CV’s to" you now expect me to attach a cover letter. It not done that way. If HR needs Application letter, Cover Letter, Resume, or CV. It should be specified. Not blaming others for your own negligence.

Good day, kindly make your inquires and research, you don't submit applications without a letter. The body of your mail should be a letter addressed appropriately.
Your letter introduces you, even before the recruiter downloads your CV. Your are not supposed to be told everything.
