The British government has said there is a limit to what assistance it can offer Nigeria as Boko Haram renews its attacks in the North-East. While acknowledging the complex nature of the insurgency, the British government, through its Minister of State, Foreign and Commonwealth Office, Joyce Anelay, stated that her country was in constant discussion with the Federal Government. The minister, who was fielding questions from the House of Lords on Thursday, however, said the British government was cautious of what it said about the ongoing insurgency in Nigeria. She told the parliament, “Nigeria faces a serious threat from Boko Haram. We believe that more than 3,000 people have been killed by Boko Haram this year and more than 1.5 million people have been displaced. We are aware of reports that Nigerian authorities have agreed to a ceasefire with Boko Haram and are in ongoing negotiations. We are also aware of reports of Boko Haram attacks since the ceasefire announcement. We monitor events closely. “Boko Haram deliberately targets the weak and vulnerable, causing suffering in communities of differing faiths and ethnicities. It has no regard for human life. We are in continual discussion with the Nigerian authorities to press exactly as the noble Baroness says, and we give as much support as we can in intelligence matters.” During the question-and-answer session, a member of parliament, Caroline Cox, who had made visits to areas worst hit by current militants’ insurrection, urged the British government to put pressure on Nigeria to be more effective in tackling the insurgency. “I thank the minister for that sympathetic reply. Is she aware that I have visited areas afflicted by Boko Haram and found that the scale of suffering to which she refers massively exceeds that reported by the media? “Despite reports of a peace agreement with Boko Haram, to which the Minister refers, local people do not believe that the federal and state authorities are sufficiently willing or able to stop Boko Haram’s reign of terror. Therefore, will Her Majesty’s government make the strongest possible representation to the government of Nigeria to do much more to implement effective policies to protect all its citizens from this escalating terrorism?” Cox said. Responding to her questions and those posed by other members of the parliament, Anelay pointed out that Britain would give Nigeria the strongest support it could, adding that a Sentinel and Tornado GR4 aircraft had already been deployed to assist in the fight against Boko Haram. She noted, “We are therefore most cautious in what we say in these matters. What I will say is that it is for the Nigerian authorities to resolve the matter. Boko Haram denied that they had agreed to a ceasefire in a new video obtained on Friday by AFP, describing the Nigerian government claims as a lie and apparently ruling out future talks. The group’s leader, Abubakar Shekau, also claimed the 219 schoolgirls kidnapped from the remote northeast town of Chibok, in Borno state, in April had converted to Islam and been married off. In addition, Shekau said the Islamists were holding a German national, who was kidnapped in Adamawa state, also northeast Nigeria, in July The video comes after a surprise Nigerian military and presidency announcement on October 17 that a deal had been reached with the militants to end hostilities. A senior presidential aide to Goodluck Jonathan also said agreement had been reached to free the schoolgirls, whose abduction sparked global anger and demands for their release. There was immediate scepticism about both claims because of previous assertions of ceasefires and the identity of the purported Boko Haram envoy at the supposed talks, Danladi Ahmadu. Violence — and fresh kidnappings — have continued unabated since the announcement, including a triple bombing of a bus station in the northern city of Gombe on Friday that killed at least eight. Nigeria’s government maintains that talks were ongoing in the Chadian capital, Ndjamena. But Shekau, speaking in Hausa, dressed in military fatigues and boots with a black turban, and flanked by 15 armed fighters, said: “We have not made ceasefire with anyone… “We did not negotiate with anyone… It’s a lie. It’s a lie. We will not negotiate. What is our business with negotiation? Allah said we should not. He also said he did not know Danladi. – Kidnapped girls – There was no indication of when or where the video was shot but it was obtained through the same channels as previous communications from the group In it, Shekau mentions the Chibok girls for the first time since a video obtained on May 5, when more than 100 were shown in a rural location dressed in the hijab and reciting verses from the Koran. Then, the militant leader said many of the girls had converted to Islam but in the latest, he indicated that all of those held had become Muslims. “Don’t you know the over 200 Chibok schoolgirls have converted to Islam? They have now memorised two chapters of the Koran,” he said. Shekau previously threatened to sell the girls as slave brides and also suggested that he would be prepared to release them in exchange for Boko Haram prisoners. In the latest message, he said while laughing: “We have married them off. They are in their marital homes. Human Rights Watch said in a report published this week that Boko Haram was holding upwards of 500 women and young girls and that forced marriage was commonplace in the militant camps. One former hostage said she saw some of the Chibok girls forced to cook and clean for other women and girls who had been chosen for “special treatment because of their beauty”. – German national – Shekau’s claim in the video that they were “holding your German hostage” is the first claim of