Gov Orji sets Aba free

• Rids the city of waste

Before now, what first meets the eye of any visitor to Aba , the commercial nerve centre of Abia State, were the mountains of refuse that lined up the major streets. At a point, it became an embarrassment to both the government and the people as anyone approaching Aba, especially from the Port Harcourt end had to hold his breath because of the stench from Osisioma dump up to one kilometer from the site.


The combined effort of the Niger Delta Development Commission (NDDC) that donated dozens of refuse receptacles and the Abia State Environmental Protection Agency (ASEPA) could not arrest the situation. The immediate past administration imported refuse equipment and trucks to give the hydra-headed monster a tackle, but could not do much before it left.

A new dawn

All these are fast becoming history with the war Governor T.A. Orji declared on environment. Orji had initiated environmental friendly policies that first strengthened the state environmental agency, ASEPA.

To the ASEPA General Manager and Chief Executive, Dr. Cosmas Ndukwe, it was no more business as usual. He had mobilized his men to fight the filthy environment. Clearing of the refuse hills became a daily affair with the governor himself having frequent unscheduled visits to the dump sites. He soon gave order for the closure of the dump sites on the expressway, including the Ubakala dump site and declared a state of emergency on the vexing Osisioma Ngwa final dump site.

On September 1, 2007, the Osisioma dump site was handed over to Phoenix Environmental Services Nigeria Ltd to manage. Phoenix, in 2006, signed a tripartite agreement with the Federal and state government to manage refuse disposal and recycling in Aba. While the Federal Government was to play a monitoring role, the state had 20 per cent equity share while Phoenix had 80 per cent.

The management of the dump site was given to Phoenix to manage temporarily till when it completes its recycling plant sitting on a 100-hectare land at Akpa Mbator in ObiNgwa Local Government, which is to serve as the final dump site for all refuse generated from the commercial city.

According to Phoenix Managing Director, Mr. Norton E. Jessup, once it took over the site, it went into action, mobilized men and equipment, adding that they have succeeded in pushing back the refuse from the road out into the burrow pit, and created avenue for trucks carrying refuse to drive deep into the dump and offload their (goods) unlike before when they were compelled to dump them at the periphery, from where they spilled over to the road almost blocking it.

Governor Orji, who paid regular visits to the dump site because of his concern for a clean environment, ordered that it be fenced off and the outside sand-filled to the level of the road and later grassed. With that done, the war on the Osisioma dump site is 80 per cent won as the stench and nuisance from it have been dealt a heavy blow.

The Expressway median within Osisioma junction that suffered indiscriminate dumping of refuse has been eliminated by fencing it off with a metal barrier. Though some unscrupulous individuals have broken through some of them, the environment has improved considerably. Perhaps, the greatest magic that would surprise those who visited Aba before August, last year is the disappearance of the mountains of refuse rising by the sides of the refuse bins all the way from Ikot-Ikpene-Aba Road to Owerri-Aba Road and Port Harcourt Road and Asa Road. While the giant bins are still there, they are virtually empty and without refuse. Thanks to the regular evacuation, which a Phoenix staff called C and D, acronym for clearing and disposal.

Sustaining the new look

It is not enough to ask residents not to litter the streets; they have to be provided with receptacles to throw in their light waste. These, Phoenix and ASEPA have provided. For the first time in the history of the state, standing bins for light wastes have been put in place in the two cities of Aba and Umuahia, where people can throw in pure water cellophanes, banana peels and such other things instead of throwing them indiscriminately in the gutter. They are placed within reasonable intervals that nobody would be tempted to litter the streets and, beautifully too.

Street sweepers employed by the First Inland Bank Plc, ANSEPA, Phoenix, Aba South and North local government councils now sweep the streets on a daily basis. In addition, Phoenix and ASEPA have mounted vigorous campaigns in the audio media and television to enlighten the public on the appropriate ways of disposing of their refuse, using the receptacles and the bins.

