Strike or industrial action is a fundamental part of employee and employer relationships all over the world. To do otherwise is called suppression and coercion. A good leader negotiates while a bad leader instills fear through threats and in some cases, witchhunts union leaders.
Let them table their grievances before Wike, they should all look at ways they can work things out instead of going on strike. If they go on strike, they won't be paid like ASUU, and heaven won't fall.

A large-scale rice farmer in northern Nigeria has backed the decision of the Central Bank of Nigeria to lift the Forex ban on the importation of rice.

He said the lifting of the Forex ban will break the monopoly of the processing and marketing of the grain by local millers.

Alhaji Hassan Yaro, who grows rice in Kano, Jigawa and Borno states, is the Chairman of the Kano Council of Traders and Entrepreneurs.

The PUNCH reports the Central Bank of Nigeria lifted the foreign exchange restrictions it placed on importers of rice and 42 other items eight years ago.


Alhaji Yaro, who spoke to our correspondent while inspecting one of his rice farms Wednesday at Zabarmari, in the outskirts of Maiduguri, praised the President Bola Tinubu administration for the lifting of the ban, believing that it would flood the market with the grain and slash its price to an affordable rate for the common man.

“I could remember, rice millers reached an agreement in 2014 with the then President Buhari in Africa House, Kano, when he was campaigning for re-election, to process enough of the grain for the country at an affordable price,” he recalled in a chat with The PUNCH, alleging, “They even received a huge amount of money from the CBN to ensure this.”

Yaro stated, “For whatever reason known, perhaps, only to the local millers, the grain, instead of flooding the markets at prices affordable to the ordinary Nigerian, went beyond the reach of most Nigerians in terms of both availability and affordability up to last week when the Forex ban was lifted.”


Alleging that most rice millers do not mean well for the country, he vowed to mobilise as many farmers of the grain as he can across the country to upscale the traditional milling method and pursue wavers for the importation of affordable milling machines from China, should the local millers attempt sabotaging the Tinubu administration on this.

A former lawmaker who represented Kogi West in the ninth Senate, Adeyemi Smart, has warned the nation’s ministers to perform in their offices else they will be “shown the way out” by President Bola Tinubu.

Adeyemi sounded the warning on Wednesday when he appeared on the Channels Television programme ‘Politics Today.’

The former lawmaker described Tinubu as a man with a “track record of performance,” adding that he (Tinubu) is working to reposition Nigeria to a better state.

Adeyemi said, “What Nigerians should know about President Bola Tinubu today, including those who are ministers, is that from his track record, once you don’t perform in six months, he shows you the way out.



“That’s what he’s going to do. The man (Tinubu) is in a hurry to make a difference. Asiwaju wants to make a name. He wants to reposition Nigeria. He wants to recover lost grounds to the nation.

The three-time former senator also played down an act that occurred in the upper chamber on Tuesday when the Chief Whip of the Senate, Senator Mohammed Ndume, left the chamber following a ruling that deemed him out of order.


Ndume had cited order 54 of the standing rules to draw attention to the manner in which the Senate president, Godswill Akpabio, presides over the affairs of the Senate.

Un his reaction, Adeyemi stated, “There is nothing to worry about because a new assembly like this will start on this kind of a note. After some time, everybody will get to understand each other.”

Fifteen Nigerian states have yet to implement the N30,000 minimum wage for their workers since it was signed into law in 2019.

This is as organised labour unions are set to push for a further increase in minimum wage following worsening living conditions in recent times.

According to BudgiT, even though 15 states are yet to implement the minimum wage of N30,000, the 36 states of the federation grew their cumulative personnel cost by 13.44 per cent to N1.75tn in 2022 from N1.54tn in 2021.

Also, these states grew their overhead bills by 23.42 per cent to N1.24tn in 2022.

The Civil Society Organisation disclosed this in its newly released ‘The States of States Report 2023.’ The organisation highlighted that the 36 states of the federation grew their revenue by 28.95 per cent from N5.12tn in 2021 to N6.6tn in 2022.

Commenting on the composition of the revenue, it said, “Put together, the Internally Generated Revenue of the 36 states appreciated by 12.98 per cent from N1.61tn in 2021 to N1.82tn in 2022, denoting a strengthened domestic revenue mobilisation capability. Nonetheless, the IGR to GDP ratio remained very low at 1.01 per cent. The increase in IGR did not reflect across board as 17 states experienced a decline in their IGR from the previous year while 19 states recorded positive growth.


