CrimeJustice Ofili-ajumogobia Cannot Explain How She Earned N313m—efcc by ijebuloaded(op): 11:42pm On Nov 25, 2016
An investigator with the Economic and Financial Crimes Commission (EFCC), Yusuf Samalia Gulma, has stated that Justice Rita Ngozi Ofili-Ajumogobia was unable to explain how she came about a financial fortune of $894,400. In a counter-affidavit opposing the judge’s application to be released from EFCC custody, Mr. Gulma claimed that the detained judge had failed to account for how she earned the huge sum, the equivalent of 313 million naira at the exchange rate of 350 naira per dollar.
In the court document, the EFCC claimed that its agents had executed an investigative evaluation of justice Ofili-Ajumogobia’s account quantity, 0032091183, domiciled in Diamond financial institution %. According to the anti-corruption agency, their evaluation revealed that, between April 19, 2013, and July 13, 2015, the sum of $894,400 deposited within the decide’s account. The sum has been deposited at different instances and diverse quantities, consistent with the EFCC affidavit.

In addition, the EFCC said that one Arkleen Oil and gas constrained deposited eighteen million naira into the judge’s access bank account number, 0002112967.
The affidavit reads in component:

“That the applicant between 10th and 30th day of May, 2013 in Lagos within the jurisdiction of this honorable court, being a judge of the Federal High Court, enriched herself with the total sun of 130,000.00 (one hundred and thirty thousand United States dollars) through her account No. 0032091183 domiciled in Diamond Bank Plc., so as to have a significant increase in her assets that she cannot reasonably explain the increase in relation to her lawful income.

“That the applicant on or about 29th March, 2014 in Lagos within the jurisdiction of this honorable court, being a judge of the Federal High Court, enriched herself with the total sun of 150,000.00 (one hundred and fifty thousand United States dollars) through her account No. 0032091183 domiciled in Diamond Bank Plc., so as to have a significant increase in her assets that she cannot reasonably explain the increase in relation to her lawful income.
“That the applicant on or about 4th day of February, 2015 in Lagos within the jurisdiction of this honorable court, being a judge of the Federal High Court enriched herself with the total sun of 8,000,000.00 (eight million Naira) from Grand Bee Ltd which sum she received through Nigel & COLIVE Ltd account No. 0036103635 domiciled in Diamond Bank Plc., so as to have a significant increase in her assets that she cannot reasonably explain the increase in relation to her lawful income.
“That the applicant on or about 29th day of January, 2016 in Lagos within the jurisdiction of this honorable court, being a judge of the Federal High Court enriched herself with the total sun of 18,000,000.00 (eighteen million Naira) which sum she received from one Said Danlami Abba Abba through Nigel & COLIVE Ltd account No. 0036103635 domiciled in Diamond Bank Plc., so as to have a significant increase in her assets that she cannot reasonably explain the increase in relation to her lawful income.”

The anti-graft agency’s affidavit also asserted that the sum of $150,000 deposited into the judge’s account was likely the proceeds of gratification received by Justice Ofili-Ajumogobia.
The EFCC also accused one Frank Esenwa, a barrister who allegedly brokered the sales of some properties for the judge in Asaba, Delta State, conspired with Ofili-Ajumogobia in the illicit transactions.

Mr. Gulma declared in the affidavit that Justice Ofili-Ajumogobia had been inducing witnesses and interfering with investigations by contacting all persons involved in her financial transactions prior to the EFCC’s invitation to those persons.

Earlier, Moyosore Onigbanjo, the lawyer representing the embattled judge, had filed an application to contest the continued detention of his client beyond the 14 days authorized by a remand order obtained by the EFCC.

Justice Muslim Sule Hassan of the Federal High Court in Ikoyi, Lagos, adjourned ruling on the bail application to November 26, 2016.

The EFCC has filed a 30-count charge against Justice Ofili-Ajumogobia and Godwin Obla, a Senior Advocate of Nigeria (SAN). Both accused are billed to appear before Justice Lawal Oshodi at the Lagos State High Court in Ikeja on Monday November 28, 2016.

