The All Progressives Congress has told the Peoples Democratic Party’s presidential candidate, Alhaji Atiku Abubakar, that Nigerians won’t vote a fugitive in the 2019 general elections.

It challenged the former vice president to clear himself of the alleged travel ban placed on him by the United States of America.



Accusing the PDP of failed attempts to blackmail President Muhammadu Buhari, the APC said it was clear that the party was no credible opposition political party, but a gang of selfish and mercantile politicians that will do anything to return to elective office.

The party in a statement by its Deputy National Publicity Secretary, Yekini Nabena, on Sunday in Abuja accused Atiku and other PDP leaders of promising to sell some national assets, including the Nigerian National Petroleum Corporation as payback to some foreign financiers.

“The unwillingness of PDP governors to financially support the 2019 presidential campaign of Atiku Abubakar is already public knowledge. In fact, information is now rife that the Dubai meeting attended by Atiku and other PDP leaders was a last-ditch effort to raise presidential campaign cash from foreign financiers by mortgaging key national economic assets particularly the NNPC as payback.

“This disturbing development must be checked by relevant agencies particularly the Nigerian Financial Intelligence Unit, the country’s arm of the global financial intelligence unit mandated to collect information on suspicious or unusual financial activity suspected of being money laundering and then share such information with relevant anti-crime or regulatory agencies.

“Again, a challenge the PDP presidential candidate, Alh. Atiku Abubakar must take up is coming clean on the nagging issue of his travel ban to the United States of America following his indictment for corruption in that country.

“To borrow the words of former President Olusegun Obasanjo, we must stop electing rogues, hooligans and criminals into public office. Truly, we cannot have a fugitive occupying the highest office in the country. Our great country, Nigeria deserves better.”

