Liaise with the Admin Officer and let him/her know that WES will return a copy of the Transcript back to them for confirmation. 98% of the time WES will do this for applicants from Nigeria to make sure there is integrity in the validity of the transcript documents. So, he/she should be able to track the request for verification from WES, and once they receive it, they should be able to reply them with a letter signed by the Registrar and most often add another copy of the Transcript that you will be sending. This way, the 2nd copy of the Transcript + the Letter from the Registrar affirms correctness and integrity which is what WES looks for and stands for.
They Admin Office should keep you in the know of it, so that once the Letter from Registrar + 2nd Transcript is ready, you can also go and pick it and send using the same system as in Step 2 above.

I hope this will clear every ambiguity you are experiencing.

The last NNPC Recruitment that was "reasonably" fair without much "visible" political influence was the one of 2006/2007. Ask anybody

It is only a blind non-Nigerian living in another country you tell "DPR has the culture of recruiting most of her staff on merit" and he/she will believe you. I never said that there will be no merit, rather I said that this present Recruitment Exercise will receive so much Political Influence that only "a few" will come on Merit.

Every year a lot student make it for PTDF Overseas Scholarship, Chief, do you know how many that goes to the same Scholarship without writing aptitude test. The last Federal Civil Recruitment Exercise in 2016, you know what happened, even the website could not open until the issue was brought on the floor of the National Assembly. Even after that, what happened, of which I know you yourself was not shortlisted. You mentioned CBN. What of DSS, EFCC, etc.

Read my post, I never said that there will be no merit. I maintained that this recruitment is receiving strong political influence that only "a few" will be based on merit.

If DPR had wanted to do underground recruitment, they would have done it without advert, aptitude test e.t.c just like CBN.

I've lost a great job opportunity because of this mindset that ONLY those who are highly connected gets the job.

Thousands of Nigerians work in NNPC and they did not have sponsors or god fathers.

Having followed this thread for a long time now, I can make very few explicit deductions (since I applied for EH) having worked in the upstream sector of the Nigerian Oil & Gas sector:

1. A lot of people here are exhibiting sheer ignorance and stack lack of knowledge on how a cooperate organizations is managed especially in the oil and gas industry. If you applied for GT, is time to go and start researching, reading, and validating your knowledge as per the application of your field of specialization to the oil and gas industry, especially within the DPR as a corporate entity.

2. Everybody will not make it to the next round of the selection process. Hence, start building an option B for yourselves, if you did not get an invitation for the oral interview. This is a fact of life. It is a gross aberration that in our country, the only viable sector where you work and earn a decent living is within the oil and gas sector, hence, the massive and explosive interest to work in the oil and gas sector even when our individual personality traits do not match with the requirements. This is not an insult to our country, but a fact that the national minimum wage in Nigeria is less than $100/month (#18,000 = $50.21), when the minimum wage in the State of California is $10/hr ~ $1760/month i.e. 8 working hours for 22 business day in a month, (from January 2017) with the hope to make it $15/hr in January 2023. [Conversion factor: 1 USD = 358.466 NGN]

3. I don't care whether you believe it or not, "there will be strong political interest" in the recruitment exercise, as such, "only a handful of individuals will make it to the next round based on merit/aptitude test performance. This assumption is based on wide consultations with industry professionals and stakeholders.

4. With the so much vested political interests, the probability of the interview holding this year is just a paltry 65% with a confidence interval of a fair 70%. Even though there are Federal Character rules, you cannot imagine how 3 Executive Board Member Positions in a Parastatal under Ministry of Transport and Aviation were given to Katsina State. This is a fact. Federal Character will be applied to the paltry few that will be selected based on merit.

So from the foregoing, it is imperative that you adopt an open-door policy with the "if" conditional statement. If you are selected fine, if you are not, life goes on.

Having said that; for most of you that are less experienced, or applied for GT, I have uploaded some documents that will be of help to you guys. Even the EH will also find them invaluable.

Copy and paste Engineers. Can you see the level of idleness of the Nigerian Engineering Graduates? Everybody on this thread wants a COREN Report Sample. Everbody has a BSc/BEng/HND degree, and yet no one could write the COREN Technical Report which is just a critical analysis of your English Language ability in writing a technical report in your domain based on your work experience. Everybody wants "copy & paste".

The country is already in a mess because the British deceived us that once you have a Paper - degree, you are qualified. Every Engineering graduate whether BSc/BEng/HND carried out a laboratory work during the schooling days, how come nobody could write a Technical Report explaining "what was done", "how it was done", "why it was done", "what was the major conclusions", and "any new area of improvement". Mind you, this thread started at about 9:00 am On Dec 11, 2012.

