Police investigate suspected murder after bodies recovered from shipwrecks

Two men have been arrested and charged in Italy as investigators look into the deaths of 26 Nigerian women and girls, who are suspected to have been murdered while attempting to cross the Mediterranean.

The bodies of the women were brought to the southern Italian port of Salerno by the Spanish ship Cantabria on Sunday, and prosecutors opened an investigation over suspicions that the women, some as young as 14, may have been abused and killed.

The bodies were recovered by Cantabria, which works as part of the EU’s Sophia anti-trafficking operation, from two separate shipwrecks – 23 from one and three from the other. Fifty-three people are believed to be missing.

The men arrested have been named as Al Mabrouc Wisam Harar, from Libya, and Egyptian Mohamed Ali Al Bouzid.

The pair are believed to have skippered one of the boats. They were identified by survivors who were among the 375 brought to Salerno by Cantabria.
The two men are accused of organising and trafficking at least 150 people on the two sunken boats, but prosecutors have not made a direct link between the two men and the women’s deaths, said Rosa Maria Falasca, chief of staff at Salerno’s prefecture.

Autopsies on the bodies should be completed over the next week.

The prefect of Salerno, Salvatore Malfi, told the Italian press that the women had been travelling alongside men and when the vessels sank, “unfortunately, the women suffered the worst of it”.

But in response to concerns that the women were being trafficked for the sex trade, he added: “Sex trafficking routes are different, with different dynamics used. Loading women on to a boat is too risky for the traffickers, as they could risk losing all of their ‘goods’ – as they like to call them – in one fell swoop.”

Marco Rotunno, an Italy spokesman for the UN refugee agency (UNHCR), said his colleagues were at the port in Salerno when the bodies were brought in.

“It was a very tough experience,” he said. “One lady from Nigeria lost all her three children.”
He added that 90% of migrant women arrive with bruises and other signs of violence.

“It’s very rare to find a woman who hasn’t been abused, only in exceptional cases, maybe when they are travelling with their husband. But also women travelling alone with their children have been abused.”

Most of the survivors were either Nigerian or from other sub-Saharan countries including Ghana, Sudan and Senegal.

The survivors were among over 2,560 migrants saved over four days. People still continue to attempt the crossing despite a pact between Italy and Libya to stem the flow, which led to a drop in arrivals by almost 70% since the summer, according to figures released last week by Italy’s interior ministry.

Babachir Lawal removed from office after allegations that humanitarian aid was illegally diverted to companies he set up.

Nigeria’s highest ranking civil servant has been sacked by President Muhammadu Buhari following allegations that he diverted aid funds intended for the humanitarian crisis in the country’s north-east.

Babachir Lawal, secretary to the government of the federation, was suspended in April amid allegations that contracts to administer projects in refugee camps and areas affected by the Boko Haram insurgency had been awarded to companies that he set up.

A preliminary report by the Nigerian senate alleged that funds intended to cover the cutting of weeds to prevent flooding in refugee camps and other vulnerable areas had been diverted through companies set up by Lawal.

An internal investigation led by the vice-president, Yemi Osinbajo, recommended the immediate dismissal of Lawal. The report on that investigation, which was submitted to Buhari in August, has still not been released.

Femi Adesina, the president’s spokesperson, said Lawal had been replaced following the internal investigation.

“Everything that the president ought to have done as regards the matter has been done already as per our statement,” said Adesina, who did not indicate whether Lawal would face criminal charges or whether the internal report would be released.

Lawal’s alleged actions have exacerbated concern in Nigeria, where a UN appeal for $1.05bn (£794m) to provide humanitarian aid to more than 6.9 million people had only been 64% fulfilled by the end of September.

Lawal is the latest casualty of a sweeping anti-corruption campaign that critics in Nigeria claim is partisan.

The Nigerian army’s recovery of north-eastern territories previously occupied by Islamist militants has left a humanitarian crisis that the UN has described as one of the worst in the world. Roughly 1.7 million people remain internally displaced and 5.2 million
across the region are in critical need of food assistance.

The Nigerian government claimed in December that it had “technically defeated ” Boko Haram, but attacks by the terrorist group have increased this year, killing hundreds of people. Buhari, who returned to Nigeria in August after months of medical leave for an undisclosed illness, has urged the military to step up operations against the terrorist group.