President Muhammadu Buhari has directed candidates of the ruling All Progressives Congress (APC) to embark on real campaign and not to beg, insult and force voters. President Buhari He advised them to base their campaigns on issues ahead of the 2019 elections, Sen. Ita Enang, Senior Special Assistant to the President on National Assembly Matters, has said. At a service in Presbyterian Church of Nigeria, Ibiaku Parish in Ibiono, Ibom Local Government Area of Akwa Ibom on Sunday, he said APC-led government would do real campaign without rancour or politics of bitterness during its campaign in the country. “Let us go and do real campaign, speaking clean words, marketing what we have done, saying what we will do, saying what we have done and saying what we will do. “We are not going to beat people to vote for us, we are going to beg people to vote for us. “We will not tell lies of what we have not done but tell the people what we have done so that they can judge us in the elections,” he said. Enang reassured the people that there would be no violence in the 2019 general elections, saying that the people should go out enmass and vote for candidates of their choice. “There will be no violence in 2019 general elections, we should listen to values and virtues of each of the candidates and political parties and vote according to our judgement. “The APC-led government has requested that they should vote candidates in all the elections,” Enang said. He restated that APC government had sustained peace and development in the country. Enang said that President Buhari was not religiously bias but a lover of peace and unity. Also, Mr Edet Ikotidem, candidate of APC, Itu/Ibiono Ibom Federal Constituency in 2019 general elections, said he was in the church to seek God directive and to commit his campaign project to God. He said that his ambition was not for selfish quest to amass public resources but burning desire to provide reasonable service through novel leadership schemes. “I started my journey with God and I will not complete my journey except I consecrate myself to God,” he said. The Federal Government says its objective of developing Nigerian tourism sector is to contribute to the establishment of a new international economic order that will help eliminate the widening economic gap between developed and developing countries.Minister of Information and Culture, Alh. Lai Mohammed stated this in his keynote address delivered at the 4th Tourism Investors Forum and Exhibition, NTIFE holding in Abuja. He noted that the tourism sector has the potential to redistribute wealth to destinations across the world if well harnessed adding the administration has taken certain steps to transform the sector into an alternative revenue earner for the country. ”A number of reasons point to potentials of tourism as a means of achieving economic growth and these include tourism as a growth industry; as distributor of wealth; tourism without trade barriers and the fact that tourism utilizes free natural infrastructure among others.Our experience in the recent past also clearly demonstrates that oil and mineral resources are non-renewable and have very limited potential for addressing the development challenges that face the country today and over the medium and long-term period.Tourism has become a key sector in the world economy and is a crucial source of economic growth and development in many countries.” : Minister for Information, Alhaji Lai Mohammed Alh. Mohammed insisted that the sector has the potential if properly harnessed to be a major revenue earner for the country stressing ”It’s important for us as Nigerians to take advantage of the industry’s commendable resources and transform them into huge money spinners”. He subsequently emerged as governor and served as governor for another eight years on the platform of the PDP. In this interview conducted ahead of the launch of his book An Honour To Serve: Enugu State in the Sullivan years, he speaks on what he alleges as the 16 years of the locust under the PDP. Excerpts: What would you say was your greatest challenge in the eight years you served as governor? Before we came in, security in Enugu was nothing to write home about; people left Enugu; they were so scared and Enugu being home to all as capital of old Anambra state; East Central State, Eastern Nigeria and even Southern Nigeria at a time; home to all the Igbo, became unsafe. So, it was a major challenge that we had then. My experience as Attorney General helped me to at least know what the issues were. We were able to handle it very well; moving from that low and very disturbing situation, we became the best, not one of the best. We became the state with the least crime rate in the country. Was the present Governor your preferred candidate when the issue of succession came up in 2014? I had no candidate; I allowed the people to make their choice and they came up with him. I made the people of Enugu North a promise that whoever they chose that I will support. Whatever exercise that they went through that threw him up was not the issue; and we supported him. But he is your godson? He was never my godson as you have alluded to here but if he wants it’s up to him. I can’t be anything to anybody. Anywhere he wants to see me, I am there. I don’t have issues with him. If he has issues and he come to me, I will be readily available to give him that advice. What magic do you think will work for President Buhari in the 2019 general election? There is no magic it is a question of convincing our people letting our people know the difference between the people lying to them and the people telling them the truth. I was reading the other day in the paper where Governor Dave Umahi said that the South-East felt much better under Buhari than PDP. Is he not PDP? You must tell yourself the truth. What did PDP do for you? Let us forget this talk, talk, what did PDP do for you? We should be asking you what the APC has done for us. APC just came in…we are talking Federal Government here not state government. What did PDP do for you? Can you drive from here to your place in an hour plus? That used to be the case as a practicing lawyer going to Owerri, I will leave here in the morning and be in Owerri before 9am to do my case. Maximum an hour ten minutes Enugu to Owerri can you do it now? After 16 years and we are here lying to ourselves? I hear you cannot drive straight on this Enugu – Port Harcourt Express road to Port-Harcourt now you must go through some villages. The road is now impassable and we are talking about PDP. Look at Enugu – Onitsha Express road. What has the APC in power for the past three and a half years done to remedy the situation? APC inherited a lot of nonsense and you don’t expect them to clear it in one day. Look at Enugu – Onitsha road. Can you drive from here to even 9th Mile? Can you? Now that APC has come work is in progress. There is no magic; we are talking of 36 states. There is no magic you need time to clear the mess. Would you be holding similar view if you were still in the PDP? Yes. We complained. There was nothing we didn’t do, almost all our meetings with the PDP federal government was about all these basic roads. Yar’Adua when he was president promised to dualize 9th Mile to Makudi, he made that promise. May God bless that man, if he had survived he would have done that road because the man was a man of his words, unfortunately what happened, happened and all the promises disappeared. The International Airport built here was approved by him but for him there wouldn’t be any international airport here. We had to use the word ‘Biafran president’ here for five years what happened? We are here clamouring for Igbo president, Igbo president we should be interested in what we get not about appointments. We had all the appointments under PDP, I mean all the appointments so, what happened? So what happened at the end? It is not about holding any office, it is not about holding any appointment it is about benefits from the government. Let our places be developed. Let our places be developed. Jonathan was approving that some of the rail lines be adjusted to what they call standard gauge and all that; did he talk about Enugu Port-Harcourt line? It didn’t take time for you to fallout with Chimaroke Nnamani who brought you into politics; why? I didn’t fallout with him. He decided to join another political party; I didn’t have issues with him, he probably saw what I saw in 2015 way back and he left. He went to the senate on the platform of the PDP but by 2011 he felt that he had become powerful enough to float a party, maybe to replicate what Orji Uzor Kalu did when he took over Imo and Abia states with his Peoples Progressive Alliance (PPA). Unfortunately, it didn’t work out. I don’t have any issue with him. As a matter of fact, you will be shocked that I dedicated this book to him. Forget about the stories you hear outside; you wanted us to be talking ‘Ebe Ano-Ebe Ano’. No. Let’s concentrate a talk about more serious things. He brought me into politics; I wouldn’t have had the opportunity I had if he didn’t bring me into politics. What happened to projects like the international conference centre, it was one of the projects you did not execute? Let me say this, you don’t personalize government, if you come in and there is an ongoing project, you access it if it is something that will be beneficial we certainly continue with it and complete it. If you go to ESUT Teaching Hospital Parklane we developed that place more than Chimaroke Nnamani did though he started it. If you go to ESUT main campus they will tell you what we did there because they are projects, you don’t personalize government. We completed it, if you go to Maryland estate which was not even developed because few of the blocks were at the foundation stages; we took over and we completed the whole thing, improved on the original plan. On the international conference centre, the major problem apart from not being topmost in our priority giving the kind of tight funding we had. But apart from those issues, the major thing that happened was that shortly after I became Governor the architect who designed that place, somebody I had known, we went to school together in Enugu campus, he came to me and told me he was being owed and I asked him to get me three things for government to process his application, one was to get me the contract document so we know our commitment, two, to get us evidence of what he has been paid so that we know what the balance because there was no record anywhere and thirdly he should get us the design because there was no copy of the design anywhere, in the office of the governor, ministry of land didn’t have it. But till today I am still waiting for him, the man disappeared not minding he was being owed. So anybody telling you he is going to do the international conference centre is a joker. But the place has been cleared, getting ready for work? Its deceit nobody is doing anything, it’s like another second Nigeria bridge under PDP. Nobody is going to do anything there, there is no design. Was it a wrong concept or what? It couldn’t have been, it’s based on any administration’s priority list. It couldn’t have been. What are you doing with international conference centre, yes desirable to have it in Enugu we searched for eight years for people to come and take over that place and develop it in a PPP arrangement because to use public fund to develop it would have been irresponsible.