“Occasioned by a 49.2 per cent increase in global oil prices, growth in federal transfers rose by 35.68 per cent from the previous year to N4.05tn, despite a 12.55 per cent drop in crude oil production,”

States’ reliance on the revenue from the Federal Government grew to 61.45 per cent in 2022 from 58.4 per cent in 2021, BudgiT noted. Despite their revenue struggles, the 36 states spent N8.2tn in 2022, more than the N6.58tn they spent in 2021.

Despite the struggles of these states, organised labour recently issued a two-week deadline to governors to commence negotiations on the N35,000 wage award for workers in their states following the terms of the Memorandum of Understanding signed by the Federal Government, the Nigeria Labour Congress, and the Trade Union Congress.

State chapters of the NLC and TUC handed down these ultimatums on Tuesday and said they had written to the governors. Recently the Federal Government agreed to pay N35,000 to all federal workers for six months beginning from September.

One of the NLC state chapter chairmen who spoke to The PUNCH, The Kano State NLC Chairman, Kabiru Inuwa, said, “We have written to the government requesting for the payment of the wage award to workers in the state and we are still waiting for the government to respond.”

Other states’ chapters of either the NLC or TUC that confirmed they had written to their governors include Gombe, Rivers, Benue, Ogun, Katsina, Niger, Ondo, Osun, Kwara, Kebbi, Bayelsa, and Delta.

Power distributors failed to accept an average of 114.53 megawatts-hour/hour of electricity in the second quarter of 2023 despite its low supply across the country, the Nigerian Electricity Regulatory Commission has said.

NERC disclosed this in its latest 2023 Second Quarter report, as it also revealed that the power distributors installed 178,864 new meters for consumers during the period.

The commission further stated that the complaints of power users rose by about 31 per cent, adding that persistent mechanical fault and gas constraints reduced power generation in the second quarter of this year.

Data from the regulator showed that all the 11 power distribution companies accepted less than their various contracted capacities.

This led to an average cumulative load rejection of 114.53MWh/h amid blackouts in many locations across the country.

It was observed that the combined average energy offtake of the 11 Discos during the three-month period was 3,251.31MWh/h, while their available Partially Contracted Capacity was 3,365.84MWh/h.

Explaining the energy offtake performance, the commission stated that since July 2022 when the Nigeria Electricity Supply Industry transitioned to the Partial Activation of Contract regime, the target volume of energy to be off-taken by Disco at any time had been defined as their Partially Contracted Capacity.

It stated that under the PAC regime, Discos had take-or-pay obligations on their PCC, which meant that they must pay for available capacity irrespective of their offtake.

“This structure is consistent with international best practices for long-term contract-based power procurement and ensures that Gencos (generation companies) earn capacity payments to compensate them for availability.

“To curtail this practice, the commission included load offtake as a key metric in its

KPI Order — Order on Performance Monitoring Framework (NERC/316-326/2022), which was issued to Discos effective October 2022.


Set up customers centres, FG tells Discos
“The order provides that persistent load non-offtake to certain thresholds may trigger regulatory actions against the management of the Discos,” the NERC stated.

It added that “in 2023/Q2, the average energy off-take by Discos at their trading points was 3,251.31MWh/h, and it shows a decrease of -218.82MWh/h (-6.31 per cent) when compared to 3,470.13MWh/h off-take in 2023/Q1.

“During the quarter, all the Discos took less than their available PCC except Eko Disco which recorded an offtake performance of 116.90 per cent and will therefore benefit from reduced wholesale energy cost.”

The commission, however, stated that it would utilise its order on performance monitoring framework to enforce appropriate regulatory actions against Discos that fail to meet the KPI targets for offtake ratio.

On metering, the report stated that a total of 178,864 meters were installed in 2023/Q2, representing an increase of 3,583 installations (2.04 per cent) compared to the 175,281 meters installed in 2023/Q1.

“During the quarter, 168,397 meters were installed under the MAP (Meter Asset Provider) framework, while 9,302 meters were installed under the NMMP (National Mass Metering Programme) framework.

“The Vendor and Disco Financed framework recorded 1,143 and 22 meter installations respectively,” it stated.

It stated that as at June 30, 2023, there were 12,561,049 registered electricity customers with 44.16 per cent (5,546,483) of them metered.

The commission stated that Ikeja, Ibadan, Abuja and Enugu Discos had the highest number of meter installations in 2023/Q2, accounting for 72.69 per cent of total installations.

On customers’ complaints, the NERC stated that the total number of complaints received in 2023/Q2 was 325,898 across all Discos, representing an increase of 76,215 (30.52 per cent) compared to the 249,683 complaints received in 2023/Q1.

“Ibadan Disco received the highest number of complaints (55,110 representing 16.91 per cent of total complaints received), while Yola Disco received the least number of complaints (2,662 representing 0.82 per cent of total complaints received),” the regulator stated.
