Politics › Lets Put A Spotlight On The Revenue Mobilization Allocation And Fiscal Commissio by hahn(op): 10:31am On Jun 18, 2015
I believe it is high time Nigerians learn how to direct their grieviances at the right quarters. During the past week there has been a serious backlash on the N9B that has been allocated for "wardrobe allowance" by many Nigerian citizens and we have all protested, in our own way, against the total waste and total lack of consideration of Nigeria's resources in these trying times and indeed of the plight of many Nigerians, especially civil servant who haven't been paid salaries over several months, who have found it difficult to cope with the harsh economic realities that we are being faced with.

However, what most people have failed to realise is that the "wardrobe allowance" is just a tip of the iceberg. We still have to contend with other "irrelevant" allowances such as the feeding, housing, newspaper, hardship and other allowances that will no doubt also run into billions of naira.

Now, I was thinking and it struck me when I realised that neither the presidency nor even the senate or house of reps have the power to reduce the current salaries or our "leaders". This responsibility is solely of the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC). However, it seems quite strange that no one has directed their grieviances at them or the chairman and indeed lots of people don't even know who the chairman is!

That is the point of this thread. I was able to get some information from their website @ http://www.rmafc.gov.ng. You can also do your research.

RMAFC - Functions

The Commission derives its powers and constitutional functions from paragraph 32 of Part I of the Third Schedule to the 1999 Constitution of the Federal Republic of Nigeria. The Commission, accordingly, has been vested, constitutionally, with powers and responsibilities to:

Monitor the accruals into and disbursement of revenue from the Federation Account;
Review from time to time, the revenue allocation formulae and principles in operation to ensure conformity with changing realities: Provided that any revenue formula which has been accepted by an Act of the National Assembly shall remain in force for a period of not less than five years from the date of commencement of the Act;
Advise the Federal, State and Local Governments on fiscal efficiency and methods by which their revenue is to be increased;
Determine the remuneration appropriate to political office holders, including the President, Vice-President, Governors, Deputy Governors, Ministers, Commissioners, Special Advisers, Legislators and the holders of the offices mention in Section 84 and 124 of the Constitution; and
Discharge such other functions as are conferred on the Commission by the constitution or any Act of the National Assembly.

RMAFC - Autonomy

The Commission is an autonomous body and is not subject to the direction or control of any other authority or person in the exercise of its power to make appointments or to exercise disciplinary control over persons.

Unlike in the past where Ad-hoc Committees and Commissions were set up to review the fiscal arrangements in the country, the Commission is now a permanent institution. As a permanent institution, the Commission’s approaches shall necessarily be different from those of previous Ad-hoc bodies. Two of these differences are worth highlighting. First, the reports of the Commission will be more frequent, and be in memo form. Secondly, its assignments will be carried out in a more discrete manner. Yet, the Commission wants to benefit from as wide and varied a viewpoint as possible, it organizes seminars, engages in frequent brainstorming sessions and uses the services of consultants and media where and when necessary. It welcomes memoranda, particularly those objectively put forward by institutions, groups and individuals.

RMAFC - Organizational Structure

An Executive Chairman, Engr. Elias N. Mbam, FNSE, heads the new Revenue Mobilization Allocation and Fiscal Commission. It has a board comprising a member from each State of the Federation and the Federal Capital Territory. It also has the management comprising the senior staff that undertakes the regular civil service routines. The Commission has the office of the Chairman with operational units, the office of the Secretary and seven departments namely:
Department of Allocation
Department of Mobilization
Department of Human Resources
Department of Planning, Research and Statistics
Department of Finance and Accounts
Department of Fiscal Efficiency
Department of Oil & Gas
Procurement Division
Servicom Division
Public Relations and Information Unit
Legal Unit
Internal Audit Unit
Protocol Unit
Information and Communication Technology (ICT Unit)
Maintenance Unit
Clinic Unit

The chairman Engr. Elias N. Mbam is the one that should be held accountable for this outrageous salaries earned by our "leaders".

What is this man's twitter account? How long has he been the chairman? Concerned Nigerians should put this man on the spot light.

And so what ? Channel your grievance to the State and Local government authority, the arm of governments saddled with the responsibility of basic primary education, and that is if the picture is actually of a school in Benue, and not a random picture sourced from the net
How many Nigerians actually know how the government is run? All we do is blame either the president or governor forgetting we also have senators, local government chairmen and other arms of government that should be held responsible for other things.