“We have held meetings with the market unions, and other stakeholders in the city and their response have been very encouraging. I commend Aba residents. They are learning fast because it is not easy to change the mentality of a people.”

This is an industrial and commercial city that is always in a haste and inpatient to throw away their wastes in far distance.”

Apart from the refuse, the numerous motor parks called (Pits) that blocked traffic from Industry Road through Asa Road have for the first time been sanitized.

The removal of scraps-vehicular and others from some parts of the city is most commendable even as Phoenix said they are using persuasive approach to urge owners of the heavy trucks and scraps along Port Harcourt Road to remove them.

When this is finally done as it would soon be, Aba would wear its original look as one of the few cities that have a master plan in the country.

For Governor Orji, the Aba environment is holistic and includes roads, drainages and aesthetics. After a road inspection of Aba , which has almost become a regular feature, he said that the drainage problem of Aba would be tackled once and for all, along with roads that would be rehabilitated. Some of the roads contracts have been awarded.

From filth to wealth

The massive attack on filth in Aba would apart from providing a healthy environment, provides jobs and foreign exchange.

According to the Phoenix chief executive, the recycling plant, when fully operational which may not be more than three months from now, the 750 metric tons of wastes generated daily would be recycled to produce between 1.4 million to 1.7 million metric tons of fertilizer.

It would also produce rubber crumbs, and methane gas as different particles from the dumps are separated.

The project, the first in sub-Saharan Africa which would be replicated in other states, is expected to cost $350 million during the 30 years Phoniex would manage it before handing it over, while at its present stage it has gulped over $5 million.

Yessup said that once the state government paid the compensation to the landowners and issued it with C of O, major shipment of the equipment it requires would come in.

He commended the governor for his unusual interest in the whole project of giving Aba a clean environment while also commending the host community of the plant for bearing with them as negotiations went on with the government.

VISA Racketeering And Nigerian Ethnicities

Using false identity to travel abroad

The craze to travel abroad by all means arguably became a noticeable fad in Nigeria about 20 years ago, when unemployed graduates, prostitutes and school drop-outs began to explore every crooked method of finding their way into western countries. Methods common to these sets of desperate youngsters include the most dehumanising stowing away system. By this, young Nigerians hide themselves in cargo compartment of ships so that they could be ferried out of the country without the knowledge of the owners of the ship. Another harrowing method of running out of the country is crossing the border on foot and escaping into any of the North African countries, especially Libya, from where they cross to Spain. Many have lost their lives in the process.


Perhaps, the most criminally-inclined method of travelling abroad is the use of another individual‘s passport in which the new, albeit fake owner of the passport bears the data identity of the original owner of the passport. In a few cases, such fraudulent people had been lucky to beat the screening machinery at foreign embassies’ entry borders and had triumphantly entered the foreign country of their choice. But most often, many others have not been so lucky. The fortunate ones among them were simply refused visas, while the unfortunate ones were arrested at the embassies and handed over to the police.

In the last one year, detectives at the Criminal Investigation Department, Lagos State Police Command, and the Special Fraud Unit, Nigeria Police, Milverton Road, Ikoyi, Lagos, have prosecuted over 30 suspects for passport-related offences. An investigation by our correspondent showed that 17 of the suspects pleaded guilty and were summarily tried and convicted. However, the sentences seem not to be a sufficient deterrent for the convicts. The sentences ranged between six and 18 months imprisonment, and in most cases, with an option of fine.

The investigation further showed that sometime in 2005, a gang of armed robbers raided the Lagos home of a media executive. The executive (names withheld), who was still at work at about 8pm when the robbers struck, had his passport stolen among other valuables. The passport, seen as hot cake, had expired visas of many foreign countries. The case was reported at all the embassies concerned. Over two years after the robbery, precisely in December 2007, a 31-year-old man, Segun Amure, was arrested with the stolen passport at the British Embassy. He was processing a UK visa when he was arrested. Amure was not alone. After adopting the name, date of birth, state of origin, marital status et al, of the original owner of the passport, he was joined in a phoney marriage with a lady, Joy Alarape, so that the lady could obtain a British visa as the wife of a ‘frequent traveller.’ The lady was also arrested.

