Politics › Ringim To Retain Job Till Retirement In March by HARDDON(op): 8:38am On Jan 23, 2012
JANUARY 23, 2012 BY OLUSOLA FABIYI, FIDELIS
SORIWEI AND ADELANI ADEPEGBA, ABUJA
President
Goodluck
Jonathan
may
have
decided
not
to
relieve
the
Inspector-
General
of
Police,
Mr.
Hafiz Ringim, of his appointment, despite
widespread speculation, last week, that the IGP was
on his way out.
Speculation that Ringim might be sacked
heightened after the IG was issued a query asking
him to explain the escape of Boko Haram suspect,
Mr. Kabir Sokoto.
Sokoto, suspected to have masterminded the
Christmas Day bombing at the St. Theresa’s
Catholic Church in Madalla, Niger State, escaped
from Police custody last Monday, 24 hours after his
arrest.
Ringim enjoys a very close personal relationship
with the President as he was the Commissioner of
Police in Bayelsa State at a time the President was
the Governor of the state. The President has always
resisted calls for his sacking.
Critics have said that insecurity has worsened under
the IGP and the violent Islamic sect, Boko Haram,
has largely operated unchecked.
THE PUNCH learnt over the weekend that there was
strong pressure on Jonathan to sack Ringim, under
whose tenure the Boko Haram had bombed a string
of high profile targets including the Force
Headquarters in Abuja and the United Nations
Office complex.
However, a source in government, who pleaded
anonymity, told our correspondent that the
Presidency had decided that Ringim should keep his
job as he was bound to retire in March. The
Presidency is believed to be working on a plan for a
‘dignified’ exit for the IGP.
Some of those who lobbied for Ringim to be
retained reportedly told the President to allow him
to finish his term in March. The lobbyists, who also
copmprised some aides of the President, claimed
that the saking of the IGP could create problems for
the President with the “North”.
The source said, “There is pressure everywhere to
relieve the IG of his job. But for now, no decision
has been taken on the man.
“His reply to the query is being looked into. The
argument of some people is that he should be
allowed to go quietly in March, which is just two
months away.
“Already, January is gone; February is already here
and it is the shortest month. So, he may be allowed
to finish his tenure.”
The source, however, said the President was not
happy that Ringim handed over the suspect to Mr.
Zakari Biu, when he knew that both the officer and
the suspect were from the same town. Sokoto and
Zakare Biu are from Biu in Borno State.
“Was his action deliberate in order to facilitate the
escape of the suspect? Or did he do it, thinking that
the CP was the best officer to handle the
investigation?
“If he feels that he is capable, is he the only officer
that could do such a job? He needs to explain and
convince the investigating panel about his action.”
The source said that apart from the above, the
panel would also look at the fact, merit and demerit
of his reply to the query.
But a source in one of the security agencies said the
President was waiting for the findings of the
security committee constituted by the office of the
National Security Adviser, to probe the
circumstances leading to the escape of Sokoto.
The source said that the security committee would
interrogate the IG, the Commissioner of Police
under whose care the suspect escaped from
detention.
The source said, “You know that the Federal
Government has set up a committee to look into
this whole thing and the government is serious
about it.
“You cannot just fire top officers of the IGP status
when you are not very convinced and you don’t
have hard facts to support your action; you must
investigate such issues to arrive at decision.
“The Federal Government has set up a committee
and the committee has commenced work since, and
I think we should wait for the committee to submit
its report.”
Critics of the government have however contended
that the panel, the investigations and the search for
a new IG, were parts of a plan to waste time so that
the IGP could serve out his term.
Meanwhile, preparatory to Ringim’s eventual exit
from the force, the President has commenced a
search for a new Inspector-General of Police.
A source in the Presidency told our correspondent
that some Deputy Inspectors-General of Police and
Assistant Inspectors-General of Police had been
invited for screening at the Presidential Villa, Abuja.
The DIGs were screened by senior government
officials at the Presidential Villa last Thursday,
while the AIGs are expected to come for interviews
this week.
“The President is considering the performance and
competence of the DIGs and AIGs and he has
requested for their files to know who is best suited
for the position,” a source said.
The DIGs were said to have been conducted to the
office of the Chief of Staff from where they were
taken before a panel to answer questions on their
career and performance as police officers.
The DIGs included Mrs. Ivy Okoronkwo, Mr.
Azubuko Udah, (both representing South East geo-
political zone); Alhaji Sardauna Abubakar, (from the
North West zone); Audu Abubakar, (North East);
Mohammed Yesufu, (South-South); and Saleh
Abubakar (North Central).
The AIGs are Mohammed Zarewa-Force Secretary;
Abubakar Mohammed, Zone 1, Kano; Suleiman
Fakai- Zone 2, Lagos; AIG Ibrahim Madu, Zone 3,
Yola; and AIG Aloysius Okorie -Zone 4, Makurdi.

