Igbo socio-cultural organisation, Ohanaeze Ndigbo, on Thursday said the Igbo would not beg the President-elect, Muhammadu Buhari, for appointments. It said issues of appointments were constitutional obligations that every President of Nigeria, irrespective of the voting pattern of a people in an election, must comply with. It condemned the move by certain people, who claimed to be representing the Igbo, who allegedly went to Buhari to beg for appointments for Ndigbo in his government. The President of Ohanaeze Ndigbo in Anambra State, Dr. Chris Eluomunoh, who spoke as the chairman of state presidents’ forum of Ohanaeze Ndigbo, comprising seven Igbo speaking states, stated this at a press conference in Awka, Anambra State. He said the Igbo nation was an integral part of Nigeria and must get their due share in the country as a matter of right. Eluemunoh maintained that the Igbo had no regrets voting for President Goodluck Jonathan in the just concluded general elections, stressing that the circumstance of the time made the voting pattern necessary. “We didn’t vote for Jonathan because we didn’t like Buhari. The circumstance of the moment made our voting proper, and we don’t regret it. “Nobody can intimidate the Igbo because of the way we voted in that election; neither shall we beg anybody for appointments because we didn’t vote for him. “Every zoning arrangement for appointments in this country must include the Igbo. So those who called themselves Ohanaeze elders, who went to beg for appointments for Ndigbo, were on their own. They are not speaking for us. “Ohanaeze is not partisan. At the appropriate time, we shall meet with the President-elect to chart a course for the country.” http://www.punchng.com/news/ndigbo-wont-beg-buhari-for-appointments-says-ohanaeze/ |

http://www.punchng.com/news/govs-should-be-blamed-for-unpaid-salaries-okonjo-iweala/ The Federal Government on Wednesday absolved itself of blame in the inability of some state governments to pay their workers’ salaries. It said the governors of such states should be blamed for the development in their states because they were told through the Federation Accounts Allocation Committee to make the issue of wage a priority. The Minister of Finance, Dr. Ngozi Okonjo-Iweala, said this in a statement by her Special Adviser on Communications, Paul Nwabuikwu. The statement was necessitated by the All Progressives Congress governors’ claim that the negative manner the outgoing Goodluck Jonathan administration was running the economy had made it difficult for them to pay salaries regularly. But Okonjo-Iweala said that despite the 50 per cent drop in gross federally collectible revenue, the Federal Government had made the issue of workers’ salaries a top priority in order to ensure that the “people do not feel the negative impact of the revenue drop on the economy.” For instance, the minister said that contrary to the “misinformation being put forward by certain governors to the effect that federal workers are being owed, staff salaries at the Federal level are up-to-date.” She said in the five paragraph statement that the states, being one of the three tiers of government that receive monthly allocations from the Federation Account, should be blamed for their predicament. The statement read, “This is to clarify the misinformation put forward by certain governors to the effect that Federal workers are being owed salaries. “This is incorrect. Staff salaries at the Federal level are up-to-date; workers have received their April salaries. “Regarding difficulties in salary payments, certain governors are trying to blame the Federal Government for their predicament. This is wrong. They had been told through the FAAC to prioritise salaries but they chose not to do so, hence the backlog that some states are experiencing. “The 50 per cent drop in revenues simply means that salaries should be prioritised. The Federal Government should not be blamed for avoidable mistakes made at the state level.” The APC governors had during a meeting with the President-elect, Muhammadu Buhari, in Abuja on Tuesday, expressed frustrations about their inability to pay workers’ salaries. They therefore appealed to Buhari to consider a bailout plan for all the 36 state governments after his inauguration on May 29. They said, “One of the issues that became of concern to all of us is the state of the Nigerian economy which is really in a bad shape. “We have come to notify the incoming president of the challenges ahead of him. As it stands today, most states of the federation have not been able to pay salaries and even the Federal Government has not paid April salaries and that is very worrisome, by May and June, that (salaries) will be in cumulative of three months. “We wonder with the huge expectation of Nigerians and people who have voted us into power, we are hoping that the president-elect will do everything humanly possible to bring about a bailout not only for the states but the Federal Government, at least for people to get their salaries and turn around the economy.” The Nigeria Labour Congress had on April 28, insisted that state governors must pay outstanding salaries before the May 29 handover date. The factional Deputy President of the NLC, Peters Adeyemi, said at the ninth National Delegates conference of the Medical and Health Workers Union of Nigeria in Abuja, that workers had commenced the campaign to prevail on the governors to pay outstanding salaries before May 29. The National Administrative Council of the NLC had on March 19, 2015 set up a committee to compel state governments to pay over eight months salary arrears owed workers. The congress had on December 31, 2014 said that 11 states owed workers salaries. Adeyemi said that workers should not be made to bear the brunt of the mismanagement of the as they were not part of those who looted the treasury. Cc Lalatisclala |
