Go to NECO office and verify that claim. I am sure that the certificate is out. It could be that your school is indebted to NECO hence they still have your certificate. So if the certificate is out, as i am sure it is, go to your school and press them into getting it

if its June/ July exams, go to ur schl, NECO doesn't issues internal exams result to individual , d schl wld go to collect , if dey are owing it wld nt be release, but if its Nov/ DEC NECO GCE u ve to go to NECO office in d state u wrote d exams, mind u u nid ur valid Idcard, some stipulated amt, 2 passport, all certificate has bn printed except 2016
