Lehman not being saved was all about politics. Hank Paulson who was then head of Treasury was the former CEO head at Goldman Sach. The domestic portion of the debt is 80% (Pension plans, Retirement accounts) California pension plan alone accounts for 45% of the debt. The obvious reason is that California is the 6th largest economy in the world. Yeap 6th largest in the world.
The external portion is 20%. The largest external bondholder is Japan followed by China
