Politics / Insurgency : Buhari Calls For Bilateral, Multinational Platforms At Lake Chad by Grayxme: 2:48pm On Nov 30, 2018
PRESIDENT Muhammadu Buhari, Thursday requested for the revamping of bilateral and multilateral platforms of engagement by Heads of State and Governments of the Lake Chad Basin Commission, LCBC, so as to stamp out the remnants of the terrorists from the region. President Buhari in a consultation with the Heads of State and Governments LCBC in N’djamena, capital of the Republic of Chad, also blamed poverty and the shrinkage of the Lake Chad as the main reason for the renewed insurgent activities in the region. Buhari A statement by the Special Adviser to the President on Media and Publicity, Chief Femi Adesina in Abuja last night stated that the Nigeria President called for concerted efforts from the Heads of State and Government to make the region safe. According to him, “There is no gainsaying that also fueling the crisis are the twin menaces of poverty and the continued shrinkage of the Lake Chad, which have rendered the people of the region vulnerable to terrorist activities. Attention is drawn to the Lake and its resources, which have always been the source of livelihood for the millions of people that live within and around the basin.” He charged the Presidents and Heads of Governments in attendance to make concerted efforts to ensure the actualization of efforts to recharge the Lake, through Inter-Basin Water Transfer, from the Congo Basin. President Buhari stressed that if meticulously pursued, the project “has the capacity to unlock the economic potentials and provide solutions to the myriad of interrelated challenges confronting the region.” As Chairman of the Summit of Heads of State and Governments of the Lake Chad Basin Commission, President Buhari assured of his commitment to providing the required leadership and direction for the actualization of peace and security in the area. The meeting the statement noted was called to address the recent upsurge in terrorist activities in the region, and the Nigerian President rallied his colleagues from Chad, Niger Republic, and Republic of Cameroon to a fresh onslaught against insurgents, particularly the Boko Haram group. “Times as these call for quick interventions and measures,” President Buhari stated, adding: “As you are aware and have witnessed in recent times, there are new developments of security concern in our sub-region. The region in the recent past has witnessed increasing attacks, particularly on military formations by elements of the Boko Haram terrorists as well as the renewed kidnapping of people. These activities are aimed at weakening our collective resolve to eradicate them from the region. “We must not cave in. The group’s renewed strategy of increasingly mining the general area as well as its recent deployment of Unmanned Aerial Vehicles (UAVs) for surveillance activities have proved to be critical factors in the resurgence of attacks in the region.” Commending what he called the “untiring efforts” of the leadership of the LCBC, and officers and men of the Multi-National Joint Task Force (MNJTF), President Buhari noted that the efforts of those who strive to bring peace and stability to the region would never be forgotten. “We are committed to ensuring that the ideals of restoring peace, stability and viability of the Lake Chad Region to its glorious state, for which some of you have paid the ultimate price is attained,” he vowed. President Buhari submitted: “We must not relent and allow the enemies of the region to succeed in their quest to destabilize the area. We must reinvigorate our collective will and commitment towards eradicating terrorism from our region. We must remain focused and true to ensuring sustainable development. He reiterated an earlier promise he had made to troops fighting terrorism: “We are committed to ensuring you have the requisite and enabling equipment to optimally function. Your welfare is, and would continue to remain our priority. Together, we shall restore the Lake Chad Region to its glorious days.” In attendance at the consultation, apart from the Nigerian President, were, President Idris Deby Itno of Chad, President Mahamadou Issoufou of Niger Republic, and Prime Minister of Cameroon, Philemon Yang, who represented President Paul Biya. In a joint communique, the Heads of State and Governments, resolved to change modus operandi, collaborate more, and renew assault on all forms of terrorism and criminal acts, till wholesome peace was restored to the region.