Since the stolen passport had only expired visas, the culprits needed to apply for a visa renewal before the passport could be used. However, since the case had been reported to both the police and the High Commission, it was easy to invite the culprits for an interview and arrest.

During interrogation, Amure, who is in the custody of the SFU and will soon appear in court, told our correspondent that he had been making futile attempts to emigrate since 1998. He said a passport racketeer, identified as Fola Arogundade, offered him the stolen passport and promised him a visa for a fee of N300,000. ”I never met Joy before, it was Fola who arranged everything and told me that both of us would appear at the embassy as husband and wife. After we had been given our passports, Fola gave me Joy‘s number so that I could call her. Some days before the Ileya festival, I received a call that we were to appear at the embassy for interview on January 3. I met Joy there. A security man first sent us away, but I met another man who promised to assist us. The man collected our papers and went inside. He came out about 20 minutes later and asked us to follow him in. We were asked to sit down and we waited for about four hours before a white man opened the door and asked if we were the couple intending to travel. I said yes and he just beckoned to a man standing by the door and pointed at us. The man, who we later discovered is a policeman, took us away from the embassy and that was how we found ourselves here,” Amure said.

However, after his arrest, detectives at the SFU, who were bent on getting to the root of the matter, had a Herculian task tracing the whereabouts of Arogundade, the man behind the sale of the stolen passport. At a point, the suspect was said to have travelled to London. He was also said to have been deported. After about two weeks of search, the detectives traced him to a house in Ikorodu, Lagos, where he was arrested.

Arogundade himself admitted that he had been preparing fake passports and other travel documents for desperate travellers for many years for a fee. “I do most of the paper work at Oluwole (Lagos Island‘s now demolished notorious spot for forging and counterfeiting documents). All I do is to buy an original but stolen passport, I will then take it to Oluwole where they will remove the original passport photograph and fix the fake owner‘s passport photograph. It costs me N20,000 to do that,” Arogundade said.

The suspect claimed to have bought the passport he used for Amure from one Alberto, who he said was in London and a kingpin in passport racketeering. He further linked the passport to another suspect, Abiodun Adewunmi, who is also in the SFU net. Alberto allegedly sent a telephone number to Adewunmi and asked him to call the line. The owner of the line was the one who reportedly delivered the passport to Adewunmi and the latter then handed it over to Arogundade.

Arogundade, 35, who confessed that he had no stable job, said some of the people he had procured fake travel documents for had successfully used them to travel out of the country, usually by bribing departure point officials and then pleading for assylum in Europe; while a few others had not been so lucky. Although all the suspects are still in SFU’s custody, the commissioner in charge of the police formation, Mr. Olayinka Balogun, told our correspondent that the suspects would have been charged to court two weeks ago but for some legal and administrative bottlenecks.

Imo and Abia produce substantial amounts of oil and Abia just recovered 52 oil wells previously ceded to Rivers. Moreover Shell recently discovered large cache of hydrocarbons in Abia. Large amounts of oil in Enugu and Anambra remains capped (reserved) by the FGN.

At any rate, Coal and oil palm from the East was also used to service Nigeria before oil was discovered.

The managing director/vice president (production) of (SPDC), Mutiu Sumonu made this known in Umuahia when he paid a courtesy visit to the state Governor Theodore A. Orji.
Sumonu said the purpose of his visit was to introduce himself as the new managing director of Shell and to establish good working relationship with Abia State government.
He said if his organisation commenced the prospecting of the hydrocarbon in the state, it would go a long way to boasting the internally generated revenue of the state.
The Shell boss solicited for the support and co-operation of the Abia government in harnessing the hydrocarbon. Responding, Orji thanked Sumonu and his team for their decision to visit the state government, one of the major stakeholders.
The governor praised Shell for the role it had been playing in the areas of education, health and social infrastructures, among others in its host communities.
Orji noted that apart from the hydrocarbons, his state was blessed with so many minerals. He urged Shell to explore into other areas in the state because Abia was investor friendly.

