1. Russia will use their nuclear weapons when they being attacked with nuclear weapons.. I.e if you attack them with nukes then they must attack you too

2. If the very existence of the motherland is being threatened by an external force… I.e if a conventional war is being fought and it’s apparent that the enemy is going to capture or divide Russia then it can use nuke to protect the country

So the second scenario will be triggered if Ukraine with the help of nato starts attacking Russia.