PoliticsWhy I Can`t Do Without ‘garri’ And Dried Fish – Senator by ijebuloaded(op): 5:19pm On Nov 24, 2016
Sen. Solomon Olamilekan (Lagos West Senatorial District) on Thursday said that having soaked “garri’’ and dried fish as a meal gave him more satisfaction than any other food.

Olamilekun, a member of the Senate Committee on Finance, told the News Agency of Nigeria (NAN) in Lagos that garri and dried fish was his favourite food.

“I don’t know why I just like garri and dried fish, it gives me the kind of satisfaction I can`t describe, I just feel good after having it.

“Some people would ask me, why would a senator like garri and not all these expensive stuffs? and the answer I give is that it makes me feel great.

“It is so amazing that sometimes when I am having stomach upset, and I take garri everything disappears within minutes. I think garri is best suited for my body,’’ he said.

Olamilekan stated that he preferred mostly local foods to foreign delicacies.

Speaking on his political career and speculations that he intends to contest for the governorship position of his home state Ogun in 2019, Olamilekan did not give a direct answer.

“I am from Ogun state. I visit and interact with my people. It will be an honour to serve them. But we would not make any announcement for now.

“At the right time, we would come out and tell the people. The concentration is on the Senate right now. We are waiting on God to determine our next move,’’ he said.

PoliticsDasuki, Tompolo, Just Join APC by ijebuloaded(op): 5:51am On Nov 24, 2016
Shortly after Gen. Muhammadu Buhari’s jolting victory in the 2015 presidential election, some politicians obviously realised their mistake of not disavowing the then President Goodluck Jonathan and his ill-starred party, the People’s Democratic Party (PDP). But all hope was not really lost – they attempted to salvage their wrecked political fortunes. Some immediately denigrated their political parties and declared their allegiance to the winning party, the All Progressives Congress (APC).

Others were subtle. They did not want to be seen as brazen opportunists who were ready to sound the death knell of the party on whose platform they had attained socio-economic and political leverage. Thus, they declared their retirement from partisan politics. It began with former President Olusegun Obasanjo’s reported dramatic tearing of his PDP’s membership card. However, the former president was recently quoted as insisting that he never tore his card. Obasanjo’s example of retiring from politics was quickly followed by a former Chairman of the PDP, Bamanga Tukur, the political godfather of former President Jonathan, Edwin Clark and others. The only difference between these and Obasanjo was that they were never involved in the razzmatazz of tearing their party membership cards while quitting active politics.

We need not interrogate the real motive of the afore-said politicians who chose to quit partisan politics. Again, we need not reckon with the fact that Obasanjo’s action appeared to have smacked of ingratitude for abandoning the same political party on whose back he held the presidency for eight years. Let’s accept that their exit from the political space was necessitated by old age – they were only bowing out for the younger generation to take over.

But now, it is clear that self-survival is the leitmotif of the current trajectory of politicians abandoning their parties. They do not leave their parties to channel their energies elsewhere; they are still actively involved in politics and their next destination is the APC. Clearly, when the carapace of the self-serving excuse that they are joining the APC to better serve their people is broken, we are left with the discovery that these are politicians who are only fleeing to the ruling party as a refuge from probe for corruption.

Remember, Buhari has declared that no member of his cabinet is corrupt. This was what informed his clearing of his Chief of Army Staff, Lt. Gen. Tukur Buratai of the charge of corruption for unaccountably owning assets in Dubai. This is also why despite the accused judges’ allegation that Rotimi Amaechi tried to use them to pervert justice, he is not being probed. In fact, just last week, a robust defence of Amaechi came from the chairman of the Presidential Advisory Committee on Anti-corruption, Prof. Itse Sagay. According to Sagay, Amaechi should not resign since the charges by the judges were not only baseless, they are targeted at depriving the Buhari government of the great contributions of Amaechi to good governance.
Since it is now clear that joining the APC is a sure defence against being tried for corruption, it is not surprising that there is a continued haemorrhage of other political parties, especially the PDP, whose ultimate beneficiary is the APC. The latest decampee to the APC is a former Abia State Governor Orji Kalu. He was received with so much enthusiasm when he decamped to the APC from the Progressive Peoples Alliance (PPA). The leaders of the APC described Kalu as a great asset to the party whose contribution would redound to the development of the country. Kalu was even quoted as saying that he only decamped in response to the persistent wooing of the APC leaders. It does not matter to the APC and its leaders that Kalu is being prosecuted by the same ruling government for the charges of laundering about N3.5 billion. Kalu’s membership of the APC has automatically turned him into a saint since the APC is a party of saints. As Kalu rightly expects, despite the heavy allegations of corruption on him, there is the robust possibility of his being given a responsibility to serve the party or the nation. After all, were we not here when Timipre Sylva contested the Bayelsa State governorship election on the platform of the APC while he was being prosecuted for misappropriating several billions belonging to his state?