Again I repeat my question. If I were in fact an Igbo person, would I then be entitled to identify English spoken with an Igbo regional accent ? And as an Igbo person, would I be permitted to discuss the almost exclusive involvement of Igbos in 419 letter writing ? Or would you then simply turn around and call me a traitor to my own race for daring to expose the truth ?

Finally if I personally happen to converse in English with a pronounced Igbo accent, would you not consider me capable of identifying the tribal origin of OTHER Nigerians based ENTIRELY on the intonation with which they speak the English language ?

Stop being childish and running around in circles. Have you heard that any of the thousands of Igbo and Yoruba professionals in diaspora who are suitably employed engage in 419? Most of the guys you claim live and do 419 from abroad left Nigeria under frustrating circumstances, engendered by the killing of the economy. They were mostly ill-equipped to fit into their foreign countries of relocation. That explains why they cannot get befitting jobs and may have wrongly resorted to 419. This brings us back to the point that the bastardization of the economy by the Hausa/Fulani and Yoruba led even unqualified guys to seek greener pastures abroad without any requisite qualifications (academic, human relations-they have not worked before, and so have not socialized at the corporate level- etc).

The battle over who is the legitimate owner of River Niger Bridge Head live stock market led to the death of two persons. The traders had protested the state government directives that they should relocate to another designated area on the grounds that their presence is defacing the main entrance into the state from Asaba town in Delta State. They had contended however that the land was given to them by the Federal Government, adding that the new market site is too remote for their business.
The war of eye ball to eye ball got to its climax last Saturday when they protested and the soldiers in a bid to averting break down of law and order shot two persons and as at press time the tribe or state of origin of the persons are not known.

Though the Igbo own shops in the livestock market in Onitsha, the major dealers in the market are mostly Hausa and Yourba.

A dealer in the market, Yinusa Idris, said: "We were there when it happened but I cannot say if they are Igbo or Hausa or Yoruba or Tiv. But I know the number of Igbo in that demonstration were not much. One of the traders was dragging the gun with a soldier and in the process they started firing.

"But I know that this type of thing can lead to a more serious problem. I pray that it doesn’t happen."

Daily Independent however gathered that before the incident the Hausa-Fulani traders had petitioned the Sultan of Sokoto and two prominent Emirs from Northern Nigeria and observers are not what happens next. At the moment of sending this report, there has not been any statement from any of the tribal groups.

But breaking the silence, Mr. Tunde Adegbenjo, the President of Ekpe Omo Oduduwa in Anambra State sued for peace and calm.

"It is my belief that no war does anybody or group any good. Matters that could be resolved peacefully should not be settled through bloodshed.

"We have Igbo in Lagos and all parts of Yoruba land and we have been doing business together. So I do not see any reason for hostility. It is also natural that as human beings, we may have some misunderstanding but it is better that it is resolved peacefully.

"So it is the submission of we the Yoruba community that we shall continue to be law abiding and we also have confidence on Governor Peter Obi in resolving the matter. We on our part would ensure that our people are law abiding and we shall conduct our selves in the most responsible manner. However, we urge His Excellency to ensure that the lives and property of our people are protected as we go about our daily activities."

While the Yoruba community expresses its love for peaceful coexistence, the governor had already assured non-Igbo speaking people in the state and also Anambra people that the state would remain calm.

Obi further noted that he as a businessman and a traveler knows what it means for peace and harmony while doing business, adding that whatever that happened is highly regretted and extended the condolences of the state government to the families of the deceased.

Obi steps toward dousing the growing tension in Anambra over the incident has received commendation from observers, but knocks have continued to go to the law enforcement agents who they alleged get to over zealous at the least provocation. However, pundits still insist that the state government can go a step further to call a meeting of tribes in the state as quickly as possible to harmonize their problems and also establish contacts with their respective governors and elders to draw a final nail on the matter.

