This was due to the manner in which Vigeo Power Consortium was selected as preferred bidder for Benin DISCO.

Reacting to this allegation at a press conference organised by the BPE in Lagos on Monday, the chairman, Technical Committee of National Council on Privatisation (NCP), Mr Atedo Peterside, explained that the preferred winners were selected using Aggregate Technical, Commercial and Collection (ATC&C) loss reduction basis.

According to him, "all bidders who participated in the commercial bid opening had obtained scores in excess of 75 per cent (750 points) when technical evaluations were being scored some weeks ago.

"Section 93 of the Request for Proposals (RFP) stated that those bidders with proposals that have successfully achieved the benchmark technical score (75 per cent) will be considered eligible contenders and the ranking of the bidders for each distribution company will be determined solely based on the technically qualified bidders' commercial proposals," he stated.

The documents as obtained corroborated the allegations that the entire exercise was fraught with corruption as expressed by some stakeholders in the power sector and the three governors.

According to the documents, a total of 29 of those proposals achieved the minimum 750 points to be deemed technically qualified and are recommended to proceed to the commercial evaluation stage.

The results announced by Atedo Peterside last week based on ATC&C showed Integrated Energy Distribution and Marketing won the bid for Yola, Ibadan, Eko, Ikeja, with ATC&C of 18.58 per cent, 17.46 per cent, 21.43 per cent and 22.51 per cent respectively.

The other preferred bidders are Aura Energy Ltd, Jos DISCO; Sahelian Power SPV Ltd, Kano DISCO; 4Power Consortium, Port Harcourt DISCO and Interstate Electrics Ltd for the Abuja DISCO and Vigeo Power Consortium was the preferred bidder for Benin DISCO.

According to the RFP, no company can win more than two companies, therefore, Nigerian Tribune authoritatively gathered that Integrated Energy Distribution and Marketing had chosen Ibadan and Yola DISCOs while West Power and Gas Ltd is being favoured to win Eko DISCO even though it did not qualify.

ENL Consortium that also enjoys the backing of a former president is being favoured to win Ikeja DISCO when the NCP announces eventual winners at the end of October putting an end to privatisation process of the PHCN successor companies.

Lagos did complain ... vehemently at that too. They are still complaining today and trying , legally, to put things right because of how important to the state this issue is. When you don't even know that much, is it not time to admit your perspective is faulty by default? I followed issues closely back then. You are also wrong to assume the 2006 figures are not being used. Why do you think Government spend so much on General census? To discard the figurses within a year? Government plan and base decisions/policies on the latest demographic figures available. There are no provisions for using unofficial estimates in Statecraft in place of latest official figures !!!! They can only include figures of estimated population growth but that too will be wrong since the original figure of 9 million is wrong. When the FG makes decisions about Lagos, they will use the 2006 census figures and they may loosely factor in population growth estimates. Many of us followed issues back then i.e 2006 to note OBJ deliberately endorsed false figures he knows will cheat Lagos till the next census. It has always been so. Simple as that. Please argue along another line.

Lagos State has raised fresh evidence in support of its claim that the population of the state is more than the 9,113,605 recorded for it by the Nigerian Population Commission after the 2006 head count.

The state has also recruited the services of six leading law firms in Nigeria to prosecute its complaints before the Census Tribunal sitting in Abuja. The law firms are Simon Coopers, Elias and Co., Femi Okunnu, M. A. Bashua, Kola Awodein and Sofunde, Belgore and Osakwe.

The fresh evidence which Lagos has since filed before the tribunal showed that the population of the state should have been within the range of 13 million to 19 million.

In its complaint before the tribunal, Lagos said, "After the release of the report of the census exericse Lagos State Government engaged the services of Romis Consultants Limited a reputable Statistic, Data Analyst and Demography company to analyse the result returned for Lagos State on local government areas basis, which it did and submitted its report to the state government.

"That the report of the consultant revealed that, the result released for Amuwo Odofin Local Government area is inacurate, false and inconsitent with the actual figure of people living or counted in the local government area as well as all known demography indices."

It said that NPC did not create adequate enumeration areas and that the enumerators sent to the state were inadequate.The state said it had discovered that 90 enumeration maps which contained relevant data of many houses for thousands of lagosians were missing from NPC's records, with the effects that those houses in various parts of the state were not marked or listed for the enumeration exercise and thus the people inhabiting the houses were not counted.


