THE unrelenting bombing campaign launched by the Niger Delta Avengers on the nation’s oil and gas infrastructure has deep­ened concerns over the N6.06tril­lion 2016 budget, which was trailed by controversies before it was eventually passed by the National Assembly, almost five months after it was presented by President Muhammadu Buhari to the legislature.

Even after the Appropriation Act was signed into law, strong reservations were expressed that it may not be possible to fully im­plement it given that much time had elapsed from the time it was presented last December 2015. Now those fears are rapidly becoming real in the face of the extensive destruction of strategic components of the country’s crude oil and gas production and export infrastructure.

As at the last count, over 40 major pipelines have been bombed and destroyed across the Niger Delta by the ferocious militants group, which goes by the name Niger Delta Avengers (NDA), as the group pursues its avowed goal of crippling the country’s oil and gas industry.

Already, the combined effect of the successful attacks so far carried out by the group since February 10, when it bombed the Soku Gas Plant operated by Shell, which supplies gas to the Nigeria Liquefied Natural Gas (NLNG) plant in Bonny for ex­port, there has been a precipitous drop in crude oil production and export by the major operating partners of the Nigeria National Petroleum Corporation, NNPC.

On June 1, Wednesday, 3.40am, the militants destroyed Chevron’s RMP 23 and RMP 24 at Bibi, which were said to be the company’s highest producing Niger Delta. The attack further reduced Nigeria’s daily production as the destroyed facilities had a productive capacity of 90,000 barrels per day.

Then in the early hours of Friday, June 3, NDA bombed the 48-inch Shell Petroleum Devel­opment Company’s (SPDC) export line at the Forcados Terminal in Burutu, Delta State, for the second time, because of what it described as the intransigence of Shell, following the oil compa­ny’s resolve to proceed with repair works in the area.

The militants were said to have used sophisti­cated weapons to blow up the pipeline at another section as repairs on the section destroyed in the previous attack was almost being completed.

While claiming responsibility for the latest attack, the militants said through their Twit­ter handle, @Niger Delta Avengers: “At 3am today @ Niger Delta Avengers blew up the SPDC Forcados-48- inch export pipeline. We warned SPDC not to go ahead with repair works but they refused. This is an example to all other multinationals.”

With several vital facilities destroyed and shut down, oil production has been drastically reduced to less than 1.5 million barrels per day, a far cry from the peak figure of 2.2 million barrels per day.

Nigeria’s 2016 budget is based on the as­sumption that the country would sell 2.2 million barrels per day to generate a substantial part of the estimated revenue of N3.86 trillion.

The Federal Government, as the Minister of Budget and National Planning, Senator Udo Udo­ma explained while giving the budget breakdown, proposed to embark on massive infrastructural and social intervention projects, all aimed at rebuilding the economy by investing in power, works, housing, agriculture, energy and education.

He said: “The 2016 Budget has an outlay of N6.06 trillion. States and LGs share of distribut­able pool amount to N3.24 trillion, while Federal Government will receive N2.48 trillion.

Specifically, about N350billion would be in­vested on infrastructural projects, with N35.6bil­lion set aside for construction of 1,973 blocks of 7,068 Housing Units in the six geopolitical zones and FCT.

The Federal Government also intended to di­rectly impact the lives of more than eight million Nigerians through different social investments that would “provide succour and be a ready-made palliative to ordinary Nigerians,” Senior Special Assistant for Media and Publicity to the Vice President, Mr Laolu Akande, had said during an interaction with the press in Abuja after the budget went through the legislative process.

Elaborating on the new details and a break­down of the interventions and palliatives, he said a direct payment of N5,000 would be made monthly to one million extremely poor Nigeri­ans for 12 months, for which N68.7billion has been appropriated; direct provision of very soft loans – cash for market women, men and traders, including artisans and agric workers. This would be for a total of 1.76million Nigerians, without the requirement for conventional collateral. Some of the traders will likely get about N60,000. For that purpose, a total sum of N140.3billion was appropri­ated in the budget; payment of between N23,000 to N30,000 per month to 500,000 unemployed graduates who would be trained, paid and deployed to work as vol­unteer teachers, public health officers and extension service workers among other responsibilities.

They would also be given electronic devices to empower them technologically, both for their assignments and beyond. Similarly, 100,000 artisans would also be trained and paid, and to fund this intent, Akande said N191.5billion had been set aside in the budget.