Politics / FG Freezes Bank Accounts Of Suspects On ‘looters List’ by Grayxme: 2:30pm On Nov 30, 2018
THE Federal Government has frozen the bank accounts of suspects being tried in court over allegations of corruption by the Economic and Financial Crimes Commission, EFCC, according to online publication, TheCable. This, according to the report, is part of the implementation of the Executive Order No. 6 on the “preservation of suspicious assets connected with corruption and other relevant offences” signed by President Muhammadu Buhari in October 2018. Looters The federal government has also placed a travel ban on the affected persons, but the list is yet to be officially made public. “I issued a cheque of N250,000 to a friend and it was turned down,” said a former minister who was affected. “When I called my account officer, he invited me for a meeting, where I was told there is a ‘post no debit’ instruction on all my accounts because of the executive order. They told me I am not the only one affected. All persons undergoing trial are affected.” On Tuesday, Olisa Metuh, former spokesman of the Peoples Democratic Party, PDP, said he did not have money to buy even “Panadol” because all his accounts had been frozen by the EFCC. On March 30, Lai Mohammed, Minister of Information, had released the list of alleged looters following a challenge from Kola Ologbondiyan, spokesman of the PDP. “The PDP has challenged us to name the looters under their watch. They said they did not loot the treasury. Well, I am sure they know that the treasury was looted dry under their watch. Yet they decided to grandstand,” he had said. “This shows the hollowness of their apology. This list is just a tip of the iceberg, and the PDP is aware of this. We did not make these cases up. Many of these cases are in court and the records are available.” Among those listed were Sambo Dasuki, former national security adviser; Dieziani Alison-Madueke, former minister of petroleum resources; Kenneth Minimah, former chief of army staff; Alex Badeh, former chief of defence staff; Inde Dikko, former comptroller-general of customs; and Bala Mohammed, former minister of the Federal Capital Territory, FCT. Others are Stella Oduah, a serving senator; Babangida Aliyu, former Niger State governor; Jonah Jang, former Plateau governor; Nenadi Usman, former minister of finance; Bashir Yuguda, former minister of state for finance; Femi Fani-Kayode, former minister of aviation; Raymond Dokpesi, founder of DAAR Communications and Uche Secondus, national chairman of the PDP. The list released in two batches contained 29 names. Dokpesi and Secondus had sued the federal government over the issue but lost and file appeal. The cases are ongoing.

Politics / Nigeria Rises On World Prosperity Index — First Time Ever by Grayxme: 5:59pm On Nov 29, 2018
Nigeria recorded a leap on the 2018 Legatum Prosperity Index (LPI) of most prosperous countries in the world.

At 129, the most populous black nation moved up by three points from its 132nd position in 2017. Since the inception of the index in 2006, this is the first time that Nigeria would move up.

The LPI is an annual ranking developed by the Legatum Institute, a division of the United Arab Emirates-based private investment firm, Legatum.

The index measures prosperity using nine pillars: economic quality, business environment, governance, personal freedom, social capital, safety and security, education, health and natural environment.

Of these pillars, Nigeria ranked 139, 66, 107, 111, 48, 145, 123,143, 104 positions respectively.

While the giant of Africa rose 12 places on the business environment pillar, it fell one point in safety and security.

“In the overall Prosperity Index rankings, Nigeria has climbed by three positions from 132 to 129 when compared to last year. Since the Prosperity Index began in 2006, Nigeria has moved down the rankings table by five places,” the report read.

“In the Prosperity Pillar rankings, Nigeria performs best on Social Capital and Business Environment and scores lowest on the Safety and Security pillar.

“The biggest positive change, compared to last year, came in Business Environment increasing by 12 places, whereas they dropped one place on Safety and Security.”

Despite Nigeria’s rise on the ranks, the country, however, falls among the 20 least prosperous countries (red zone) and the report says “those in the bottom 20 face significant challenges across all pillars, especially in improving Safety and Security.”

In Sub-Saharan Africa, Nigeria is ranked 25th.

Norway, New Zealand and Finland topped the index, while Yemen, Central African Republic and Afghanistan came last three respectively.

“The measurement of national prosperity is an important task for governments and for those who hold them to account,” the report read.

“Prosperity entails much more than wealth, it reaches beyond the financial into the political, the judicial, and the wellbeing and character of a nation – it is about creating an environment where a person is able to reach their full potential. A nation is prosperous when it has an open economy, inclusive society, strong institutions and empowered people who are healthy, educated and safe. This leads to higher levels of wellbeing.

“The Prosperity Index covers 149 countries. The top 40 most prosperous nations are those that have demonstrated over time how to build prosperity. Those in the bottom 20 face significant challenges across all pillars, especially in improving Safety and Security.

“Prosperity has grown over the last year to its highest ever point. In the last five years, 113 countries have improved their prosperity. In many respects the world is getting better. It is now easier to start a business in many countries.”

Politics / Over N540bn Recovered Through Whistle Blower Policy – Lai Mohammed by Grayxme: 4:05pm On Nov 29, 2018
The Economic and Financial Crimes Commission (EFCC) has recovered over N540 billion through the Whistle Blower Policy, as at May 2018, the information minister, Lai Mohammed, said on Tuesday.

President Muhammadu Buhari first made a similar declaration in May while delivering the Democracy Day speech, this year.

According to a statement from Mr Mohammed’s media assistant, Segun Adeyemi, the minister stated this at the 71st General Assembly of the Broadcasting Organisations of Nigeria (BON) in Port Harcourt, Rivers State.

