On Miyetti Allah’s threat “When the Miyetti Allah Kautal Hore rose against the grazing law and threatened to invade the state, Governor Samuel Ortom, the Benue State House of Assembly, and leaders of all the socio-cultural organizations in the state petitioned the Presidency and all the relevant security agencies in the country. No action was taken by those saddled with the responsibility to protect lives and property at the national level. “The state government also recalled that IGP Ibrahim Idris was ordered by President Muhammadu Buhari to relocate to Benue State in the wake of the New Year Day 2018 killings in the state to restore peace and order but available records show that the police chief was sighted in the state for just a day or so and then left immediately. “The Police IGP’s initial casual description of the pre-planned Benue killings by Fulani herdsmen on the 1st and 2nd of January, 2018 as a mere ‘communal clash’ has clearly shown that the Police boss does not accord any urgency and seriousness to arresting the perpetrators of the mass murder of our people and his body language may have emboldened these herdsmen militia to further lay false claim of ownership to the Benue Valley through a so-called right of conquest. “We reiterate that until the masterminds and sponsors of the killings in Benue State are arrested, we will not trust or have confidence in the IGP of Police. Tackle herdsmen menace – PDP tells Buhari Also yesterday, the Peoples Democratic Party, PDP, while condemning in strong terms the unabated killings across the country, called on President Muhammadu Buhari to come out clean on the herdsmen killings to address the nation on how to end the carnage. The PDP in a communique issued at the end of its NWC meeting with governors of the party in Asaba, Delta State, said the President must wake up to his responsibility of protecting lives and property of Nigerians. The communique, signed by the National Chairman of the party, Prince Uche Secondus and Chairman of PDP Governors Forum, Mr Ayodele Fayose, read: “The President must take responsibility on the protection of lives and property of Nigerians which is the most important of his responsibilities. “We believe that the Federal Government’s decision to set up a committee to address the issues of herdsmen killings is a pretentious approach to a matter that requires firm action and leadership by the President in line with his oath of office to protect all Nigerians, irrespective of creed, tribe and political affiliation.” https://www.vanguardngr.com/2018/02/herdsmen-attack-sack-gov-ortoms-farmhouse/ |
BY PETER DURU MAKURDI—Suspected herdsmen, yesterday, attacked Waku village and a part of Gbajimba town, all in Guma Local Government Area of Benue State, killing two persons, and destroying Governor Samuel Ortom’s farm house in fresh attacks in the area. Ortom The latest attack came less than 24 hours after Yogbo, another community in the same local government area, also came under heavy attack by suspected herdsmen which left six persons dead and several property and farmlands destroyed. However, the attack on Yogbo was repelled by the Police, who chased the invaders out of the community. Confirming the latest attack at the State Police Command Headquarters, the Police Commissioner, Fatai Owoseni and Chairman of Guma Local Government Area, Mr. Anthony Shawon, said the herdsmen, who were backed by militant gangs, stormed the communities in the afternoon, yesterday. “The herdsmen, backed by their militia, invaded Waku village this afternoon (yesterday) and killed two persons. They are also getting close to Gbajimba town, the local government headquarters and as I speak with you, they have attacked and sacked Governor Ortom’s farm house in Gbajimba. “Our fear is that if we are not careful, they might overrun the local government headquarters the way they are going.” Shawon, who commended the Police for saving Yogbo from being taken over by the marauding herdsmen, urged the command to continue to put up a brave fight and continue to sustain the resistance against the herdsmen’s incursion. Police have deployed more men — Owoseni Earlier, the Commissioner of Police reiterated the commitment of the command to ensure the restoration of peace in all the troubled communities in the state, with a view to having all the internally-displaced persons return to their ancestral homes. “Already, the Inspector-General of Police had approved and deployed 15 mobile units of the Force from other states to Benue State; this is aside the Special Forces that have also been deployed to the state. “We have also concluded arrangements to deploy more personnel to Guma to flush out the criminal elements operating there. “We have also deployed to these areas two Armoured Personnel Carriers which were released to us by the DIG out of the five we requested for. “Police visibility, intelligence capacity as well as deployment of technical assets have already been done in that area and in no distant time, these issues will be a thing of the past,” Owoseni assured. ‘Herdsmen enjoying support of highly placed Nigerians’ Meanwhile, piqued by statements credited to top government