The budget also envisaged that at least 5.5 million Nigerian primary school children would be fed for 200 school days under the free Homegrown School Feeding Programme. The first phase of the initiative is envisaged to take off from 18 states, three of which would be chosen from each geopolitical zone. To fund the school feeding programme, a provision of N93.1billion was made in the 2016 budget.

To encourage the study of science, technology, engineering and mathematics, 100,000 tertiary students in these disci­plines plus education would enjoy a grant of N5.8billion to be paid directly to the students.

Altogether, in this year alone, more than eight million Nigerians would benefit from the social investment aspects of the budget.

Besides, continued funding of revived power sector and major road construction projects stalled by the 2015 transition and long delay in passage of the 2016 budget, would sustain existing jobs even as new projects, such as the Abuja-Kano and La­gos-Calabar railway lines, expected to take off under the new budget, would create numerous new job opportunities.

In the face of the present onslaught by NDA against oil and gas facilities in the Niger Delta, there is now clearly a big question mark on the realization of the laudable objectives of the 2016 budget, which now seems endangered. Already, the bombing of gas pipelines has prac­tically crippled power generation in the country thereby pushing the economy into a deeper slump as millions of micro-enter­prises that depend on public power supply are now practically comatose.

Against this background there is real disquiet in the country as NDA digs in and has shown its determination and ca­pacity to expand the battlefront notwith­standing that the massive deployment of military forces by the Army, Navy and Air Force in and around Gbaramatu Kingdom, Warri South Local Govern­ment Area in the search for Government Ekpemuopolo, aka, Tompolo, who is wanted by the Economic and Financial Crimes Commission, EFCC, and has been frequently accused of being behind the new wave of militancy in the Niger Delta. But he has consistently and stri­dently denied the allegations.

To demonstrate the ability of its opera­tives to strike in the region, NDA chose to strike at the Chevron facility in Egbema creek in Warri North LGA of the state.

In a statement claiming responsibility for the attack, it gloated via Twitter: “With the heavy presence of 100 gunboats, four warships and jet bombers, NDA blew up Chevron Bibi oil well RMP 23 and RMP 24 at 3.44 am this morning (Wednesday). This is to show the whole world that the Nigeria military is good at harassing innocent civilians. RMP 24 and RMP 23 are the Chevron swamp highest producing wells.” Prior to attacking the Chevron fa­cility, the group had vowed to continue its relentless bombing of oil and gas installa­tions in the Niger Delta despite the Federal Government’s deployment of fighter jets and the military in Delta State.

The group, in a statement issued by its spokesman, Brig-Gen Mudoch Agbinibo, on Tuesday, NDA said it remained unde­terred by the heavy presence of the mili­tary in some parts of Delta State, adding that the troops deployment would not stop them from their planned action that would shock the whole world.

Even more worrisome is that NDA, which has vowed that it would neither retreat nor surrender is already garnering support from another consolidated group of militants under the aegis of Joint Niger Delta Liberation Force (JNDLF), which on Thursday threatened to launch six missiles in the Niger Delta region.

The group said it would commence test­ing the six missiles for three days on June 7, and warned that no airplanes should fly in and out of the country within the period, claiming that the weapons were capable of hitting any object despite its size.

Still on their call, they warned, ‘’We have about 5000 missiles ready to fire incase the federal government wants to try any nonsense, we are ready for them. We have missiles to send to Aso rock, we have all it takes to shut down the telecommunication and they cannot communicate, we also can bring down any flying object they might try to send. The Inspector General of Police (IGP), Mr Solomon Arase, has said Nigerians are ungrateful to the Police and advised to stop complaining about the inadequate personnel in the Nigeria Police.

He said this during a meeting which held at the Area Command, on Friday in Minna, Niger State, Nigeria.

He argued that if it was possible to make every Nigerian a policeman, there would still be crime in the larger society.

“The issue of manpower in the Nigeria Police, even if you can make everybody to be a policeman, there must be a crime.

“So manpower issue is not our own concerns at our level. The main concern is to have the Police do the work very well”, said the Police Boss.

The IGP was represented by an Assistant Commissioner of Police (ACP) of the Minna Metropolitan Areas, Mr Kabir Gwarso, who also said that the stakeholders’ meeting was in line with the recent directive of the IGP.

The IGP had directed that stakeholders’ meetings should be held at the states’ Police Command; Area Commanders’ level and at the level of Divisional Police Officers (DPOs) across the country.

This is in view of the current crime situation all over the country, particularly armed robbery, cattle rustlings, herdsmen and farmers’ clashes, kidnappings among others.

