Suspected Boko Haram militants have killed several people in two attacks on Nigerian villages that occurred after the government announced a ceasefire to enable 200 abducted girls to be freed, security sources and witnesses said on
Saturday.
However, the government cast doubt on whether
the attacks really were Boko Haram or one of
several criminal groups that are exploiting the
chaos of the insurgency. A spokesman said talks to
free the girls would continue in Chad on Monday.
The fresh attacks dashed hopes for an easing of
the northeast's violence, although officials
remained confident they can negotiate the release
of girls whose abduction by the rebels in the
remote northeastern town of Chibok in April
caused international shock and outrage.
A presidency and another government source
said they were aiming to do this by Tuesday.
Boko Haram, whose name translates roughly
as "Western education is sinful", has
massacred thousands in a struggle to carve an
Islamic state out of religiously mixed Nigeria,
whose southern half is mainly Christian in
faith.
Nigeria's armed forces chief Air Chief Marshal
Alex Badeh announced the ceasefire on Friday.
On Saturday, two senior government sources
said it aims to secure the girls' release as early
as Monday or Tuesday, although they declined
to give further details.
In the first attack, suspected insurgents
attacked the village of Abadam on Friday night,
killing at least one person and ransacking
homes, while another assault on the village of
Dzur on Saturday morning left at least eight
people dead.
"I was just boarding a bus when the gunshots
started," Adams Mishelia, who was in the
adjacent town of Shaffa, said of the Dzur
attack. "People were fleeing into the bush, so I
got off the bus and headed to the bush too. I
later learned they slaughtered eight people."
A security source confirmed that attack and the
assault on Abadam the night before. Mohammed
Bulama, a resident of the main northeastern city
of Maiduguri, told Reuters he lost his uncle in the
Abadam attack. Other casualties there were
unclear.
"DISCUSSIONS IN CHAD"
When asked about the violence, government
spokesman Mike Omeri said by telephone that
"the Boko Haram people have also said that some
attacks are not undertaken by them".
Boko Haram, seen as the biggest threat to Africa's
top economy and oil producer, is believed to be
divided into several factions that loosely cooperate
with each other, and it is unclear with which
faction the government has been negotiating.
"Discussions will continue in Chad next week, and
on the basis of those discussions we'll have more
details," on how the girls will be released, Omeri
said.
The announcement of the truce came a day before
a rally of supporters of President Goodluck
Jonathan in Abuja attended by his vice president,
Namadi Sambo, although an expected
announcement of Jonathan's candidacy for
February 2015 elections did not materialise during
the rally.
Officials at the presidency and military did not
immediately respond to requests for comment.
Boko Haram has also not yet commented on the
reported truce. The group's sole means of
conveying messages is via videotaped speeches by
a man claiming to be Abubakar Shekau, its leader
whom the military last year said it had killed.
A history of abortive government attempts at truce
deals with Boko Haram and military claims to have
rescued some girls that proved false, mean
Nigerians are likely to greet the newly reported
breakthrough with scepticism.
The second government source said: "We are
negotiating with considerable caution. Boko
Haram has grown into such an amorphous entity
that any splinter group could come up disowning
the deal. (But) we believe we are talking to the
right people."
The talks were held with a formerly unknown
militant called Danladi Ahmadu, who says he is the
group's "secretary general".
Underlining the uncertainty over the chain of
command in Boko Haram, Nigeria's military said
at the end of last month a man who had been
posing as Shekau in the group's growing number
of videos had been killed in clashes over the town
of Konduga.
Nigeria is Africa's most populous country and its
oil-rich economy is the continent's largest.
The schoolgirls' abduction stunned the world,
spurred a global Twitter campaign to get them
rescued and heaped pressure on Jonathan's
administration to do more to protect civilians in
the northeast where Boko Haram's insurgency is
focused.
Several rounds of negotiations with the jihadist
movement have been pursued in recent years but
they have never yielded calm, partly because of
Boko Haram's internal divisions.
Since the girls' kidnapping, the Nigerian military
has twice asserted that it rescued some or all of
the girls, only to have to backtrack hours later.
At Saturday's rally in Abuja, many of President
Jonathan's supporters wrapped themselves in the
white and green of Nigeria's flag and sang and
danced under a banner reading "We Love You
Goodluck Jonathan. Our support is 100 percent."
Two candidates for the main opposition coalition,
former military ruler Muhammadu Buhari and ex-
vice president Atiku Abubakar, have declared their
candidacy against Jonathan.

