For these two reasons I guess.

1. Taxes are not paid by most citizens of Africa. Both the rich and the poor. Only companies pay taxes.
You don't pay taxes on your wealth like in the developed countries.

2. The gap between the rich and the poor is so wide that the rich oppress the poor. The rich get richer and the poor get poorer. (Anyone who calls this enjoyment needs mental evaluation)