ACP Gwarso added that one of the problems the Police have been facing is that people at the grassroots refuse to give information to them about crimes and criminal activities within their domain.

“Our believe is that people can do more than the way they are doing it now because with the people we can do it better than the way we are doing it now.

“Personnel of the Nigeria Police Force are becoming more educated and enlightened and besides, without this information by the stakeholders we can’t work successfully.

“And if you as Police officers and men, are exposing anybody who gives you information, the next time, nobody within that community would be willing to come and give you information again,” he said.

He promised that if given more information, the Police would work better on it and would achieve greater success in preventing crimes and protecting lives and property in their respective communities.

Scores of students of the Kwara State College of Arabic and Islamic Legal Studies on Wednesday protested over what they termed the disruption of their examination by the three-day warning strike embarked upon by the academic and non-academic staff of the institution.

The students, who matched around Geruwu junction, near their school at Adewole, Ilorin, carried placards with different inscriptions.

The college’s Student Union Government President, Mr. Salaudeen Sodiq, who claimed that the students were over 1,500, said the strike had impeded their academic programmes. He called on relevant authorities to address the issues that led to the strike.

The striking workers included members of the Colleges of Legal and Allied Institutions Academic Staff Union, the Senior Staff Union of Colleges of Education in Nigeria and Non-Academic Staff Union of the Kwara State College of Islamic Legal Studies chapter.

The unions’ members, under the aegis of Committee of Union of Tertiary Institutions, said the strike was as a result of the alleged non-cogent position of the Kwara State Government as regards what actual time the 10-month salary arrears it claimed the members were being owed would be paid and other related issues addressed.

CUTI branch Chairman, Mohammed Faruq, at a media conference, said the three-day warning strike commenced on Wednesday and would last till Friday.

He claimed that the union leaders had met at the Government House with the Kwara State Commissioner for Tertiary Education, Science and Technology, Dr. Aminat Ahmed, and her team, without arriving at an amicable solution.

But the state Governor, Alhaji Abdulfatah Ahmed, during an interactive session with journalists, had said he was pained when workers were not paid their entitlements.

He, however, said strike was not the best approach to resolve salary arrears when the state government was financially challenged.

He reiterated the resolution of his government to ensure that salary arrears were paid as soon as funds were available.

He added that the state government had commenced modalities to reduce wastage and ensure prompt and regular payment of genuine workers in the state.

Ahmed said, “If people understand what is going on in Nigeria, they will know that one solution to the problem is not strike. Strike is no solution to the problem because if you are not paid because there is no money, strike will not change it.

“But if you are agitating for a benefit and the money is there but you are not being paid because of a policy, then you can go on strike so that strike will change the policy and you get more money. But when there is no money, strike will not change anything. What will help is our coming together and having a dialogue.”

A chilling video sent out by the militia arm of the Fulani herdsmen currently terrorising Nigeria claims that the group is supported and protected by the government of General Muhammadu Buhari.

The announcer in the video claims that the group is “everywhere in Nigeria”. The 6.37-minute video was sent to us by a reader on Wednesday, April 27, 2016.

According to our investigations the video was sent to the governor of Zamfara State, Abdul’aziz Abubakar Yari as a warning for him to call the Hausa farmers who rear cattle “to order”.

The video shows members of the Fulani militia, a terrorist group ranked as the 4th most deadly terrorist group in the Word Terror Index. Though the video doesn’t show any faces, it captures a group of men with AK47 rifles and motorcycles.

One of our editors provides a translation below from what he refers to as “adulterated Hausa” below:

“We are Fulani herdsmen declaring war against any tribe, be it Hausa or any tribe that has being subduing us. We are everywhere in Nigeria… Zamfara, Sokoto, Katsina, Niger, Kano, Kwara, Oyo, Anambra, Kebbi. Our mission is to destroy souls and claim their properties, especially those of the Hausas and other minority tribes that have ganged up against us to steal our cows.

“We will spill [the] blood of everyone in any community that kills one Fulani man. We are armed to the teeth and ever battle ready for any security agencies, if at all there is, because we have brothers in government circles. We have, on our side, top ranking officers, emirs, and what have you on our side and they are always willing to divulge secrets to us.

“Our people are in the military, the police, the secret police [Department of State Security Services], and many more.

“We are everywhere and we are not ignorant as you think we are. I am educated and knowledgeable of my Islamic rights. We have what it takes to defend ourselves come (sic) every time.

“We have beautiful women that will satisfy our sexual arousal, money, enough bullets, and others. We lack nothing. We have enough weeds to smoke.