Having COREN Certificate that enables you to attach the prefix "Engr." before your name does not make you an Engineer, rather the thought process of sitting down, drafting the format/outline of the COREN Technical Report (which is domain and experience-specific), and ultimately developing the outline into a full Technical Report of say 70+ pages, with all the necessary addendum, charts, graphs, drawings, calculations, etc., that's what makes you an Engineer.

This country must begin to de-emphasize on the paper Qualification war - which is the actual motivation of most Nigerian Graduates not necessarily Engineering Graduates. We must begin to seek "knowledge" (the thought-process of writing a standard technical report) rather than "qualification" (COREN Certificate).

In Nigeria, we know how to copy and paste. Nigerian Government copied HND from the UK, in the early 1960s, the UK Education system was revolutionalized and every Polytechnic became a University (e.g. Wolverhampton Polytechnic became the University of Wolverhampton in 1970).
What do we have in Nigeria, "the same - the same". We are immune to change.

If we that claims that we are the leaders of tomorrow are ready for tomorrow in Nigeria, then we must go back, pick and start reading those "Course Manuals" on Workshop Practice and the likes where the rudiments of Technical Report Writing were exposed.

"Report Writing" which is part of "Communication Skill" is a technical skill that every "Engineer" must develop and it becomes part you, the reason is that as an Engineer, over the course of your career, you will always write a technical report about a/a project, task, operation, design, maintenance service, fieldwork, etc. So, you must go and develop it.

On a final note, I recommend "Steve Jobs' strategy - forget the grades, focus on the learning". Evidently, anybody requesting for COREN Technical Report Sample clearly focused on "grades", and in doing so forgot "learning". QED

In as much as I have nothing against the Nigerian system, not picking your calls goes to show the level of unhealthy student support system. So when you finally enroll into the program, how then will they support you to make your study experience worthwhile and for you to have value for the school fees you will pay.

In this 21st century there is a great shift towards customer satisfaction be it in the hospitals, schools, shopping malls, etc. And all these culminate into the support system of this various institutions.

It is laughable that NUC barely after one year of publishing that online education and degrees are not acceptable in Nigeria, the same NUC went ahead and approved an online MBA at ABU Zaria.

It is the same moribund, old and non-IT-savvy professors of NUC (without any knowledge of technology disruptions) who has consistently frustrated the efforts of the National Open University of Nigeria (NOUN). If not that Obasanjo understands the meaning of Grand Commander of Federal Republic (GCFR) who used his powers to make sure that the NOUN stands with all the legal and parliamentary backings. What is even more worrisome now is that these same professors have engineered all paraphernalia of the education sector to hinder NOUN graduates in the the Law programme to prevent them from going Law School in Nigeria. I know that in the UK & US, you can become a lawyer either by conventional route (educational) or vocational (practice-oriented) route.

But one thing is sure, technology will continue to change everything about our life, from education to healthcare, mobility (transportation), telecommunication, etc. The earlier Nigeria & Nigerian system understands this the better for this country.

Since Nigeria like to copy other countries, I will beg Nigeria, when copying, we should copy correctly. The UK that we copied almost everything we have lived by as a nation has left behind and we are wallowing in intellectual penury. The UK Open University Business School has a very high triple crown accreditation (AACSB, EQUIS and AMBA) [http://business-school.open.ac.uk/executive-education] which is the highest level of accreditation for a Business School anywhere in the world. It is only Lagos Business School that has attained almost half of such international accreditation. What this means, is that Lagos Business School graduates can comfortably compete globally with other graduates from schools with such international accreditation. Meanwhile, the National Open University of Nigeria (NOUN) is been suppressed not to see the light of the day by the stupid professors at NUC. No other school in Nigeria has such international accreditation, even the almighty and highly revered UI, Unilag, UNN, and other first generation Universities in Nigeria.

There is so much deficit in the education space, hence we need more IT-driven Online Distance Learning undergraduate and graduate programmes in Nigeria Universities. Countries like India understood the importance IT-driven education and are making good use of it to make for the country's education deficit.

Everybody is commenting that they interested in the online MBA from ABU Zaria because NUC approved it. In the working world, it is acceptable to have online degree, in fact, it is an extra edge if you can combine working and studying in so far as the school is accredited. Nigerians are busy doing online programmes that are accredited and companies recognize it, so ABU Zaria, your Online MBA is a very welcomed development but it came very late because the myopic policy makers don't think beyond today.

