Vikkie14: The Fight against Corruption by Buhari is getting really OVERBLOWN. This is highly dangerous and self grave digging if after two years in service people see no change. Nigerians are expecting alot of 'deliveries' from Buhari led government coz a lot had been made by APC and Buhari concerning Corruption. The problem of Buhari fighting corruption would amount to stepping on some toes and biting the fingers that fed him. We wish him Good Luck in his Fight against Corruption as he takes over the mantle of leadership on May 29th. God Bless Nigeria You guys are getting Buhari's pledge to fight corruption totally wrong. Buhari has always made it clear his government would draw a line in the sand after May 29th which no one , whoever they may be, should cross after that date. Buhari never said he would arrest and jail every Politician in Nigeria because that is simply not feasible or even sensible for a government that wants to deliver tangible progress for Nigeria ASAP. Buhari made it clear he will fight corruption, after being sworn in, by using policies and initiative that will make it difficult for corruption to thrive. Alongside this is the strict adherence to the rule of law which will mean any one guilty of corrupt act, after the May 29th 'moratorium' on corruption, will be prosecuted and punished unlike what obtained before under the PDP. So clearly, if we are not being sentimental, it is obvious Buhari's fight against corruption has never been promoted to be about Buhari jailing every politician. Buhari never said he would go after IBB, Atiku et al merely because some Nigerians hate those names and brand them corrupt. Buhari is not here to jail everyone's 'bad guy'. The essence of Buhari's fight against corruption is that the immediate outgoing Government will be probed, because money and asset useful to Nigeria must be recovered from them, while a new way of doing things will ensure corruption no longer thrives and that the 'business as usual' environment of impunity is destroyed. Holding this together will be robust prosecution and punishment for offenders who failed to reform and heed the warning that it is no longer business as usual under Muhammadu Buhari. The goal is to make it clear, in relation to corruption, that public officials must conform to the new way of doing things or face the consequences. He, however, said Buhari’s promise to extend hands of friendship across the political divide in his acceptance speech shortly after winning the poll, does not mean that he would not prosecute corrupt government officials who served in the President Goodluck Jonathan administration.

We know where the "forgiveness" is coming from and the purpose for such so can I sleep now please  My friend you may dislike the incoming government vehemently but at least try to show some basic objectivity in the criticism you make. An incoming government, first and foremost, is directly duty-bound to look at the activities of the government it is replacing. A probe works like an unspoken statute of limitation in that there must be evidence of wrongdoing that can still be used to prosecute an offender. In most cases directly related to politics, this will only be applicable to immediate outgoing public officials who will find it impossible to cover their wrongdoing because of 'fresh' paper trails and other evidence. If you want to be mentioning the likes of Atiku then why not throw in Abacha, IBB et al so that Buhari, instead of leading Nigeria and looking for solutions to her many problems, becomes a full-time investigator and prosecutors? Please remove sentiments from your outlook and you will see clearly. What you suggest is not done anywhere in the world. All Nigerians have there 'baddies' they want prosecuted. Some will even nominate Gowon to be probed but is that really possible, necessary or productive? A statute of limitation is a law which forbids prosecutors from charging someone with a crime that was committed more than a specified number of years ago. The general purpose of statutes of limitation is to make sure convictions occur only upon evidence (physical or eyewitness) that has not deteriorated with time. |