functionaries over the Benue killings, the state government has insisted that the rampaging killer herdsmen attacking various communities in the state are enjoying the backing and support of highly-placed Nigerians. Addressing reporters yesterday in Makurdi, over the call by the Inspector-General of Police, Ibrahim Idris, for a repeal of Benue State’s anti-open grazing law which the Minister of Defence, Mansur Dan-Ali, had claimed was responsible for the killings, Benue State Commissioner of Information and Orientation, Lawrence Onoja, Jnr alleged that such remarks were clear indications that highly-placed Nigerians were fueling the killings. Onoja, who recounted the over 46 times Benue communities came under the attack of suspected herdsmen in the last five years before the commencement of enforcement of the grazing law on November 1, 2017, noted that the claim that the killings were triggered by the grazing law was untrue and baseless. He said: “The Inspector-General of Police, Ibrahim Idris, accused Governor Samuel Ortom of causing the lingering clashes between farmers and herdsmen in Benue and Nasarawa states. He is reported to have spoken at a closed-door meeting with members of the joint Senate Committee on Police Affairs and National Security and Intelligence on killings in Benue and environs when he appeared before the committee in response to the Senate’s summons. “The IGP is said to have identified the implementation of the anti-open grazing law and the arming of Tiv militia as causes of the crisis. “Such statements coming from some of the nation’s top security chiefs may have confirmed the fears expressed by many people that the herdsmen unleashing murderous attacks on Benue may have the backing of some highly-placed individuals within the security apparatus of the state. “When those who are entrusted with the sensitive task of protecting lives and property of innocent Nigerians resort to placing unjustified blame on the good intentions of Benue State government to promote peace and security, then such people have unknowingly or knowingly become part of the problem we have on our hands today in the country.

According to Shettima, the current state of insecurity and deplorable state of affairs were not unconnected with the attempt to impose the opinion of a small group on the larger society, a situation which clearly abridged the freedom to freely hold and express ones opinion which is fundamental and inalienable in any given society. He added that, as a society, the state has had its fair share of instability and even wars in its chequered history including the sacking of Birnin Ngazargamu by the jihadists in 1808, Rabi’s invasion and occupation in 1893 and the Maitasine riots of the 1980s. The Governor further pointed out that in all these crises, destructive and vicious as they were, the wars did not degenerate into killing of innocent souls, targeting of public recreational centers, places of worships in a sustained and protracted manner, as Borno was sadly witnessing today. He noted that the targeting of innocent and unarmed civilians regardless of their ethnicity, race and or religious beliefs was alien not only to our norms and culture, but to the fundamental doctrines of Islam. However, Shettima said as a responsible government the state had refused to allow the situation deter his adminitration as he had embarked on a single minded pursuit of the developmental aspirations of their people. ”In spite of all the odds, we have not relented for a single moment in our determination to provide quality service for the people of Borno State in the areas of education, health, agriculture, water supply, roads, decent and affordable housing and general infrastructure among many others. By the special grace of Allah we have worked day and night and judiciously utilized our resources for the greatest good of the greatest number of our people,” he added. Shettima stressed that while his administration was ‘’indeed doing its best and intend to do even more in the days, months and years ahead to achieve its mission of re-inventing and re-engineering Borno, it is an open secret that the resources are severely limited.’’ He said that even in relatively stable times, scarce resource scarcity had been one of the state’s major problems, adding that, conflicts and strife and their unpleasant consequences had complicated the issue further. He therefore thanked the President for the visit and solicited federal government’s assistance in his policies and programmes, particularly the fight against the poverty scourge, as according to him, the insurgency they are facing in the state and the north, are borne out of extreme poverty and social exclusivity. http://www.vanguardngr.com/2013/03/sign-agreement-on-no-more-killings-i-will-withdraw-jtf-jonathan-to-borno-elders/ |
