From the above example,which of the 2 countries are more criminally inclined? is it the one that has 5% of its citizens into crime or the one that has 40% of its citizens into crime?  What this equally means is that Nigeria has more good pple (95%) than Ghana(60%).  A country whose 95% percent of the citizens are good and only 5% are into Crime should not be labelled Criminals.