The state said that NPC did not take cognizance of the megalopolis status of Lagos by which international organisations have described the city and expressed the fears that in the next five years, it would become one of the most thickly populated cities in the world.

It relied on a report of the United Nations Population Fund (UNFPA) released in 2001 which put the population of Lagos at 13.4 million at that time.

"Given the visible demographic, biological and social parameteres on ground in the state, the population was expected to increase to well over 17 million in eight year," it added.

It said, "A lot of researches have been carried out globally that associated high demographic value to the population of Lagos State.

"By its 1999 Revision, World Urbanization Prospects, a respected International Publication of the United Nations Department of Economic and Social Affairs Population Division, it asserted that Lagos is the only Mega City in Nigeria with a population figure above the 10 million mark."

The new evidence being raised by the state may have come a little too late as the NPC asked the tribunal not to allow it because it was filed out of time.

NPC's counsel, Chief Mike Ahamba SAN said that the amendment which Lagos was seeking was caught by the provisions of Paragraph 15(1) of the 3rd Schedule to the National Population Commission Act which forbids substantial amendment to a complaint once the time to file a complaint has lapsed.

But Professor Yemi Osinbajo SAN, who argued the state's application to amend the complaint said that the amendment was not substantial.

He also argued that NPC did not have anything to lose if the amendment was allowed. Rather, it would allow the tribunal to do substantial justice to the state's complaints.

The tribunal which has as its chairman Mrs. Ifenyinwa Obegolu has adjourned ruling on whether to accept the amendment or not to November 17th 2010.

Go and find out what the last National population census of 2006 produced as the official population of lagos. I don't know why folks are so scared of basic research to the extent they are happier to speak ignorantly in suggesting others are wrong. Lagos is officially 9 million approx according to our last census. In fact, let me help you out.

LAGOS is presently experiencing such phenomenal population explosion that it is being projected to be the third largest megacity in the world by 2015.

Many are of the view that despite the 10 million figure declared by the National Population Commission in the last census exercise, the city’s best possible population is 40 million. Whereas the annual population growth in the developing world is three per cent and Nigeria’s is 2.7 per cent, that of Lagos stands at a stunning eight per cent and is likely to accelerate.

The state’s landmass is rather small by Nigerian standard (Kano State which officially has about the same population is about four times in landmass). As if to aggravate the situation, a considerable part of the metropolis is covered by water, a situation that complicates its infrastructural needs.

The Lagos transformation project needs an enormous financial requirement, far beyond the capacity of the state government. Governor Babatunde Fashola recently revealed that a sum of N6.14 trillion is needed to build and upgrade infrastructural facilities in the state in the next 15 years! This, then, is the significance of the call for the state to be accorded a special status by the Federal Government.

Lagos, with over 128,000 workers (representing various ethnic groups) in its employment, apart from the Federal Government, remains the greatest employer of labour in the country. Ironically, many of the states in the country with lesser population and infrastructural needs receive same monthly federal allocation as Lagos.

The special position of Lagos as the commercial nerve centre of Nigeria, and indeed West Africa, has its peculiar infrastructural challenges. Its sheer human density driven by an increasing population due to endless survival and economic driven immigration, its ports and waterways, its border with Benin Republic, its high concentration of banks, industries, companies, and other commercial enterprises makes it a very complex state to govern.

Being the pane through which the whole world views the country, granting a special status to Lagos remains the best possible way to drive Nigeria’s development as Lagos is the country’s most industrialised city with needs that align with its growth.

No nation grows by treating the needs of its golden geese with discomfiture since the future growth of the country’s economy is tied to the development of Lagos which hosts over 85 per cent of Nigeria’s industrial hub, over 65 per cent of its financial nucleus and over 75 per cent of its active workforce.

With each day, the population and needs of Lagos continue to increase to reflect this important role. As the economic capital of Nigeria, Lagos has been the first port of call for eager millions of youths from all parts of the country who long for means of survival from the uncertainties of a struggling economy like ours.

Presently, it is obvious that the monthly allocation it receives from the Federation Account as well as its internally generated revenue is not enough to meet the developmental needs of the state. Regrettably, the Federal Government’s inability to discharge its infrastructural responsibilities to Lagos, over the years, has further worsened the situation.