But Jonathan continued, “the types of weapons the Boko Haram are using are so sophisticated that the Police cannot contain the situation and that is why we had to bring JTF troops to face the challenge. No responsible government would spend its tax payers money on JTF, but when the situation warrants like in this case of Boko Haram, then we as government will not hesitate in spending our last kobo in order to bring peace.” He further said that “even when I was contesting for governor of Bayelsa State which I won, I was always telling my supporters that I do not want any blood shed. In fact, on my bill boards, it was stated ‘Don’t Kill’, and as president of the Federal Republic of Nigeria, if one soldier or security agent is killed by Boko Haram, it really pains me, and I will not condone such act. I will not celebrate the death of any JTF member or security agent anywhere in this country. So, please talk to your children who are members of the sect to lay down their arms for peace to reign.” Commenting on job creation through agriculture, the President assured the people of the state that his administration would support the initiatives of Governor Kashim Shettima by partnering with him over the Chad Basin Development Authority and the Lake Chad Research Institute for the betterment of the state through enhancement in food security and income generation. ”My vision for this country is how to impact positively on the lives of every Nigerian; how to change this country by alleviating poverty and unemployment; make food available to the people, provide qualitative education, improve our power supply and make our waterways to be navigable. And all these will not be possible if we do not have peace,” he added. Jonathan then reassured the people of the state that the Federal Government would assist Governor Shettima’s programmes, particularly his Youth Empowerment plans, adding that through such partnerships, all the schools, places of worship, markets and stalls destroyed by Boko Haram insurgency across the state would be rebuilt. The forum had in attendance top politicians, traditional/religious leaders, academicians and diplomats from Borno, including an Elder stateman and fisrt Minister for Petroleum Resources, Dr. Ali Monguno, former Governors Mohammed Goni, Ashiekh Jarma, Ali Modu Sheriff, Professor Nur Alkali, Borno PDP Chairman, Alhaji Baba Basharu, Senator Mohammed Ali Ndume, House of Representative members, Borno State Executive Council members and members of the business community. Those who spoke on the security challenges in the state included Professor Alkali, former Vice- Chancellor University of Maiduguri, Alhaji Basharu, Mohammed Tahir Monguno and Chairman, Borno House of Representative Caucus, Dr. Shettima Ali Monguno. All the speakers, except Monguno called on the Federal Government to immediately withdraw the JTF troops from the state, alleging that their presence had aggravated the security challenges, as according to them, whenever the sect struck, the whole area would be cordoned off by the JTF and the next thing was for the security operatives to start killing innocent citizens and burning down their business structures. But Monguno insisted in his speech, that withdrawal of the troops was not the solution to the lingering crisis, as according to him, “if not because of the presence of the JTF, I would not surrender my life to come to Maiduguri, or even attend this forum.” Earlier, Governor Shettima who received the President during his courtesy call at the Council Chambers told him that the unfortunate insurgency spearheaded by the Jama’atu Ahlis Sunnah Lidda’awati Wal Jihad a.k.a Boko Haram had left in its wake a heavy death toll and destruction, pointing out that hundreds of human lives had been lost while property worth hundreds of millions of naira were destroyed, in addition to the unquatifiable losses occassioned by the crippling of businesses and other socio- economic activities. |
PRESIDENT Goodluck Jonathan yesterday in Maiduguri, accused Borno State Elders of playing to the gallary over the activities of Boko Haram Islamic sect insurgency in the state, describing the situation as unfortunate. Jonathan spoke during an interactive session with Borno State stakeholders at the Multi-Purpose Hall, Government House Maiduguri, in continuation of his two- day working visit to Borno and Yobe States, the epicentres of Boko Haram. He was responding to requests by the Elders for the Federal Government to grant amnesty to the sect members as well as withdraw the military Joint Task Force, JTF from Maiduguri and other areas in the state during the second day of his working visit to Borno State.. President Jonathan lamented that none of the elders in the state had publicly condemned the killings and bombings being carried out by the sect members and advised them to put their ‘’house in order,’’ by talking to their children who had been causing havoc in the country to drop their arms against the country. President Goodluck Jonathan (l) with Gov Kashim Shettima of Borno State during a meeting between the President and the State Executive Council in Maiduguri on Friday President Goodluck Jonathan (l) with Gov Kashim Shettima of Borno State during a meeting between the President and the State Executive Council in Maiduguri on Friday On the removal of JTF, Jonathan said, “If anyone of you (referring to Borno Elders) wants the Federal Government to withdraw JTF troops from the state, he should come and sign an agreement that if anybody is killed