Hence, if NUC has woken up from their slumber and discovered lately that Education & IT are like Bread & Butter, then it is a good day for Nigerian education system. We need to begin investing in the IT Usage in Education. I will not forget the encounter I had with one of the Nigerian University's Professor; "a Professor of a Nigerian University do not know how to type plus-minus (±) in MS Word for a Research Paper he is typing".

My brother had HND Electronics Engineering from IMT Enugu, did PGD, MSc and PhD in Electronics Engineering at UniZik Awka. He got his PhD in 2013.

We must begin to understand that is what you bring to the table, what value you add that matters. This BSc and HND issue is long becoming self limiting to most Nigerians.

Because Nigerians are myopic, I will refer you to my comments on a question that appeared on this Nairaland on "What is the equivalent of HND in the USA".

Most Nigerians don't know that a HND is equivalent to a USA Bachelors degree. Read the post and you will see the illiteracy level of Nigerians and Nigerian Government.

With HND especially in Engineering, you are better of than a University graduate when compared to technical and applied knowledge. The USA education system acknowledges far more and better than illiterate Nigerian Government.

With a HND in Engineering, you have 98% more chance of getting admission into Masters degree in USA than a Nigerian BSc degree graduate. This is not a fallacy, but the truth.

So it is possible to get admission into PhD with HND, PGD & MSc in Nigerian, and far more possible and better to do MSc in the USA with just your HND and then progress to PhD.

Haven read this post carefully, I have noticed that a lot of people commented based on what they heard and not what they have experienced.

It is on record that Nigeria has a very high unemployment rate. This has made it very difficult for any young graduate out there to say with certainty where they will work after NYSC. So what you see is DPR is recruiting everybody applies, NNPC is recruiting everybody applies, DANGOTE, Nestle, name it. So it has become very difficult for Nigerians to really know what they can do after graduation. Only a very few of about 2% knows what next after NYSC.

There are some few truths I have seen in my experience in the oil industry.

Your undergraduate degree/diploma grade matters and it MUST only come from your hardwork in school - I don't care whether you believe it or not.

You must know that experience is different from masters degree and it cannot be bought, you can only earn it over time.

At one point in your career, you will need an advanced degree be it MSc or an MBA or even a PhD or DBA. This is what the information age has made it to be.

Your career growth is directly proportional to your networks, competency development, professional certification, professional association memberships.

I have seen some questions about what to advice a young student on which course to choose. Is good you said "advice". There is a misconception that once you study say Chemical engineering, or petroleum engineering, Shell will employ you immediately. These are wrong notion we breed into the minds of our young ones and it leads to frustration immediately after NYSC.
TELL THE CHILD TO CHOOSE A COURSE HE CAN BE PROUD TO PRACTICE UNDER THE SUN AND RAIN. Also technology is driving the industry crazy, so IT will always be a leading sector to work.

There is no shortcut to success, you must be ready to work hard and work smart.

For you asking whether to go for Masters for Professional Certification, you will need both in you career at some point, so consider your pocket, if you are married, then think twice, consider other options., like online distance learning.

For the young chemical engineer, I happen to be one - Chemical Engineer;
This is my story, see if you can learn anything from it: graduated with HND in 2008, served 2009-2010 (NYSC), did AutoCad, PDMS while serving, joined one of the multinational oilfield companies in Port Harcourt in December 2010 after a very though aptitude tests and all day interview that ended around 9pm on 6th November 2010. I have gotten my COREN in 2016. Note that since 2010 after that AutoCAD and PDMS training class, I have not used them professionally because the company I worked don't use that in their engineering designs and operations. I also have a Post Graduate Diploma (PGD) in Piping Design Engineering and an Executive MBA in Project Leadership and Management, including a couple of professional certifications and professional memembership/fellowship in engineering and management associations in UK, USA, Canada and Nigeria.


So as a young graduate, any certification or professional course is to make you look better than your peers who are also competing for the same job with you. It is not the ultimate destination, once you start working professionally, you will discover the field you are employed in and now be in a better position to know the specialist professional certification to go for that will accentuate your experience and validate your competence.

I hope these my points will guide most of us who at crossroads.

Even though I am an Engineer, this is a hard truth: only a very few Nigerian Professional Certification has value globally.

Among the first 3 happens to be ICAN. I have even seen Engineers go for this certification, because of the level of professional competency you acquire after the programme, dignity it brings, and self satisfaction.

The UK we borrowed almost everything we have lived by as a nation deceived us and left us wallowing, and they standardized and benchmarked all things in their own country while Nigeria wallow in intellectual penury.

Otherwise, what value has the NYSC NIM programme when compared to an MBA degree. It will be better if Corp Members can use that energy and money invested in NIM to make their place of primary assignment a better place.