Mr Mohammed, represented by Sunny Adejoh, also recounted his view of the many other achievements recorded by the anti-graft agency and other arms of government.

“To this end, as at May this year, the Economic and Financial Crimes Commission, EFCC, through the Whistle Blower Policy, has recovered
over N527 Billion, $53 million, and £122,890.”

Mr Mohammed reiterated the need for the media and other stakeholders to work with government to ensure the success of the government’s goals.

“This effort should not be seen as the sole effort of Mr. President or the government alone. The media has a duty to ensure that the
programmes of government, meant to uplift the lots of the citizenry, are projected as a national cause and not just as that of Mr
President or the administration.”

“Anything short of this would amount to a criminal abdication of a sacred duty which could spell doom for our collective national life.
We have had enough sordid examples to learn from, that we ought not to allow a repeat at this critical time of our national development.

“It is therefore of utmost importance that the media and specifically, broadcast media, do not allow itself to become a purveyor of fake news and hate speeches,” the minister said.

The whistle blower policy, which was introduced to aid the war against corruption, was said to have resulted in the recovery of N29 billion as at the end of October 2017. That figure was provided by the EFCC acting chairman, Ibrahim Magu.

Politics / Buhari Administration Approves Reduction In Cost Of JAMB, NECO Forms by Grayxme: 3:33pm On Nov 29, 2018
The federal government has approved a reduction in the cost of forms for final year secondary school and post-secondary school examinations.

This reduction, first announced by President Muhammadu Buhari’s aide on new media, Bashir Ahmad, was decided at the Federal Executive Council (FEC) meeting on Wednesday.

Vice President Yemi Osinbajo presided over the meeting in the absence of Mr Buhari who travelled on official assignment to Borno State.

The cost of Joint Admission and Matriculation Board (JAMB) forms was reduced from N5,000 to N3,500 while the cost of National Examination Council (NECO) forms was reduced from N11,350 to N9,850.

The cost of Basic Education Certificate, also handled by NECO, was also reduced from N5,500 to N4,000.

The reduction takes effect from January 2019.

JAMB has been making hundreds of millions of naira profit since its new leadership headed by Ishaq Oloyede assumed office; leading many Nigerians to demand a reduction in the cost of forms.

The House of Representatives had in May urged the Federal Ministry of Education to slash the cost of JAMB application forms.

The call had followed JAMB’s announcement that it remitted N7.8 billion to the federal government as proceeds from sale of Unified Tertiary Examinations (UTME) application forms in 2017.

The lawmakers had accused JAMB of becoming a “revenue generating agency.”

On Wednesday, the Minister of Education, Adamu Adamu, who briefed journalists at the end of the three hours FEC meeting, said he presented a memo to call for the reduction in fees. He said the reduction followed the pleas from parents.

According to him, since the Buhari administration put in place a prudent management in JAMB, corruption in the agency gas been eradicated.

“So, in answer to yearnings my parents, Mr. President directed that we should look into the possibility of reducing the charges,” he said.

“So accordingly, from January 2019, JAMB fees will be from N5,000 to N3,500 for the UTME, Senior Secondary Certificate charged by National Examination Council (NECO) from 11,350 to N9,850 and Basic Education Certificate handled by NECO is reduced from N5,500 to N4,000,” he said.

The council also approved 11 ecological interventions projects worth N9.6 billion in Lagos, Oyo, Ondo, Cross River, Adamawa, Bauchi, Jigawa, ABU Zaria, Kaduna and Abuja

It also approved N14.7 billion for ECOWAS biometric cards to replace the current ECOWAS travel certificate.

