We are still practicing individualism across all levels of government. The more reason people fight to death just to get power and remain in power even when they know they don't have anything to offer as service. The civil servant is scared to retire because he knows there is no system in place to provide for his needs as a retiree. Etc. So sad, to know that we not yet ready as a nation even until now.

The truth is that, we don't yet have a working Democratic system. Probing would have been automatic as the laws will make it easy. Even the suspect will already know how he will be judged.