After weeks of consultation and character evaluation, President-elect General Muhammadu Buhari has finally short-listed 18 persons across Nigeria's six geo-political zones, who will make up his transition committee ahead of the May 29 handover date.
In a related development, President Goodluck Jonathan and Buhari met on Friday for the second time this month behind closed doors at the new Banquet Hall of the Presidential Villa in Abuja.
Also, the National Chairman of the ruling Peoples Democratic Party, Alhaji Adamu Mu’azu, still struggling with the reality of the loss of his party in the Presidential election, attributed the defeat to the “political tsunami that swept across the northern part of the country which was too much for the PDP to withstand.”
Although the transition committee to be headed by Malam Ahmed Joda will be made up of three persons from each of the six geo-political zones, sources said the South-west however has more representation (four persons) indicating the weight and influence of its leader in the zone, Senator Bola Tinubu.
The sources further hinted that apart from Buhari who decided the choice of persons selected across the zones, Tinubu also had a major and significant input in the list, in addition to also exceeding the regional quota of three persons per zone.
The committee which, according to sources, will be inaugurated on Monday or sometime next week comes with terms of reference for members, chief of which is liaising with members of the committee put together by the Jonathan administration for smooth handover.
Apart from Joda, who has been selected as the chairman and Dr. Doyin Salami as Vice-chairman, the committee also has Malam Adamu Adamu as its secretary.
Other members of the committee according to an exclusive document made available to THISDAY are Mr. Boss Mustapha, Malam Muhammad Hayatuddin, Alhaji Abubakar Malami (SAN), Dr. Tam David West, Governor Rotimi Amaechi and Chief John Oyegun.
Also on the list are Mr. Festus Odimegwu, Dr. Ogbonnaya Onu, Mrs. Nike Aboderin, Mr. Wale Edun, Mrs. Bola Adesola, Barrister Solomon Dalong, Chief Audu Ogbeh, Senator Hadi Sirika and Brig-General Lawal Jafaru Isa.
Aside liaising with government's committee, the terms of reference also includes studying and working on the handover notes preparatory to May 29.
Other terms, THISDAY learnt, include designing the blueprint that would assist the Buhari government take off smoothly with a clear understanding of the challenges at hand.
Responding to the calibre of persons likely to make up his transition committee a few weeks ago, Buhari told THISDAY in an interview: “We have started discussing about it. Personally, I will make sure that it is not too big because if it is big, they will start thinking of how to influence the choice of ministers either for themselves or those they want to be ministers.
"But my hope and my idea is to get knowledgeable and experienced technocrats that are really patriotic to study the handing over notes by ministries and make recommendations. I want them to be completely detached people who are patriotic Nigerians; who are knowledgeable and experienced.” |

It gives me hope that this country will be great. They are only making a fool of themselves and all intelligent posters appreciate this and know why they act this way. We all have seen it at least once in our lives. I.e bitter and very frustrated losers who make a totally ridiculous and exaggerated show of trying to mock others because they think this disguises their deep pain and inconsolable sense of loss, impotence, inadequacy, inferiority complex and emptiness. My dear sis, I am above the level of these kids. Obvious they are all in pain and what better way to work off their frustration than stay on a thread like this trying to vent against those who have disgraced them and come out on top? If Yar Adua could rescind OBJ's last minute sale of our refineries to his cronies, considering Yar Adua and OBJ were from the same Party, then it is obvious any PDP leader carrying out last minute looting will regret it under the incoming APC Government. He did a terrible job in Bayelsa, that state has never had a good leader. It is not so critical that he is in the transition team, as long as he is not given any position of responsibility at the federal government, not even opening and closing the gate to the federal secretariat, he will mess it up. Yeah, I am not comfortable with Sylva either. He was one of those who attached himself to the Buhari project at a time the APC were generally not turning anyone away in the spirit of forgiveness and carrying every politician along with the proviso they must now think and behave progressively. I think they will have to manage Sylva carefully lest he becomes a liability in future. For now, APC cannot be seen to ostracise or victimise him openly if Sylva has not stepped out of line post the formation of the APC. |