The National Assembly Complex at Tafawa Balewa Square, the National Stadium, Surulere, the Federal Secretariat, Ikoyi and the Apapa-Oshodi Expressway, to mention just a few, laid credence to this.

When the FCT was moved from Lagos to Abuja, there was a subsisting agreement that the city would not be abandoned. Indeed, the late General Murtala Mohammed acknowledged the onerous nature of the responsibility of leaving Lagos alone to deal with the burden of infrastructure the FG were leaving behind then, bearing in mind that if Lagos hadn’t been the federal capital, it probably would not have been having these problems.

In fact, five cities; Enugu, Port-Harcourt, Ibadan, Kaduna and Lagos were later designated as ‘Centres of Excellence’ by the Murtala Administration as part of a plan to make them cities of pride by the Federal Government.

However, successive Federal Governments have refused to take a cue from countries which relocated their national capitals without abandoning infrastructural development of the former capitals. It is now time for Nigeria to imitate Germany, Brazil, Malaysia, Australia and Tanzania, which, after relocating their capitals, did not hold back developmental programmes targeted at the former capitals.

From 1954 to 1994, the capital of Germany was Bonn. It was moved to Berlin, following the endorsement of the ‘agreement of movement’ which spelt out the responsibilities of German government for the maintenance of the old capital and which it has been meeting conscientiously. Also, Brazil moved its capital from Rio-de’janero to Brasilia. Till date, all federal roads, buildings and other infrastructure in both cities are maintained simultaneously by the central government. Malaysia has also maintained two capitals.

Its old capital, Kaura-Lampur, has been retained as the legislative capital, where the National Assembly operates. Its new capital, Putrajaya, which is the most computerized city in the world, is the administrative capital. In Australia, the old capital, Sidney, still enjoys special recognition. Although Campera is the new capital, most activities of government, international conferences, party conventions and meetings still hold in the former capital city.

The former capital of Tanzania is Dar-es-Salam. When Dodoma became the new capital, the old capital did not suffer neglect. The Federal Government should take a cue from these examples by according Lagos a deserving special status.

The Lagos State government, in the last 12 years, has invested a huge amount of money on infrastructural development, especially construction of drainages, durable roads, beautification and restoration of parks to forestall the negative impact of flooding, erosion and other environmental hazards.

However, these efforts are not enough for obvious reasons. Today, Lagos handles about 9,000 metric tons of refuse daily, more than what the whole of Ghana is generating. The branch networks that some banks have in Lagos outstrip what they have in the whole country. A recent study reveals that over 25,000 people from across the world move into Lagos for various reasons on a daily basis.

The need to accord a special status for Lagos is a non-political project. An investment in Lagos is a necessary blueprint for the development of the country.

HNosegbe: Government will continue to pay little or no attention to the state of our health sector until they are required BY LAW to visit only hospitals in the country. Where a public official chooses to travel abroad for treatment, (s)he should be made to pay for it from his/her pocket.

Such a law will not be made because it patently infringes on the fundamental human rights of some merely because of their Job i.e Politician. That is discrimination. Look at the bloated cost of running Governance i.e recurrent expenditure at 72%. Do we need so many Senators, Reps and duplicated positions ,like ministers of State et al, constituting a bloated and ineffective democracy robbing crucial sectors of funds? No is the answer. Who will reduce this waste so that more is available to spend on health, pay medical staff, policemen etc? Certainly not those benefiting from the largesse. It is up to average Nigerians. As long as we are happy to only complain yet never act, nothing will change.

When we realize we are the bosses of these politicians we will make non-negotiable demands on them ,in specific ways, they will not even contemplate saying "No" to because the consequences for them will be dire since we have the numbers. As it is, Nigerians don't understand the concept of 'people power' and are not united either. Sadly, in the absence of the majority rising up to its duty of holding leaders accountable, it is a-looter continua because there is no pressure on our leaders to change their ways. There is no consequence for Ministers owning 6 cars, enjoying stupendous perks and receiving large estacode for foreign trip while Nigerian children die of curable diseases.