after signing the document, I will hold you responsible according to the law of the land; I assure you that before I go back to Abuja all the JTF troops will leave the state. “The Boko Haram insurgency is reducing gradually in states like Bauchi, Yobe, Adamawa, Gombe and Niger among others, but in Borno State the situation is increasing. It is unfortunate, and this is because you the elders refused to come out and condemn the activities of the sect who are your children. This is not a time to be playing to the gallery,” the President stated. He equally told the Elders that, unless they put their house in order and talk to the sect members who are their children to lay down their arms and embrace peace, the Federal Government will not grant them amnesty, not to talk of withdrawing the men of the JTF. None of the elders responded to the President’s challenge, but various speakers had tasked the Federal Government to remove all the bunkers/checkpoints and the JTF troops on the streets of Maiduguri, as well as grant amnesty to Boko Haram who have been terrorizing the state. |

Ortom is a foolish man if he doesn't know that buhari and IGP in involved in Benue killing |
Governor Samuel Ortom of Benue has slammed the Inspector-General of Police (IGP), Ibrahim Idris, accusing the security chief of being loyal to the alleged herdsmen that had attacked residents of his state and their properties. Ortom also accused Idris of disobeying the order of President Muhammadu Buhari to relocate to Benue and end the carnage adding that the police boss only spent a day in the state and leaving for where only he can explain. The governor said after Idris’ first appearance in Benue, nobody had seen him in the state since then. He also said contrary to the IGP’s claim, killings of residents have continued. In a statement sent through Terver Akase, his spokesperson, the governor said: “It will be recalled that a few days after the killings took place and all fingers were pointed towards the direction of armed herdsmen, the IGP quickly rose in defence of the herdsmen and frantically tried to divert attention from the genocide being perpetrated by herdsmen with a comment that it was a 'mere communal clash'. “Did he not know that there was a law in place in Benue state when he made that statement? “With his latest demand that the ranching law of Benue be suspended, it is now clear where the loyalty and interest of the Inspector-General of Police lies - certainly not with innocent Nigerians. “He has now positioned himself not only as the mouthpiece of those who are killing Benue people but indeed as their shield. Little wonder herdsmen still proudly carry about sophisticated weapons and willfully terrorize innocent people in the state without being arrested. “We wish to place it on record that contrary to the directive by President Muhammadu Buhari that the Inspector-General of Police should relocate to Benue to ensure that the killings stop, the IGP spent only one day in Benue and left for a destination where only he could tell. No one has seen him in Benue since that day. “Nigerians must know that contrary to the statement credited to the IGP, herdsmen are still killing people in Benue. It will therefore be wrong to say that enough security has been provided. “At the last count after the mass burial of 73 victims of the attacks, about ten people have been killed in Guma local government area, one killed in Logo and many more are receiving treatment in the hospital having suffered varying degrees of injuries with property worth millions of naira destroyed. “Benue now has nearly 100, 000 displaced persons in seven camps established by the state government. We therefore find IG Ibrahim Idris' statement as mockery and a shameful dance on the graves of those killed in the state by herdsmen.” Ortom reminded Idris that the constitutional responsibility of the police is to maintain law and order and not to make or criticise same. “That the IGP would have the audacity to blame a law made to ensure peace in the state and call for its repeal amounts to taking sides with lawless groups that gave notice to invade and carried out their threats. “There is no surprise that the police ignored petitions for the arrest and prosecution of leaders of the Miyetti Allah Kautal, the masterminds of the current invasion and the attendant massacre. “If the Inspector-General of Police, Idris is not competent to help bring an end to the invasion and killing of innocent people in Benue and other states by herdsmen, the noble thing to do is to resign instead of twisting facts to suit his objective,” he added. NAIJ.com earlier reported that IGP Ibrahim Idris, had during his meeting with the Senate reportedly blamed the renewed tension in Benue state on Governor Samuel Ortom's statement during the burial of the initial 73 victims. A source who spoke to Daily Trust claimed that the IGP told the senate committee investigating the herdsmen crisis that the display of victims of the herdsmen and farmers clashes during their burial was another reason the crisis escalated. https://www.naija.ng/1150053-igp-idris-disobeyed-buhari-relocation-order-spent-day-benue-ortom.html |