Nigeria’s President, Muhammadu Buhari, at the start of the week launched his re-election campaign manifesto in which he boasted of having built the ‘foundational work’ to trudge up the stairs to the ‘next level’.

Campaigns for the 2019 elections started Sunday, triggering a renewed scrutiny of the candidates, especially Mr Buhari and his main challenger, billionaire Atiku Abubakar of the Peoples Democratic Party, a former vice president between 1999 and 2007.

As he is the incumbent, the candidacy of Mr Buhari faces critical reviews – no less than Mr Atiku’s though – as the country footslogs around economic and security challenges.

More Nigerians are falling into joblessness, and herdsmen-farmers conflicts have claimed thousands of lives in the past years, with implications for the country’s stability and unity, local and international reports show.

Nigeria has recorded big gains regarding the war against the Boko Haram terrorists who once controlled close to a score of local government areas in the country’s North-east under the PDP – but they still fatally hit targets, including the military and civilians, and many people displaced are not able to return home.

But Mr Buhari insists he has not reneged on the promises -security, economy and anti-corruption – that he rode on to win the 2015 election for his current term.

He argues his efforts have only amounted to helping the country out of a ‘depth of decay’ and then a foundation, which, if re-elected, would serve as a basis for a stronger country – the next level.

“We have worked hard to fulfil our promises – and while the road may have been difficult, over the last three and a half years, we have laid the foundations for a strong, stable and prosperous country for the majority of our people,” reads the campaign manifesto of Mr Buhari.

It adds: “Foundational work is not often visible, neither is it glamorous – but it is vital to achieving the kind of country we desire. Judging by the prior depth of decay, deterioration and disrepair that Nigeria had sunken into, we are certain that these past few years have put us in good stead to trudge on the NEXT LEVEL of building an even stronger nation for our people.”

PREMIUM TIMES has reviewed the document. The president is seeking votes to pursue five-pronged agenda if he is re-elected, according to our analysis.



1. Jobs

Government’s own official information shows Mr Buhari has presided over a worsening national job situation, with unemployment rate standing at 18.8 per cent -15.9 million people – by the third quarter of 2017 up from 16.2 per cent in the earlier quarter.

The country’s statistics bureau has not released new data on the job situation since 2017, warranting criticisms the body is failing due to political considerations.

This situation negatively relates to the government’s efforts such as Anchor Borrowers’ Programme, N-Power, improving Ease of Doing Business.

In the re-election manifesto, not much is different, however, but the targets are bigger. There are five main ways it says the jobs creation agenda would be pursued if re-elected.

One, in the second term, which Mr Buhari calls the next level, N-Power would engage one million graduates and then there is a promise to skill up 10 million people under a voucher system in partnership with private sector.

Two, several millions of jobs are to be created through agriculture, including having the “Anchor Borrowers’ Programme to support input and jobs to one million farmers; Livestock Transformation Plan to create 1.5 million jobs along dairy, beef, hide and skin, blood meal, crops; and Agriculture Mechanisation Policy with tractors and processors to create 5 million jobs.”

Three, Mr Buhari promises to provide $500 million in funding for the tech and creative industry to create 500 thousand jobs and train 200,000 youth for outsourcing market in technology, services and entertainment.

Four, further jobs would be created with the creation of Regional Industrial Parks and Special Economic Zones, and “Next Level of 109 Special Production and Processing Centres (SPPCs) to spur production and value additive processing (as well as) Tractors and Processors Plan in Each Senatorial Districtv.

Five, Mr Buhari also vows ‘300,000 extra jobs’ for vendors and farmers by increasing the number of children fed under the school feeding programme from 9.2 million to 15 million.



2. Infrastructure

Unveiling his second term plans toimprove the country’s infrastructure desperately needed to buoy the economy and ease living for citizens, Mr Buhari commits to four areas, expectedly roads, rail, power, and the Internet, marked to be treated as ‘a critical infrastructure’.

Mainly, he promises to complete the Second Niger Bridge, in the works for years before his coming, and “the phased works in each state of the federation”.

