Looks like an infection. If you can afford it, go to the lab so they can run some tests. That way you're certain of the infection and they'll prescribe the best medication for it.

Scratch it off and let water come out it then apply body filler hardener on it.

It's a a fungal infection sometimes they can be quite stubborn however to get rid of it you first start by washing all your clothes regularly your bed sheets and your towels, you have to keep your body very very clean I mean take a full bath at least twice every day also try to wash the area affected as many times as possible with soap and water, most importantly get your hands on hand sanitizer the type you used during covid-19 apply it as many times as possible everyday a one week you will be appreciative of the huge difference.

This dry scaly marks has been on my neck for a while and I don't know what I can apply to it that will clear it.

I've tried local soap called "Àjàṣẹ́" but didn't work on it. The day I applied NeoSkin on it even made it worst.

So, I've stop scrubbing it so as to avoid peeling it more because it's itchy sometimes.