responsibility for the abduction, which happened on July 16. The German foreign ministry in Berlin said it did not want to comment when contacted by AFP. Armed gunmen kidnapped the foreigner, who was said to be a teacher at a government technical training centre in Gombi, about 100 kilometres (62 miles) from the Adamawa state capital Yola. Suspicion immediately fell on Boko Haram, which has repeatedly attacked schools teaching a so-called Western curriculum, as well as teachers and students. An offshoot of Boko Haram, Ansaru, has previously claimed the kidnapping of at least eight foreigners in northern Nigeria since 2012 but the group has been largely dormant for more than a year. The group reportedly broke with Boko Haram to specifically target foreigners instead of Nigerians and executed seven expatriates it seized from Bauchi state in 2013. In January 2012, Boko Haram kidnapped German engineer Edgar Raupach at a construction site on the outskirts of the northern city of Kano. He was killed in a military raid on a Boko Haram hideout on the outskirts of the city four months later. Kidnappings for ransom by criminal gangs are common in the oil-producing south. On October 24, armed men shot dead one German national and kidnapped another in Ogun state, southwest Nigeria. Both were working for the construction firm Julius Berger. Stephen Keshi says he will be open to return as Nigeria coach, if he was asked to do so by President Goodluck Jonathan. Nigerian President Goodluck Jonathan has ordered Keshi be reinstated as the country’s coach after he was earlier sacked by the Nigeria Football Federation (NFF). When asked if he was aware of the Presidential order on Thursday in Abuja, Keshi told AfricanFootball.com: “Well I am just hearing from you. “But if the President of my country asked me to return, who am I to refuse.” ‘Big Boss’ is at press time locked in a meeting with the country’s sports minister Tammy Danagogo. Keshi had earlier refused to comment on speculations he was to return as the country’s coach just weeks after he was eased out with Nigeria in danger of missing out on next year’s Africa Cup of Nations. Several top sources have confirmed that President Goodluck Jonathan has ordered Keshi be re-instated and given a contract. Human Rights Watch (HRW) has released a new report detailing how Boko Haram tortured, raped and forcibly converted abducted girls to Islam and also married them off to members of the sect. The report titled, “Those Terrible Weeks in their Camp - Boko Haram Violence against Women and Girls in North-east Nigeria”, gave a graphic account of how the abducted girls were used to lure members of the Civilian Joint Task Force, also known as the youth vigilante, into ambush and captivity. HRW revealed that although the April 14, 2014 abduction of 276 girls from a secondary school in Chibok brought the spotlight on the scourge of kidnapping in North-eastern Nigeria, many more girls, women and men, mostly Christians, were also kidnapped. The report highlighted the harrowing experiences of some of the abducted women and girls, many of whom remain in captivity. The report stated that members of Boko Haram had committed war crimes for which the International Criminal Court in The Hague should hold them accountable. The report noted that while much had been written about Boko Haram and the horrific threat it poses, very little is known about the abuses endured by women and girls in captivity. The report, based on field research, including interviews with victims and witnesses of abduction, documents the abduction of women and girls by Boko Haram, highlighting the harrowing experiences of some of the abducted women and girls. According to the report, there remain many more women and girls in captivity whose stories have not yet been told. The report stated: “From June through August 2014, Human Rights Watch interviewed 30 individuals who were abducted by Boko Haram between April 2013 and April 2014, and 16 others who witnessed the abductions. “The victims, including 12 students of the Chibok school who escaped from Boko Haram custody after they were abducted, provided further details of the abuses they endured. “The women and girls described how they were abducted from their homes and villages while working on the farms, fetching water, or attending school. “The victims were held in eight different Boko Haram camps that they believed to be in the 518-square kilometre Sambisa Forest Reserve and around the Gwoza hills for periods ranging from two days to three months.” According to HRW, some of the victims and analysts it interviewed said women and girls were also being used for tactical reasons, such as to lure security forces for ambushes, force payments of ransoms, or for prisoner exchange deals. The report also described the ease with which Boko Haram insurgents operated in North-east Nigeria unhindered by security agencies. It stated that witnesses described how abducted married women or those abducted with children were often released when they told Boko Haram they had converted to Islam. Some of the abducted girls and women worked for Boko Haram as cooks while others cleaned the environment and washed the clothes of the insurgents. In the camps, they described seeing other women and children — some of them infants and others as old as 65 — but were unable to say whether all of them had also been kidnapped. They were made to cook, clean and perform household chores. Some were forced to carry stolen goods seized by the insurgents after attacks. One of the interviewees said she saw some of the Chibok girls forced to cook and clean for other women and girls who had been chosen for “special treatment” because of their beauty. The women also talked about rape as well as