On the topic, CIBN has face value in Nigeria only.

Another important truth that most Nigerians don't know is that even with your SSCE/WAEC, you can enroll and start the ICAN programme. My brother did that many years back even before he got University admission. He made sure my sister enrolled into ICAN programme and finished it at 200 level while she was still a student. So this is still a viable option.

Lastly, every profession and qualification is distinct and we must recognize that and, but unfortunately the Nigerian system don't want to do that. Rather, it is always that a HND graduate is inferior to a BSc/BEng graduate; a nurse is less qualified to a doctor. This problem is even more exacerbated by most of multinationals (including almighty "big 4" consulting companies). In UK, even with HNC/HND you can become a Chartered Engineer if you can show the level of competency and validate that over the course of your career, and it is this means of competency validation that drive organizational change and economic growth and prosperity. But in Nigeria, it is all about paper qualifications.

Has anyone done certificate evaluation recently (in the last 2 months) and his/her HND certificate was evaluated to Bachelor's Degree in USA? If 'yes', please let me know which evaluating company used.
The US immigration denied me I-94 (TN work permit) this week because the officer was not convinced my 2 diplomas (OND and HND) should be equivalent to BSc (I had been using this same evaluation result for 10 years before now). He wants me to re-evaluate with a member of NACES body which has WES and ECE as members because there is a directive last year that makes my evaluation result no longer acceptable and the company that did the evaluation in 2007 is not a member of NACES. I graduated with HND (Lower Credit) in Civil Engineering from The Polytechnic Ibadan in 1991.

@Jimnet, All hope is not lost.

I always advice people, go for the best the first time, no matter the cost, it pays. WES is a founding member of NACES in 1987. Hence, they know the length and breadth of evaluation. Also, USA Government supports and backs NACES.

Two parts of the coin;

If you are based in USA, then you need to apply for WES Credential Evaluation [I even did the one WES called ICAP - which means that your credential (Transcript + ND & HND Certificate) will be stored for life, any employer/educational institute that needs it, you only pay them $10 and they will forward to the employer/educational institute anytime]. So I presume that you are in the USA - then apply and pay for Course by Course Report + ICAP; then, send photocopies of your HND & ND Certificate photocopy to WES (either by their Courier address or Postal Address - you will see it at the "International Transcript Request Form" - attached) Is posted below. Thereafter, you will need to contact your school Ibadan Poly - http://www.polyibadan.edu.ng/index.html. Preferably, if a relative can help you process the Transcript, that will be better.

Very Important: For transcript, WES has "International Transcript Request Form" I have attached it for you or you download at: https://www.wes.org/required/international_transcript_request.pdf

Part A of the form is for you, fill it correctly with you Reg No. and other details, then submit together with the Transcript fees to Poly Ibadan and request that whoever is authorized to sign Transcript at Poly Ibadan must also fill Part B of the Form and Sign & Stamp and send it together with the Transcript directly to WES. I will suggest you tell your school to use the Courier service - FEDEX or DHL, this will be factored into the cost of the Transcript. Once you do all these, immediately WES receives your application, application fees paid online with debit/credit card, photocopy of ND & HND Certificate - make sure you write your Reference Number on all documents you are sending to them (I suggest coloured photocopies), and the Transcript together with the "International Transcript Request Form" sent directly from Poly Ibadan, then with 7 working days the evaluation will be ready.

If you are in Nigeria, you will need a Dollar denominated Debit Card to make payment online, so you need to get this first. Then, apply for and pay for Course by Course Report + ICAP; then send your photocopies directly to them, request for your transcript to be sent directly to WES Office. Make sure you fill up the International Transcript Request Form and ensure that whoever that will sign your Transcript must also fill Part B of the form and sign and stamp it appropriately, and the school has to send it directly to WES - you may use Courier - FEDEX or DHL, or Registered Post.

Once you apply and pay your fees at WES website, you will have a Unique Reference No., make sure that the address is written in the format above with your Reference No., also, Poly Ibadan must adhere to this addressing policy when sending your Transcript to them. It is very important!

The truth is that WES knows that they are respected all over USA & Canada, as such they have a very strong process-driven application policy. But, if you follow these basic steps you will not have any challenges with the evaluation. Nobody gave me guide in 2012 when I did mine, yet I was able to scale through. The only clog on the wheel of progress might be the time it will take Poly Ibadan to prepare your Transcript. But start, the process is pretty straight forward.

Even though am not based in Lagos, I have followed the policy direction of the Lagos State Government, and Gov. Ambode has shown a great level of competency in governance and policy making and strategy implementation. When I watch him say equivocally that Lagos State is "technically different" from other states of the country, he is showing it practically.