Similarly, facilities at the new live stock market should be put in place before the relocation can be effected. However, it is on record that it is only in the South East geopolitical zone that other ethnic groups stand their grounds even when they are threats to law and order. Observers further contended that Ndigbo had suffered several forms of deprivation in most states in Northern Nigeria as well as all the markets in Lagos State without going on a protest

How about a topic like VISA racketeering and Nigerian Ethnicities?

The ripping of the economy mainly by the Hausa/Fulani and the Yoruba is far more devastating than any 419. This is what needs to be addressed more urgently.

There is indeed no justification for crime. But unless you have hard facts, please do not come up with such inciting statements. Plus, if you are bent on eradicating 419 and indeed other vices, you must first solve the background problem: bad economy.

Any 419 statistics that excludes Edo/delta peoples stands null and void. But for their relatively smaller population, they are the real 419ners, especially if you go by percentage of the entire Edo/Delta compared to those of them involved in 419.

For mere estimates (since no hard statistics exist), Igbos, being the single largest ethnic group may be the biggest culprits. They will be very closely followed by the Yoruba. Allocating a whopping 65% to Igbo is rather too extravagant and smacks of subjective tribalism instead of objectivity. Any attempt to relegate Yoruba role in 419 to the background will remain what it is: a ruse. Not with what is written in Nigerian papers that we read everyday and the facts available in the UK, US and Germany about Yoruba escapades. I am a member of the Nigerian union in Germany and I know this of a fact. In terms of putative, academic 419 statistics, I give Igbo 35, Yoruba 30, Edo/Delta (and other Niger Deltans, especially Akwa Ibom -remember the Houston Medic aid fraud where all Nigerian culprits were from Akwa Ibom/Calabar?) 20%, and the northerners  15%.

So given Igbo large population, and the small % of its members involved, the tribe per se is still safe from being labelled 419ners

Plus, most Nigerians in prisons abroad are not there due to 419. Most are illegal immigrants and drug peddlers.

But we must ask ourselves when 419 started. Before the economy was destroyed by northerners, did we have this sort of 419 outburts? Now, the economy has been further pummelled by the Yoruba, represented by Obasanjo. If the economy was ok, there won't be any 419, I suppose. The foundation for 419 was laid by northerners. They must take the responsibility.

You were one of the leaders of G-34 that fought for return of democracy. Is the group dead?

Lar: G 34 is still very strong. It is still there. You see there again there are issues that make you feel bad when you recall all that happened.

For instance, I feel guilty for a man like Dr. Alex Ekwueme who was the national chairman of G 34, I was his deputy, he was also the interim National Chairman of PDP but yet we did not support him we did not give him this position (presidential ticket).

Many people thought he could have been given the position but because of this peculiar Yoruba position of June 12, this had to be abandoned. G34 is still there. Dr. Alex Ekwueme is still there, he is a very god man, wonderful gentleman, I like him. With the benefit of hindsight, we feel sorry that we did not support him to become president.

A few things are clear enough:

1. One the one hand, southerners make Nigeria to be respected abroad

2. On the other hand, southerners cause most, but not all, of the disrespect that Nigeria gets abroad

3. Northerners are not directly so much involved in tarnishing Nigeria's image abroad (except for a few cases of drugs by pilgrims to Mecca)

4. However, northerners indirectly caused poor image for Nigeria by killing our economy, leading to desperation and crime by impoverished Nigerians.

5. Most of the stealing that occured at the Federal level have been perpetrated by northerners

6. When things were not yet badly mismanaged by Shagari through to Abubakar, international crimes now perpetrated by Nigerians (mostly southerners) were virtually non-existent.

And when I say ''northerners'', I do not mean every single northerner; and vice versa for the south.