“Take this video to the governor of Zamfara State. If he does not co-operate with us, we will bring an onslaught on farmers in Zamfara who stole our cows. Hausa man (sic) is not supposed to own a cow in the first place. They are all cows they stole from us, the Fulani.

I won’t deny the fact that this is true for a lot of men out there, but there’s a little more needed to really attract a man who isn’t impressed with mere ‘good looks’?

Now, I can’t speak for the entire population here, but here are eight things that I, personally, find incredibly attractive in a woman.

1. Kindness

This might sound like a bit of a cliché, but true kindness really is rare these days. Sure, you get people who are nice to those who hold some sort of value to them, but how many people do you meet every day that would go and talk to the lone stranger crying in the subway? I don’t want to be with a person that’s just nice to me, my friends, and my family. I want a person who can brighten up my day by brightening up the lives of everyone she comes in contact with.

You have a power to lighten someone’s day just by smiling to them. It’s worth using it often, also to become more attractive in men’s eyes. Studies from the University of British Columbia show that men are attracted to smiling women. A natural smile conveys messages like optimism and stability, which are definitely qualities desired in a mate.

2. Positivity and sense of humor

“It’s not selfish to love yourself, take care of yourself, and to make your happiness a priority.”

One of the most important things in any relationship, romantic or otherwise, is the ability to have a great time and have a good laugh. Taking care of your emotional hygiene and good mood should be your priority. Only then you can take life positive, light, and with a fair dose of humor. While I never hold any significant other to a comic standard of say, Ellen Degeneres, I do love a woman who can live life one day at a time, take a joke, and crack a few of her own.

This might sound like a tall ask to some, but I’m a person who needs to be inspired constantly to be happy. To me, there’s no feeling in this world as attractive as being inspired by a woman who’s passionate about her pursuits in life.

You could be a world class pianist or you could be doctor, the minute I see your eyes light up while talking about what you want to achieve in life, I guarantee you I’ll be falling hard and fast. You cannot get bored together, because there is always a topic to talk about with a girl who is passionate about something.

4. Getting along with my friends

A friend once told me an old Chinese saying of a man that has a wife who gets along with his friends will have a long and pleasant life. Well, I have a feeling that my friend might be lying about there being an actual saying; however, I have to say that it really is a beautiful thing to be with a woman who can get along with your buddies and just be ‘one of the guys’ when she wants to.

5. Confidence

“Nothing is more beautiful than a confident woman who doesn’t pretend to be someone she’s not.”

I don’t know about you, but I like being around people who are happy to be themselves. The truth is that it’s all pure fantasy, and guys actually prefer to date women who aren’t afraid of their flaws. Men like your flaws; they are what make you YOU, and guys fall in love with the whole package, from your beauty to your blemishes.

You Need To Listen

Men have as many problems as women, yet sometimes they shy away from opening up and discussing them. Once they do open their hearts to you, you need to listen.

Heineken first quarter results have shown that Nigerians are drinking more beer than they did this time last year.

The results, released on Wednesday, show that the volume of beer consumed by Africa, Middle East and Eastern Europe, grew by 4.6 percent in the first quarter of the year, most of the increase coming from Nigeria and Ethiopia.

“Organic consolidated beer volume growth of 4.6% was driven by growth in Nigeria and Ethiopia,” Heineken said in its first quarter report.

“Elsewhere in the region, volume was challenging and remains weak, with both affordability and lower tourism continuing to impact performance. Excluding Nigeria, volume would have been down organically for the region.

“In Nigeria volume was flattered by an easy comparative given the election in the same period last year; cycling the forthcoming quarters will be more difficult.”

However, the world’s third largest brewer added that the challenging state of the Nigerian economy, as regards foreign exchange, is impacting its business adversely.

“Underlying trading conditions remain tough and the weaker consumer environment, due to the low global oil price, continues to drive negative brand mix.

“It is becoming increasingly challenging to obtain hard currency in the market, and the uncertainty regarding a possible devaluation of the Naira continues to impact the business adversely.”

Though Nigeria claims not to be in a recession, foreign exchange scarcity has seen some business pull out of the nation, while some others are downsizing.

In 2015, the country’s gross domestic product (GDP) growth rate fell to a record-low at 2.8 percent, the lowest since the return of democracy.

Inflation also surged from less than nine percent in the last quarter of 2015 to 12.77 in April 2016.

The negative outlook and economic indices are obviously not affecting Heineken consumption.