Barely a few months to next year's general elections, the All
Progressives Congress (APC) has run into a legal jam which
may adversely affect its plans for the presidential primaries.
THISDAY gathered Friday that whereas the party was
contemplating adopting a middle course to both direct and
indirect methods of primaries, it found out that such would
be contrary to the existing APC constitution.
A party source told THISDAY that the aim of convening the
convention was to enable the party leadership to amend the
constitution and to make elaborate provisions that would
accommodate the new initiative for presidential primaries.
It was learnt that the opposition party was battling to stave
off brewing crisis over disagreements on the method of
presidential primaries to be adopted for which one of the
aspirants has threatened court action.
According to the APC constitution, nomination for elective
positions for local government council, State House of
Assembly, House of Representatives, Senate, Governor and
President shall be through direct or indirect primary
election.
However, APC's National Executive Council (NEC) had at one
of its meetings, approved the adoption of modified direct
primaries, by which it hopes to allow room for flexibility to
trim down the number of members that would participate in
the primaries.
While explaining the party's choice of modified direct
primaries, the APC spokesman, Alhaji Lai Muhammed said
what the party initially wanted was a direct primary which
would enable every card-carrying member to exercise his
right to decide who represents the party during elections.
He said the party's attention was later drawn to a condition
set by the Independent National Electoral Commission
(INEC) that presidential primaries and conventions must be
held under one roof rendered direct primaries almost
impracticable.
Addressing Journalists at the end of APC NEC meeting held
yesterday in Abuja, Lai Muhammed said the party had
scheduled an extraordinary convention to hold on October
29 where it would propose certain amendments to their
constitution.
"Principally we proposed certain amendment to the
constitution of the party that would allow the party to
function much more differently and to that extent we
proposed also extraordinary convention of the party on 29
of this month in Abuja to submit the amendment to the
National convention of the party.
"It is part of the reason why we need to amend our
constitution because the Electoral Act 2010 as amended says
that one can conduct a primary by direct or indirect method
but if you are going to so then you must be explicit on how
you are going to conduct it and that is why we need to
amend our constitution", he said.
Speaking on the allegation of involvement of key members
of the party in Bring-Back-Our-ChibokGirls campaign,
Muhammed said nothing in the law prevented any party
member from associating or canvassing opinion on issue he
felt strongly about.

The factional leader of the Nigeria Football
Federation has insisted the 'Big Boss' is still in
charge of the country's senior national team Factional president of the Nigeria Football
Federation, Chris Giwa has condemned the decision of the Amaju Pinnick-led NFF board to sack Super Eagles' caretaker coach Stephen Keshi and ordered his stay.

Keshi was relieved of his job as Super Eagles' coach by the Pinnick-led NFF on Thursday morning with Amodu Shuaibu named as replacement.

In a communiqué made available to Goal after its emergency meeting held at Bolingo hotel, Abuja, the Giwa-led NFF group insisted Keshi and his crew will remain in the interest of continuity and described the Pinnick-led board as illegal.

"The board resolved after hearing that some
people are parading themselves as the NFF board, decided to sack the technical crew of the Super Eagles at a very critical moment," the statement read.

"We condemn the act and hereby state that Stephen Keshi remains the head coach of the senior national team and the technical crew remains intact.

We condemn the acts of impostors parading
themselves as such.

The All Progressives Congress (APC) has asked President Goodluck Jonathan to urgently take action on the monumental Malabu oil scandal that is again putting Nigeria under the global searchlight as a corrupt nation.

In a statement sunday by its National Publicity
Secretary, Alhaji Lai Mohammed, the party said
Jonathan must end his silence on the matter since half of the $1.1 billion paid to Malabu Oil and Gas for Oil Prospecting Lease (OPL) 245 by two oil majors was allegedly used to bribe Nigerian officials who, in turn, used the proceeds to buy private jets and armoured limousines.

The $1.1billion proceeds paid to Malabu oil company
was shared by some private firms owned by people
very close to the presidency, a report by an anti-graft
agency shows.