Politics › Boko Haram- Why We Attacked Kano by HARDDON(op): 8:24am On Jan 23, 2012
Islamic
fundamentalist
sect, Boko
Haram,
has given
reasons
for its
multiple
attacks in
Kano on
Friday.
Nearly 200
persons
died in the
attacks.
The group’s spokesperson, Abul Qaqa, told journalists in a telephone
interview on Sunday, that the group struck the city in order to prove
its worth to security agencies and Kano State Government.
The spokesman stated that the security and the Kano State
Government refused to heed to its warning that it would attack the
state if its members held in custody were not released.
Qaqa further said that the group would not t relent in fighting for the
rights of their members, many of whom he said were innocently held.
He added that Nigerian government would continue to pay for alleged
continued oppression and killing of innocent Muslims in the country.
He said, “We are only scared of Allah but no one. We must regain our
faith and freedom soon. No amount of propaganda against us will
deter us. We are guided and strengthen by Allah as you can see.”
Boko Haram, whose real name is Jama’atu Ahlisunnah Lidda’awati
Wal-Jihad, had in a letter to the Kano State Governor, Dr. Rabi’u
Kwankwaso, in August warned that it would attack the city if the
State Security Service continued hunting its members.
The letter was also copied to the Emir of Kano, Alhaji Ado Bayero;
Wamban Kano, Alhaji Abbas Sunusi; and Dan Masanin Kano, Alhaji
Yusuf Sule.
The dreaded group warned in the letter that it would deploy its men
in the state and made it worse than Maiduguri if its members held in
custody were not released.
The group also stated in the letter that it sent a similar open letter to
the late President Umar Yar’adua, security chiefs and the people of
Borno State. It stated that the its warning was taken as a joke.
It alleged that its members were unjustly killed in Bauchi, Wudil,
Gombe, Yobe and Maiduguri for sticking to the teachings of Quar’an
and Hadith.
The letter read in part, “… It have (sic)come our notice that the
present Police Commissioner, Director State Security Service and
Ward Heads have jointly started arresting our members IN YOUR
STATE (KANO) known to you or not, a situation which we will not take
lightly by the grace of ALLAH.”

Politics › ASUU Wants Jonathan Impeached by HARDDON(op): 1:19pm On Jan 12, 2012
ThE National Assembly got an “important” assignment from the Academic Staff Union of Universities (ASUU) yesterday.

The two-chamber Assembly was asked to initiate impeachment proceedings against President Goodluck Jonathan.

ASUU accused the President of letting down the academic.

Former chairman of the association at the University of Ilorin, Dr. Taiwo Oloruntoba-Oju, dropped the hint in Ilorin, the Kwara state capital during a rally against government’s decision to withdraw fuel subsidy.

He said such step became imperative following the failure of the President to heed the counsel of the federal lawmakers.

Organisers of the protest, the Labour and Civil Society Organisations (LASCO) yesterday immortalised the slain Muyideen Opobiyi by renaming the popular Post Office Roundabout in the state capital as Muyideen Opobiyi Freedom Square.

An Islamic cleric, who joined scores of protesters yesterday, led a prayer session against the removal of petrol subsidy.

The cleric said the prayer was symbolic.

The cleric asked the protesters to put their shoes on their heads and after reciting some Quaranic verses, directed that they begin to clap with the shoes.

There were also prayers from Christian leaders and traditional worshippers during the session which lasted about one hour.

