President Muhammadu Buhari on Thursday night reassured that the brutal activities of the Boko Haram sect would soon become history. President Muhammadu Buhari The president gave the assurance when he hosted members of the Kannywood entertainment industry to a dinner at the Presidential Villa, Abuja. He said that the Federal Government would not allow any group hiding under religion to unleash terror on innocent citizens. Buhari, who spoke in local language, said: “It’s totally wrong for any believer in God to kill innocent people either in the Mosque, Church or the market place. The president enjoined members of the Kannywood to use their respective talents in promoting the culture of peaceful co-existence and unity among the diverse socio-political groups in the country. Earlier in his remarks, the Secretary to the Government of the Federation, Mr Boss Mustapha, expressed the hope that Buhari had been guaranteed at least five million votes in the 2019 presidential election by the fans and followers of the entertainers. He, therefore, urged them to use their platforms in the social media in promoting the achievements of the Buhari administration. Mustapha thanked entertainers for the roles they played in 2015 which contributed immensely to the victory of Buhari in the presidential election, and called on them to repeat the same in 2019. Representatives of the Kannywood entertainers, who spoke at the event, pledged to mobilise support for Buhari and other APC candidates in the forthcoming 2019 general elections. The News Agency of Nigeria (NAN) reports that Gov. Nasiru el-Rufai of Kaduna state and his counterpart of Plateau, Simon Lalong as well as presidential aides were among the personalities that attended the event.

The Brazilian Ambassador to Nigeria, Ricardo Guerra de Araujo, says Brazil will soon inject 1.1 billion dollars into Nigeria’s agriculture. Naira The envoy said on Thursday night in an interview with newsmen in Abuja that an agreement between Brazil and Nigeria on that would be concluded by the end of October. The ambassador spoke at a dinner to sensitise Nigerians to an agriculture programme – Agritech Nigeria – organised by the Osun Government. According to him, Brazil will help to transform Nigeria’s agriculture with the fund by establishing tractor assembly plant in Bauchi State. He said that sustainable use of tractors and modern technology for farming in Nigeria would boost productivity. He added that mechanised agriculture would enhance value addition, food systems development and other opportunities for farmers. The ambassador said that mechanisation of agriculture would reduce hard labour and labour shortages and improve timeliness of agriculture operations. According to him, it will also improve efficiency in the use of resources, enhance market access and help in mitigating climate-related hazards. “It will also keep the youth busy because they will be employed, and create development in the area where the plant is established,” he said. He said that the package proposed by Nigeria’s Ministry of Agriculture and Rural Development would move Nigeria’s agriculture sector forward. The ambassador said that the project to be financed by the Brazilian Exim-Bank would come in three phases while the Central Bank of Nigeria would make available concessional resources through local banks. According to the envoy, the proposed term of financing is 13 years including 10 years of repayment and two years of grace. The ambassador said that under the project, Brazil would bring agriculture equipment which would create more jobs for the Nigerian youth and stabilise the agriculture sector. Bilateral relations between Nigeria, the most populous nation in Africa, and Brazil, the largest country in Latin America, dates back to 18th century. (NAN)

The World Economic Forum in its 2018 Global Competitiveness Index, ranked Nigeria 115 out of 140 countries. This means it moved ten places upward from its 2017/2018 ranking of 125 out of 137 countries.

Ms Patience Oniha, Director-General, the Debt Management Office (DMO), on Thursday expressed optimism that the second tranche of N100 billion sukuk bond would be floated before the end of 2018. Sukuk or Islamic Bond is a financial instrument structured to generate returns to ethical investors without infringing on the Islamic law, which forbids interest payments. Oniha told the Newsmen in an interview that the DMO had made significant progress to ensure successful issuance of the bond before year end. •Oniha, DG, DMO “June was when the budget was approved and Sukuk is a project that was also approved in the budget. “We will float it; we have made significant progress; we will issue it this year,’’ she said. The director-general said the second tranche would be specifically for infrastructure development just like the first one issued in September 2017. Oniha said that the DMO was working with the Ministry of Power, Works and Housing on the projects earmarked for the second tranche of the N100 billion Sukuk bond. She said that the successful outcome of the first tranche made the Federal Government do more to strengthen infrastructure development. She also expressed optimism that the second tranche would be oversubscribed, based on the feelers from investors and the public. “We still have auctions regularly, we issue FGN Bonds and they have been oversubscribed. “So, whether liquidity is tight or not, we have got good demands. “Don’t forget we are selling good products when we do Treasury Bills and FGN Bonds. “But in terms of sukuk, I think from the feelers we have got from investors and the public, it is a product the people want to associate with.’’ She noted that people would be more enthusiastic about the Sukuk because it’s for infrastructure. The federal government in September 2017 issued a Seven-Year N100 billion maiden Sukuk (bond). The Sukuk was offered at N1,000/unit (minimum of N10,000 or 10 units) as a regular bond but represents an ownership interest in the asset to be financed rather than a debt obligation. Some of the roads funded by the bond include the Ibadan-Ilorin Road, Kolo-Otuoke-Bayelsa-Palm Road, Enugu-Port/Harcourt Road, Kaduna Eastern By-Pass, Kano-Maiduguri Road and Loko-Oweto Bridge over River Benue, among others.