The surprise now is why some people are not availing themselves of the cleansing power in the APC. Why have these people chosen to suffer in detention when they can be free men by simply joining APC? Take Sambo Dasuki for instance. All the former national security adviser should have done since was to pledge his allegiance to the party of saints and he would have been at home in Sokoto to give his father, Ibrahim Dasuki, former Sultan of Sokoto, a befitting burial. His sinful past of capriciously disbursing over $2.1 billion to the cronies of Jonathan instead of using the money to buy weapons with which to fight Boko Haram would have been forgotten. That Ijaw fugitive from justice, Government Ekpemupolo popularly known as Tompolo should not be in hiding. He can easily regain his freedom when he identifies with the APC. His charges of stealing over N45 billion would not only be forgiven, he would be given a hero’s welcome to APC. By now, even Supreme Court Justice Sylvester Ngwuta and other judges who are being tried would have realised their mistake – they failed to identify with the APC government. But it is not too late, they can still join the APC while they are facing prosecution like Kalu and others.

The new Chief Justice of Nigeria (CJN) Justice Walter Onnoghen probably understands this survival strategy more than them. When he was being sworn in as acting CJN, Onnoghen vowed to support the anti-corruption campaign of Buhari. Not for him the insistence on the caveat that the rule of law must be upheld in the fight against corruption. He struck the right chord with Buhari and APC when he vowed that many of his colleagues would be flushed out of the judiciary because of their involvement in corruption. And why is the leader of the Indigenous People of Biafra (IPOB) Nnmadi Kanu wasting away in detention when he can be free? All he needs is to declare that in the place of his much-cherished Biafran dream, he is now committed to the APC.

The presidency really understands its environment. It knows that the opposition camp is fast fizzling out. It is sure of Buhari retaining Aso Rock beyond 2019 as it declared last Monday. The presidency’s optimism is not ill founded. Consider a situation where all the leaders of the opposition are decamping to the APC, who is left to contest against the APC in 2019? Don’t mind those who think the hardship in the country would make the citizens not to vote for Buhari. And not even the rising popularity of Jonathan as demonstrated by calls for him to return to power during his visit to Sokoto would stop Buhari’s return to the presidency in 2019.

Minister of Power, Works and Housing, Babatunde Fashola, on Monday, inaugurated a 330KV power switching station in Ikot Ekpene in Akwa Ibom.
The minister, at Ikot Inyang village in Ikot Ekpene Local Government Area of Akwa Ibom, said that the switch on of the station would boost electricity supply in the country.

He said that the station was expected to evacuate electricity from power plants in Alaoji, Afam, Calabar and Ikot Abasi and route same to Ugwuaji in Enugu up to Jos.

Fashola said that the development would solve the problem of stranded power as the generating plants would have their power evacuated for use.

The minister added that the project was bedevilled with challenges but for the intervention of the National Assembly, which resolved the contending issues for the completion of the project.

The Managing Director of Niger Delta Power Holding Company (NDPHC), Mr Chiedu Ugbo, who was at the inauguration, said contract for the project was awarded in 2006.

Ugbo said that the project was delayed due to challenges and lauded the stakeholders for the commitment toward completing the project.

He noted that the new management of NDPHC was committed to ensuring improved power generation, saying that the switching of the station on would mark the end of epileptic power supply.

He expressed gratitude to Gov. Udom Emmanuel of Akwa Ibom and his predecessor, Sen. Godswill Akpabio and the host community for providing conducive environment for the completion of the project.

In her speech, Princess Maryam Akanmode, the contractor handling the project, said the 330 KV station had 12 inter-connectivity lines to evacuate power from the four plants to the national grid.