At the rally, protesters marched through Sabo-Oke and Muritala areas before camping at the square where several leaders took turns to speak.

The Nigerian Bar Association (NBA) promised to offer free legal services to all workers involved in the protest.

Politics › 29 Ships Trapped As Lagos Ports Remain Shut by HARDDON(op): 4:15pm On Jan 11, 2012
JANUARY 11, 2012 BY AGENCY REPORTER
The Lagos ports remained shut on Tuesday as the nationwide strike
by labour unions and civil rights groups entered the second day,
trapping about 29 ships.
The News Agency of Nigeria reports that the strike has disrupted
scheduled traffic of international shipping to Nigeria as ships neither
berth nor go out of the ports.
The shipping position made available by the Nigerian Ports Authority
for Monday showed that about 29 ships are waiting to berth and
discharge their consignments at the ports and other oil terminals.
Fifteen of the ships are laden with petroleum products such as
kerosene, petrol, aviation fuel and ethanol, while 14 others waiting to
berth have bulk cargoes such rice, fish, bulk cement and other
containerised goods on board.
Another 81 ships are also expected to arrive in Lagos ports this
month.
There are indications that should the workers’ strike persists, there
might be congestion and a need to divert ships to neighbouring ports.
The Public Relations Officer, Nigeria Customs Service, Apapa Area 1
Command, Mr. Timi Bomodi, said that officers were at their duty
posts but that customs agents were not coming forward to process
their documents.
Mr. Lucky Amiwero, a freight forwarder, said that in addition to
looking into labour’s demand for the retention of subsidy on fuel,
government should also address a lot of problems in the maritime
industry.
He said the problems of demurrage, rents and transfer of overtime
containers to Ikorodu terminal should be addressed.
Amiwero told NAN that paying as much as N9,000 demurrage on a
container daily was too expensive.
He also condemned the on-going transfer of overtime containers to
Ikorodu terminal, saying that importers of such containers ought to
be granted some grace periods and at reduced storage charges.

Nigeria is losing a whopping N158.93bn daily to the ongoing strike by the organised labour and Civil Society groups over the removal of petroleum subsidy, investigation has revealed.

The industrial action, which enters its third day today (Wednesday), has crippled economic activities in the country.

For instance, majority of banks, petroleum stations, manufacturing companies and the nation’s airports are currently closed for business.

Apart from the N158.93bn, some lives and properties have been lost across the country to the strike.

The figure is based on the projected Gross Domestic Product for the 2012 fiscal year as contained in the national budget.

The Governor, Central Bank of Nigeria, Mr. Lamido Sanusi, had while appearing on a television programme on Tuesday to shed light on the economic benefits of the removal of petroleum subsidy, hinted that an analysis of the GDP would reveal the financial loss to the strike.

Sanusi, who appeared on the programme with the Minister of Finance Dr. Ngozi Okonjo-Iweala, said the GDP was one of the most acceptable ways of computing the economic loss. He, however, did not give any figure.

A country’s GDP is a measure of activities that shows the productive capacity of all the sectors of the economy.

It is thus the value of all goods and services produced within the borders of that country over a given period.

President Goodluck Jonathan had on December 13, 2011, presented the 2012 budget to a joint session of the National Assembly.

The N4.749tn fiscal document, which puts the estimated revenue at N3.644tn, leaves a deficit of N1.105tn or 2.77 per cent of the country’s GDP.

But an analysis of the budget done by our correspondent indicates that if the nation’s deficit of N1.105tn is 2.77 per cent of the GDP, it implies that the projected value of the GDP for the country in 2012 is N39.89tn.

There are 365 days in a year, made up of 251 working days and 124 work-free days (52 Saturdays, 52 Sundays, and 10 days of public holidays).

The public holidays are New Year’s day (January 1); Id-el-Maulud (February 26); Good Friday (April 2); May Day (May 1); Id-el-Fitri (September 12); National Day (October 1), Id-el-Kabir (November 18); Christmas Day (December 25) and Boxing Day (December 26).

The N158.93bn is arrived at when the GDP figure of N39.89tn is divided by the 251 working days in the year.

