This can't get you a small shop in most part of Lagos,not to talk of an apartment. It is God that blesses the work of our hands,yes location is important for certain jobs to flourish,but generally you can make it where you are.
There are poor people in Lagos with all it's opportunities and there are rich people in Owerri with it's limited opportunities. So pray to God to bless what you do.
My suggestion,stay at Owerri, learning skills today is mostly digital and online,not location based. So use your phone or computer and internet to learn something,and be persistent and passionate about it. As you apply your skill,I pray God will open doors of better and greater opportunities for you.

RAM issue likely. Remove the ram and clean the golden edges with eraser and place it bad.
If it doesn't work,you might need a RAM replacement.
But giving it to an engineer to check is the best way to know the exact issue.