The sum of $1.092bn was paid by ENI AGIP and Shell
into depository Escrow Account domiciled in JP
Morgan Chase Co, London as proceeds for the sale of
oil block OPL 245 on 25, March 2011, the Economic
and Financial Crimes Commission (EFCC) report, which investigated the deal shows.

The report said that by August 16, the Attorney General and Minister of Justice Mohammed Adoke and the State Minister for Finance Dr. Yerima Lawal Ngama "instructed the release of $401, 540, 000" into Malabu Oil and Gas Ltd accounts domiciled with First Bank of Nigeria and $400 million into another Malabu accounts with Keystone Bank (former Bank PHB).

The EFCC report said "JP Morgan complied with this
instruction and made the transfers on 23 August, 2011." Malabu, controlled by Chief Dan Etete, ex-oil
minister, who was convicted of money laundering in
France in 2007, further shared these monies to several other accounts belonging to individuals with very close ties to the presidency.

The following day, of the $400 million deposited at the Malabu's Keystone bank account, $336 million was transferred to Rocky Top Resources Ltd's account No 1005556552 with Abuja CBD branch of the same bank. The remaining balance of $60 million was transferred to account No 3610042596 (allegedly belonging to Etete) for forex trading, leaving zero balance with Malabu's Keystone bank account.

Of the $336 million transferred into the Rocky Top
Resources account, $165 million was subsequently
transferred into various individual accounts, leaving
the balance of only $171 million, the anti-graft
agency's report said. Rocky Top Resources, the report said, was registered with the Corporate Affairs Commission (CAC) with 100,000 shares capital only and is owned by one Abubakar Aliyu.

The report said that first payment of $401 million to
Malabu's First Bank account was distributed directly to A Group Construction Co. Ltd-also co-owned by
Abubakar Aliyu ($157m); Mega Tech Engr. Co. Ltd
($180M); Imperial Union Ltd ($34m); Novel Property
and Development Ltd-also co-owned by Abubakar
Aliyu ($30m); leaving the balance of $143 million
Malabu's account. And "reasons for this payment is yet to be ascertained," the EFCC report said.

The UK Home Office has banned flamboyant Nigerian
pastor, Bishop David Oyedepo, from entering Britain, a
British government source told SaharaReporters. Mr.
Oyedepo is known as the general overseer of the Living Faith Church Worldwide, otherwise known as Winners Chapel.
Headquartered in Ota, Ogun State, the church has branches
in numerous parts of the world, including the UK and US.
According to the source, the ban arose from preliminary
investigations by Britain’s Charity Commission that
determined that monies donated to Bishop Oyedepo’s
church for charitable purposes were funneled to Nigeria to
fund the preacher’s flamboyant lifestyle.
Bishop Oyedepo owns a plush private jet and has a fleet of
expensive cars, among many other astonishing personal
assets.
Bishop Oyedepo was barred from entering the United
Kingdom in July. However, when SaharaReporters contacted
Nicola Kelly, a press officer at the immigration desk at the
UK Home Office, she declined to comment on the case.
The same day, our reporter spoke to one Emmanuel Igban,
a media aide to Bishop Oyedepo, but he denied that the
high-flying preacher had been banned.
But our British source asserted that Bishop Oyedepo and
one of his sons had been aware of the probe of church
finances for at least three years now. He added that the
probe was triggered after the British Charity Commission
found out that the wealthy pastor had taken out more than
£16 million from the UK since 2009. He added that the
commission closely monitors any repatriation of church
resources, disclosing that any repatriation of funds of that
size was most likely illegal.
According to the source, Bishop Oyedepo claimed that he
was running a not-for-profit religious organization, “but the
commission determined that he was diverting funds to
engage in a series of profitable ventures.”
Bishop Oyedepo, who recently turned 60, is believed to be
Nigeria’s richest pastor and is widely regarded as one of the
richest televangelists in the world.
The UK government has distributed notices warning airlines
that operate flights to the UK not carry the bishop.
Mr. Oyedepo’s private jet is also barred from entering the
UK airspace with him on board.
A few years ago, Bishop Oyedepo provoked international
outrage when videotapes of one of his church events
showed him slapping a teenage girl he accused of being a
witch. In the face of mounting criticism, including calls for
his arrest for assaulting a minor, Mr. Oyedepo boasted that
he would slap the “witch” again.