The choice of Alhaji Ahmed Joda as Chairman of the Transition team is a choice made from Heaven. I worked for Ahmed Joda when he was one of the 4 super Permanent Secretaries of the Federation comprising Allison Ayida, Philip Asiodu, E.M.E Ebong and himself while Yakubu Gowon was Head of State from July 1966 to 1975.
The 4 Permanent Secretaries along with their colleagues were quite unhappy when Murtala Mohammed and Obasanjo regime decided that Permanent Secretaries were to be seen and not heard because they felt that the Permanent Secretaries had become too powerful in Government. They wanted to cut them to size. They insisted they should only accompany their commissioners to the Executive Council meetings as advisers and no more as spokesmen for their Ministries.
The commissioners won and the permanent secretaries lost. A few of them took the new gag order personally. Unflappable E.M.E. Ebong was one of them. The others including Ahmed Joda went along albeit reluctantly because they were all very competent and proud bureaucrats and they knew a lot more than their transient political appointees.
Other Permanent Secretaries who were a force to reckon with in those days but were not listed among the 4 included the great Abdul Azeez Attah, the first son of Ohinoyi, the Attah of Igbira Land, Chief Festus Awoniyi of Mopa in Kwara state and Alhaji Abubakar Alhaji a Sokoto prince who later on became the power behind the throne when Shagari became President in 1979. Shagari did not take any decision without first of all running it by Abubakar Alhaji. (Tripple A)
I proudly served as Secretary to National Council on Education and Secretary to the Ministry's Tenders Board under Ahmed Joda as the Permanent Secretary. [b]If you are looking for an incorruptible Nigerian who shares all of the personal attributes of General Buhari as an incorruptible leader, that man is Ahmed Joda from Girei in Adamawa State of Nigeria. I accompanied the man a few times to his village and I came to know him very well as a Nigerian without blemish.
The man served for many years as Chairman of Liquefied Gas Company or Commission of Nigeria and I believe he was chairman of Peugeot Automobile Nigeria PLC at one point in his distinguished career. I knew he was a journalist by training and the man was a prolific writer. He has been everything that he wants to be in Nigeria and he has served in all of the positions with distinction and integrity. If he is a thief he would have long become the Bill Gates of Nigeria.
General Buhari could not have picked a better choice to serve as Chairman of the Transition Committee. He would do a fabulous job because he knows the Federal Public Service inside out, and he is as smart as hell. Age may have slowed him down a little bit but I think he is still one hell of a bureaucrat. He looks a bit old and worn out from his latest picture I have seen in the social media but he remains a monument for integrity in the Public Service. [/b] He is without any doubt one of the best northerners I have ever met or served under. The others of course are Abdul Azeez Attah and Alhaji Abubakar Alhaji a prince of the Sultanate of Sokoto, Alhaji Damcida and late Yusuf Gobir the dapper don Permanent Secretary from Ilorin who was my Permanent Secretary in the Ministry of Defense. There was Francesca Yetunde Emanuel nee Perreira from Lagos. She was the pioneer lady Permanent Secretary in the Federal Public Service. There was Late Grey Eronmosele Longe from Sabongida Ora and Chief Oluyemi Falae now Kabiyesi the Oluabo of Ilu Abo in Akure North Local Government who retired as Secretary Federal Government and Minister of Finance.
I became who I am today because all of them have touched my life in so many ways. Ahmed Joda in particular had the greatest influence on me when I served under him in the Federal Ministry of Education. I remember him as if it were yesterday.
That man nearly fired his Yoruba Deputy Permanent Secretary whose name I would keep to myself for now because the man was proved to have taken some bribes in cash and kind from one of the contractors supplying food items to all of the Federal Government Colleges in Nigeria at the time. I was reluctantly made to play the role of a whistle blower on the occasion because the man who was Chairman of my Tenders’ Board had wanted to make himself the victor and me the victim. I was the Secretary to the Board and I kept record of all that transpired including a Dozier on each of our contractors at the time. It was my notes that saved me because Ahmed Joda does not play.
I was amazed by the level of integrity and probity displayed by Ahmed Joda on the particular case in question. I wanted to be like him from that moment on in my career. I am pleasantly surprised to know he is still alive and well enough to be considered for that assignment.
Ahmed Joda taught me all I knew as an administrator and as Secretary to the National Council of Education headed at one point by Chief Wenike Briggs and later on by Chief A Y. Eke a former Registrar of the University of Lagos. Those were the days. The Civil Service was at its best I might add. Ahmed Joda insisted that all minutes of meetings must be ready within 24 hours after the end of the meeting come rain or shine. I must give him my draft of the minutes for him to look over and correct in the plane as we both flew back to Lagos. By the time we landed at Ikeja he had already made his corrections and the minutes would be ready for circulation latest by the next day.
I took that habit from him and it remained part of my routine till tomorrow. When I became the Director of the Salvation Army Emergency Center for Children and Families at Bushwick in New York more than 30 years later, I could not shed the habit. Who says the northerners are inferior to the southerners? Those who say that are southerners who may never have met “workaholic” northerners like Ahmed Joda. Nigeria would be a great country with more of Ahmed Joda and General Buhari. I am awfully proud to be one of them
I take off my hat for that man and I shout “Ranka Dede” as I put finishing touches to this tribute to a worthy Nigerian public servant I would never forget.
I now know that General Buhari means business by picking Alhaji Joda to be the Chairman of his Transition team. The President-elect can go to bed easy tonight and not have sleepless night on whether or not Alhaji Joda is going to do a good job and serve the nation to the best of his ability on that chair.
I now see a reason for greater optimism in Nigeria come June 1st 2015 and thereafter.
God bless Nigeria and long live our new President.