Politics / Boko Haram Madness Must End Says Buhari As He Vows To Equip Military Better by Grayxme: 2:41pm On Nov 29, 2018
PRESIDENT Muhammadu Buhari yesterday vowed to end the Boko Haram insurgency by procuring modern weapons, improve welfare of soldiers, and enhance military operations in the North East, the epi-centre of the insurgency. President Muhammadu Buhari (L) with the Chief of Army Staff, Lt.-Gen. Tukur Buratai “As President and by the powers conferred on me, I assure you that government will procure modern fighting equipment to end the madness of Boko Haram and other acts of our enemies. ‘’I want to also assure you that government is doing everything to increase the welfare of Nigerian Army,” Buhari said in Maiduguri, the Borno State capital, while speaking at the Chief of Army Staff, COAS, Annual Conference. From Left: President Muhammadu Buhari; Shehu of Borno, Alhaji Abubakar Ibn Umar Gabai El-Kanemi; and Gov. Kashim Shettima of Borno, during the visit of the President to the Shehu of Borno’s Palace in Maiduguri on Wednesday (28/11/18). The assurance came as the Nigerian Army said it has recovered the bodies of all the soldiers killed during Boko Haram insurgents’ attack on three military bases in Metele, Borno State. President Buhari, who was special guest of honour, while declaring the conference open and speaking on the theme, “Optimising Efficiency for the Efficiency of the Army in Nigeria’s Democracy,” regretted that some soldiers paid the supreme price in the course of operations against Boko Haram terrorists. A must-win war He also commended the leadership of Nigerian Army for moving the conference from Edo to Maiduguri and assured that his administration would continue to give its maximum support to the military, adding that one of the cardinal objectives of his government was to ensure adequate security of lives and property of the citizenry. He commiserated with the families and relatives of the slain officers and vowed that the war against terrorism was a must-win. He said: “I have been visiting some of our injured troops in the hospitals and I also spoke to others in their bases to assure them of our continued support. It is a must-win war. I want to encourage our troops not to be distracted but remain focused on the task of eliminating Boko Haram from the face of the earth.
“The Nigerian Army’s commitment to upholding democracy is appropriately captured in the theme of the conference, which is optimising the operational efficiency of the Nigerian Army towards safeguarding democracy in the national security. “This conference is timely, considering the fact that this government is determined to end security challenges in the North East, Niger-Delta and farmers/herdsmen clashes in some parts of the country.
‘’I want to convey our deep condolences to the families of heroic gallant officers and soldiers who paid the supreme price while maintaining law and order in our fatherland. “We remain committed to ending the crisis in the North-East and making the entire area safe for all. I urge you all to keep up the good work. I know that you are doing your job to reverse this trend. I want to assure you that no effort will be spared in providing the necessary support you require to complete your task. “As we approach the 2019 general elections, I want to urge members of our security forces to remain non-partisan and live up to expectations on the rules of engagement, deepen our democratic structure by collaborating with other security agencies in ridding the nation of any violent act that could mar the electoral process. “I want to specifically condole with family of late General Idris Alkali and the Nigerian Army for his untimely death in the hands of some evil doers. As a government, I want to assure you that we are doing everything possible to bring the perpetrators to book.” Buhari, who arrived the Maiduguri International Airport at 11:30am, was received by Governor Kashim Shettima of Borno State. He proceeded to the Palace of His Royal Highness, the Shehu of Borno, Alhaji Abubakar Ibn Umar Garbai Elkanemi, on a courtesy call, after which he left for the venue of the conference at the Command Guest Inn, Baga Road, Maiduguri. Maiduguri was shut down amid tight security as President Buhari’s entourage drove through the city. Virtually all the major streets were closed to motorists. Defence minister seeks co-ordinated operations against insurgents In his welcome address, the Minister of Defence, Mansur Dan Ali, prayed God to grant eternal life to the souls of gallant officers and soldiers who paid the supreme price to restore peace in the North-East and the country in general. He said the conference usually brought serving and retired Commanders and other security agencies to brainstorm on the state of ongoing operations against terrorists and other criminals in the country. He expressed gratitude to President Buhari for giving enormous support to the military forces to confront series of security challenges bedeviling some parts of the country, especially the North-East and Lake Chad Region. The Minister also commended the service chiefs and other stakeholders for their unrelenting efforts in the fight against Boko Haram and other related security challenges confronting the country, and called for coordinated joint operations among the security agencies to ensure total peace in the land. Climate change, illiteracy, cause of insurgency – Shettima Governor Shettima, in his brief remarks, commended security agencies and members of the Civilian JTF for degrading remnants of Boko Haram terrorists in the North-East. He said before the coming of President Buhari, virtually all major roads leading to Maiduguri were deathtraps, as nobody could move out of the city by a few kilometres without being confronted or attacked by insurgents. The governor noted that the present administration came as a saving grace to the people of the state and pledged that his door would continue to remain open to all security agencies so that the support needed to end the lingering crisis of insurgency would be given. He fingered poverty, illiteracy, climatic and other changes in the lake Chad region for the emergence of Boko Haram, which if not properly addressed, might force youths to easily join Boko Haram and other nefarious groups. Bodies of all soldiers recovered – Army Meanwhile, the Nigerian Army, on its Twitter Handle, yesterday, said it has recovered the bodies of all the soldiers killed during the attack on three military bases in Metele, following reports that the bodies of the slain soldiers and members of the Civilian Joint Task Force were yet to be evacuated. It said: “For the avoidance of doubt, immediately after the attack, reinforcement was sent to the location. Thereafter, a special search and rescue team, led by a senior military officer, was constituted and equally dispatched. “The team worked tirelessly, searching all the nooks and crannies of the general area and have evacuated all the gallant troops that paid the supreme price in defence of their fatherland.”

