Senator Babafemi Ojudu is the Vice Chairman, Senate Committee on Establishment and Public Service Matters. He speaks with DAPO FALADE on sundry issues affecting legislative business and its oversight functions. IT is now more than one year that you have been in the Senate. What has been the experience? Well, it has been very interesting in the sense that when I was contesting and coming in, I had all the high hopes that I will make contributions that would bring a kind of change; I was fired up that I was going to a new area entirely different from journalism. I took the same passion in journalism to the Senate, but when I got there, I found out that it was a different ball game entirely. Having practiced in journalism, I had offended some people in the past, through my writings and reports and these people I now had to confront on getting to the Senate and they too were waiting for me; that they would not allow me to have a voice. So, I had to live with that and also had to re-strategise that if I am not going to talk, then I have to go back to my constituency and start working more closely with my people. But again looking at it, the plenary is not the only thing you do as a senator; you have the committees where you have oversight duties. Is there any basis for comparison between being a journalist and being a senator? You know you can practice journalism of advocacy and the same thing you can do in the Senate, for example, for good governance, human rights, anti- corruption and for development. So you can actually see some commonality between the two. What is different is that as a journalist, you are an outsider looking inside and as a senator you are inside to voice to the people what you see. With what you have seen so far, do you have any regret contesting the election? Certainly none, if only for what I have learnt so far. I used to think that the problems confronting Nigeria can be resolved within a short time. But it is deep-rooted and with what I have seen, I don’t think we can get out of the woods so easily. The evil forces are so entrenched that it would take a revolution to change this country. Talking about budget, the general impression is that you lawmakers in the National Assembly are not really out to ensure effective implementation of the budget… If that had been the case in the past, I don’t think it applied to this seventh session of the National Assembly. I am not saying that we have done perfectly well but I think now there is an improvement. People now want to know how much is being collected; they raise issues with the executive arm of government over money released. For me, gradually, we are rising up to the challenges but I think people still need more of training to be able to know what they should look out for. The civil servants are getting so clever. For me, that is an area the National Assembly needs to look into. From what I have seen so far, there are quite a lot of waste and duplications in the budget. If we look critically and we decide that we are not going to give you what you don’t need, we will be able to reduce the cost of running most of these departments and agencies. I mean it cannot be that it is every year that you buy computers; you spend the same amount to buy computers, furniture and generators. There are lots of things that are just there because that is the way they do it. We need to tamper with a lot of things, particularly the budget. During the defense of the budget of the Federal Civil Service Commission (FCSC), you were particularly harsh on its chairman. What really transpired between you? Well, I had to be harsh because in the last one, people came to me with stories about how officials of the FCSC asked them to bring money to get jobs. A young man or woman has just come out of the university and he or she has not been employed for two, three years and somebody now asked such a person to bring N500, 000 before he or she can get a job. It is wickedness and inhuman. For me, it was an opportunity to have the top officials of the civil service come before us and I put it to the woman who only came, according to her, this last May. And she was vouching for her staff, but I said no, ‘go and find out. That is what is happening all over the place. The people are challenging you; traditional rulers are challenging you that this is what they have been telling their children, to go and bring and they don’t have the money.’ Those young people are roaming the streets unemployed. But the woman said she was unaware and that her honour and integrity were at stake… I was not querying her honour and integrity. Even from the budget they brought before us; when we looked at the 2012 spending, they were not able to defend most of the items there. We had to dismiss them and asked them to go back and re-do their Arithmetics. At that point, she was no longer talking about her integrity; she knew that there was a problem and she started telling us that she was not there when the money was spent. I said look, ‘was there no handover note? Were you not briefed when you got in there? How could you come here and defend what you believe in?’ that means some other expenditures must have taken place in the past before she got in there. What is your take on the decision of the commission on stopping the usual examination for promotion exercise? I think they did not quite consult very well. It was a decision taken without even putting the committee on Public Service Matters in the know. When the Public Service came and we put the same question to them, they said no, that it is not true; that it just remains at the level of deliberations. So, we are also raising issues about that, that she cannot just stop the exercise because you have an idea that examinations are no longer enough to decide on who gets promoted or otherwise. So, are they going to use subjective factors to promote people? We will not support that and we are going to raise issues about that. Generally, would you say the current National Assembly is performing its duties as the legislative arm of government? Well, there is always a room for improvement, but so far, I think it has tried. I guess that as the years go by, things will continue to improve in the National Assembly. But the lawmakers can benefit from trainings; their aides can also benefit. The budget of a thing, the people just come in there and throw their papers at us. We ought to have received them much earlier and then you tear it apart and raise questions at the time you are talking to those people. These are the areas where we need to do some level of work. We should be a little more critical of whatever is coming before us. Another aspect which I think we should work at is our relationship with the executive. I think we are so much a lapdog of the executive. How could Senate pass about 25 bills and they would be lying with the executive for most of the year and nothing will be done about it. I think this is wrong and there is a clause in the constitution that states that the legislature can veto any bill that is not signed by the president. You bring a resolution that is debated and then pass it to the executive but nothing is being done about it. We are almost looking like jesters before the public we are serving; it is almost becoming like a talk shop. Why should 109 senators come together and decide that this is not right and you send the outcome to the president and it will not be implemented. It is not good enough; we need to do more. The fact that the president of the country comes from the political party with the majority in the Senate does mean that we must not have some integrity and credibility for the Senate. http://www.tribune.com.ng/news2013/ index.php/en/component/k2/item/763-it- will-take-revolution-to-change-nigeria- %E2%80%94ojudu

Street trading, hawking and parties in Ibadan were banned by the Oyo State government yesterday. The state Commissioner for Environment and Habitat, Barrister Lowo Obisesan, disclosed this at Agodi, Ibadan. “The government is now out to enforce all environmental laws to the letter. Ibadan is not a rural environment where anybody does what he likes. As a result of this, we are banning street trading, hawking and parties in the metropolis,” he said. Obisesan specifically mentioned Agodi- Gate Bus Stop, Dugbe, Mokola, Challenge and Ring Road, among others, as places where street trading and hawking would not be permitted. “It has become an offence for anybody to hawk in the streets. Any defaulter shall pay a fine of N5,000. It has also become an offence to hold parties in the streets or roads in the state. The punishment for the offender is one-month imprisonment or a fine of N100,000. “It has also become an offence for any truck, either light or heavy, to be off- loading at any of the following places: shops, offices, commercial premises, on the roads or streets, between 7.00am and 6pm. The punishment for the offence shall be a fine of N250,000″, he said. On how to enforce the laws, the commissioner said: “Environmental monitoring officers will be operating in Ibadan from Monday to Fridays, and anybody caught breaking the law will be prosecuted.” Source http://m.facebook.com/profile.php?id=120521421317516&ref=stream&refid=52&_ft_=qid.5816899750990335143%3Amf_story_key.8927309642713570121 |
The Osun State Government has approved a N10,000 monthly allowance for the elderly, under its social security scheme tagged: “Agba Osun”. The Special Adviser to Governor Rauf Aregbesola on Special Needs, Mr. Biyi Odunlade, told reporters yesterday that 1,343 of the1,602 beneficiaries have received their first two allowances. He said the remaining are yet to show up for the payment. Odunlade said the state government carried out a population survey of elderly persons between February 27 and March 10 to identify those who need medical attention. He said at the end of the survey, 114,814 elderly persons were identified in the 30 local governments. Odunlade said the government would establish a rehabilitation and transit camp for the destitute and the mentally ill. He said the Aregbesola administration has appointed six physically-challenged persons into political positions and given jobs to another six in the civil service. http://thenationonlineng.net/new/news/osun-okays-n10000-allowance-for-the-elderly/ |