Several roads in Nigeria are in a bad state and works on them have been for several years, gulping billions of taxpayers’ money with dismal results. Mr Buhari now promises to complete these projects if he is re-elected.

On the railway, he says he would complete the Lagos- Ibadan-Kano Rail, Eastern Rail (Port-Harcourt-Maiduguri) taking the network through Aba, all South-east state capitals, Makurdi, Jos, Bauchi and Gombe, and the Coastal Rail (Lagos-Calabar).

He promises to move broadband coverage to120,000km of fibre network across Nigeria, after ‘addressing uniform Right of Way charges’, and prioritise Internet access to education, markets, primary healthcare and business clusters.

Through renewable, clean energy sources such as solar, he wants to ‘energise’ universities and up to 300 markets across the country to have an uninterrupted power supply.

Then, further on power, he promises “a minimum of 1,000 MW New Generation incremental Power capacity per annum on the Grid; Distribution to get to 7,000 MW under Distribution Expansion programme”.

3. Business, Entrepreneurship Development

A string of plans towards facilitating business and entrepreneurship also feature in the Buhari next level plan. These include ‘people moni bank’, ‘entrepreneurship bank’, easing business process, and MSMEs clinics.

Under the people moni scheme, there would be a consolidation of the current trader moni, market moni and farmer moni schemes, targeting 10 million Nigerians from ‘the current 2.3 million’.

Then, the entrepreneurship bank is proposed to be tech-enabled and offer credit, capacity building and business plan support to young entrepreneurs.



For ease of doing business, he promises to “legislate and enforce deadlines for issuance of government licences and permits” and “simplify investments, customs, immigration, trade and production procedures”.

Then, there would be one-stop shops of all regulatory agencies (CAC, NAFDAC, SON, etc) under one roof in each senatorial district as Next Level for MSMEs (MSME Clinics) in each Senatorial District.

4. Human Capital Enhancement Services – Healthcare, Education

“Every child counts will make our students digitally literate in Science, technology, engineering, arts and mathematics,” says the Buhari manifesto, adding: “all teachers will be retrained to deliver digital literacy”.

The president further vows 10,000 schools per year will be remodelled and equipped.

This may require working with states and local governments since the federal government only runs an inconsequential number of secondary (unity) schools in comparison with huge number the president says he is targeting if re-elected.

For the healthcare, he promises insurance for all using “co-payments to share the cost between individuals, the private sector and government,” while “the poorest 40 per cent will be exempted from such co-payments”.

5. Political Inclusion

The president promises to ensure 35 per cent of his appointments go to females. He does not mention if there would a piece of legislation compelling 35 per cent affirmative action on women inclusion in government – a proposal that failed in the National Assembly last year.

He also says he would increase the number of youth for appointments to boards of public agencies.

He also promises “special mentoring programme in governance with young graduates working with ministers and other senior government appointees”.

As the 2019 general election campaigns begin, President Muhammadu Buhari says his administration is committed to granting increased internet access to the poorest in the society.
According to the guide, the efforts of government in the past few years enabled internet access and promoted local content, especially among Ministries, Departments and Agencies (MDAs) of government. It stated that “following the Vice President’s visit to Silicon Valley, U.S., where he visited the headquarters of some leading global technology companies, he met Google officials. “He met with Google Chief Executive Officer, Sundar Pichai, and its top executives in July and the global tech company now provides free Wi-fi access in several public places in Nigeria. “This initiative will bridge societal gaps by providing free internet access to some of the poorest in the society. “It will grant access to information, tools of education, improved business and job opportunities and expansion for many Nigerians.” It further said that the free internet access was in line with the administration’s plan to improve the country’s technology sector and leverage on the gains that a data-driven digital economy could offer. It added that Information Communication Technology (ICT) was the new oil, adding that oil revenues were no longer sustainable. The guide indicated that the first free Wi-fi sites were rolled out in some parts of Lagos State. Corroborating President Buhari’s achievements, Mrs Titi Akinsomi, Google Nigeria Public Policy Lead, said “Google is highly committed to granting internet access to Nigerians. “We are here to develop to make the promise of the digital economy a reality in Nigeria.” Akinsomi recognised that internet access was like a venture and the company was targeting 200 free Wi-Fi sites in the country in the next one year. Akinsomi further said that “we are being deliberate about going to where there is need: we have been doing a lot of training in digital skills and development training skills, we follow the people.” The News Agency of Nigeria (NAN) reports that Vice President Yemi Osibanjo in July embarked on a three-day tour of the world’s technology capital, the Silicon Valley in the U.S., to learn and to boost the country’s new investments in evolving technology and entertainment sectors.