Without mincing words, Lagos has the best "Practical Security and Emergency Response Strategy & Framework" in the country. It don't mean policy. Policies are written on the pages of documents. To implement it, you need practical strategies that works. Lagos state under Ambode is "futuristic" in the policy direction, he is planning what will Lagos state be like in the 20, 30 years to come, and that is where the infrastructure development that will usher in Foreign Direct Investment comes in.

This is a step in the right direction.

It is not a surprise to me.

It is only in Nigeria you pick a lawyer and make him Minister of Power, Works & Housing, Petroleum. That somebody was a governor for 8 years, does that mean that he has the policy-making skills and EXPERIENCE to lead a government ministry, no wonder the aviation sector is in crisis and shamble. It can only happen in Nigeria. Anyways, that's a story for another day.

Back to the story:

He should have known that part of his responsibilities is not only generating revenue for the Government but making sure he is in the proper dress code (regalia) - it is part of the oath he swore during his swearing in.

He should learn from the Commandant of Nigerian Civil Defence Corps, Nigerian Immigration Service, Nigerian Prisons, Nigeria Peace Corps, Federal Road Safety - which are also paramilitary.

The Comptroller -General of Customs felt that by being a former military officer, that his former military regalia is more superior and respectful when compared to the Nigerian Customs Service (which is a paramilitary entity).

But my question is why did he take the job. It is high time these former military men know that this is not 1982, this is 2017 (21st century), and we are now in a constitutional democracy, hence, "Vox Populi, Vox Dei", that is "the voice of the people is the voice of God"

Even though his appointment is the prerogative of the President, the National Assembly is mandated by the same Constitution (that gave the President powers to appoint) to also provide oversight on all the Ministries, Government Agencies & MDAs, in the interest of the Tax-Payers (the masses).

Feeling that he is a former military officer means nothing.

He MUST start wearing Nigeria Customs Service regalia.

The policy he has rolled out will by and large increase in a geometrical progression the Misery Index of Nigerians. It is an anti-people policy meant to favour car dealers.

He should reform the Nigeria Customs Services -

1. Block all areas of smuggling into the country
2. Reduce the import duties and rates - we are a population of about 180 million - hence by reducing import duties, he will still meet his budgetary revenue target by volume.
3. Sanitize Nigeria Customs - It is among the most corrupt agencies of Government in Nigeria. This can be done by blocking loopholes of corruption in the system - creating a "real-time"web-based platform that will manage all issues of cargo clearing, import duty payments, tracking of licence issuance, vehicle insurance, driving licence, biometric validation and authentication, etc. It is possible, it can be done, but the corrupt officers - both serving and retired who benefit from the corrupt practices will not let these happen. Shame to Nigeria.

We are in a big mess in Nigeria. God will help us, but Nigerians must begin to speak out, to take positive actions, to write against all these barbaric government policies.


This is just like the recent judgment at Lagos (between Coca-Cola and a Lagos businessman, Dr Emmanuel Fijabi Adebo and his company Fijabi Adebo Holdings Limited against NBC and NAFDAC) about Coca-Cola producing Sprite and Fanta that contains excessive levels of “Sunset Yellow and benzoic acid” which are unsafe for human consumption and cancerous. And in the midst of all these, we have the National Agency For Food and Drug Administration and Control (NAFDAC), Standard Organization of Nigeria (SON), Federal Ministry of Health (FMOH).

What is even more worrisome and heart-breaking is for Coca-Cola (NBC) through her lawyer to openly declare in court that "the Fanta and Sprite are meant for local distribution and consumption, as it does not produce for export".

No wonder the judge declared, "It is manifest that NAFDAC has been grossly irresponsible in its regulatory duties to the consumers of Fanta and Sprite manufactured by NBC".

I was not be able to get the first SMS from Philips CO (because I was out of town), but I got the 2nd SMS when I came into town which says," Dear candidate, as a follow up to our previous SMS, we are putting in place required logistics for the interviews. We'll update you in due course. Pls bear with us"

Basing my conclusions on the 2nd SMS, I will say that I passed the test!!!

I have got some questions that I will appreciate this forum members to comment on:

I applied with my HND in 2010, was invited to the test in 2011, but was not able to attend.

Late 2013, I got the email to login into NNPC Recruitment website to update my details, before then I have completed my BSc. So I did update my details on their website. I participated in the test in December 6, 2010.

Just finished and got my MSc Degree in first week of February 2015.

As I hope for the Interview, will I be interviewing for my HND or BSc or MSc?