Detain me, Uwazuruike begs police

It was drama at the Imo state police command yesterday, as leader of the Movement for the Actualisation of Sovereign State of Biafra (MASSOB), Chief Ralph Uwazuruike, turned up to the command and requested to be detained till February 28, when he is to formally report to the Abuja High Court that granted him temporary bail of three months to bury his mother.

The MASSOB leader was at the Command for his usual weekly reporting to the police in fulfillment of the condition given by Abuja Court for his temporary bail. But yesterday, he came with a different agenda, to go into the police cell. However, both the Commissioner of Police, Donald Iroham and his Deputy, Ahmed Yusuf were not willing to grant his request but abandoned the command for him.


On arrival, Uwazuruike moved to the office of Mr. Iroham and was told he had gone for security meeting at Government House, Owerri as a result of which he proceeded to the office of Yusuf. While Yusuf was trying to bring out the usual register where the MASSOB leader signs for his reporting, Uwazuruike told him that he came this time with something beyond that.


Said thus : "it is my intention to turn my self in to the command today (yesterday) for detention. I was not granted bail. Abuja High court only asked me to go and burry my late mother and come back. That I have done and I have no reason to continue to breath the air of freedom when my boys are languishing in prison. It is morally wrong for me to continue to stay outside the prison when my boys are inside the detention room. If any one should be imprisoned it is Ralph Uwazuruike because I formed and floated MASSOB. It is a travesty of justice to free me and leave my boys. Perhaps on the 28th of January given to me my boys will be brought to court in black maria and I will be taken to court in a limousine car. Having buried my mother, it will be morally wrong for me to continue to stay outside the prison where my boys are kept".


He stated that every thing about him is being politicized because even Ganiyu Adams, leader of O’odua People’s Congress arrested and detained with him was freed together with his boys. According to Uwazuruike, he rejected his release from prison until he was assured that his boys would be released three weeks later but only to found that they are still in prison now.


He therefore said "sir I have conducted myself peacefully since I came back and even my mother’s funeral was very peaceful but if you refuse to detain me and push me out from this station I will go and sit in the street and bad people may cash in on the situation to cause trouble. Please do not hold me responsible.


In response, Yusuf thanked him for strictly adhering to the bail condition given to him as well as the law since he returned. He noted that despite the fact that the command was not formally served or notified that the MASSOB leader should be reporting on weekly basis he has on his own been doing that.


He, however, stated that the latest decision by Uwazuruike requesting to be detained was above him and told him that can handle the matter. Ahmed, nevertheless, pleaded with the MASSOB leader not to embark on his decision to be detained or to sit in the street. He commended him for his peaceful conduct so far especially during the burial of his mother.


As Uwazuruike insisted on waiting for Iroham’s return, Yusuf told him to stay any where including his office but that if he (Ralph) opts to remain in his office he will leave the place for him.


Uwazuruike left the place with his team but remained at the premises. Yusuf quickly locked up his office and went away. As at 3.30 pm, when the security council meeting was said to have ended Iroham did not come back rather information came that he had gone home from government house.


It took the intervention of Uwazuruike’s lawyer, Festus Keyamo for the MASSOB leader to go home. The MASSOB leader told journalists that he had been instructed to go home by his lawyer who assured him that something is being done for his detained boys and as such he cannot disobey him.


Iroham reportedly returned to his office after Uwazuruike and his team had left apparently acting on information from his men around.

What the hell is that? Ojukwu is simply a General, Biafran or Nigerian, does not matter. A General is a General. The argument here has no standing because Ojukwu himself knows he was not a General of the Nigerian Army but a full-blooded one in the Biafran army. Since you cannot refer to ''Biafra'' and Ojukwu's role in it without properly placing him, it goes then that any objective emphasis on ''Biafra'' and ''Ojukwu'' would refer to him as ''General''. That, is the logical perspective.

On what basis would you say: Former Biafran leader Lt. Col. Ojukwu, blah, blah, blah?

When the right thing is: Former Biafran leader General Ojukwu, blah, blah, blah?