The Federal Government has spent a total of N2.7 trillion on infrastructure development across the country. Minister of Information and Culture, Alhaji Lai Mohammed, disclosed this in his presentation, entitled “Nigeria’s National Unity: Toward Participation and Shared Values,” at The Chatham House in London, yesterday. He said the administration of President Muhammadu Buhari, since coming into office in 2015, had embarked on an unprecedented renewal of the nation’s infrastructure, investing an unprecedented N2.7 trillion on roads, rails, power and other similar projects. Beyond embarking on these projects, the minister said the spread of such projects cut across all the component regions of the country to foster a sense of national unity. Lai Mohammed He said: “Since coming into office, the administration of President Muhammadu Buhari has embarked on an unprecedented renewal of the nation’s infrastructure, investing an unprecedented N2.7 trillion on roads, rails, power and other similar projects. “But it is not enough to embark on these projects, it is important to let the public know the extent and spread of such projects to foster a sense of national unity. “This explains why we kick started a nationwide tour of Federal Government projects nationwide, with not less than 25 journalists accompanying me on each trip. “Till date, we have inspected many of such projects, including the new Lagos to Kano standard gauge rail line, the Lagos-Ibadan expressway in the Southwest that connects the port city of Lagos to other parts of the country, the new intra-city rail line connecting the Abuja city centre to the international Airport, the Enugu-Port Harcourt freeway in the South-east and the Ilorin-/Jebba-Mokwa road in central Nigeria.” Continuing, Mohamed told the audience that the administration went further to launch the FGNiApp, a downloadable on mobile devices, to provide up-to-date information about government’s projects and policies to the people, irrespective of where they are. On the abducted Chibok and Dapchi schoolgirls, the minister said the government had made some strides by securing the release of some of the abducted girls, while efforts were still ongoing to secure the release of the remaining girls in captivity. “As you are all aware, some 276 girls were abducted by terrorists from their school in Chibok, Borno State, in 2014, about a year before the Buhari Administration assumed office. At his inauguration, President Buhari promised to do whatever is necessary to secure the release of the girls. Today, many of the girls have been freed unharmed, even though over 100 of the girls remained in captivity. “The civil society group Bring Back Our Girls, BBOG, which has consistently advocated for the release of all the girls, demanded information from the Federal Government on what is being done to free them. In response to their yearnings, we arranged with the military to embed them, so to say, in some of their search sorties. “Some Bring Back Our Girls campaigners were subsequently flown on search sorties by the air force to give them a firsthand knowledge of the military’s efforts to rescue the girls. BBOG was later to say, in their report on the trip: ‘’We can confirm that the air component of the counterinsurgency war is being prosecuted by a highly-professional, capable, motivated and committed team of the Nigeria Air Force (NAF). We were provided data and imagery evidence to show that the search for our Chibok girls and other abducted citizens is a daily activity by NAF.” “When some 110 Dapchi school girls were similarly abducted, on 18 Feb. 2018, we ensured that Nigerians were provided with detailed and up-to-date information, having led a number of Federal Government delegations to the school to get first-hand information. When, a few weeks later, most of the girls were released, Nigerians were never in doubt about the efforts that the government had put into freeing the girls. “Only last week, I led another Federal Government delegation to Dapchi, in Yobe State, to meet with the mother of Leah Sharibu, the remaining Dapchi girl in captivity, and to Maiduguri, in Borno State, to meet with the families of the three aid workers who were kidnapped by Boko Haram in March this year. Unfortunately, two of the three aid workers have now been killed, the latest one being killed this past Monday. Our thoughts and prayers go out to the families of the murdered women, even as we continue to do everything any responsible government will do to free the women who remain in captivity. “ It is important to say that we have regularly met with the various media stakeholders in Nigeria, to discuss