SCORES of supporters of the All Progressives Congress in Rivers State stormed the party’s secretariat in the Port Harcourt on Wednesday protesting an alleged imposition of candidates on the people ahead of the May 23, 2015 council elections. The protesters, who were mostly from Obio/Akpor and Ahoada West Local Government Areas, claimed that some top members of the APC in the state were not interested in holding primaries. Displaying placards and chanting war songs, the protesters blocked the main gate into the state party secretariat located along Forces Avenue. Some of the placards read, ‘Primary election must hold in Ahoada West,’ ‘Obio/Akpor says no to adoption of candidate,’ ‘Ahoada West election materials were hijacked,’ ‘There was no primary election in Obio/Akpor,’ and ‘Do not impose any candidate on us.’ Security operatives, however, had a hectic time while trying to ensure that there was no breakdown of law and order at the state party secretariat. One of the protesters from Ahoada West, who simply identified himself as Phillip, lamented that those that were being imposed on them were not popular, adding that democracy would be rubbished should candidates emerge at the grassroots without the conduct of primaries for the council elections. Philip told our correspondent that they were at the state APC to protest the foisting of candidates on the people, adding that the protest would continue until the party did the right thing. “The people of Ahoada West want primaries to hold so that a credible candidate for the council election in the area will emerge. But that is not what we have seen. “Instead of holding peaceful primaries, election materials were hijacked and we are not happy about this development. The APC in the state must do the right thing,” Phillip said. The State APC Chairman, Dr. Davies Ikanya, was seen outside the premises of the secretariat trying to placate the protesting supporters. Ikanya, who reacted to the protest, said it was normal for people to show their grievance after an election. He, however, promised that the APC would look into the protesters’ grievances and punish whoever was found to have breached the rules of the party. Meanwhile, the Independent National Electoral Commission on Wednesday called on lawmakers-elect of the Edo State House of Assembly not to fail to deliver on their campaign promises when they are inaugurated later in June. http://www.punchng.com/news/lg-poll-rivers-apc-members-protest-candidates-imposition/ |

One of the top contenders for the post of the Speaker, House of Representatives in the incoming 8th National Assembly, Abdulmumin Jibrin, on Tuesday cautioned the leadership of the All Progressives Congress against disqualifying lawmakers from the North-West geo-political zone from contesting the leadership positions in the federal parliament. Jibrin, who is the current Chairman, House Committee on Finance, described as blackmail arguments that no lawmaker from the North-West should be considered as either the Senate President or as Speaker of the House of Representatives because the President-elect is from the zone. He insisted that the emergence of Muhammadu Buhari from the North-West should not affect the zoning arrangement because he had been automatically excluded, having been elected before the party started discussion on the issue of National Assembly leadership. He said, “In the first instance, we are getting the interpretation of the zoning arrangement completely wrong. The Presidency is not supposed to be zoned because whoever emerges is the President of the whole Nigeria. Muhammadu Buhari, was never presented as the candidate of the North-West. “The whole idea is for the President to emerge first. After the emergence of the President, the six geo-political zone would have to sit down and distribute whatever position that are left particularly, that of the parliament. “I think we need to get this properly right. There would be seven segments. Six are those of the zone while one is that of the President. This is really going to help the country when people actually realise that the President is not supposed to be included in the zoning arrangement.” Jibrin further argued that Governor Rochas Okorocha would not have contested against Muhammadu Buhari if the post of the President was included in the APC zoning arrangement. He said, “Although the President-elect is from the North-West but trying to exclude his zone from benefiting from the leadership positions in the incoming 8th National Assembly is very unfair. Jibrin said his zone had the largest contingent of the state assembly members, Senators, members of the House of Representatives and even recorded the highest number of votes during the Presidential election. He said, “What do we tell our people if you exclude us from the leadership positions in the National Assembly, simply because of zoning? We want the President to concentrate on the entire country. We want other offices that we will take back to our people, because they need to hold on to something.” He therefore called on every eligible senator and member of the House of Representatives from the North-West to, “come out and contest the leadership of the National Assembly because it is our right and we should not be boxed into a corner.” http://www.punchng.com/news/speakership-rep-warns-apc-against-disqualifying-nwest/ |