The Statistician-General of the National Bureau of Statistics, Dr. Yemi Kale, had hinted in Abuja that in arriving at the GDP figure, data from 33 activities across three main sectors of agriculture, industry and services were collected.

For instance, the NBS boss had while giving out the GDP figure for the third quarter of 2011, said that in real terms, the country’s output grew by 7.4 per cent.

The 2011 third quarter GDP figure represents a decline of 0.46 per cent when compared to what was recorded in the corresponding period of 2010.

The fourth quarter GDP figure is currently being computed by the NBS.

Kale had said, “In real terms, the GDP in third quarter of 2011 grew by 7.40 per cent as against 7.86 per cent in the corresponding quarter of 2010. The 0.46 per cent in growth is attributable to a decline in oil growth, which fell in real terms by 0.34 per cent in third quarter of 2011 as opposed to 5.08 per cent in the corresponding quarter of 2010.

“Crude oil production with its associated gas component, for example, fell from 2.49 million barrels per day on average in the second quarter to 2.36 million barrels per day on average in third quarter of 2011.”

Militant Islamist group Boko Haram claimed responsibility Wednesday for an attack on a bar in Potiskum, in north-eastern Nigeria, which killed eight people.

Members of the sect stormed the bar and opened fire at around 9pm (2000 GMT) on Tuesday. Among the dead was a policemen, according to witness Dauda Waziri.

"As we were leaving, we saw three men dressed like (nomadic) Tuaregs approaching the bar. Shortly after, we heard gunshots and ran for our lives," Waziri told dpa.

The attack was in Yobe, one of the states in Nigeria's majority-Muslim north that President Goodluck Jonathan declared last week to be under a state of emergency.

Also on Tuesday, in the mostly-Christian south, at least five people died when a mosque and Islamic school were set alight in Benin city, according to Red Cross officials who spoke to the BBC.

Sectarian violence has forced thousands of people at either end of the country to flee their homes.

Subsidy Protests: Day 3: NLC orders
sit-at-home
By Eubaldus Enahoro Last updated: Wed, 11 Ja
Benin City- The Nigeria Labour Congress NLC and Trade Union
Congress TUC has directed workers to stay at home to observe the
nationwide strike.
In a statement yesterday in Benin City, Chairman, Edo State Council,
NLC and Chairman, TUC, Comrades Emma Ademokun and Joe Aligbe
respectively said the order became necessary due to assaults on
citizens who are part of the oppressed class.
“It is against this background that we feel pained and sad that some
persons whose agenda we see as mischievous, callous and inhuman
unleashed mayhem on very innocent persons, “ they stated., Acting
Secretary-General Mr. Owei Lakemfa had earlier called on members
of the union and its affilliate organisations to remain calm and
peaceful while protesting the removal of fuel subsidy.
NLC and its affilliate unions embarked on a nationwide strike on
Monday over the removal of fuel subsidy by the Federal Government
on Jan. 1.
Speaking with journalists in Abuja, Lakemfa said that the strike was
generally peaceful and urged the people to avoid acts of violence.
“Nigerians are very peaceful people. Our experience is that people do
not become violent during strike until they are provoked by the
Police.
Lakemfa, who said the Federal Government had not invited labour to
dialogue since the commencement of the strike on Monday, urged
the government to take steps “to reduce the tension in the country”.
“We met with the Senate on Monday and conveyed the opinion of the
Nigerian people to its leadership.’’
Asked what would happen after the strike, he said: “I don’t know
what will happen at the end of the day; we don’t know how it will
end,’’ he said.

Thats why we have to be careful about all this protest going on under the cloak of fuel subsidy removal. Some of the protest in the north might not be unconnected with religion in the real sense of it. Much as am against the timing, yet the removal is not bad. We in the east are not part of the mad protest. The protest as we have witnessed so far in the north appears more like a religous protest even though they may say that christians are among them. The timing of the subsidy is very bad but the subsidy removal is not a bad idea provided GEJ will utilize the proceeds very well.
Guess the anger is getting extrapolated! Using the subsidy removal as a means of reaching our απϑ venting pent up boilings!