I said it before the elections that the monumental corruption that will be exposed by an APC Government will shock Nigerians to the core of their being. GEJ and his gang looted with brazen impunity and complete callousness. Even if Buhari wants to be charitable to GEJ he will find this hard to do once in office and fully aware of how GEJ and his minions looted Nigeria mercilessly and ruined many lives. |

As the vultures circle Nigeria’s troubled oil industry with Muhammadu Buhari taking office in just four weeks, Aiteo, a key player which is alleged to be a front for President Goodluck Jonathan and Petroleum Resources Minister Diezani Alison-Madueke, appears to be heading for a major investigation, according to an analysis in Energy Compass.
“Companies deemed close to the minister that could face further scrutiny include Nigerian trader, which has been criticized for unfairly exploiting its OPAs, and Atlantic Energy, which has allegedly lifted crude beyond its entitlements from the upstream SAAs,” Christina Katsouris wrote.
She noted that Buhari could dig deeper and hold more alleged perpetrators to account than his predecessors, partly because he has staked his credentials on fighting corruption, and because of the major power shift which is under way.
As Nigeria's new President-elect Muhammadu Buhari and his All Progressives Congress (APC) party ready for power, state Nigerian National Petroleum Corp. (NNPC) officials, oil traders and upstream players alike are bracing for a raft of investigations into deals approved by outgoing President Goodluck Jonathan's regime. As corruption is endemic across much of Nigeria's oil sector, such probes have featured with every incoming government for decades with new presidents and lawmakers using the findings to threaten and control opponents, shake down oil companies for more cash, terminate contracts and award new ones to allies.
Buhari could dig deeper and hold more alleged perpetrators to account than his predecessors, partly because he has staked his credentials on fighting corruption, and because a major power shift is under way. Corruption became a huge issue under Jonathan, with sizeable volumes of crude allegedly squandered through offshore processing agreements (OPAs), under which traders lift crude and deliver oil products and cash back to NNPC, as well as through strategic alliance agreements (SAAs) that paid companies in crude for helping NNPC to operate upstream assets divested by Royal Dutch Shell. The government eventually commissioned PricewaterhouseCoopers (PwC) to audit NNPC's finances in 2014 but declined to release the full report (EC Mar.28'14).
Buhari is treading carefully, starting on his own doorstep by disputing his own supporters' demands for contracts to satisfy their sponsors, sources tell Energy Compass. To manage such intense pressures, some expect Buhari to keep the oil portfolio himself and appoint a minister of state for petroleum as did former President Olusegun Obasanjo (200007) a move that streamlined rather than eradicated such activity. Significantly, though, APC policy director Kayode Fayemi yesterday promised to publish PwC's audit in full.
The president-elect will need a light touch in Jonathan's home, the Niger Delta, where his People's Democratic Party retains control of all states after flawed governor elections on Apr. 11 (EC Apr.17'15). Powerful former militants are conciliatory but could stir up trouble if Buhari cancels their lucrative pipeline and maritime security contracts secured through the 201015 amnesty agreement and ties to Jonathan. Former gang leader Ateke Tom took out a full-page advertisement congratulating Buhari. Less predictable are militants excluded from the amnesty, who are now flexing muscles to secure contracts.
A compromise to tackle corruption without ruffling Niger Delta feathers could be in the making, under which most of the corruption gets blamed on unpopular outgoing Oil Minister Diezani AlisonMadueke, allowing Jonathan to retain the statesmanlike image he acquired on ceding power to Buhari (EC Apr.3'15). A narrative is emerging that the minister helped herself to funds raised for his election campaigns and recycled it with help from business allies. "Goodluck was kept in the dark ... without real influence over oil sector decisions," one trader said. The minister will struggle to counter this version of history, as numerous fallouts have left her with few allies, sources say.
Trader Trouble
Companies deemed close to the minister that could face further scrutiny include Nigerian trader Aiteo, which has been criticized for unfairly exploiting its OPAs, and Atlantic Energy, which has allegedly lifted crude beyond its entitlements from the upstream SAAs.
Aiteo and Geneva-based, Nigerian-owned trader Sahara each signed a two-year OPA in November that took effect in January to deliver products against roughly three 950,000 barrel cargoes a month. A general rule of thumb equates approximately 120,000 tons of gasoline or kerosene to each standard cargo of crude. Contracts seen by Energy Compass outline a process requiring the counterparty to specify products and parcel sizes, delivery date range and discharge port within a week of loading the crude. Aiteo's contract requires products to be supplied within two months of crude loading.
Traders and NNPC insiders allege that by late March, Aiteo was more than 20 cargoes in arrears on the new deal. Analyzing these complex arrangements is not easy, but data obtained by Energy Compass for products shipped against January and February loadings indicates some shortfall and suggests Aiteo was casual in following contract process. For example, after loading two cargoes in January, Aiteo nominated 110,000 metric tons of dual purpose kerosene against one cargo but showed few plans to offset the other, listing only product delivery dates, with gasoline and vessels to be arranged later.
Nomination data was again incomplete in February, and tracking of delivery vessels shows a shortfall in February and March. An Aiteo spokesman contacted by Energy Compass denied any wrongdoing, arguing that contracts allow for delays of a few weeks. Analysts meanwhile say that the OPAs provide too much flexibility and are too complex with more formulas, conversions and other moving parts than crude-for-product swaps or open-account trading; Aiteo lacks a full crude trading team and has been selling through Shell.
So Buhari will have his work cut out to get to the bottom of allegations. In the long term, NNPC needs to restructure $1.5 billion in arrears on products to traders so they can return to supplying products on shortterm credit (EC Sep.5'14). The more basic questions of why OPAs were chosen over NNPC's relatively expensive but more straightforward swaps, whose interests they serve, and why Aiteo and Sahara were selected also remain to be explored.
Given the political risks of investigating such deals, Buhari could quietly tell beneficiaries to repay funds dubiously obtained in exchange for waiving prosecutions. But he'll need experts to work out how much is owed, and what could replace the OPAs while NNPC remains in arrears. Traders seeking advantageous contracts for themselves are already lobbying his inner circle to proffer advice and alternatives. But Buhari would do well to tap a broader range of advisers.