I can show you a worse picture close to my house bro. Don't doubt it. There is something like that in every state

History (both Biblical and Contemporary) is replete with examples of the frailty of Trust. I do not live in a state of blissful ignorance (not a bad state BTW) and i recognize one important fact in life.. WE ARE HUMANS. and we love to be Spiritual about everything but ourselves.

My definition of TRUST is... an undeserved level of Confidence in a Condition formed by a dynamic series of incalculable experiences)

Contrary to what we love to put our Faith in.. Trust is not absolute.. just as you cannot remain in the anointing 24/7 - 365 (even Jesus Christ had his moments) Trust is like a silk curtain moved by the air around it. It changes depth and form once the air changes in velocity and angle of attack.

If you want TRUST to remain in a certain fluid state, you must not at anytime introduce it into an environment where DOUBT can creep in without sufficient conditioning of your expectations.

As most sentimental romantics now know (sadly).. LOVE is not Forever and Trust is as far as the need for mutual benefits exist. If that balance is tilted in either direction, Trust becomes Doubt or Doubt becomes Trust. As Humans we always try to ignore Negatives and focus on the Positives. If you do that in a relationship.. you will not realize when simple subtle events start eroding the confidence levels (Trust) in your relationship.

If you can take off your sentimental cap for a few minutes let me explain - How does the Devil influence your thoughts.. it is never direct (though we believe it is) there is always a subtle change in our social, economic or religious environment. this exposes your Trust (Love, Faith, Hope etc) to a fluid area of suggestibility; where you can bend the rules a bit to appease your curiosity.. this is where doubt creeps in and trust fades.

This is because when gaps of knowledge (certainty) exists, we are uncomfortable hence we begin to make assumptions (uncertainty) to fill in those gaps. the results are not good from experience.

We are not built to be Trusting, we only aspire to be Perfect. until that happens, it is foolhardy to think that a Preacher who goes to Kalakuta Republic to preach to wee-wee smokers and scantily-clad nubian dancers will not one day fall to his dark-side.

So my EcoMan.. by all means keep your phones un-passworded and leave it freely in the hands of your loving companion - the day one facebook chic sends your an innocent message punctuated with darl...
Very interesting piece. I guess its not always easy to exclude emotion in one's reasoning. That guy is in for a big surprise because women are naturally jealous and suspect everything. Even if she trusts him 100%, as he would like to assume, she doesn't trust ANY lady and will inevitably pass that jealousy to him. If a woman really trusts her man she should be able to extend to not touching/going through/ investigating his phone.

And he doesn't even realise that after marriage women change. He's in for a big surprise

1. Yorubas don't love their homeland. They are just cowardly and lazy. That's why they gave up their land to the British, the Binis (Lagos) and the Fulanis (Kwara) without a fight.

2. It is the Lagos State Govt that called Lagos "no man's land," not Igbos or anyone else.
Indeed the Yorubas are actually cowardly and lazy. Its only in Yorubaland that you will find a grown up mad with his wife and kids living in his mother's or grand parents house. They don't travel and thus are ignorant of other societies and tribes, remain within their own twisted logic and end up as agberos or omo oniles.

I wonder why you even bother. They'll never learn
Romance › Re: I’m A Guy Who Stopped Dating Because I Found The Next Best Thing by hahn(m): 1:36pm On Jun 16, 2015
Chubhie:
Personally, I have some reservations about the writer of the article and saw some wisdom in what he's trying to pass across.

Some guys maybe eternally happy being single than getting caught up in superficial mainstream dating rituals. Have been called up quite a few to broker a middle ground between couples and most times issues steam from being married to an entirely different personality after all the paparazzi fronts being put up during dating.

Most marriages I've been able to analyse are barely tolerating each other. Lol at women being necessary evil to be managed. I personally would elect to be a monk than manage evil. Do you think the baby mama ish is a response to escape a necessary evil?
Interesting piece. I believe the writer does have a point. However, he is only looking at the topic from a, allow me to say, immature point of view.

Before dating the questions that should be asked are "what do I expect from my spouse", "why do I even need a spouse", "what is my spouse's responsibility in the relationship", "what is my responsibility in the relationship", amonst other things.

Then again, as a male it is easy to be interested only in sleeping with the lady. As soon as that becomes your first priority, the possibility of a long term relationship becomes slim. The writer even mentioned that it is hard for him to get a second date. That's pathetic.