The Boran breed originated in eastern Africa and has been bred as a pure breed for 1300 years. Initially, Boran cattle were found in southern Ethiopia, northern Kenya and southwestern Somalia and they originate from the native shorthorned Zebu cattle. Breeders in Kenya had identified the most efficient beef breed of the indigenous stock, and through selective breeding, continued to refine them.
In Australia, the CSIRO in Rockhampton was eager to develop a breed that could adapt to tropical climates, but was not related to the Brahman. The Boran emerged as the ideal candidate for development. After collecting embryos from Zambia in 1988, they were later implanted into Australian-bred cows in the Cocos Islands. It wasn't until 1990 that calves were first imported into Australia.

Boran cattle are medium-sized, can be horned or polled, and coat colour can be grey, fawn or red. The breed is known for high fertility, disease resistance, efficient food conversion, adaptability, and mothering ability. They are valuable in cross-breeding programs as they mature rapidly and produce high quality beef. They possess a strong hybrid vigour which is very important to many commercial breeders. Their fine short hair helps to make the breed extremely heat tolerant. In Winter, the breed is protected from the cold by its excessively thick skin and hair (which sheds during summer).
Mothers are known to be extremely protective and calving problems are rare. Over time, the breed has become very adaptable, developing characteristics such as sound legs capable of managing long distance walking and the ability to endure situations when food is scarce or unavailable. Boran also produce a well-marbled beef with even fat cover.
Today, the Boran breed is distributed throughout Kenya, Zambia, Uganda, Tanzania, South Africa, Zimbabwe, Australia and the United States.

Katsumoto: You have some good comments with regards to the health of cattle i.e. pasture grazing cattle.

However, your post ignores the following
1. The size of the ranch and the fact that there will two bigger ranches in the same state
2. There is more grass in the south of Nigeria than in the North
3. Even with the advantages of pasture fed cattle, feedlot cattle is gaining popularity. Argentina and Uruguay, both leaders in the export of beef, use both methods. Both methods have their advantages and the presence of one doesn't affect the other.
4. British and French cattle don't get much by way of exercise; yet remain healthy for consumption
5. The Fulani method leads to conflict for obvious reasons. Much of the world has abandoned such ancient practices and are still being fed. This is also a good opportunity for Osun to employ some experienced Fulani men to provide some needed expertise.

Some great point Oga Katsumoto. No doubt some will have reservation but I think it is important also for folks to understand that Osun is not attempting anything entirely new to Nigeria either. Realistically, cross-breeding will be a part of the mix to produce sufficient meat as demand grows .

Minna — Niger Government plans to import 35 hybrid pregnant cows to improve the production capacity of the locally bred ones, says Dr. Isa Vatsa, state Commissioner for Livestock and Fishery Development, in Minna, yesterday.

Vatsa said the move would enable the government meet the protein needs of the people.

He said: "What we are doing now is to ensure genuine transformation of the livestock sector by bringing in 35 hybrid pregnant cows to improve the production capacity of our local breed. They can be reared by our local farmers and later cross-bred with the local ones.

"We are bringing the cows with the semen of other hybrid cows that can be injected into our local ones for improvement."

On the fishery sector, he said the state govern-ment had upgraded the Tagwai Fish Hatchery, Minna, to produce enough fingerlings for commercial purpose and encouraged the people go into fish farming.

Demdem: Ur concerns are legitimate and should be noted. Am not interested in eating cloned cows.

My guy, cross-breeding of the sort Osun want to undertake is already in practice in Nigeria.

The cross breeding of cows, the Nigerian local breed and imported exotic stock, does not only produce fat cows that produce extra beef, but the capacity of cross bred cows to produce milk also increases along with the protein value.

"You have the calves. The calves go for two, three litres while you go for two," Sani Tukur of Sebore Farms, Adamawa State, said, explaining the disadvantage the native cows have in terms of milk production compared to the exotic breeds which, he said, produce at least 15 litres of milk per day.

Behind him was a beautiful herd of exotic breeds comprising a bull and five dairy cattle feeding in an iron mesh pen. But the setting was not a farm. It was the Abuja-Keffi road ground of the National Agricultural Show that brought together farmers, policy makers, farm input manufacturers and marketers and other stakeholders with the major aim of developing the agric sector.