Akanmode, who is the Managing Director of Carlark International Limited, lauded the Federal Government and stakeholders for assisting in the completion of the project.

The Akwa Ibom Governor, Mr Udom Emmanuel, said the event marked significant turning point in the march toward new dawn in both power infrastructural renaissance and industrial revolution.

Represented by his Deputy, Mr Moses Ekpo , the governor said that the Ibom Power Plant had approval for upgrade to 685 megawatts from the Nigerian Electricity Regulatory Commission.

He said that the state was generating 191 megawatts from the Power Plant in Ikot Abasi Local Government Area of the state.

Emmanuel disclosed that the state government had equally partnered a private investor for the take-off of the N90 billion Uquo Gas Plant at Esit Eket.

He said that gas plant was projected to supply 131 million standard cubic feet of gas per day to the National Independent Power Plant (NIPP) in Calabar, as well as the Ibom Power Plant.

Former Chairman of Independent National Electoral Commission, INEC, Prof. Attahiru Jega, has criticized universities for engaging in bread and sachet water production to generate funds.

Jega, who is the Pro-Chancellor, Plateau State University, Bokkos, spoke at the opening of the three-day 2016 Nigerian Higher Education Summit on Monday in Abuja.

Acknowledging that the crisis of funding in Nigerian universities is acute, Jega insisted that the primary responsibility of funding universities is that of government.

He said, “Putting universities in such a dire situation where they have to be doing things like producing and selling sachet water is sad; frankly, it is not the business of universities.

“We want young unemployed youths to be involved in such entrepreneurial activities to generate income for themselves and to build businesses.

“For a university to become in dire and desperate need for money as to bake bread and produce sachet water is unwholesome and needs to be discouraged.

“Government needs to provide sufficient funding to universities.”

He said universities were in the business of knowledge production and should strive to produce patents or prototypes which they could engage Nigerian industries to manufacture.

Jega added that it is unhealthy for universities to be struggling to generate funds to carry out their mandates.

On ASUU strike, the former INEC boss called for mutual respect between the Federal Government and the unions.

“It is important for government to bend over backwards and it is important for unions to be realistic in their demands in order to find solutions,” he said.

PoliticsBoko Haram: British Military Begins Training Of Nigerian Soldiers On Mitigation by ijebuloaded(op): 8:18pm On Nov 21, 2016
AS part of efforts aimed at reducing the high level of civilian casualties being recorded in the ongoing war against insurgency in the North East, the British military has begun training of Nigerian soldiers on mitigation of collateral damage. The development came as the Defence Headquarters in collaboration with the Centre for Civilians in Conflict, CIVIC, also began a multi-stakeholder high level dialogue on strengthening civilian protection and harm mitigation policy practice.

The training on mitigation of collateral damage is also aimed at enhancing the understanding of the Nigerian military personnel of the processes required for intelligence based targeting with a view to minimizing collateral damage. Delivering a keynote address at the opening ceremony of the programme, yesterday, in Abuja,Chief of Defence Staff, CDS, General Abayomi Olonisakin, said the counter insurgency operations in the North East have contributed significantly to the degradation of Boko Haram capability and restoration of wealth of governance over the entire North East. He noted that collateral damage remained one of the challenges being encountered in the ongoing kinetic operations to further isolate the insurgents and deny them the freedom of action. He stressed that while efforts were being made to avoid collateral damage, the techniques for mitigation varied depending on the theatre of operation and the service involved. Olonisakin, who was represented at the occasion by Major General Ahmed Muhammed,Chief of Training and Operations, Defence Headquarters, disclosed that having reviewed the past operations, the military had identified the need to enhance “our planning capability to manage and to assess collateral damage associated with operations. While thanking the British Military Training and Advisory Team for the training cooperation between Nigeria and Britain, Olonisakin said the selection of officers for the course cut across operational and tactical levels because according to him, it was expected that on returning to the field, the trained personnel should be able to synergise with the planning cells of their respective services headquarters.