Babachir Lawal declined to comment on the allegations.

Vast cash haul discovered in apartment owned by wife of Ayodele Oke, who was director general of country’s National Intelligence Agency.

A Nigerian judge has ordered the seizure of a flat linked to the former head of the country’s National Intelligence Agency after more than $43m in cash was found during an anti-corruption raid.

Judge Saliu Seidu, sitting at the federal high court in Lagos, said the apartment in the upmarket Ikoyi area of the city should be temporarily forfeited to the government, pending any challenge within 14 days.

Acting on a tip-off, agents from Economic and Financial Crimes Commission raided the property on 12 April this year and discovered just under $43.5m (£33.1m).

They also found £27,800 as well as 23.2m naira (£49,600), the court was told.

Documents established the flat was bought in 2015 by Folashade Oke, the wife of Ayodele Oke, who at the time was director general of the NIA.

It was alleged she bought the property using $1.66m from government funds to which her husband had access.

President Muhammadu Buhari was elected in 2015 on a promise to cut endemic corruption in government and has vowed to recover what he said were “mind-boggling” sums of stolen public money.

Oke, who had been suspended for keeping an unauthorised stash of cash in a private home, was sacked last week along with the country’s most senior civil servant, Babachir Lawal.

Lawal was accused of awarding deals for reconstruction in areas of north-east Nigeria hit by Boko Haram’s Islamist insurgency to companies in which he had a personal interest.

Buhari’s handling of the two cases has been seen as a litmus test for the extent of his anti-corruption drive, given that most of those arrested and charged so far have been high-profile members of the main opposition.

The Oke case was adjourned until 30 November.

In the case of MediaTek, it acknowledges its place after a tepid response to its 10-core Helio X30 processor, and have decided to step away from chip making for a while.

Babies in Nigeria are twice as likely to die in the first month of life if their mothers were living near an oil spill before falling pregnant, researchers have found.

Crucially, oil spills that occurred while the mother was still pregnant had no effect on child or neonatal mortality. But even spills that happened five years before conception doubled the neonatal mortality rate from 38
deaths to 76 deaths for every 1,000 births, the data found.

“The results from the study are absolutely shocking,” said Roland Hodler, an economics professor from the University of St Gallen in Switzerland, who led the study. “I didn’t expect to see this effect on pre-conception. Why we don’t find a stronger effect [on the foetus] during the pregnancy is not entirely clear – maybe it is due to the cumulative contamination of crude oil in the water and
soil, which increases over time. But that doesn’t explain the entire effect.

“This is a tragedy. Even four to five years prior to conception, an oil spill still matters. I think this should be seen as a first-world problem for something to be done.”

Regular, uncontrolled spills have been aprominent feature of Nigeria’s oil industry – the nation’s primary source of GDP – since crude was discovered there more than 60 years ago. An estimated 240,000 barrels of
crude oil are spilled in the Niger Delta every year, polluting waterways, contaminating crops, and releasing toxic chemicals into the air.

Unborn and newborn infants are most vulnerable to oil-related pollution because they have not yet developed basic defences such as the blood-brain barrier, which helps protect against toxic chemicals, the study found. Even small doses of pollution are likely to be large in comparison to an infant’s body weight, while mothers who ingest poisoned food or contaminated water are also at greater risk of maternal malnutrition and sickness, potentially increasing infant mortality risks, said the researchers.

The Nigerian government did not respond to multiple requests for comment.

Activists have called the findings “disturbing and disheartening”.

“It is shocking to consider how many children may have died in the past 50 years – since oil exploration started in Nigeria’s Niger Delta – as a direct result of regular and uncontrolled oil spills,” said Debbie Ariyo of Africans United Against Child Abuse.

Interactive fiction game Bury Me, My Love is played on your real phone, using an interface similar to messenger WhatsApp. It unfolds through a series of texts between a husband and wife; as Majd, you encourage Nour from afar as she attempts to escape from war-torn Syria, while you remain with family at home.

The interactive story takes place in “pseudo real-time,” which means that minutes or hours could pass between texts from Nour.