Chime told journalists in Enugu yesterday that the President had done a lot for the people to warrant their support. Buhari never experienced Igbo support, yet he improved on electricity, road projects and others. “If I have a president from Cameroun who will provide the zone with infrastructure, I will vote for him because politics is all about performance and not plum positions that amount to nothing. “We should be interested in what we get as a people and not about appointments. Igbos do not like themselves. “You see, APC inherited a lot of problems in governance. You do not expect the government to perform magic. There is no magic. “South East Governors then complained in all the meetings we had with the PDP Federal Government on poor infrastructure in the zone, but nothing happened. “PDP has not changed. The same people that killed PDP are still in charge. “Atiku promised to serve one term but he came out with a policy document that stretched over six years. This is not the time to deceive our people,” he said. On restructuring, Chime, a constitutional lawyer, said it was part of the confusion PDP was bringing about, adding that restructuring could not happen without amending the constitution. “You cannot do restructuring without amending the constitution. The major step is to amend the constitution and make provision for referendum. “Nobody has come up with the way to implement it. There is no provision for referendum in the constitution of the Federal Republic of Nigeria,” he said. The former governor, however, expressed dismay that present day politicians no longer have sense of contentment. “In politics, we do not have sense of contentment. We go into politics and want to die in politics. -Section 43 of the Public Procurement Act makes provision for emergency procurement, in which case the procuring entity is allowed to engage in direct contracting for goods and file a report thereafter with the Bureau of Public Procurement.

-In any situation where the companies were considered under emergency and alleged to have fake documents, the liability lies on the owners of the companies to prove otherwise.

-Still on alleged violations; NEMA wrote to BPP for “No Objection Certificate”. The BPP replied, confirmed that the situation was Emergency and did not fault our action in any way.

-On the issue of documentation of the companies, the submission to BPP was made with the available document submitted to NEMA during the procurement process.

An Abuja Division of the Federal High Court has struck out the no-case submission argued by the founder of Daar Communications, Raymond Dokpesi.

The judge, John Tsoho, gave the ruling on Wednesday. He said the defendant’s argument that he has no case to answer is false.

“I hereby strike out the application,” the judge said.

Mr Dokpesi on May 28 told the court that he would be making a no-case submission to wrap up his trial after the Economic and Financial Crimes Commission (EFCC) closed its corruption case against him.

The owner of Nigeria’s first private radio station is facing trial for the alleged diversion of N2.1 billion received from the office of former National Security Adviser, Sambo Dasuki.

But Mr Tsoho said the defendant (Mr Dokpesi) would have to explain to the court his own side of the matter.

Mr Tsoho, therefore, adjourned the matter to February 20 and 21 next year for the continuation of trial.

Mr Dokpesi, who denies the allegations against him, has also accused the federal government of defamation of character.

The Nigerian presidency has condemned an opinion article published by former secretary of state for International Development in the United Kingdom (UK), Priti Patel, calling on investors to be wary about investing in Nigeria.

Ms Patel, a British parliamentarian, wrote in City A. M., a free daily Business newspaper in London warning investors to steer clear of Nigeria.

She advised that “investors should know of the corrosive effect of corruption, as well as the lack of transparency and associated difficulties of doing business in certain countries.

“In Nigeria, the unhappy experience of the firm founded by two Irishmen, Process and Industrial Development (P&ID), is a case in point, and demonstrates the risk that businesses will face in Nigeria”.

PREMIUM TIMES had exclusively reported how a U.S. District Court in Washington D.C. affirmed a $6.59 billion arbitral award, plus $2.30 billion interest, against Nigeria.

This was after Nigeria failed to show up in court to defend the matter.

The naira value of the amount came to about N2.7 trillion (at the Central Bank of Nigeria’s rate of N306 to one U.S Dollar).

PREMIUM TIMES became aware that the country would have paid less than 10 per cent of the $8.9 billion award if the Muhammadu Buhari administration had acted in line with a recommendation passed to it by the preceding Goodluck Jonathan regime.

Ms Patel said “in 2010, P&ID signed a 20-year contract with the Nigerian government to create a new natural gas development refinery, but the project fell through after the Nigerian government reneged on its contractual commitments.

“Upon taking office, President Buhari promptly cancelled a compensation settlement, and has done his level best to pretend Nigeria’s obligations to P&ID do not exist,” she said.



She also said since Mr Buhari reneged on this deal, “P&ID has undertaken legal efforts to affirm a tribunal award, first decided in London. It also made several attempts in court to force the Nigerian government to respect its obligations.

“The most recent court decision at a London tribunal confirmed that the Nigerian government owes P&ID almost $9bn for the initial breach of contract, loss of income, additional costs, and interest accrued after five years of non-payment.

“However, the Nigerian government has continued to flout international law and convention, and it refuses to respect the various court decisions.

“Investors must consider this long-running scandal and weigh this obstinance against Nigeria’s mishandled economic potential,” she said.

No Evidence Of Wrongdoing

The presidency on Tuesday, responded, saying Ms Patel’s “wicked proposition is lacking in substance and devoid of merit in empirical evidence established by facts”.