physical violence, including one who said she had a noose placed around her neck and was threatened with death until she converted to Islam. One 15-year-old said she complained that she was too young to marry one of the militants but a Boko Haram commander dismissed her concerns, saying his five-year-old daughter got married the previous year. Other kidnapped girls helped the insurgents to carry arms while fighting raged between the insurgents and security forces. For instance, a 19-year-old woman who spent three months in the captivity of Boko Haram narrated her ordeal in the hands of her abductors: “I was told to hold the bullets and lie in the grass while they fought. They came to me for extra bullets as the fight continued during the day. “When security forces arrived at the scene and began to shoot at us, I fell down in fright. The insurgents dragged me along on the ground as they fled back to camp.” She further explained how she was ordered to kill one of the five captured civilian vigilantes brought to one of the camps of the group. “I was shaking with horror and couldn’t do it. The camp leader’s wife took the knife and killed him,” she said. The report said residents of villages and towns ravaged by Boko Haram attacks during which women and girls were abducted complained about inadequate government response to prevent attacks and protect victims. Some of the victims, in their testimonies, said soldiers appeared to have been overwhelmed either because inadequate number of troops had been deployed to a given town or because they seemed to have run out of ammunition during the course of an attack. The report said: “Two Chibok residents, including a parent whose two daughters remained in captivity at the time of writing, told HRW that as they tried to escape the town, they saw government soldiers also fleeing.” The report acknowledged government’s efforts to prosecute Boko Haram members arrested but said that such efforts were grossly inadequate. It said many victims of abductions and their family members who spoke to the organisation expressed frustration with what they perceived to be lack of investigation and prosecution by government authorities for the crimes committed against them. Among others, HRW recommended that the Nigerian government enacts legislation to domesticate the International Criminal Court’s Rome Statute, which Nigeria ratified in 2001, including criminalising under Nigerian law genocide, war crimes, and crimes against humanity, consistent with the International Criminal Court’s Rome Statute definitions. It also recommended that the government should ensure such laws apply retroactively at least until July 2002, the date the Rome Statute entered into force for Nigeria. Meanwhile, the Minister of Foreign Affairs, Ambassador Aminu Wali, has said the reported fresh abductions of women and children in Adamawa and Borno States last week will not affect the ongoing negotiations for the cessation of hostilities between the federal government and the terrorist sect. The ongoing negotiations brokered by the government of Chad are expected to lead to the return of the Chibok schoolgirls who were abducted over six months ago. Echoing what he said was the position of Boko Haram that the recent abductions were not carried out by the sect, Wali said kidnappings are also being carried out by miscreants and criminals. He said this while fielding questions from newsmen during a trilateral meeting with the Foreign Ministers of Germany and France in Abuja yesterday, where he promised that efforts were being made to rescue or bring back all those that have been kidnapped. The minister added that there was suspicion that the recent abductions might also have been carried out by some dissidents in Boko Haram who do not want the ceasefire. “This is a denial from Boko Haram that we have been talking to… But we also suspect that maybe some dissidents of the main Boko Haram body would have probably done that to break the ceasefire, but certainly this is not something that would threaten the negotiations that are going on, and we would make efforts to bring back those that have been kidnapped. “Yes there is a ceasefire agreement and negotiations are still going on for a fact. We expect a lot of progress to be made and soon we would announce exactly where we are. But of course when negotiations are going on, it will be pretty delicate for us to start making pronouncements until we are sure of what we have been able to achieve in the process,” he explained. In his remarks, the German Foreign Minister, Dr. Frank Walter Steinmeier, said France and Germany are in support of any effort that is currently being made to reach a ceasefire with the terrorist sect to ensure the release of the Chibok girls. He disclosed that Germany was also providing support for Nigeria on border control to ensure that Boko Haram members do not sneak into neighbouring countries. “As far as the abduction of a German national in Northern Nigeria, there is no new information on that case,” Steinmeier said. He also announced that the European Union was committing 35 million euros towards helping Nigeria achieve free and fair elections in 2015. The Foreign Minister of France, Mr. Laurent Fabius, expressed confidence that Nigeria’s upcoming general election would be a good example to the rest of Africa, following a visit to the headquarters of the Independent National Electoral Commission (INEC). He disclosed that a Franco-German initiative in Abuja would be put as a proposal to the European Union for the creation of “white helmets” who will help “Europe and others” in humanitarian activities to mitigate the effects of natural disasters. On Nigeria’s containment of the Ebola virus, both ministers congratulated the