I'd say that the writer is dating for the wrong reason OR he has created a wrong dating scene for the kind of relationship he desires. What the writer needs is a female friend and what I mean is in other to create the level of trust and understanding he seeks, he should pick a lady and become friends with her. In a friendship, its easier to know what the other person likes or dislikes, the other person's dark secrets, their ambition etc. Then he should make that friend an intimate partner which will eventually lead to them settling down.

However, he must be able to accept her past mistakes and be able to allow a clean slate for his woman to begin a new life with him. Let's say for instance, he discovers that his beloved was once involved in a Bleep with 5 guys, he should be able to overlook the incident as just part of his lover's immaturity in the past and accept for what she is now.

Lastly, he needs a new circle of friends. In order to achieve one's goals, I believe first and foremost you MUST associate with people of similar interest OR people who have already achieved that goal. Sitting around with friends who are only interested in "point and kill" will never motivate him to own his own fish pond.

I agree with villageboi. It is important that Nigerian names are used by Nigerian writers. It gives a more original feel to the story and will also raise the curiosity of foreigners when they happen to read it.

Ill also advice you add some background noises like "generators could be heard from the next compound", "mosquitoes flying/sucking", "the candle light was on because nepa hadn't brought light in a while". That sort of thing

Oduduwa has no meaning in Yoruba or Edo language. It is a corruption of the Bini name "Imadoduwa" which means "I did not miss the path to glory."

Oduduwa was Bini Prince Ekaladerhan Imadoduwa. He didn't fall from the sky as Yoruba lying "scholars" say.

The Lagos State Govt admits that Bini Prince Ado conquered the cowardly Aworis without a shot...and you are here lying that Binis are subject to Yorubas.

Anyway I have always known you to revel in lies.
One of the reasons why people do not bother to research about their history is because they are scared to find out the truth.

Its easier to live in a lie as long as it massages ones ego and gives one a sense of self worth. Unfortunately, we live in a country where reviewing of information/knowledge/history is not regarded as relevant

Nairaland General › Re: Not All Humans Are Mentally Evolved - Opinion by hahn(m): 9:06am On Jun 16, 2015
TheDauraMallam:
Evidence over the past few thousand years has shown that not all homo sapiens are evolving at the same pace of evolution. Only a few have completed the cycle of evolution and have become human beings. They identify themselves ONLY as human beings and recognize the brotherhood and sisterhood of all human beings everywhere on the planet.

But sadly, these ones are a tiny minority because the large majority of homo sapiens walk the earth with parochial and underdeveloped minds and have not evolved fast enough to reach the above level of human evolution. This large majority do not see themselves as human beings only. They always qualify the kind of human beings they are.

Some see themselves first as a color. They identify themselves as such and discriminate and hate those who are not of their color. They perpetuate all kinds of cruelty and injustice in the belief that their color is the best color.

Others identify themselves by nationality. They believe that their nationality is the best and look down on all those who don’t share the same nationality.

For some others it is tribe, ethnicity or language. Their sub-human loyalty is first, and sometimes only, to those who share the same ethnic ancestry with them.

Another underdeveloped group identify themselves by their social standards and how much money they have. They love only those who have more or as much money as they have, and spit on those who have less. These ones are some of the most pathetic of the homo sapien species.
Then there are also those who identify themselves by religion. They fall in the category of the least evolved of all creatures that walk on two legs on the planet. These ones, like some of the others above, will maim, kill, rape and plunder in the name of religion. They believe that their gods are better than your gods and so you deserve to die and go to hell.

There are other categories, too many to mention, and they all have one thing in common. They are not human ONLY. They are SOMETHING first, before being human. And almost always, perhaps ninety-nine per cent of the time, that SOMETHING interferes with their humanity.
And, this is the scary part, the world is in the hands of these dangerous, underdeveloped homo sapien species. They control most of the world’s institutions; they control the banks, they control countries, they control the media; they control ALL the religions, almost everything. But sometimes too, they are just ordinary hardworking men and women like you and I, but with minds warped and twisted by religion, tribe, ethnicity and color.

Consequently, the rest of us who are ONLY human are an endangered species. We are always in danger of being killed or imprisoned by them or their institutions.

But we will not change; we will not become like them; we will always be human ONLY. And we will love and respect the brotherhood and sisterhood of all humans on the planet, irrespective of color, creed, ethnicity, sexual orientation, social status or nationality.