Vice President Yemi Osinbajo Osinbajo said the petty traders would be given either N5,000, or N15,000 or N20,000 to enhance their respective businesses. ‘‘We are here today in order to deepen our work with common man, because our major concern is how to improve the life of common man in Nigeria. ‘‘So, I want to assure you a minimum of 30,000 traders will benefit from this programme. ‘‘In the first instance, a trader will be given N10,000 loan, after settling that it will be increased to N15,000 and up to N20,000,’’ Osinbajo said. In his remarks, the Emir thanked the Vice-President for the visit. ‘‘We thank you for coming to explain to us what the Federal Government is doing to assist the common man in Nigeria. ‘‘We’ve seen the difference already, particularly with regard to women empowerment and school feeding programme, ’’ the monarch said. Politics / For Anybody To Say We Have Not Move Since 2015 Will Be Lying – Keyamo by Grayxme: 3:55pm On Nov 27, 2018
Festus Keyamo Spokesman of Buhari Campaign Organisation, social crusader, critic, columnist and human rights activist Mr. Festus Keyamo, SAN has said that ‘for anybody to say that the President Muhammdu Buhari All Progressives Congress A(PC) government has not moved from where we were in 2015 will be lying.’ Keyamo in this video talked about Buhari government has been able to recover stolen money on behalf of the Nigerian people. He went on to say that people should give credit when they should.
Keyamo, also speaking on Arise TV on Monday said ‘In the past, Buhari has taken active part in televised debate, so nobody can argue that he is somebody who is camera shy,” ‘So the decision, whether he would take part this time must be a collective decision of the entire ‘war room’. Giving, for example, those who are organising it and all the circumstances taken into consideration. ‘I do take as a basic rule that the Nigerian people must hear from their candidates, but the decision as to yes or no cannot be my sole decision. ‘The advice will be a collective decision, it is not my advise alone. Don’t forget that you cannot take these things in isolation of the circumstances. ‘For instance, it happened in Kenya, Uhuru Kenyatta refused to take part in debate December last year. Why? He felt the process was skewed. ‘At times, some things are designed and you know that they are core people there, who are hostile to government or who are hostile to your candidate as the case may be. ‘Either way, Uhuru Kenyatta did not take part in the debate, but he won. He won resoundingly. So, as important as that is, at times the people may also understand.” He said Buhari’s strongest campaign point is his ability to “squeeze water out of stone”.

The ruling All Progressives Congress APC has lashed out at the Peoples Democratic Party PDP and its presidential candidate, Atiku Abubakar accusing them of dancing on the graves of soldiers killed last week by Boko Haram Terrorists in Metele, Borno state. On Monday, the PDP had called on the National Assembly to probe circumstances surrounding the attack, accusing the APC of diverting defence funds to politicking. The APC did not immediately react to the allegations on Monday in spite of several media enquiries. However, in a statement Tuesday morning, the ruling party said “the allegations by the Peoples Democratic Party PDP that military funds have been diverted to finance the 2019 election campaigns of the All Progressives Congress (APC) is a sad reminder of the evil and retrogressive practices the PDP was notorious for during its defunct rule”. In the statement signed by its National Publicity Secretary, Mallam Lanre Issa-Onilu, the APC added; “God forbid that the APC inherits and apply such morbid practice as brazenly displayed during the immediate-past PDP administration where funds allocated to fight the Boko Haram insurgency in the Northeast were shared among PDP leaders and their cronies. Buhari, Atiku tango over killing of soldiers in Borno “It is clear that the PDP and its Presidential candidate, Alh. Atiku Abubakar have decided to dance on the graves of our valiant and patriotic soldiers by politicising their deaths in the recent Boko Haram attack on the Nigerian Army Metele base. Support group hails Atiku’s plan, blasts APC “The PDP and Atiku are playing desperate politics where even the blood of our fallen heroes is fair game. Their actions are callous and insensitive to the families and dependants of the late soldiers and indeed our military which battles daily to ensure our territorial integrity. “Nigerians see through PDP’s ploy to score political points as elections approach and it will surely backfire. “While the APC mourns the death of our military and other security personnel who have lost their lives in the line of duty, we urge them to remain focussed on the brave task of securing the nation. The President Muhammadu Buhari-led APC administration remains solidly committed to bringing lasting peace and security to all parts of the country and ensuring that previously displaced persons are rehabilitated to resume their normal and productive lives”.