with them government policies and programmes. These groups include the umbrella Nigeria Union of Journalists, Online publishers, bloggers and social media influencers, Broadcasting Organization of Nigeria (BON), Newspaper Proprietors Association of Nigeria (NPAN), etc. “We have also gone beyond the shores of Nigeria to meet with the global media, policy think tanks and decision makers, especially in the United Kingdom and the United States. My current visit to London is the latest of such visits, which are aimed at engaging with the international media and the think tanks. Since assuming office, I have made a deliberate effort to build consistent and constructive relationships with the international media, especially in key media centres and capitals. I have also attempted to make those visits regular, building consistent lines of communication, not only with media houses, but with specific journalists too. “I was here in the UK to engage with the media, think tanks and decision makers in September 2017, then travelled to the US for the same purpose in April 2018, and now I am back here to continue with the engagement. This is in appreciation that correct information and proper briefings – to also dispel rumour and conjecture – are just as important as short-term coverage. I am also aware that stakeholder relations are so vital – that is why Chatham House and other think tanks in the UK and the US are important. I have also met with academics. This is important to inform a wider debate. “As the 2019 general elections approach, Nigeria faces a new challenge, a threat not just to the country peace and security, but indeed its very existence. It is the dual challenge of fake news and hate speech. Yes, the fake news problem is not unique to Nigeria, but it poses a more potent threat to the country because of its multi-ethnic, multi-religious and multi-cultural status. It is also a clear and present danger to the nation’s unity. Naysayers have latched onto the fake news phenomenon to exploit the country’s fault lines and inflame passion. For example, the BBC recently did a report on how fake news is aggravating the persistent Farmers-Herders clashes. Pictures of gun-totting herdsmen from other lands are routinely used to depict the herdsmen in Nigeria. Age-long clashes between Farmers and Herders have suddenly been dressed in the garb of religion and ethnicity. Ignored is the fact that the clashes have become more persistent because of a mixture of many factors, including population explosion, effects of climate change, keener contest for dwindling natural resources and sheer criminality. Religion and ethnicity are not the reasons for these clashes. “To tackle this, we have launched a national campaign against fake news and hate speech. The aim is to sensitize Nigerians to the dangers posed by fake news, how to spot fake news and what to do. We are under no illusion that the campaign can immediately stop fake news and hate speech. But we want to bring the issues to the front burner of national discourse. And I can say that we are succeeding in that respect. Today, fake news has become a topical issue in Nigeria. To Nigerians, we say: If you can’t vouch for the veracity of any news item, don’t share it!” On the theme of the paper, Mohammed said, ‘‘the topic could not have been more apt, as Nigeria continues to struggle to forge a national consensus, to accept its diverse ethnic groups as the source of its national power and cohesion, irrespective of religion, status, culture and geographical location. The challenge is made more daunting by the fact that the large country is occupied by diverse people, with diverse languages and culture. In other words, it is a multi-national state, a conglomeration of ethnic nations, each with its distinctive character and ethos. “Why is the question of national unity so important? This is simply because without a united country, all its component parts will be working at cross purposes with conflicting signals that will constantly threaten the foundation and the very existence of the country. This is more so in a country as diverse as Nigeria, which has had sufficient doses of ethnic and religious strives at various times in its nationhood journey, including a bitter, 30-month civil war and the Boko Haram insurgency. “The relevance of the topic is also accentuated by the fact that, in the next few months, Nigeria will be returning to the polls for the general elections. The run-up to the 2015 general elections tested the nation’s unity, in no small measure, and it remains to be seen whether we, the people, have learnt any lessons as we move closer to the 2019 polls.”