The response issued by presidential spokesperson, Garba Shehu, said her claim that despite Mr Buhari’s public anti-corruption platform, Nigeria has not seen any reduction in corruption since he took office, “trumpeting a so-called Transparency International report is a false fabrication that cannot be supported by the facts on the ground”.

Mr Shehu said by the time Mr Buhari was sworn in and took office, the only amount in the anti-corruption recovery account over 16 years of the People’s Democratic Party (PDP) was only two billion Naira (N2 billion).

“This account has succeeded in netting over four hundred billion Naira (N400 bn) as of today, translating to 1,360 per cent increase. This cannot amount to nothing, in terms of progress,” he said.

He also said when it comes to policy decisions, the Buhari administration has put in place instruments that have “extraordinarily and unprecedentedly reduced corruption and corrupt practices.”



He gave as example, the Treasury Single Accoun (TSA) put in place by the Goodluck Jonathan administration but more implemented by the Buhari administration. He said this has led to greater visibility and control of government funds by way of consolidating government resources in an account as against the past where such accounts are scattered.

Mr Shehu also said the Bank Verification Number, (BVN), scheme has equally helped the government prevent money laundering, financing terrorism and illicit cash transfers.

“This administration has introduced the IPPS, which implementation has led to an extraordinary reduction of ghost workers, saving the treasury billions of Naira every month.

“The Whistle Blower mechanism put in place has yielded enormously to the treasury and reduced corruption.

In addition to several and urgent legislations targeted at the reduction of corruption, the administration has equally signed a number of highly rewarding Mutual Legal Assistance with a number countries that have translated to tremendous recoveries,” he said.

The presidential spokesperson said the issue of the lack of security of investment raised by Ms Patel is equally false and untenable.

He said Nigeria has recognised the right of the investor, both local and foreign, as enshrined in the nation’s constitution which states clearly that no investment can be taken from its owners without recourse to the law.

“Given the constitution, you don’t even need international protection for assets held in this country.

“In addition to the constitution, there exist several laws allowing protection for investments.

“Beyond this, this administration has moved forward by recognising arbitration processes. The judiciary in the country has a Practice Code to give legitimacy to awards and arbitration clauses in agreements.

“Cumulatively, we have established a proper climate of investment on account of which, the nation has gained 24 points of excellence in the global ease of doing business index,” he said.

As for the specific case of the agreement in 2010, between the NNPC and the P&ID for a 20-year contract to create a new natural gas development refinery, which appears to be the main issue raised by the UK MP, Mr Shehu said it is “a project that fell through after a past Nigerian government reneged on its contractual commitments, we do not wish to plead the government’s case in the press”.



He said the government of Nigeria, in recognition of the sanctity of the judiciary, has submitted to the jurisdiction of a court in the United States to determine the issues in dispute.

“What we can only say at this point is that Nigerians need to pity their own country for the way things were done in the past.

“Before the coming of the Buhari administration, there existed in the country a racket encompassing elements in the three arms of government, the executive, legislature and the judiciary through the activities of which artificial, engineered and factored breaches of contract are made, judgments are obtained, appeals are delayed and the penalty imposed is paid and shared.

“In the fullness of time, more will be said by the Minister of Justice and Attorney General of the federation,” Mr Shehu said.

In 2015, the total number of roads completed nationwide was 80 kilometres. In 2016 after we took over, we completed , 274 kilometres of road, 478 kilometres in 2017 and 474 kilometers in 2018. “Electric generation has moved from 4000 Megawatts that we met to 7000MW. That’s an increase of 3000MW, an average of 1000MW a year. We have started an IPP in 9 universities in Nigeria. And I think this is what the report is all about. These challenges not only threaten the security of lives and property of our people but also the sovereignty, territorial integrity of our country. “We are confronted by Boko Haram insurgency in the North East, worrisome conflict with respect to farmers and herdsmen which has resulted in wanton destruction of lives and property across the country. President Muhammadu Buhari on Saturday pledged to renovate 10,000 schools each year, across Nigeria if re-elected for a second term in office.

Mr Buhari made the promise during the public presentation of his campaign manual and a “Next Level” document at the conference centre of State House Presidential Villa Abuja.

Mr Buhari said if re-elected, he will focus on education.

“Perhaps our biggest ambition yet is the overhaul of our education sector. Every child counts – and simply, whatever it takes to prepare our teachers, curriculum and classrooms to attain the right

educational goals that grow our country, will be done.

“We will remodel 10,000 schools every

year and retrain our teachers to impart science, technology, engineering, art and mathematics using coding, animation, robotics to re-interpret our curriculum,” he said.

Mr Buhari would have to work with state governments to achieve such target as the federal government does not own up to 10,000 schools. Public primary schools are currently owned by states and local governments while the federal government only owns about a hundred secondary schools. Like primary schools, states, local governments and private organisations and individuals own majority of remainder.

The president’s statement is expected to again throw up the restructuring debate, especially revenue allocation that has made states essentially become appendages of the federal government and virtually unable to survive.