country on its effort to fight the disease. They however called for more collaboration to fight the disease, as no nation is free of the virus as long as it exists in any other country, they said. In their meeting with INEC, both European foreign ministers also called on the federal government to ensure that insurgency in the country is brought to an end before next year’s elections. They observed that the continued insurgency in the North- east would pose an enormous challenge to INEC in the conduct of the elections. The two foreign ministers said they were in the country because of the importance of Nigeria to the world, adding that the visit to Nigeria and INEC in particular would afford them the opportunity to get first hand information by interacting with civil society groups, government and INEC on the challenges of the 2015 polls. Specifically, Fabius urged INEC to defend Nigeria and Africa's image by conducting credible elections in 2015. According to him, “We have come because of the importance of Nigeria to the world. It is better we have direct contact with civil society groups, government and INEC which has a great responsibility in respect of the next general election where we elect new leaders next year. ”You have enormous and great challenges. We hope that the elections will be free, fair and credible. We want to know your approach to the elections in the North-east. We congratulate your institution for the way you handled the general election in 2011 and more recently the current elections. “Now that new elections are coming next year, the challenge is tremendous. You have a great responsibility towards Nigeria. The image of Nigeria is at stake and the image of Africa as well. “We have no doubt that this election will be free, fair and transparent. The European Union (EU) will contribute to it financially and will also dispatch an EU observation mission.” |

The Nigerian Bottling Company Plc. (NBC) and Coca-Cola Nigeria Limited (CCNL) on Monday expressed surprise at the media reports that the Chief Executive, NBC, Mr. Ben Langat and CCNL’s Managing Director, Mr. Adeola Adetunji, had been charged with violation of the Consumer Protection Council (CPC) Act. A statement jointly signed by the Head, Public Affairs and Communications, NBC, Uzo Odenigbo and Director, Public Affairs and Communications, CCNL, Clem Ugorji, stated that the firms had not been served with any criminal charge against the companies’ bosses. “We note from the media reports that criminal charges have been filed against NBC and CCNL in relation to alleged violations of the orders that were issued by the CPC in February 2014 following a consumer complaint involving two short-filled cans of Sprite. To date, we have not been served with any criminal charges.” While restating their utmost respect for the CPC as a regulator and an agency of government, the firms noted that their applications for a judicial review of court orders in February 2014, are pending in the courts. “NBC and CCNL have the utmost respect for the CPC as a regulator and an agency of government and will continue to cooperate with the council on this matter. “We filed applications for a judicial review of these orders in February 2014, which review is pending in the courts. We do not believe that our submission to judicial review is in violation of the council’s orders. We have full trust in the Nigerian judicial system. “Our consumers and customers are our highest priority. NBC and CCNL take all matters relating to our products very seriously and remain committed to maintaining the highest international quality and food safety standards. “Out of respect for the ongoing court processes, we do not wish to comment further in public on this issue,” the statement said. |

Co-ordinating Minister of Economy and Finance Minister, Dr. Ngozi Okonjo-Iweala, on Monday said Nigeria needs about $5 billion to stabilise the economy. She made the assertion at a closed door meeting with Senate Joint Committee on Finance and National Planning. The Minister who was in company of the Central Bank Governor, Godwin Emefele; the Director of Budget, Dr. Bright Okongwu; GMD NNPC, Dr. Joseph Thiama Dawha, to brief Senate committee on perimeters guiding the operation of the 2015 budget in line with the 2015-2017 Medium Term Expenditure Framework and Fiscal Strategy Paper, said Nigeria is not broke. “We have calculated that in order to help us regain this stability, we need a minimum of about $5 billion and anything about that is good. The IMF actually calculated $6.3 billion to be maintained in that account. “It helps to cushion our exchange rate, so if we go and withdraw it abruptly beyond that amount it causes a problem and you know we went down to $2 billion last year and then we built it up to $9 billion and there was insistence we must share, it came down to $2 and then we had at least built it back to $5. Right now we are at $4.1 billion,” she noted The Minister further added: “If we had built it to a stable cushion then anything above that we could now use to augment and that is the reason why we have not seen that, we have to balance out everything and I think Nigerians care so much about exchange rate. If you have abrupt changes, that will also affect the psychology of Nigerians, inflation and all that.” She said every country faces a certain amount of risks and uncertainty at different times, so it is how one manages it that is a problem. “Are we prepared with a list of measures that can help us manage any of these outcomes, have we thought through the various scenarios to say if anything happens, here are the things to recommend? If we have those scenarios and manage those things, then we will be able to manage the economy,” stated. She, however, admitted