Under the terms of the UK...each region is treated as a separate country.

Also, FIFA gives a lot of leeway to the UK..seeing as that was where football was invented.

Again, the UK does not have a football federation...Scotland, Wales, Northern Ireland and England have separate FA's. All the separate FA's are members of FIFA and UEFA. All the FA's existence also predates the foundation of FIFA, and UEFA...and the first 'international football matches' were played between England and scotland.

Finally, it isn't only the UK...

The King is technically speaking the head of state of several countries..including Canada and Australia, which both have separate representations at FIFA...the argument then would be that these countries should be all represented by a single team.

The English speaking Caribbean countries are represented by a unified team called the West Indies at cricket.

Meanwhile, the UK sends teams to Olympic, and other events since the UK has single representative organisations at other sports.


The short answer is that sporting federations are not the same as countries.
