You missed the point. I'm am not trying to exonerate the government of blame. (It is not a zero sum game).
The development for that rice strain wasn't funded by the government. It was done by prominent members of the rice farmers association of Nigeria. How much did it cost to fund it? A molecular fraction of the funds the same sector receives for R & D from the government yearly.
Cartel here, doesn't refer to a sinister organisation.