Mr Buhari has not committed to a review of the revenue sharing formula despite calls including by governors of the ruling APC to do so.



On Sunday, the president said for Nigeria to develop, “moral integrity and conscience must continue to form the dominant character of our nation and its leadership”.

He also spoke about the fight against corruption in Nigeria. He said corruption continues to be an existential threat to the country.

“Despite the gains we have made in closing the gates, we know that there is still much ground to cover to stop systemic corruption. We are committed to deepening the work we started this first time such that the nation’s assets and resources continue to be organised and utilised to do good for the majority of our people.

“The next four years will be quite significant for our country. Nigeria is faced with a choice to keep building a new Nigeria- making a break from its tainted past which favoured an opportunistic few.

“Our choices will shape us – our economic

security and our future prosperity. Nigeria, more than ever before, needs a stable and people-focused government to move the agenda for our country forward,” he said.

Mr Buhari also said he has worked hard to fulfill the promises he made before the 2015 election.

“While the road may have been difficult,

over the last three and a half years, we have laid the foundations for a strong, stable and prosperous country for the majority of our people,” he said.

The president said foundational work is not often visible, neither is it glamorous. He said, however, that it is vital to achieving the kind of country Nigerians desire.



He said judging by the “prior depth of decay, deterioration and disrepair” that Nigeria had sunken into, his administration in the last few years put the country in good stead to trudge on to the next level of building an even stronger nation for our people.

“First things had to come first. We were a nation at war – but we delivered on our commitment to secure the territorial integrity of our nation in the face of a raging insurgency that devastated many parts of the North East.

“We liberated 17 Local Government Areas from the grip of insurgency. Brokering and sustaining peace in the Niger Delta has also been crucial to stabilising the polity.

“Despite the difficult circumstances presented by weak oil prices and reduced oil production, we delivered on our commitment to make public investments to spur economic growth, job creation, and broad-based prosperity.

“Agriculture continues to expand our economic base, as do our investments in our deficient infrastructure across the length and breadth of this nation,” he said.

The president said he implemented a responsible and transparent fiscal plan for the challenging economic times that saw the government doing more even with lesser oil revenues.

Mr Buhari again took a swipe on immediate past administration of the Peoples Democratic Party (PDP) for what he called “the grand-scale corruption perpetuated by the highest office in the land” which, he said “has been nipped in the bud just as the Treasury Saving Account has made it more difficult for ministries, departments and agencies to

exercise the unrestrained liberties that helped foster a climate conducive to corruption.”

Listing some of his achievements, Mr Buhari said his administration supported state governments with a bailout that enabled them to pay workers on their payroll.

He said he also took an unprecedented step towards creating a fairer and more equitable society by implementing Africa’s biggest social investment programme.

He said through the National Social Investments Programme, the government is providing direct support to over 12 million Nigerians who need it by giving relief and assistance to unemployed youth, children, the weak and vulnerable as well as small and medium businesses.

“But even as we lay the foundation for a stable and prosperous nation, we acknowledge there is still much work to build on. The next level of effort has an immense focus on job creation.



“From an enlargement of the N-Power programme to investing in technology and creative jobs to agriculture and others, there is scope for 10 million new jobs.

“The march away from a mono-economy must continue with our focus on an industrialisation plan coming to fore.

“With specific plans underway to exploit the comparative advantage of the geo political zones and different states by developing 6 Industrial Parks and 109 Special Production and Processing Centres (SPPCs) across each senatorial district, our incremental move away from oil dependence is assured.

“In addition, our development of the Special Economic Zones will quickly concretise our Made in Nigeria for Export (MINE) plan,” he said.

He also said to sustain food production and value addition, a mechanisation policy for agriculture will make tractors and processors easily accessible and available for farmers across Nigeria.

“We will continue a wide scale skilling policy, prioritising technology to reach the demography of young people within the productive sector on a massive scale even as we create jobs and growth within our economy,” he said.

Minister of Transportation and Director-General of the Muhammadu Buhari Presidential Campaign Organisation, Mr. Rotimi Amaechi, has said the Peoples Democratic Party’s (PDP) presidential candidate, Alhaji Atiku Abubakar, is no match for President Buhari in the forthcoming presidential election.

Amaechi, a former governor of Rivers State, who was a guest on the ‘Morning Show’ of ARISE News, a broadcast arm of THISDAY, yesterday, boasted that judging from the anti-corruption reputation of the Buhari-led All Progressives Congress (APC) government, the PDP and its candidate will be a mismatch for his party in 2019.

He noted that evaluating the performances of the incumbent Nigerian leader in comparison with previous administrations under the opposition party, would further reduce the chances of the PDP, which he labelled as corrupt and unfit to take Nigeria to the Promised Land.

Asked if, as the D-G of the president’s re- election bid, he feels the ruling party feels uneasy that the PDP has a very strong team in Atiku/Obi, Amaechi said, “I am telling you clearly, we have nothing to fear about; I am not joking.”