Speaking at the inter-agency dialogue on strengthening civilian protection policy and practice, General Olonisakin, noted that civilian harm remained a tragic reality in conflict especially without clear battlefields where it becomes difficult to distinguish between combatants and civilians. “They may face daily threats of violence and death as they find themselves inadvertently caught up in the middle of the conflict. While some out rightly lose their lives as a consequence of the conflict, others are forcefully displaced thereby losing their means of livelihood and properties, “he said. The Chief of Defence Staff, who said protecting civilians during conflicts was important, as according to him, it facilities post conflict development assistance and integration besides the creation of a conducive atmosphere for humanitarian organisations to operate in the conflict areas, said despite the best intentions military men and women in the counter terrorism and insurgency in the North East and the South South, “incidental or accidental harm to innocent civilians can still occur. Represented also at the event by Rear Admirer Andrew Dacosta, Chief of Administration, Defence Headquarters, General Olonisakin said the implementation of civilian protection measures would better position the military to achieve its objective of restoring security, while minimizing casualties among “our personnel and preventing incidental harm to civilians.”

CrimeCorrupt Practices Exposing Judiciary To Criticisms, Acting CJN Laments by ijebuloaded(op): 2:23pm On Nov 21, 2016
-The Acting Chief Justice of Nigeria, Justice Walter Onnoghen, Monday, decried that corrupt practices by judicial officers have greatly exposed the Nigerian Judiciary to lots of criticisms.

Onnoghen, who stated this at his first official function, which was the flagging-off of 2016 conference of all Nigeria Judges of the lower courts, said he was ready to wield the big stick against perpetrators of corruption in the Judiciary. “Let me also seize this opportunity to remind us that as Ministers in the Temple of Justice, we must shun all corrupt practices in order to align ourselves with the anti-corruption strides of the current administration”, Justice Onnoghen further tasked Judges participating in the conference. He said: “Your primary role as judges of the Lower Courts is to settle disputes that come before you in accordance with the provisions of the law. “The performance of this onerous task depends on several factors such as strict adherence to the rule of law, the Code of Conduct for Judicial Officers, access to justice, integrity and independence of the Judiciary. “While acknowledging your competence in discharging your duties, we are not unmindful of the challenges you face, which hinders the smooth administration of justice and exposes the Judiciary to a lot of criticisms. “These challenges are in the areas of inadequate funding/infrastructure/facilities, caseload volume, corrupt practices and most significantly delays in relation to criminal trials, which has contributed to the congestion of our prisons. “Distinguished participants, as guardians of the rule of law, let me remind you that administering justice is crucial to the effective running and stability of a democratic society as well as the peaceful coexistence of its citizens, without which the society will degenerate into anarchy. “It is pertinent to note that an independent, strong, respectable and responsible judiciary is indispensable to the administration of justice and to have such an institution, we must adhere to our Oath of Office as contained in the Constitution of the Federal Republic of Nigeria, 1999 (as amended) and the Code of Conduct for Judicial Officers. “As impartial arbiters, we must at all times uphold the rule of law, eliminate unnecessary delays and above all ensure that justice is dispensed promptly, without fear or favour, affection and ill-will to both parties in accordance with the provisions of the Law”. The theme of the biennial conference which is taking place at the National Judicial Institute, NJI, is; ‘The Lower Courts as Veritable Instruments for Justice and Peace in a Democratic Society’. In her welcome address, the Administrator of the NJI, Justice R. P. I. Bozimo, said the conference provides an avenue for lower court Judges to not only update their skills and knowledge, but also refreshes them on contemporary legal issues. “It is important to state that for the Lower Courts to serve as veritable instruments for justice and peace in a democratic society, they must continually demonstrate deep foresight for productivity, exceptional capacity and remarkable courage in the defence of constitutionally guaranteed individual and institutional rights. “In the sixteen years of democratic rule in this our dear Country, it can be said that the Nigerian Judiciary has witnessed both its low and high moments but in all, the Judiciary has always come out stronger. “The developments in the Judiciary have shown that it would rather uphold the rule of substantial justice rather than technicalities of law. “It is important to note that upholding of the rule of substantial justice is actually recourse to peace, and the decisions of courts when based on substantial justice rather than technicalities of law rarely provoke conflict or violence and is mostly celebrated by the society. “By doing so, the democratic tenets that will ensure sustainable democracy are upheld for a better tomorrow”, Justice Bozimo added
