That is the level of their ignorance. A local government in Lagos is more populated than Lithuania. Lagos has 15m people, Lithuania has 2.5m people. So their gas consumption is very insignificant, they can afford to buy one shipment that will last their generation ages. When big economies like Germany are talking, a local government will still be talking.

That's how it should work but my car (09 Camry) sometimes it will chill then stop chilling for like 5-7 mins until the entire cabin is hot and stifling then come back on again. The interval is too long in my opinion..