He said for his party and the people of Nigeria, the next general election in February 2019 would be another opportunity to critically look at the issue of who has the known antecedent to genuinely tackle corruption and that by reputation, the PDP could not contend against the APC in terms of corruption perception.

“As soon as PDP elected its presidential candidate, the first thing that went to the social media was corruption. I am not saying whether he is corrupt or not, but the first battle you had in the social media was to battle the issue of corruption and those issues of corruption were the things said by ex-President Obasanjo,” he stated.

On the celebrated reconciliation between Obasanjo and Atiku, Amaechi said their vituperative attacks against each other will also be made public for Nigerians to decide, saying: “Their statements are in the public. We would get back all those statements to the table.”

According to him, “There are two issues that we will be focusing on, corruption; Nigerians will have to decide whether to go back to the stealing, where Nigerian government was borrowing money to pay salary. We are not borrowing money to pay salary now; where we were importing tomatoes, when we can plant tomatoes at home; when we were buying about 500,000 eggs per day from South Africa; and now that we are producing the eggs.

“The reason is that there are too many issues to debate about. For 16 years, Vice President Abubakar was in power for eight years, did they do anything on railways, the answer is no. I saw in my office, contracts awarded by the last government, to Nigerians who do not know anything about railways. To build a narrow gauge, how much was spent? That is why I said I would not pay and I won’t pay, when I leave the next person can pay them because these Nigerians did nothing and they are asking to be paid for having rehabilitated the narrow gauge.”

Buhari’s chief campaign manager said the PDP doesn’t offer any alternative, contending that he could not see any real opposition to his candidate.

Explaining why Nigerians have not witnessed much in terms of infrastructure, especially roads despite claims by the administration that it is spending huge amounts on the sector, Amaechi said weather and other natural factors have delayed work at most of the sites.

He said there are ongoing construction works in most parts of the country, adding that the APC-led administration has been able to implement capital budget almost at a 100 per cent rating as against a dismal situation during the past administration.

The minister listed several ongoing road projects and railway facilities, which he said the Buhari-led administration has invested hugely in the last three and half years.
On the forthcoming campaigns, Amaechi said it will be issues-based.

He denied that the party ever promised to make naira equivalent to dollar during the 2015 elections.
Amaechi said, “We will be telling Nigerians the same thing – don’t let thieves come to power again. The president never said he will make naira equal to dollar. We are not that cheap economists, we don’t practice voodoo economy.
“The president was clear during his campaign. ‘I will ensure that insecurity is tackled; I will ensure that we rebuild the economy and create employment; I will ensure that corruption is tackled because corruption is the basis in which we are finding ourselves into these entire problems.

“I give you this example, by the time we assumed office, we discover that PDP had taken $2 billion from the Central Bank of Nigeria (CBN) and we followed the money. It was in everybody’s private pockets. The railway line from Lagos to Kano is $2.6 billion. So, we would have had two times that project with the money.”

Responding to the allegations of bias against Buhari in his fight against corruption, and the fact that he and others in APC have been shielded from prosecution on corruption allegations, Amaechi said he was ready to submit himself to investigation any day, any time.

President Muhammadu Buhari has given consent for the renewal of three Oil Mining Licences (OML) belonging to oil and gas firm, Seplat Petroleum Development Company Plc.

A disclosure sent to the Nigerian Stock Exchange (NSE) on Thursday said the president gave consent for the renewal of the three licences––OMLs 4, 38 and 41––to a new expiry date of 21 October 2038. Mr Buhari, who is also Nigeria’s petroleum minister granted the approval after the company paid a renewal bonus of $25.9 million, the disclosure said.

Seplat Petroleum Development Company is a Nigerian indigenous oil and gas company listed on both the Nigeria Stock Exchange and London Stock Exchange.

According to the disclosure, signed by Roger Brown, Seplat’s Chief Financial Officer, the company holds a 45 per cent working interest in OMLs 4, 38 and 41. Mr Brown added that in the first nine months of 2018, production from the licenses accounted for 92 per cent of Seplat’s total oil production and 100 per cent of Seplat’s gas production.

“In connection with the licence renewal Seplat has paid in full a Renewal Bonus of US$25.9 million, thus ensuring all conditions for license renewal have been met,” the disclosure said.

“The Company is now working with the Department of Petroleum Resources to obtain the updated title deeds in connection with the renewal.”

On his part, Austin Avuru, Seplat’s Chief Executive Officer, assured that after the renewal, the company would now invest in the Nigerian oil and gas industry with confidence.

“We are delighted to have concluded the early renewal of our core producing licenses, OMLs 4, 38 and 41,” he was quoted to have said.

“With the extension of the license to 2038 secured, we can now invest with confidence long into the future as we seek to further realise the full oil and gas potential of the licenses and continue to deliver value to all of our stakeholders.”
