He/She would be allowed in, but chances are that the good rooms, good mattress, good khaki and every other good things would have been taken by the early birds. So such person will have to manage the inconveniences.

Its not possible. NYSC discharge certificate or exemption certificate is a major requirement for Masters degree application,