"If you want to go dairy," he said, "the package is N250,000 for a bull. You may also go artificial insemination, breeding artificially without a bull with frozen semen. This one cost N15,000. But if you have a bull in your herd, you know any time your cows come on heat, you are certain. But with the semen, you need to have a specialist to go round your herd and then inseminate. So, that is not certain.

"With N250,000, you will be able to get a year old bull to start with, but we advise farmers to stop at the 75% of the exotic breeds because it is more than the full exotic breeds in terms of resistance to endemic infections, tolerance to the weather here around the tropical zone. So, we advise our farmers to stop at that in terms of breeding."

playmode: This is a good move but i worried about the involvement of the South African expert and the crossbreeding experiment they want to carry out.I live in South Africa and i can tell you that their beef taste like sh*t. Infact their beef is so tasteless because of the excessive anti biotic and scientific experiments they carry out on their cows.Anyone who has tasted South African beef will know what i am talking.

I think the South Africans are being deployed for their Cattle Ranching and animal husbandry expertise to be eventually passed on to local agriculture expert. Also, it appears the Beaf will be entirely different to that reared in SA because the aim is to cross-breed local Cows to produce Cattle still indigenous to Nigeria.

For a start, the ranch, which is being managed by a South African expert in conjunction with IITA and Faculty of Agriculture, Obafemi Awolowo University, has 1,500 cattle sourced locally.

According to him, 30 foreign species called the Zambian Boran, would be introduced to the ranch with a view to genetically crossbreeding them with local ones to get a new indigenous specie. When fully in operation, the ranch, which will be run on public private partnership basis, will have modern abattoir that offers services to the people at a lower rate.

Maritime Expert Advises ACN On Ondo Guber Poll


As the leadership of the Action Congress of Nigeria, ACN, formally ratified the nomination of Barrister Rotimi Akeredolu as its candidate for the October governorship election in Ondo State yesterday, a maritime expert Prince Olu Ologbese, has described the decision as unpopular among party members.

In a statement, Ologbese who is also the life patron of the Ondo\Ekiti chapter of the Nigeria Union of Journalists, NUJ, explained that the lawyer was not on ground in Ondo and picking him for the governorship race would give the incumbent governor, Dr. Olusegun Mimiko, a smooth ride for a second term in office.


Ologbese described Akeredolu as a Lagos-based lawyer and politician without root in Ondo grassroots politics.

“Choosing Akeredolu as the ACN candidate will not augur well for the chances of the party in the governorship election. It is dangerous and a gamble that will cost the party dearly,” he stated.

He warned that choosing Akeredolu above the four major contenders who are well known in Ondo politics will spell doom for the party in the election.

“The ACN leadership should realise that one of the major four, Senator Ajayi Borofice joined the ACN from Labour Party in order to challenge Dr. Mimiko, who is hellbent on going for a second term, for the governorship race. If nominated as the ACN candidate, Senator Borofice has a good chance of defeating Dr. Mimiko at the polls because he is a grassroots man.

“There is an understanding among the parties and elites in Ondo politics that a term is sufficient for any incumbent governor to transform the state because of the large number of educated people in the state. This understanding should guide the ACN in choosing its candidate.

“If the ACN leadership insisted on picking Akeredolu who is an outsider in Ondo politics, they will realise that the people will abandon them and go for someone else.

It is testimony to the positive changes becoming entrenched in the SW that we now see a performing Governor (Mimiko) challenged by a formidable opposition candidate in Akeredolu. The exchange of insults is partisan politics at work and ultimately not relevant enough, IMO, to obstruct from the positives going on here. Of utmost relevance to me is how this is not a battle between light and day , or Jesus and Satan, as was the case in the past. When you have great candidates facing each other, development and progress is the likely reward for the State - whoever wins. People are now elected based on performance and records, not just how much crazy tout you've got, that can cause disaster and damages on any slight issue. I noticed this in the S/West and some part of the country, wish the whole country can embrace this.

Ondo election is a good testimony to this, where great minds of high intelligence contest against themselves and not some drop out thugs.

Indeed things are getting better.

This is what gladdens me the most because it is key to the enshrinement of an all-important system that insists on competence and proven track record. Once this system is fully entrenched and key offices are beyond the reach of brainless looters, mediocrities and thugs, Nigeria will start to improve and witness consistent consolidation on gains made.