What he did was very wrong no doubt, i trust the APC to take the necessary actions against him, the immunity covering him will not let the government do anything, its unfortunate that he is not fighting corruption with the president.

The National Information Technology Development Agency (NITDA) said it is working towards synchronising online presence of government agencies to provide for harmony and ease of doing business in the country.

The Director General of the agency, Isa Pantami, stated this while opening Nigeria’s pavilion at the 18th Gulf Information Technology Exhibition (GITEX 2018) holding in Dubai, United Arab Emirates.

He said if implemented, the e-government framework will “harmonise and bring synergy” among platforms of agencies to provide a “one-stop shop” and make frameworks of individual agencies compatible with one another.

He said with the single window platform, there will be savings on time and cost and this provides for simplicity in doing business.

“It will give you only one address. If you go online, you can finalise all your documentations. You can register your company, you can process your visa, you can pay tax through same window,” he said.

In addition to ease of doing business, Mr Pantami said the single framework will also help government to cut down on ICT expenditures.

He said his agency is already working in that regard by reducing government’s procurement on IT programmes, as agencies are made to share softwares with one another.

Mr Pantami said a number of Nigerian agencies are fully IT-complaint, saying the challenge is harmonisation of the various infrastructures to allow for easy accessibility investors and other users.

“We discover that many MDAs are doing excellently well but (for) most of them their systems are what we call stand-alone. For example, FIRS system is not in anyway related to that of the Corporate Affairs Commission. That of Corporate Affairs Commission will not electronically recognise that of Customs,” he said.

The NITDA director-general also listed the benefits of Nigeria’s participation in the IT exhibition, saying the event would help in attracting investments in addition to helping Nigerian startups participating in the exhibition to hook-up with potential investors.



He said it is the duty of the agency to sensitise IT companies and entrepreneurs of benefits of investing in Nigeria.

“Recently we have had many policies on ease of doing business. You can register a company within 24 hours, you can get visa on arrival, we have tax holidays in ICT, so these are some of the things we try to explain to potential investors in order to come to Nigeria and invest,” he said.

“We come to GITEX with startups, that is to showcase the young innovators we have; how our youth are coming up with good ideas in ICT. So, if you come here you showcase the potentials you have in Nigeria, you will get some world-class ICT companies that are willing to support your start-up,” he explained.

Mr Pantami said the agency has ongoing discussions with organisations from Malaysia, China and the United States that were carried over from the last edition of the exhibition.

NITDA, he said, expects similar level of enthusiasm from investors during this year’s event.

A PREMIUMS TIMES reporter who visited stands of Nigerian startups at the exhibition saw representatives of IT companies interacting with the innovators.

One of the Nigerian innovators, Emmanuel Ezenwere, said he is in talks with a South African company interested in investing in his startup that uses drones to solve emergency medical supplies.

Festus Keyamo, Director-General of the Buhari Campaign Organisation, has described the presidential candidate of the Peoples Democratic Party (PDP) as a “colossal failure” while in administration with former President Olusegun Obasanjo between 1999 and 2007.

He stated this on Monday when he featured alongside Segun Sowunmi, spokesperson of the Atiku Campaign Organisation, on Sunrise Daily, a programme on Channels Television.

Keyamo also urged Nigerians not to base Atiku's pedigree on his achievements as a private businessman, but on his records as a government official.

His words: "I want everybody to get it clear that Atiku Abubakar cannot run on the promises on this whole thing about running a private business. He’s not Donald Trump that came all the way from private business straight into the presidency of America. He has been Vice-President. He claimed those records because he keeps saying ‘when we were in power’, so if he wants to take the credit of that period, he also has to take the liability of that period.

"So, everybody should steer Atiku Abubakar and his team away from all those nebulous private jobs, private business kind of thing. He cannot run on those records. The books are not open to Nigeria; Nigerians don’t know what is happening in those companies. We want to run on his public record. How did Atiku Abubakar create jobs when he was Vice-President? What we saw was a colossal failure in terms of management of public institutions. Under him, under the privatisation programme, NITEL became a disaster.”

Highlighting various achievements of the present administration, Keyamo went on to praise what he described as the “deliberate efforts of the Buhari regime to create jobs, despite the mess he met on ground”.

The Nigerian Government has proposed N24,000 as the new minimum wage for Federal civil servants.
This is coming a few days after the Nigeria Labour Congress suspended its warning strike which was observed in part across the country.

The NLC had initially proposed a N50,000 minimum wage for workers, a move opposed by many state governors, many of whom are unable to regularly pay the current N18,000 minimum wage.

However, the minister of labour and employment, Chris Ngige, has stated the federal government’s proposal on Wednesday while briefing State House correspondents after the Federal Executive Council meeting.


Ngige while stating the government resolute debunked the media reports quoting the president of the Nigeria Labour Congress (NLC), Ayuba Wabba, saying that the tripartite committee discussing the demand for the new minimum wage has agreed to increase it from the current N19,200 to N30,000.

“Such information is not true,” Ngige said.

The minister further stated that when the committee reconvened on October 5, after the NLC had called off its nationwide strike, “ the organised labour came down to N30,000, the organised private sector came down to N25,000.”

He also noted that the federal government had to consult with the 36 state governors. After the consultations, he said, the federal government proposed N24,000 while governors proposed N20,000.

Consultations and negotiations are ongoing, the minister said.