onatisi: what makes it more painful is that majority of these sentences were passed 10 to 15years ago . That is really cruel. Indonesia should commute those sort of death sentences, with offenders on death row for more than 10 years, to life imprisonment with possibility of parole. If someone is on death row for 10 to 15 years then a compassionate justice system should consider that those offenders have suffered enough for the category of crime committed without going ahead to execute them. It seems inhumane and cruel to me. |

Very sad. I cannot even begin to imagine what the families must be going through. People should desist from drug smuggling period. The consequences of drug trafficking to nations like Indonesia are well-known and I wonder why anyone would still attempt such knowing they may pay with their life. With 33 Indonesians dying daily from drug-related causes then I think an argument can be made for Indonesia taking this draconian measure to try and prevent the death of their citizens. |

I suspect that he has already settled with the authorities and made restitutions, essentially, made a deal, a plea bargain which saved him from prosecution. As far as this is concerned, Buhari need not act.
Now, if people have any allegations of theft or corruption against Tinubu, let them come forth with evidence. I recall that Tinubu was charged to court but was not found guilty of anything and set free. This tells me that Buhari does not need to prosecute Tinubu for anything.
Let Buhari first deal with NNPC and missing billions first. Tinubu's financial empire seem to have been built legitimately. I'll stand corrected once I see evidence otherwise.
It is not enough to shout Alpha Beta or other corporations without concrete prosecutable evidence of any crime. Thank you my brother. This is the position of most sensible and pragmatic folks. Nigerians may not like that Tinubu is very wealthy, in a Country of excruciating poverty, but many should understand that fingers are not equal and there will always be very talented and highly intelligent individuals, like Bill Gates for example, whose individual talents and ability is worth literally billions. They will say Tinubu own continental hotal and deserves to be hated on this ground yet they will not mention Ibori who spent $21 million "dead money" on a private Jet surely enough to build perhaps two or three continental hotels. Is Continental Hotel employing Moroccans or Nigerians? Does the Hotel pay taxes to Indonesia and not Nigeria? The problem is that Tinubu, as a genuinely talented leader and business guru, believes in building legitimate and visible empires and institutions that will outlast him. Whereas the looters crippling the centre just steal blindly and spend billions hiring private jets as Allison-Madueke did with no returns at all for Nigerians. I have no doubt the blind hatred of Tinubu has a very potent ethnic dimension because it is no coincidence that those shouting loudest and most vociferously against Tinubu conveniently never mention their own crooks like Orji Kalu, Theodore Orji, Uduaghan, Odili et al. |

The Governor of Anambra State and the national leader of the All Progressive Grand Alliance (APGA), Willie Obiano has said the state and party will give total support to the incoming administration of General Muhammadu Buhari.
Addressing journalists shortly after a congratulatory visit to the President- elect at his Aso Drive residence in Abuja Friday, he said though he does not intend to leave APGA, the state government will give its support and cooperation to the APC government at the centre just as it did to the out-going PDP administration.
Obiano who was by a gleefully looking President- elect, said their discussion during the meeting centered on requests of the people of the South East to be carried along in sensitive appointments and projects execution particularly the building of the Second Niger Bridge.