that though the economic situation is hard, Nigeria can still manage the situation. “Yes, at the present time, we are reasonably stable compared with other countries but if those risks materialise, we need to have action in order to keep the economy stable,” she reiterated. On the insinuations in some quarters that Nigeria is broke, the Coordinating Minister described them as false, saying they were absolutely not correct since the country has sufficient assets to cushion the effect of the harsh economic realities. “However, that does not mean that we cannot have some cash flow fluctuations, we just have to manage it because we have an economy that is reasonably self-sufficient. We are able to manage ourselves well and if everybody is willing to do a few things, we should be able to get there,” she noted. On the adoption of $78 pb benchmark for 2015 budget, she simply asked, “Is the present budget likely going to be tenable or a workable budget? “My belief is, no matter what is settled on at this point in time, what is pleasing and brings us all together is the realisation that what we were trying to say a few years ago has happened and it is happening in front of us and all of us need to come together to find a solution. “Whatever the decision will be, even if we agree on another benchmark, we still need measures to be in place because we have no idea whether it is going to go. “So I think we need to prepare ourselves in two or three scenarios and we can share some of the scenarios that we have been thinking about that will guide our development of those contingency measures. “I think that the excess crude account was built to be able to cushion us at times like this, when we have some kind of difficulties and I think it played that role to perfection during the crises of 2008, when oil fell to 38 to 40 dollars per barrel, even worse than what we have now. At that time, we still had saved up quite a lot of money as such we were able to draw at least for a quite a few months to carry the economy, “she stated. She appealed to the Senate committee to assist the Executive Arm overcome some of the challenges it was going through in the course of balancing the hard economic situation the country finds itself. “So we need the help of the National Assembly, we cannot do it without you. If we get together we can take care of some of these issues so that it might result in immediate upfront cost .” Daily Independent source revealed that the Senate joint committee at the end of the closed door meeting accepted the proposed $78pb benchmark for the 2015 budget. The Chairman, Senate Committee on Finance, Senator Ahmed Markafi, who declined to comment on the outcome of the meeting in a telephone interview simply said Senate would be briefed on the outcome of the meeting at plenary at an appropriate time. Meanwhile, the House of Representatives has declared that the Nigerian economy is under financial siege following the inability of the Executive Arm of Government to implement the National Budget as passed by the parliament. The lower parliament has also indicated that the Service-Wide-Vote being unilaterally managed by the Executive will soon be scrapped through the instrumentality of law. Chairman, House Committee on Public Accounts, Solomon Adeola, who made the disclosure in an interview with House of Representatives Correspondents said further that the parliament had resolved to summon the Minister of Finance and the Coordinating Minister of the Economy, Mrs. Ngozi Okonjo-Iweala, and Director General of the Budget Office, Bright Okogwu, to find solutions to the problems bedeviling the economy. 3 Likes |

Ex-Nigeria coach Stephen Keshi has vowed to win next year’s Africa Cup of Nations with the Black Stars despite been ruled out of the coaching job. Keshi has expressed his ‘dream’ desire to manage the Black Stars after he left his post with the Super Eagles. The interest of the 52-year-old however appears to have been dashed after the Ghana FA concluded interviews for short-listed applicants. But in the midst of the growing impossibility of coaching the African side, he has revealed his ambitions of winning the elusive title with the Black Stars. “Of course if I get the chance to coach the team, the target will be the Africa Cup of Nations, he said “The country has not won the title in a long time and I know Ghanaians are desirous of winning the cup. “But like I said, we have to look at getting the job first. Senate President, David Mark, reportedly broke down in tears on Monday as he accepted the 2015 Peoples Democratic Party nomination form from his constituents in the Benue South Senatorial District, to return to the Senate next year. A statement by Mark’s Special Adviser on Media and Publicity, Mr. Kolawole Ologbondiyan, in Abuja, explained that the nine local government council chairmen in Benue South Senatorial zone purchased the party nomination form in Makurdi. The statement added that the people said they want Mark to return to the Senate unchallenged. Ologbondiyan said, while accepting the nomination form at a crowded gathering in his Otukpo country home on Monday, Mark promised not to depart from the path of honour, justice and equity in the service to his country men and women. He said, “This is the covenant with my people. This endorsement speaks volume of the immeasurable responsibility on my shoulder by my people. Please pray for me that God gives me the grace, wisdom and courage to continue to serve to the glory of God and benefit to humanity.” In his remarks, the Deputy Governor of Benue State, Chief Steve Lawani, said the endorsement of the Senate President was a confirmation of the position of the state government because of Mark’s unprecedented achievement in the Senate. |
